Alternate Cardio Validations

• Since commercial elliptical trainers and

stationary bikes cannot be calibrated they

must be validated

• indicated calories vs. measured calories

• Cost of validation = $15K per device

NOTE: Alternate cardio options were intended for

Sailors medically unable to run

New Performance Norms for

Ellipticals / Stationary Bikes

• The bike and elliptical are too easy

• Research supports

• New performance norms have been

developed by NHRC

• The standards will be more in-line with the

run/walk

• New criteria will be based on body weight,

calories burned and offset value only

• NOT Approved yet!!!

Heart Rate

• 220 - 40(age) = 180

• 180 – 80(RHR) = 100

• 100 X .60(intensity) + 80(RHR) = 140 bpm

• 100 X .80(intensity) + 80(RHR) = 160 bpm

• 0,1,…6 and multiply by 10

• 0,1,…10 and multiply by 6

• 0,1,…30 and multiply by 2 13

Contraindicated

• Operating guides will expand to 15

• Sailors responsibility to maintain standards

emphasized

• Physical Fitness “Shall” be integrated into the

workweek during working hours

• NETC PFA policy included

• PFA inspections will be mandated annually by

higher command

• Prospective CFL’s are required to attend course

before being designated by the CO

• CO’s can direct a mock PFA at anytime to

ensure command is meeting requirements

• CFL’s must be E6 and above

• Must use approved NAVPERS forms for BCA

and PRT, hand written, NO EXCEPTIONS

• 6110/10 and 6110/11

• For CFL/ACFL, overall PFA must be Excellent

or higher

• CFL’s must maintain 8 hours of continuing

education every 3 years – CFL Course/Seminar

• CFL should ensure member takes PFA prior to

transfer

• ACFL has same requirements as CFL

• Removed 4 month minimum requirement

between PFA’s

• 1st BCA taken during the command cycle is

official, no retakes accepted

• CO has authority to allow alternate devices

• Command must have a written document

stating the start date and end date of the PFA

• Only members on terminal leave are exempt

from participating in the PFA

• All members with positive response on PARFQ

are required to report to medical for clearance

• PARFQ not required if no PRT performed

• If required, member must complete PDHA and

PDHRA

• Members with delinquent DHA’s cannot

complete a PARFQ

• CO has final authority on med waivers

• All med waivers must be entered into PRIMS

prior to PFA

• Pregnant and postpartum servicewomen are

exempt from meeting physical fitness

requirements in order to be advanced

• Pregnant and postpartum servicewomen will not have

their frocking deferred or their advancement

withdrawn, unless the servicewoman was not

recommended for retention on their last fitness

report/evaluation and/or is undergoing administrative

separation processing

• Will use umbilicus waist measurement as a tool

to predict high risk members

• High risk members (Males>40, Females>36) will be

enrolled in to FEP

• All members will be required to be in PTU 22

• Member has 45 days from BCA to complete

PRT

• No bad day retest

• Restrictions added to altering BCA by means of

tummy tucks and liposuction

• Can edit PFA records up to 90 days

• Added requirement that mandates eval/fitrep

mark of 2.0 in Military Bearing for 1st or 2nd PFA

failure

• Added requirement that mandates adverse eval

after 3rd PFA failure and makes members

ineligible to take rating exam 23
