ALCOHOL AND DRUG PREVENTION

AND TREATMENT SERVICES

SERVICE SYSTEM

The Department of Mental Health, Bureau of Alcohol and Drug

Services (BADS), administers the public system of substance use

assessment, referral, prevention, treatment and recovery support

services for individuals in Mississippi. BADS is also responsible for

establishing, maintaining, and evaluating the network of service

providers, which includes state-operated facilities, regional

community mental health centers, and other nonprofit community-

based programs. The overall goal of the state’s substance abuse service system is to

provide a continuum of community-based, accessible services,

including, prevention, outpatient, withdrawal management,

community-based primary and transitional residential treatment,

inpatient and recovery support services. The Bureau includes two

divisions: the Division of Prevention Services and the Division of

Treatment Services. The Community Mental Health Centers (CMHCs) are the foundation

of the substance abuse delivery system. The fourteen (14) regional

centers provide a variety of prevention and treatment services. In

addition, some centers offer services for specialized populations

such as children and adolescents, the elderly and pregnant/parenting

women. There are also a number of other public and private agencies that

provide prevention and treatment services. These entities also

provide services for special populations and may receive funding

from other state agencies, community service agencies or donations.

DESCRIPTION OF SERVICES

ACUTE PARTIAL HOSPITALIZATION PROGRAM

The Acute Partial Hospitalization Program for Substance Use

Disorders provides an intensity of treatment similar to that available

on an inpatient environment, in a less restrictive, community-based

setting. This short-term, intensive level of care allows individuals to

benefit from consistent, structured treatment while maintaining their

usual living arrangements in their communities. Acute partial

hospitalization programs provide a less restrictive level of care for

individuals discharged from inpatient programs, or a higher level of

care when IOP is not effectively meeting the individual’s needs. The

following programs are certified as an Acute Partial Hospitalization

Program by the Mississippi Department of Mental Health:

OPIOID TREATMENT SERVICES

Opioid treatment programs provide withdrawal management services

to people suffering from chronic addiction to opiates or opiate

derivatives. The services support the individual by utilizing

methadone, and/or Buprenorphine while the individual participates

in a spectrum of counseling and other recovery support services

directed toward that are intended to assist the person with successful

recovery from opiate addiction. The following programs are certified

to provide Opioid Treatment services by the Mississippi Department

of Mental Health:

WITHDRAWAL MANAGEMENT

Withdrawal Management is the process through which a person who

is physically and/or psychologically dependent on alcohol, illegal

drugs, prescription medications, or a combination of these drugs is

withdrawn from the drugs of dependence. Programs must use the

American Society for Addiction Medicine (ASAM) levels of care to

determine compliance with withdrawal management standards. The

following programs are certified to provide Withdrawal

DUI DIAGNOSTIC ASSESSMENT SERVICES FOR

SECOND AND SUBSEQUENT OFFENDERS (DUI)

The DUI diagnostic assessment is a process by which a diagnostic

test is administered and the result is combined with other required

information to determine the offenders appropriate treatment

environment. The following programs are certified as a DUI

GENERAL OUTPATIENT SERVICES

General outpatient substance abuse treatment is appropriate for

individuals whose clinical condition or environment does not require

a more intensive level of care. Multiple treatment modalities,

techniques and strategies include individual, group, and family

counseling. The following programs are certified to provide General

INTENSIVE OUTPATIENT SERVICES (IOP)

The 10-15 week Intensive Outpatient Program is a community-based

outpatient program which provides an alternative to traditional

residential treatment or hospital settings. The program is directed to

persons who need services more intensive than traditional outpatient

services, but who have less severe alcohol and drug problems than

those typically addressed in residential treatment. The IOP allows

the consumer to continue to fulfill his/ her obligations to family, job,

and community while continuing treatment. The following programs

are certified to provide IOP services by the Mississippi Department

ADOLESCENT INTENSIVE OUTPATIENT

SERVICES (A-IOP)

The Adolescent-Intensive Outpatient Program (A-IOP) is a

community-based outpatient program directed to adolescents ages

12-18 who need services more intensive than traditional outpatient

services, but who have less severe alcohol and other drug disorders

than those typically addressed in Residential Treatment Services.

The A-IOP allows adolescents to continue to fulfill their obligations

to family, job, school, and community while obtaining treatment.

RECOVERY SUPPORT SERVICES (RSS)

Recovery support services are non-clinical services that assist

individuals and families working towards recovery from substance

use disorders. They incorporate a full range of social, legal, and

other resources that facilitate recovery and wellness to reduce or

eliminate environmental or personal barriers to recovery. RSS

include social supports, linkage to and coordination among allied

service providers, and other resources to improve quality of life for

people in and seeking recovery and their families. RSS are provided

by professionals and peers and are delivered through a variety of

community and faith-based groups, treatment providers, and RSS

providers. Provision of RSS is based upon the needs in a person’s

individualized recovery plan. The following programs are certified to

people, communities, and systems to substantially reduce the

occurrence of alcohol and drug dependency and abuse. The

PRIMARY RESIDENTIAL SERVICES

The primary residential substance abuse treatment program is an

intensive program for individuals who are addicted to or abuse

alcohol/ drugs. This type of treatment offers a group living

environment that provides the individual a comprehensive program

of services which are easily accessible and responsive to the needs of

the individual. Because alcohol and drug dependency is a

multidimensional problem, group and individual therapy, family

therapy, education services explaining alcohol/drug and dependency,

personal growth, and the recovery process, vocational counseling

and rehabilitation services, employment activities, and recreational

and social activities are available to the individual. The following

TRANSITIONAL RESIDENTIAL SERVICES

A transitional residential substance abuse treatment program focuses

on the enhancement of social skills needed to lead a productive

fulfilling life in the community. The program provides a group living

environment, which promotes life free from chemical dependency,

while encouraging the pursuit of vocational, employment or related

opportunities. With group support, individuals acquire coping skills

which enable them to become productive citizens in their

community. An individual must have successfully completed a

primary substance abuse treatment program before being eligible for

admission. The following programs are certified for Transitional
