1.0 OPENING COMMENTS

1.1 Call to Order / Quorum Check

The Nadcap Management Council (NMC) Metrics Committee was called to order at 11:30 a.m., 03-Mar-15.

The meeting was restricted to Committee members as well as NMC members and invited guests.

1.2 Masahiro Kawamoto, Kevin Knox, Koji Otsuka, and Scott Severson were recognized as invited guests of the Chairperson.

1.3 Approval of Previous Meeting Minutes

Motion was made by Pascal Blondet to approve the minutes from 20-Oct-2014 as written. Motion was seconded by David Soong and passed unanimously.

2.0 REVIEW METRICS COMMITTEE CHARTER, CURRENT MEMBERSHIP STATUS

The attached NMC Metrics Team Charter was reviewed. Frank McManus will replace Katie Bradley was added to the NMC Metrics Committee membership. Mike Brandt and Serge Labbe will be removed.

3.0 RAIL

The attached Rolling Action Item List (RAIL) was reviewed. There was one open action item (MCA-64) which was closed at this meeting (see item #5 below).

4.0 REVIEW NMC/BOARD OF DIRECTOR’S (BOD) METRICS

The attached BoD Metrics were reviewed. All metrics are “green”.

5.0 TASK GROUP METRICS SUMMARY REVIEW

Richard Blyth reported that he and Glenn Shultz have been reviewing the monthly task group metrics for the months of November, December, and January. Each task group that had a “red” metric during this period was asked to provide an explanation. Primarily the “red” metrics were

the result of the smaller task groups having only one or two audits certified for the month that were open longer than normal and no short duration audit reviews to counter them. One particular concern was the Electronics Task Group. The non-delegated Staff Engineer has had several instances of having to extend the task group ballot due to a lack of quorum. Subscribers that have task group members on the Electronics Task Group are asked to communicate the need to participate in the task group.

The Task Group agreed that this review and report out should continue and the metrics should be maintained as they are while giving special consideration to the smaller task groups (possibly look at these groups over a quarter or year). It was suggested that we add a slide to this presentation to remind members where task group metrics and summaries are located in eAuditNet.

6.0 AUDITOR CONSISTENCY UPDATE

Richard Blyth presented the Auditor Consistency update below. It was proposed that a new Auditing Consistency Committee be established as a standing committee (same level as the Metrics, Standardization, and other committees) to oversee the activities of NOP-012 (OP 1117). Richard and Mike Graham will propose a charter for this new committee during the next NMC teleconference. Glenn Shultz will ask Kellie O’Connor to add this topic to the teleconference agenda. (A meeting was held during the Nadcap meeting to address this issue and both of these actions are considered closed)

7.0 NADCAP UPDATE

The team reviewed Scott Klavon’s Nadcap Update presentation.

8.0 NADCAP EFFECTIVENESS & CUSTOMER SATISFACTION UPDATE

Joanna Leigh provided a status update on the Nadcap Effectiveness Surveys that were sent out on 15-Jan-2015. The surveys will be closed on 15-Apr-2015. Everyone that received the surveys are encouraged to respond. For future updates it may be beneficial to add the spider chart and some background slides.

9.0 NEW BUSINESS REVIEW

Richard Blyth presented a proposal to increase the task group cycle time “red” flag limit.

From: ≤ 8: GREEN, >8 and ≤ 9: YELLOW, > 9: RED

To: ≤ 8: GREEN, >8 and ≤ 11: YELLOW, > 11: RED

This should help audits that are left in task group review over a weekend when a ballot ends on Friday Night/Saturday morning. Richard will present this proposal to the NMC Steering Committee.

Mike Graham presented an audit failure rate analysis relative to the Risk Mitigation activity. This data will be reviewed periodically.

10.0 NEW ACTION ITEMS

New action items were reviewed.

11.0 MEETING FACILITATION FEEDBACK

There were no suggestions to improve the meeting.

12.0 ADJOURNMENT – 03-MAR-15
