The IOC President then requests His Majesty the Emperor to declare open the Tokyo Olympic Games.
After the marches end, the President of the Organizing Committee will mount the rostrum and will deliver a brief speech of welcome. In his address, the President will express fe lic itations on the 70th anniversary of the founding of the International Olympic Committee. Also, the recorded voice of Baron Pierre de Coubertin which was recorded during the Berlin Olympic Games will be broadcast for about 30 seconds. The contents of this message will appear on the illuminated record board in French and English.

The Olympic flag, carried by eight members of the Japanese Maritim e Self-Defense Force will be brought into the stadium from the southern entrance while the Olympic Anthem is played, and hoisted into place on the 15.21-meter high pole in the stadium.The Olympic Anthem will be sung by the Japan Broadcasting Corporation chorus, the Tokyo Art University chorus, the Musashino College of Music chorus and the Kunitachi College of Music chorus. The massed voices of 350 persons will make up the choruses under the baton o f Tadashi Mori.The Olympic Anthem was written by Palama and the music composed by Samala.

After the hoisting of the Olympic flag, the Mayor of Rome accompanied by a flag bearer, will enter the stadium from the northern entrance. This embroidered satin flag was presented by the Belgian Olympic Committee in 1920.

When the Olympic flag is presented to the Governor of Tokyo, there will be a salute of guns after which some10.000 balloons will be released. After the transfer of the Olympic flag, the Mayor of Rome, the IOC President and the Governor of Tokyo will return to their seats. The drum band will leave the stadium fie ld through the southern exit. This band is composed of primary school children, and this marks the firs t tim e a band of Primary School children have played at the Olympic Games.
Une salve d’artillerie saluera cette remise du drapeau, et quelques10.000 ballons seront lâchés. Le Maire de Rome, le Président du C.I.O. et le Gouverneur de Tokyo regagneront alors leur place. La formation de tambours quittera le stade par la sortie Sud. After the drum band leaves the stadium, the final Olympic torch runner enters the stadium through the northern entrance and runs up the central steps of the hackstand and lights the Sacred Olympic Fire. The runner on this occasion is Yoshinori Sakai. As soon as the Sacred Fire is lit a chorus will sing the Tokyo Olympic Games song (A). This song was written by Haruo Sato and music composed by Osamu Shimizu.
Le Flambeau Olympique pénètre dans le stade par l’entrée Nord, porté par le dernier coureur, qui monte les gradins centraux de la tribune et allume la Flamme Sacrée Olympique. The flag bearers of the respective delegations will form a semicircle around the rostrum. Japanese gymnastic star Takashi Ono, who will be participating in the Olympic Games for the fourth time, will represent all participating athletes and deliver the Olympic oath. The Japanese flag bearer will be to his left and Ono will raise his right arm when delivering the oath.
Les porte-drapeau des délégations form eront un demi-cercle autour du Rostre. Le champion de gymnastique japonais Takashi Ono, qui participe pour la quatrième fois aux Jeux Olympiques, prononcera le Serment Olympique au nom de tous les athlètes en tenant de sa main gauche le pan du drapeau japonais et en levant sa main droite.

The Torch Relay, so organized to bring together the trad ition o f the ancient Olympic Games and the Olympic Games of the modern era, was conceived by the late Karl Diem who was the Secretary General fo r the Xlth Olympic Games held in Berlin in 1936. The firs t Torch Relay was conducted between Olympia in Greece to Berlin, an overland distance of 3,100km. The same procedure has been followed at each subsequent Games in term s o f the requirements o f the Olympic Charter, thus making this the sixth such relay since its inception.Le relais du flambeau, organisé dans le but de rapprocher les traditions des anciens Jeux Olympiques à celles des Jeux modernes, a été innové par feu Karl Diem, Secrétaire Général des Jeux de la XIe Olympiade de Berlin. Ce premier relais du Flambeau a couvert la distance de 3,100 km s. séparant Olympe, en Grèce, de Berlin. On August 21, 1964 th is Olympic Flame was kindled in the presence of His Majesty King Constantine II o f the Hellenes by the chief priestess dressed in a trad itiona l white Greek costume, and using a concave m irro r to catch the early m orning rays o f the sun as it shone down on tha t town of Olympia, Greece.This Olympic Flame having been relayed by 340 runners, each covering 1,000 meters to Athens, le ft Athens on August 23, 1964 aboard a special plane bound fo r Tokyo. During its fligh t to Okinawa, the special plane carrying the Olympic Flame was welcomed with due dignity and ceremony prepared under the auspices o f the National O lympic Com m ittee of each of the respective countries shown in the diagram o f stopping places en route.The Olympic Flame has been flown some 15,500 km and relayed by runners over a distance of 741 km and is a symbol o f the warm friendship and peace in the world and heralds certain success of the Tokyo Olympic Games.

The electronic sounds which grace todays great festival have been created by combining Japanese ancient temple bell sounds with the sounds produced by the most modern electronic techniques, to make a fitting presentation to the Tokyo Games held in this electronic age Olympiad.
The bells used for the recording are all from famous temples from Nara, known for its great statue of Buddha ; from the sacred Mt. Koya, area of mystic religions; from Kyoto, from Nikko, cities of famous architecture.
These sounds, which will resound in the autumn air as the Emperor takes his place in the Royal Box, are the symbols of the soul of the Japanese people, being transm itted to the world.
The higher pitched sounds heard in the latter half of the composition are those created by the latest electronic techniques, and have been generously contributed for use on this occasion by N.H.K.

La musique électronique qui apporte un éclat de plus à ce grand festival, est une combinaison des sons des cloches de temples japonais, à ceux obtenus par des procédés électroniques ultra-modernes. Cette musique est l’association de l’Age électronique et à celui de la tradition.
Des cloches utilisées, nous citerons celles de Todaiji, tem ple connu pour sa statue de Bouddha, celles de Kongobuji, sanctuaire sacré du mont Koya, celles imposantes de temple Chionin, et d’autres de la région de Kyoto et de Nikko.
Ces cloches, que l’on pourra entendre alors que S.M. l’Empereur prendra place dans Sa Loge Impériale, seront les mes sagères du peuple japonais au Monde.
Les sons particulièrement aigus que l’on pourra entendre dans la seconde moitié de cette composition, ont été créés par une technique musicale électronique des plus récentes et représentent la contribution de la R.T.J. à cette oeuvre.

The Olympic Flame upon reaching Okinawa was relayed through all 46 prefectures of Japan and has been enthusiastically welcomed by the Japanese people as it was carried in relays by youths of 18 to 20 years old over 2,696 km of Air, 6,755 km of land, and 387 km of water, in tim e to reach the National Stadium on October 10, 1964 the opening day of the Games of the XVIIIth Olympiad in Tokyo.A to ta l of 100,713 runners were involved in the overall course of which 890 were from foreign countries, and 99,843 from Japan. This Torch Relay is the longest in Olympic History and is most appropiate for this the firs t Olympic Games ever to be held on Asian soil.May the Olympic Flame, an emblem of peace, and a symbol of competition of strength and skill by sport loving youth all over the world, continue to burn throughout this greatest event ever to be held in our modern world.
Depuis Okinawa, le Flambeau Olympique a traversé les 46 préfectures du Japon et a été chaleureusement accueilli par le peuple japonais. ART EXHIBITIONThe Art Exhibition as approved and recognized at the IOC session held in Athens in June 1961 for the Tokyo Olympic Games period, will feature the very best examples of Japanese Art. This exhibition therefore will d iffer from those held at previous Olympic Games in that it will not be lim ited to the exhibition o f Sports categories only, nor will exhibits of foreign Art be included.This Art exhibition has been divided into four categories in the Fine Arts division and six categories in the Theatrical division. It is fu lly representative of the traditional culture of Japan in all its splendour—both the ancient and the contemporary.
