This past November our community lost Emma Thibodeau, a second-grader at

Jameson Elementary School. Emma loved unicorns, horseback riding and anything

purple and sparkly. She was a loving sister and daughter, a kind welcoming friend

to all and an enthusiastic student. Emma’s quick-witted sense of humor and

infectious giggle brought a special light and energy to any room she entered. Emma

touched many lives in such a short time and is missed dearly.

Orchard Beach Means To Me” art contest held by the Libby Memorial Library.

Maine Summer Camps is the

public face of the Maine Youth

Camping Foundation, which exists

to promote social welfare through

support or opposition to legislation

camping. MYCF, founded in the

1930s, has been a pioneer in the

field of youth camping, and created

the first state camp licensing law in

the country. The American

Camping Association (ACA) still

uses many of those original

standards in its accreditation of

youth camps nationally. The Junior

Maine Guide (JMG) Program is

also a product of MYCF.

Established in 1937, the JMG

program is designed to furnish

boys and girls with formal

certification based on outdoor

living skills in Maine. Maine’s

Junior Guide program is now one

of the largest in the country.

recently lost their jobs with temporary financial assistance. UC, which is also referred to as unemployment insurance (UI), is funded through the tax dollars of in-state employers. Furthermore, the Maine Department of Labor (DOL) is responsible for managing the UI program across the state. Within the DOL, the Bureau of Unemployment Compensation is also responsible for managing funds.

A Brief History The Old Orchard Beach Edith Belle

Libby Memorial Library is located

at the edge of Memorial Park on

Staples Street. The library facility

opened in 1956, and was made

possible, in part, by a gift in the will

of Frank Libby, former Town

Selectman. It was his wish that the

building be named in honor of his

wife, Edith Belle Libby. The

renovated and expanded Libby

Memorial Library opened to the

public April 29, 2015.

Library Cards Cards are free to any permanent

resident, Old Orchard Beach

property owner, or any child in the

local school system. Resident

cards will be issued upon

completion of a registration form

and presentation of appropriate ID

with proof of residence.

Visitors are invited to purchase

Non-Resident Cards.

Our Collection The library houses a collection of

over 35,000 books and DVDs plus

over 11,000 e-books and over

5,000 digital audiobooks available

to you with your Libby Library

card. We also have a selection of

music CDs and physical

audiobooks for checkout.

First, we address the needs of all of the clients and patients we work with, and ensure that they receive high-quality services. This can range from a person struggling to heat their his/her home in the winter, to a person unable to get to work because they don’t have transportation. Second, we are committed to helping clients and patients lead healthy, secure, and independent lives. YCCAC is a unique organization, managing a potent range of resources, from primary health and dental care, to income support, early childhood education, transportation, and housing. We are uniquely positioned to help clients and patients overcome the barriers to self-sufficiency by seamlessly integrating these resources – and partnering with other organizations when needed.

Our founding document says that our communities “can achieve their full economic and

social potential only if every individual has the opportunity to contribute to the full extent

of his or her capabilities and to participate in the workings of our society.” YCCAC is

focused on making this become a reality.

Third, we recognize that in order to achieve our mission, we must strive to help not just our clients and patients, but also those in the community who face similar challenges. For example, we must ensure that all children living in the Biddeford area are ready for school, not just those enrolled in our Biddeford Head Start program. We have identified four population results to guide this work:

▪ All York County communities offer economic opportunity

▪ All York County residents have the opportunity to participate fully in the community

These are ambitious goals, and they can only be accomplished in close partnership with others. But we believe that, working community by community, they are possible in time. HEAD START & EARLY HEAD START These programs provide free high-quality, early childhood education and child care

for income-qualified families. The programs focus on making sure children and families are ready.

WIC Women, Infants, and Children (WIC) serves pregnant women, infants, and children from birth to age five. WIC

offers one-on-one health and nutrition counseling and breastfeeding support. It also helps parents and foster parents

pay for nutritious food and formula.

Medical, Dental & Behavioral Health

HEALTH CARE Nasson Health Care provides primary medical, dental, and behavioral health care to residents of York County and neighboring communities. YCCAC health programs also include Health Insurance Navigators and transportation to medical appointments and cancer care. HEALTH INSURANCE NAVIGATION Health Insurance Navigators can help you find appropriate health insurance coverage and answer questions about eligibility or access. TRANSPORTATION TO MEDICAL APPTS If you need to get to medical appointments and no other transportation options are available, we may be able to help.

Home Ownership & Repair HOME BUYER EDUCATION CLASSES Our classes prepare individuals and families for the home buying process. Participants earn a Certificate of Completion, a requirement for some lenders. FORECLOSURE PREVENTION We offer free counseling to help avoid foreclosure, or achieve the most positive financial outcome if foreclosure is unavoidable. HOME REPAIR GRANTS We connect homeowners to grants for home repairs including roofs, septic systems, and more. PRE- & POST-PURCHASE COUNSELING Our housing counselors guide home buyers through the process, reviewing credit reports, identifying mortgage loan options, and removing barriers to homeownership. THRIVING IN PLACE Thriving in Place (TiP) helps people with chronic health conditions, including the elderly and persons with disabilities, remain independent and safe in their homes.

FREE TAX PREPARATION IRS-certified volunteers provide free preparation of basic federal and state tax returns. LEGAL ASSISTANCE – GUARDIANSHIP Our legal assistance program helps individuals who are representing themselves in cases involving guardianship of a minor so they have the information and support they need in the family court system. COMMUNITY OUTREACH Our Community Outreach Program can provide a dedicated staff member to connect you with programs and services that offer financial assistance, referrals, education, and advocacy. THRIVING IN PLACE Thriving in Place (TiP) helps people with chronic health conditions, including the elderly and persons with disabilities, remain independent and safe in their homes.

Heat, Energy & Fuel HEAP HEATING ASSISTANCE HEAP (Home Energy Assistance Program) helps eligible homeowners and renters cover heating costs. WEATHERIZATION PROGRAM We offer eligible homeowners an audit of their home to check for energy efficiency and safety concerns and connect them to available funding for improvements. ELECTRICITY LIFELINE PROGRAM (ELP) To help with electricity costs, households can receive a credit to their CMP bill based on household income and estimated electricity usage. ENERGY CRISIS INTERVENTION Eligible homeowners and renters receive emergency financial assistance once per season for fuel or avoiding electricity cut-offs. CENTRAL HEATING IMPROVEMENT CHIP provides grant funds to repair or replace malfunctioning heating systems.
