PRESIDENTS FOREWORD WELCOME TO THE ONSLOW CHAMBER OF COMMERCE AND INDUSTRY BUSINESS INVESTMENT GUIDE 2017

The Onslow Chamber of Commerce & Industry acknowledge and pay respects to the Thalanyji Elders past, present and future as the traditional owners of the land in and around Onslow.

Since the publication of the first PilbaraDevelopment Commission (PDC) sponsored Onslow Chamber of Commerce and Industry (OCCI) Onslow Business Investment Guide in 2016, the Onslow economy has

remained strong. In addition to the US$ 34 billion Chevron-operatedWheatstoneLiquefiedNaturalGas(LNG) and BHP Billiton’s $US 1.5 billion Macedon Domestic Gas Projects, Onslow continues to grow with a number of developments having come on train or ramped up. Construction of the Onslow Marine Support Base (OMSB), the recent announcement to build WA’s largest gas storage facility at the cost of $69 million by the owner of the Dampier to Bunbury Natural Gas Pipeline (DBNGP), interest from K+S Salt to establish a salt works in the area and the Department of Transport’s planned 12 pen Marina demonstrate the extent of this growth.

This sustained economic growth and success can be attributed to a number of factors including:

• The vision of the Western Australian State Government to establish the Ashburton North Strategic Industrial Area (SIA) and subsequent ongoing oversight and support. In essence, Ashburton North SIA provided the catalyst for growth around the Wheatstone and Macedon projects which demonstrated to otherinvestorsthebenefitsandopportunitiesconnected with conducting business in Onslow. Newinvestorsalsohaveconfidenceinthearea through support provided by the State Government in actively overseeing growth and development through its Department of State Development (DSD).

• Commitment from industry and business towards local supply of goods and services. Since 2010 the Chevron-operated Wheatstone Project alone has awarded $350m in contracts to local business and created more than 7,000

direct and indirect jobs within the Onslow area. This support for local content is set to continue with the Wheatstone Project keen to continue to increase their current commitment to the community – as is BHP (with $3m spent with local businesses since commencing operations) and associated major contractors.

• Capacity of local suppliers to provide required goods and services. The OCCI has been instrumental in acting as a key facilitator in relation to linking small and medium size enterprises (SMEs) to expert training, support and essential information. The OCCI has also brokered opportunities and implemented strategies and policies – in partnership with key stakeholders including industry,privateenterprises,thenotforprofitsector and government – that has positioned local SMEs to become increasingly competitive, sustainable and capable.

• Access to supporting infrastructure and excellent community amenity. WiththesignificantinvestmentfromtheWheatstone Project, the State Government and the Shire of Ashburton (in excess of $320 million ) into construction and upgrade of utilities, infrastructure and community amenity, Onslow is not only able to provide secure power and water to existing industry, but has the capacity to meet increasing demand. The imminent transition of the Port of Ashburton to becoming an open deep water port is another growth catalyst and construction of major infrastructure such as a pool, skate park, basketball courts, new housing, commercial business centre and hospitality venues is attracting more people to live on a permanent basis in the town.

• Collective planning and sharing of resources within and beyond Onslow. The level of collaboration between key stakeholders and the sharing of resources and information has also contributed to the creation of an environment that supports investment and business development at all levels. Development of key documents and tools such as this Guide and OnslowConnect (electronic business opportunities data base), hosting ofbriefingsessionsbycontractorsrelatingtomajor works, and conferences such as the New Pilbara Economic Development Conference actively promote investments that are available, create opportunity for local supply and contributetotheaffordabilityofdoingbusinessand investing in Onslow.

For the OCCI, 2016 proved to be another prosperous and successful year, with membership peaking at 120, the OCCI winning the Rinehart Development of Northern Regional WA Award, myself, as President being one of three finalists in the Horizon Power Leadership andInnovation Award and the relocation of the OCCI to new premises in the centre of town. Beyond Onslow, the OCCI has also been instrumental in establishing the Pilbara Regional Chambers of Commerce which culminated in the hosting of the New Pilbara Economic Development Conference in Perth (November 2016).

Onslow as a community is also becoming highly regarded and presents an ideal place and space to live, work, establish, grow and sustain a business. A range of hospitality options, commercial outlets, direct flights toPerth, access to ideal recreational activities– in particular the Mackerel Islands – social events and ideal climate are attractive incentives for workers, families and visitors to the town.

With over 650 copies of the 2016 Guide distributed within and beyond Australia, feedback relating to the Guide has been overwhelmingly positive. In response to feedback and requests, the 2017 Guide is once again designed to present an overview of what is available currently, future projects and plausible developments to inform potential business developers, operators and investors.

The Northern Carnarvon Basin extends 500 km along the coast from Exmouth to beyond Port Hedland. Onslow is strategically positioned mid point

Although subject to high temperatures in summer and occasional cyclones, Onslow has an annual average temperature of 31 degrees making it an ideal climate for at least nine months a year.

Consequently, Onslow is a popular tourist destination and get-away location for visitors from inland and south of the State.

Demographics (ABS 2006 and 2011)

The population of Onslow in 2006 was 576,however, the number of persons present in Onslow on Census night 2006 was 934 (includes residents, tourists and visitors).

In the 2011 Census, there were 667 people in Onslow. This figure does not include the Fly in Fly out (FIFO)population at Ashburton North SIA – which has the capacity to accommodate in excess of 8000 personnel.

Based on the number of projects currently operating or in train however, projections are that the population of Onslow will stabilize at around 950 to 1,000 in the medium term.

In 2011, 52.8% of the population were male and 47.2% were female. Aboriginal and Torres Strait Islander people made up 27.1% of the population.

Of the employed people in Onslow in 2011, 18.8% worked in Other Non-Metallic Mineral Mining and Quarrying. Other major industries of employment included Accommodation 7.0%, School Education 6.4%, Road Freight Transport 4.8% and Other Food Product Manufacturing 4.2%.

Pilbara regionThe Pilbara region consists of four local government authorities (LGA) including:

• The Shire of Ashburton which encompasses Tom Price, Pannawonica, Paraburdoo, Onslow and the Aboriginal communities of Wakathuni, Innawonga, Youngalena, Jundaru and Bindi Bindi

• The Town of Port Hedland encompassing Port and South Hedland and the Aboriginal communities of Yandeyarra, Warralong, Strelley, Marta Marta, Tjalka Boorda and Punju Njamal

• The City of Karratha consisting of Karratha, Dampier, Roebourne, Point Samson, Wickham and the Aboriginal communities of Cheeditha, Ngurrawaana, Weymel and Mingullatharndo

• The East Pilbara Shire encompassing Newman, Marble Bar, Nullagine and the Aboriginal Communities of Jigalong, Parnpajinya, Punmu, Kunawarritji, Parngurr, Irrungadi, Pipunya and Goodabinya

The current population of the Pilbara is approximately 66,000 (ABS 2014 Regional Population Growth). The PDC’s Pilbara Regional Investment Blueprint2 (Blueprint) has set an aspirational population target of 200,000 people by 2050. To achieve this target there will need to besignificantdevelopmentandgrowthwithintheregion–especially in relation to employment, education, services, commerce, recreational options, housing and wages.

Although it is recognized that resource development has and will continue to be fundamental to the region’s economic prosperity , it is also noted that there is opportunity (and need) to build a more diverse regional economy.

Momentum for diversification is gaining pace, asdemonstrated by the attendance of over 400 people at The New Pilbara (Economic Development Conference) conducted in Perth in November 2016. Hosted by the Pilbara Regional Chambers of Commerce, the conference highlighted a number of new investment opportunities including:

• Tourism - with a focus on connectivity across theregion(encompassingaffordableairfares)andincludingIndigenous,industrialandfly/drive options

• Small Business – with further support for SMEs and“startups”includingaccesstoaffordablepremises

• Agriculture – targeting exports to Asia with a focus on low water and green house crops, environmentally sustainable practices and renewable energies

• Energy production and export including integration of Pilbara businesses into supply chainsforoffshoreandonshoregas

Many of the opportunities outlined within this Guide continue to align directly with the PDC Blueprint priorities. The OCCI anticipates that with this regional focus and support, in addition to local strategies and initiatives, there willcontinuetobesignificantbusinessdevelopmentandgrowth in Onslow.

Global Landscape The world’s urban population is now close to 3.9 billion and is expected to reach 6.3 billion by 2050. Along with this population increase is the continued shift from rural to urban living.

Accordingly, there will be an increased demand for high quality produce and food, tourism and minerals and energy – each of which can be supplied or made available from Onslow – especially through the OMSB and the deep water port.

AsidentifiedattheNewPilbaraconference,inthecomingdecades, agricultural opportunities in the Pilbara could be significantconsideringeasyaccesstoexistingfoodbowls,favorable conditions to commence production of produce locally (sun and availability of water) and a thriving cattle industry.

Also in favour of the Pilbara region from a global perspective is its geographic proximity to Asia, the natural environment and resources, unique Aboriginal culture and heritage, export infrastructure and presence and location ofsignificantindustryandassociatedinfrastructure.

A further opportunity for the Pilbara and in particular Onslow, as presented in the PDC Blueprint, relates to policy and social action directed at responding to climate change. With incentives for lower carbon energy sources and industrial processes, an expanding market demand for carbon-reducing technologies and environmentally friendly products, the demand for gas and renewable energies will increase.

Exxon Mobil also predicted in their 2016 report “The Outlook for Energy: A view to 2040” that:

• Global demand for natural gas will increase by 50 per cent from 2014 to 2040

• Natural gas is projected to cover 40 per cent of the future global energy demand until 2040

• LNG exports expected to triple globally by 2040

Although it is acknowledged that the peaks and troughs of the industry are challenging, the future for LNG is positive – which will directly impact on the economic sustainability of Onslow.

Description

• Establishment of Ashburton North SIA was announced in 2008 by the Western Australian Government

• Established to support the long-term economic development of the oil and gas sector in the Pilbara

• Located 11 km southwest of Onslow• The DSD (www.dsd. wa.gov.au) is the lead

agency for Ashburton North SIA responsible for the planning and coordination of industrial development and LandCorp is the estate manager

• Current proponents located in the Ashburton North SIA are:

• Chevron Australia Pty Ltd operated Wheatstone LNG Project

• BHP Billiton - Macedon Domestic Gas Project• Pilbara Port Authorities (PPA) – Port of

Ashburton

• The port is administered by the PPA. LandCorp will administer the Ashburton North SIA, general industrial areas and service corridors

• The process for land allocation in the SIA is set out in a Proponent Land Allocation Flowchart

• Proponents interested in locating in the Ashburton North SIA should submit a Business Case to DSD and LandCorp. Refer to LandCorp’s website for further details

• Ashburton North SIA covers an area of approximately 8000 ha of planned and available land connected to major infrastructure. Large land areas are available for heavy and strategic industrywiththeprotectionofabuffer

• Ashburton North SIA is planned to provide:• A multi-user port administered by the PPA,

including marine operations, materials offloadingfacility(MOF)andassociatedberths,marinesupply,quarantine/customsfacilitiesandadministration facilities. Access to the port is via a13.5meterdeepchannel.Theportwilloffer24/7operations

• SpecificLNGprocessingsites• Heavy SIA for downstream gas resource

processing industries• General Industrial Area (GIA) including lay

down areas, truck parking, transport logistics, service industry accommodation, warehousing. 2ha to 10ha lots

• Multi-user infrastructure corridors to accommodate utilities and transport infrastructure such as roads and production pipelines and services

• The BHP Billiton operated (71.43% interest) Macedon development has the capacity to produce, process and transmit approximately 200 terajoules per day of natural gas for delivery to the Western Australian domestic gas market via the DBNGP

• The Macedon development can supply 20 per cent of Western Australia’s domestic gas market

• The Macedon development includes a pipeline from a subsea production well to an onshore gas processing facility, and an export pipeline to a tie- in to the DBNGP

Opportunities

BHP Billiton continues to work with the OCCI and industry to identify opportunities for local Onslow businesses during normal operations and future shutdown activities.

• The Mitsui owned Onslow Salt and Shark Bay Resources combined are the second largest exporter of salt in WA

• Onslow Salt operations cover 90 km2 and has the capacity to produce 2.7 MTPA

• Onslow Salt has a 500,000 tonne capacity stockpile that is linked via conveyer to 1.3 km jetty located at Onslow’s Sunset Beach. The Onslow Salt Marine Export facility is capable of berthing vessels up to 50,000 tonnes with a 10km dredged shipping channel

• Onslow Salt provides a steady supply of salt to major chlor-alkali manufacturers in Japan and other Asian countries. It also supplies salt to some food processing markets across Asia

• The Onslow Salt Marine Export facility currently comes under the jurisdiction of the Western Australian Department of Transport. PPA will assume oversight of this facility when the Tranche 2 of the Ports Amalgamation is progressed

• The Onslow Salt Pty Ltd operations are governed by the Mines Safety and Inspection Act 1994 and associated regulations, which is administered by the Department of Mines and Petroleum

• Onslow Salt currently employs 80 and 100 people all of whom live permanently in Onslow

• Onslow Salt also employs an additional nine people on a permanent basis to conduct preventative maintenance

Opportunities

Onslow Salt has recently completed expansion (with the addition of three crystallisers) to achieve the above production targets. No future growth or expansion is anticipated; however the permanent workforce is vital for the economic and social prosperity of the Onslow community.

• Pannawonica is predominantly a residential operation, supplemented with FIFO employment used to manage peak demand periods that occur during projects and maintenance shutdown

• Town worker accommodation is ~ 290 houses and FIFO accommodation at Pannawonica Village and Wandoo Village

• Mesa A operations is located nearby to the North West Coastal Highway, south of the PannawonicaroadturnoffAcomponentoftheMesa A workforce is FIFO. The FIFO workforce is accommodated at approved facilities in the Robe Valley region

• The facility will utilize the DDG5 owned depleted Tubridgi onshore gas reservoir about 30km south west of Onslow and will be strategically located close to the Chevron – operated Wheatstone Project and BHP’s Macedon domestic gas production facilities

The OMSB will facilitate the provision of marine support services, primarily to the resource industries both offshore in the CarnarvonBasin and onshore. commenced dredging (Stage 2) in 2016, it is anticipated that the OMSB (Stage 1) will be completed by quarter 3, 2017. On completion, the OMSB will be handed over to Agility Project Logistics who will operate the base for the next 10 years.

Onslow Marine Support Base is centred around three interconnected stages:

• Stage 1: Beadon Creek Marine Base $25m investment with 32 direct operational jobs

• Stage 2: Industrial Developments circa $70m investment with 49 direct operational jobs

• Stage 3: Outer Harbour Capital Dredge circa $27m investment with 109 direct operational jobs

Once the 3 stages are completed, the OMSB will encompass and or supply:

• Marine supply base with capabilities of accommodatingarangeofoffshoreoil&gasfieldactivities

• Dredged (and extended) channel access with berth pocket and turning basin

Onshore Resources - Small General Cargo and Small Bulk

• Possibility of importing small volumes of general cargo and fuel

• Facilities for resource, oil and gas industry suppliers to ship products directly into Onslow (i.e. chemicals, drilling pipe and casing) and stored locally until required elsewhere onshore oroffshore

Regional Fuel Supplies

Potential capacity for a fuel storage base to service offshore demands inOnslow, alongwith the local landbased requirements including industrial, mining, road and air transport users. The support base would import both diesel and aviation fuels, via small tanker vessels (i.e. 2 to 4 million litre bunker vessels) into Beadon Creek.

Status: Under Consideration

Description

• The Australian Premium Iron Joint Venture is proposing to develop the West Pilbara Iron Ore Project (WPIOP)

• The Project has both State and Commonwealth major project status

• The total resource base for the WPIOP exceeds 2.57 billion tonnes

• Stage 1 of the project is based on the production of 40Mtpa of direct shipping iron ore from up to ten deposits on Red Hill and Mt Stuart Stations, located 35-85km south west of Pannawonica

• The ore is proposed to be transported by a 282km heavy haul railway for export via the proposed multi-user port at Anketell Point

• State and Federal environmental approvals for the original 30Mtpa mine, rail and port elements of the project are in place. Subject to the successful completion of feasibility studies, andreceiptoffinalregulatoryapprovalsforadditional mine extension areas, the company anticipates construction to commence following a decision to proceed by the joint venture owners and completion of funding arrangements

Port of Anketell

APIM considers Anketell the ideal site (located approximately 30 kilometres east of Karratha and ten kilometres south-west of Cape Lambert) for development of a new deep water port for the export oftheirironoreandhavealltheonandoff-shorekeyenvironmental approvals.

To be developed on a proponent pay basis, the facility will comprise:

• A multi-user, multi-commodity deep water port

• Ultimate export capacity not less than 350 million tonnes per annum of iron ore

• Approximately 840 hectares of industrial land

• Adefinedlandandaninfrastructurecorridorforutilities and transport

Note: These opportunities have not been endorsed by APIM. At this stage, APIM is still considering a range of options and development opportunities relating to multiple aspects of the operation.

• The Marina development will provide business opportunities for Onslow including for local accommodations, the airport and commercial outlets

Description

The Buurabalayji Thalanyji Aboriginal Corporation RNTBC is the Prescribed Body Corporate for the Thalanyji People. The Thalanyji People’s native title rights and interests over about 11,120sq km of land in the West Pilbara were recognized in a consent determination. Under the determination the Thalanyji People have non-exclusive rights to the area in and around Onslow stretching south towards Exmouth and inthefirstofitskindthedeterminationincludedsomeof the area around the Onslow townsite and port area.

The original claim was filed in 1999 and combinedtwo existing applications. Five indigenous land use agreements (ILUAs) have been registered and deal with the relationship between the rights and interests of native title holders and pastoralists.

Opportunities

• The Corporation owns the two existing service stationsinOnslow,withathird24/7siteduefor construction in late 2017. Approved for development in April 2016, the new service

station will be equipped with a full kitchen and dining facilities, car wash, convenience store, bakery, truck parking, and all fuel needs, as well as a new state of the art 3 hoist mechanical workshop

• On completion of the new service station, decommissioning of 1 of the existing service stations will be required. Redevelopment of the respective sites would also present a construction and or business opportunity

• The Corporation has united with leading Pilbara health care providers in an initiative to bring vital health and aged care services to the Onslow community. The project is in the initial research stages, but looks to launch a number of key services in 2017 providing additional jobs in town

• The Corporation is delivering several assisted living units in Onslow in 2017 with plans for up to 6 more in the coming 24 month period, opening the door for further constriction and support services opportunities.

Tourism Western Australia (with support from the Pilbara Regional Council PRC), is working with the station owners to develop a nature based campground, which will allow visitors the opportunity to engage with the Indigenous community as well as access the facilities available in Onslow.

3. Development and marketing of Onslow as a conference and training location to attract more visitor numbers

4. Enhanced tourism experiences for visitors, including the attraction of marine vessels to the planned DoT Beadon Creek Marina development – including a 12 pen marina

5. Increased attraction of tourists through the Old Onslow Conservation Project. The Wheatstone Project is contributing $1 million towards the

conservation and tourism activation of the Old Onslow townsite. The Shire of Ashburton has engaged the PRC to manage the project. With initial planning completed at the end of 2016, the project is moving into the implementation phase, to conserve the structures at the Old Gaol and Police Station and to install interpretive information including signage and a mobile application

6. Support for tourism small business development through the Business Centre Pilbara (BCP) Warlu Way for North West WA activation program (funded by the Australian Government to 2019). The program engages local Aboriginal people across the Pilbara and works with them as a business intender or new small business to get them to the point of trading successfully as a new tourism enterprise

2.22 Pastoral A number of pastoral stations operate around the Onslow area, including Minderoo, Peedamulla and Urala. These stations use Onslow as a service centre, however with the introduction of crop circling (method of irrigation in which equipment rotates around a pivot and crops are watered with sprinklers improving water distribution) and the current demand for beef, opportunities for Onslow are increasing accordingly.

Opportunities

1. Business diversification into agricultural Crop circling is used to provide fodder for

weaners and feed relief during drought. In 2017, Minderoo will have 3 X 36 hectare pivots established. Minderoo now requires a workforce, contractors and supplies to assist with harvesting, agricultural management and irrigation

2. Increased demand for Onslow based goods, services

Minderoo, Nanutarra and Uaroo alone currently employ 18 people across the 3 stations. This workforce regularly accesses goods and services from Onslow. Stations are also using Onslow airport for direct access to Perth

3. Live exporting Within a 300km radius of Onslow, there are

numerous stations that would welcome the opportunity to export live cattle from Onslow. Currently stations need to transport cattle to either Geraldton or Broome – incurring transport costs of up to $100 per head. Live export from a closer port or the OMSB would be supported by stations within and beyond this radius. Minderoo would also be well equipped to act as a depot to prepare cattle for live export

2.23 Other potential new industries and opportunities

Construction

The following infrastructure projects have been confirmedand funding committedwith an investmentfrom the Chevron –operated Wheatstone Project of over $250 million and $70 million from the State Government. These critical infrastructure projects have beenidentifiedtosupportOnslow’sgrowthandareatvarious stages of development.

These projects present numerous business and employment opportunities. Note that the following projects are listed under indicative delivery dates with work and planning pending or commenced in some circumstances.

2017Upgrade of Power Supply - Horizon Power, supported by the DSD and the Chevron-operated Wheatstone Project, will deliver key power infrastructure upgrades in 2017. These upgrades include the construction of a new modular power station with an installed capacity of approximately 8 MW near the corner of Onslow Rd and the Ashburton North SIA access Rd; 33 kV dual circuit underground cables running adjacent the Onslow Rd to a new zone sub-station opposite Water Corporation’s water tanks and 11 kV distribution cables connecting the new infrastructure to the town.

This new power station will quickly meet Onslow’s immediate energy needs, and will then be supplemented with innovative distributed energy resources including solar and battery infrastructure as the town grows. It is anticipated that works on the power station will commence in early 2017 with completion expected in early 2018.

Opportunities

• The second phase of the project will explore deployment of distributed energy resources in the form of batteries and solar. Details for this phase of works are under development

Pilbara Underground Power Project (PUPP) - Onslow township will soon be transformed by replacing ageing overhead electricity infrastructure with underground networks.

PUPP is a partnership between the government of Western Australia though the Royalties for Regions program, the PDC and local government (Ashburton, Karratha and Port Hedland), delivered by Horizon Power.PUPPisprovidingcyclone-affectedNorthWesttowns with safe and reliable power.

The changeover from overhead to underground power is scheduled to commence in March 2017.

Upgrade of Water Supply - A recent program to increase local water supplies from the Cane River BorefieldisconsideredsufficienttocaterforOnslow’swatersupplyneedsforthenextfiveyears.Asaresult,the Chevron-operated Wheatstone Project and the State Government have agreed to defer construction of the new Onslow water desalination plant until a later date, at which time it will be reconsidered

Onslow Road additional upgrades - Onslow Road will be upgraded post-construction of the Wheatstone LNG plant to repair any damage incurred during construction activities and to cater for future trafficvolumes. Main Roads is assessing the condition of the road and planning the schedule for the future upgrade works which will be funded by the Wheatstone Project

Town Centre improvements - Involving updating of the town centre precinct. Works expected to commence in 2018

Waste Transfer Station - is located at Lot 500 Onslow Road, Onslow, WA 6710, approximately 7km south of Onslow town site. The Site is accessed from Onslow Road via an unsealed gravel road, approximately 600m in length

St John Ambulance sub centre - which will be a component of the new hospital

2018New Onslow Hospital - Cockram Construction was recently awarded the construction tender for Onslow’s new $41.8 million hospital and health care facilities. The Wheatstone Project has committed $22 million to the WA Country Health led redevelopment, which will feature an expanded three-bed emergency department, six-bed inpatient unit, digital imaging department, purpose-built rooms for a range of specialists and services and telehealth links for rapid access to emergency services. Construction will be phased, with stage one - demolition of the existing reception - due to commence in March 2017. The Onslow Health Service is expected to be fully operational in 2018

Determined by demand

• Expansion of Onslow School – The existing school will be expanded with transportable buildings as student enrolments increase

• New Primary and District High School

Shut downs

Industrial plants conduct shutdowns for a range of reasons including scheduled maintenance, replacement of parts, modification or expansion. Determining thefrequency of plant shutdown however is irregular and informed by examinations, findings from regularpreventative maintenance inspection programs, risk assessments and consideration of influences outsideof the plant. In essence, although the shutdowns are irregular, they must occur, and when they do a range of services and resources are required. Shutdown work, unlike construction contracts, albeit irregular, is ongoing.

The type of resources, services and number of workers required for a shutdown will be dependent on the level of intervention required (e.g. emergency repairs, capital project tie-ins, or major shutdowns requiring several hundred craft workers).

Algae ponds

The algae industry has to date been highly experimental in the Pilbara with trials conducted without commercial success. The possibility is however increasingly viable, with the demand for bio-diesel and natural medicines – in particular “super foods”.

Production involves growing algae in shallow salt water ponds that rely on heat and the trickle-through of carbon dioxide (CO2) from which pharmaceuticals, nutritional supplements and oil for fuel are produced.

With a gas plant producing CO2 emissions that could be potentially piped to low lying salt pond areas, conditions may be suitable in Onslow for similar production.

Small business opportunities

Associated with the increased population (residential, visitor, FIFO and tourist) and construction and operation projects are numerous small business opportunities including:

• Air conditioning maintenance• Crane hire• Storage• Inspections• Scaffolding• Pool cleaning, testing and product distribution

The cost of housing and accommodation in Onslow was at a premium in 2012, with some properties attracting beyond $1 million at sale. Since this period however, there has been significant residential and visitoraccommodation development in the community leading toincreasedavailabilityandaffordability.

As of November 2016, according to Homesales.com.au, the median price for a house in Onslow was $348,744 compared to $455,508 in 2015 and the median price for a unit was $334,982 compared to $414,679 in 2015. • The pipeline has been in continuous operation since 1984, and has a remaining life of at least 50 years

• DBNGP is ultimately owned by the DUET GroupanASXlistedowner/operatorofenergy and utility businesses. DBNGP has continuously maintained an investment grade credit rating for over ten years since a consortium including DUET Group acquired DBNGP in 2004

Utilities and public facilitiesSignificant investment has been committed anddevelopment commenced to ensure the supply of affordable and secure power,water andwastewaterservices with future planning capable of further extending and increasing supply in accordance with growth and demand.

Upgrade of Power Supply - Horizon Power, supported by the DSD and the Chevron-operated Wheatstone Project, will deliver key power infrastructure upgrades in 2017. These upgrades include the construction of a new modular power station with an installed capacity of approximately 8 MW near the corner of Onslow Rd and the Ashburton North SIA access Rd; 33 kV dual circuit underground cables running adjacent the Onslow Rd to a new zone sub-station opposite Water Corporation’s water tanks and 11 kV distribution cables connecting the new infrastructure to the town.

This new power station will quickly meet Onslow’s immediate energy needs, and will then be supplemented with innovative distributed energy resources including solar and battery infrastructure as the town grows. It is anticipated that works on the power station will commence in early 2017 with completion expected in early 2018.

Pilbara Underground Power Project (PUPP) - Onslow township will soon be transformed by replacing ageing overhead electricity infrastructure with underground networks.

Upgrade of Water Supply - A recent program to increase local water supplies from the Cane River Borefieldis considered sufficient to cater for Onslow’s watersupplyneeds for thenext fiveyears.Asa result, theChevron-operated Wheatstone Project and the State Government have agreed to defer construction of the new Onslow water desalination plant until mid-2017, at which time it will be reconsidered.

New Waste Transfer Station - is located at Lot 500 Onslow Road, Onslow, WA 6710, approximately 7km south of Onslow town site. The Site is accessed from Onslow Road via an unsealed gravel road, approximately 600m in length. A comprehensive rehabilitation program will be undertaken at the old landfillsitein2017

SECTION 4: BUSINESS SUPPORT SERVICES AND NETWORKSThe Onslow business community has access to a range of innovative and accessible business support networks, the majority of which are complementary and accessible primarily through the OCCI which is located at Unit 2, 20 Second Avenue Onslow.

The following table outlines the services and programs that are available to support start up businesses as well as increase the capacity and capability of existing businesses in Onslow. It is the intention of the OCCI, with key partners including the BCP, PDC and Chevron, to establish a Business Support Program and set up a Business Support Hub in Onslow. The Business Support Hub, in particular, would link in and collaborate with other such “centers” across the Pilbara including the BCP Business Enterprise Hub (in Karratha) and the Port Hedland Business Incubator.

In addition to these services, the OCCI has also developed a definition of what is considered to be‘Local Content’ which is being promoted by industrygroups. Businesses that can demonstrate commitment to Onslow via reference to the following criteria are definedas‘LocalContent’:

• Direct investment to set-up or operate a business from Onslow for the provision of products and services

• Physical presence in Onslow (as opposed to the Ashburton North SIA) which may include permanent, FIFO or DIDO services
