Commander-in-Chief of Defence Services(From address delivered at
the 63rd Anniversary Armed Forces Day Parade)
The life under colonialism, when we had to call foreigners
“Thakhin”and respond “Phaya” to them, was a life so unbelievably
bitter that it could notbe understood just by the telling of the
tale — one had to actually endure it toappreciate its bitterness.
After bearing this unbearable situation for over a longhundred
years the people, with their patriotic pride of origin rising in
theirblood, regained their independence only after sacrificing a
great deal of theirblood, sweat and lives. Therefore, I would like
to urge you to seriously value, protect and preserve our
Independence and Sovereignty.

Iran to hold run-off Parliament votes on 25 April TEHERAN, 28
March—Iran will hold
run-off votes on 25 April forparliamentary seats not decided in
a firstelection round earlier this month, Iranianmedia said on
Wednesday, but theoutcome will not threaten a conservativemajority.
More than 200 of Parliament’s290 seats were decided in the first
roundand the Interior Ministry said over 70 percent of those went
to conservatives, whocall themselves “principlist” for theirloyalty
to the Islamic Republic’s ideals.
President Mahmoud Ahmadinejad maynot get an easy ride even
though he sharesthe “principlist” tag because the camp isbroad and
includes political rivals who
may use Parliament as a springboard fornext year’s presidential
race.
Some conservatives have also joinedthe President’s staunchest
critics,reformists, in questioning Ahmadinejad'seconomic
management, blamed fordouble-digit inflation.
The Guardian Council, a supervisorybody of clerics and jurists,
said run-offswould take place on Friday, 25 April, theofficial IRNA
news agency reported.
IRNA did not spell out how many seatswould go to a second round
but said theywould take place in 43 constituencies, which can have

8 THE NEW LIGHT OF MYANMAR Saturday, 29 March, 2008
Only when theTatmadaw is strong, will
the nation be strong
HAILING THE 63rd ANNIVERSARY ARMED FORCES DAY:
Indivisible are the Tatmadaw and the peopleSi Thu Aung
Each nation has ownarmed forces. The dutyof the armed forces is
tosafeguard sovereigntyand territorial integrityof own
motherland.
Although safe-guarding own land is themain duty of the
armedforces, it cannot becarried out by the armedforces alone. Only
whenthe nation is to besafeguarded by thenational brethren and
theTatmadaw in unity, canany danger that mightbefall the country
bewarded off.
In reality, nationaldefence is the duty of allthe citizens. At
presentday, there are variousthreats to a nation. For
saved it at risk of theirlives. The people alsorendered all
necessaryassistance to theTatmadaw.
The Tatmadaw andthe people were inoneness and united in thefight
against the fascists,in the chaotic period ofpost-independence,
inthe period of thenationalist Chineseinvasion and in theperiod of
internal armedinsurgency. With thestrong support of thepeople, the
Tatmadawwas able to put an end tothe internal armed in-surgency.
Nationalreconsolidation was builtand peace restored.
members of the house. With the strong fence, anyone including a
thief orrobber as well as stray dogscannot enter the houseeasily.
If the fence isdilapidated, then the housecan easily be broken in
bythieves and the like. Therefore, it is necessaryfor all the family
membersto maintain and repair theirfence to be firm and
strong.Despite the fence beingfirm and strong, there willbe danger
if one of thefamily members who is indisagreement allows theenemy
to enter the housethrough the trap door.
Looking to theexamples of theinternational community, even the
very strongenemies could be crushedwhen the armed forces andthe
people of a nation wereunited. For instance, thepeople of Vietnam
side byside with Vietcong troopswere able to drive out theinvaders
of a superpower.
However, anation fell undersubjugation when itsarmed forces were
notstrong. There were alsoincidents that a nation waseasily invaded
by othersand the armed forces brokeup when national unitywas
weakened. The clearexamples can be found in
Tatmadaw with historicfine traditions
* All along historyPowerful was the nationAnd tall it stood
Tatmadaw
* Throughout successive erasSacrificing lives, blood its
membersSafeguards nation the Tatmadaw
* Removed all restrictionAnd colonialism yokeFreed it nation

* Valuable independenceFragrance so sweetSafeguards the

* Ready for any emergencyDuty historic for nationWell it

* Makes nation prevailWith peace and unityBlooming flowers

* Its long march all alongMatures TatamadawWith faith and

* They dare sacrificeEven lives for countryO nation’s good

* Golden era it establishesFor nation to gain modernizationAnd
peace, prosperity
* Till 63rd anniversaryUnited always and never waversIs the

example, the sovereigntyof a nation can bethreatened; there
might bean attempt to forciblyoccupy a part of a nationso that a
dependent nationcan emerge seceding fromthe main one; there mightbe
an attempt to weakenthe culture, tradition, custom and
nationalcharacter of a nation; andthere might be an attemptto
dominate a nation byemploying various meansand ways to break up
itsnational consolidation.
If we liken a nation toa house compound, theTatmadaw is like a
fence. The fence will not be setup by anyone from outsideat all. But
it has to be builtonly by the family
Iraq and Afghanistan. There are no strong armedforces in those
countriesand they have onlyfollower troops ofinvaders. There are
nomodern high-tech fighteraircraft, warships,artillery, tanks
andmissiles. There are noairforce and navy and thearmy does not
haveenough heavy weapons. The war victors have nofaith in them (Iraq
&Afghanistan) just allowingthem to be armed withsmall weapons
in order toincite infighting amongtheir own national people.Lackey
troops are sent tohot spots first so that theywill die if
necessary. Those local troops on theirpart have no fighting skillsas
they are salariedsoldiers who are good-for-nothings in battles.
Howcan such troops safeguardtheir nation? Iraq coulddo nothing when
theTurkish troops invaded thenation and raided the Kurdrebel camps
in the northof Iraq. Likewise, thegovernment’s adminis-trative
machinery cannotstill reach all parts ofAfghanistan except
somecities and a few southernplains.
The above-mentionedexamples show that in thenations with
disintegrationof national consolidation, the armed forces aredivided
and theirsovereignty and territorialintegrity cannot beeffectively
protected.
In Myanmar, theTatmadaw was born of thepeople during the
nationalindependence struggles.March 27, the ArmedForces Day,
reflects theday when the Tatmadawside by side with thepeople rose
against thefascists. The Tatmadaw isthe people and vice versa. So,
indivisible are theTatmadaw and the people.Whenever any
dangerbefell the nation, theTatmadaw and the people
Tatmadaw was also builtinto a modern, strongand capable one.
Aspeace and stability hasprevailed in the nation,Tatmadawmen
havebeen able to undertakethe nation-building tasksand serve the
interestsof the people.
The state constitutionhas been drawn with theprinciples that can
ensurethe Tatmadaw and thepeople to be always inoneness and it will
beapproved soon. All in all,so long as the Tatmadawand the people
are unitedthrough thick and thin, any danger can bethwarted.

NEW YORK, 28 March — Youngwomen who smoke cigarettes,
usemarijuana or binge drink will oftenstop doing so while they
arepregnant, but a partner's pregnancyhas no effect on young men's
pot useor binge drinking pattern, a newstudy shows.
The researchers also found thatwhile many women reduced
theirsubstance use during pregnancy, itquickly returned to
pre-pregnancylevels after the child was born.
The findings are “troubling, andhighlight a need for
preventiveintervention”, Dr Jennifer A. Bailey
and colleagues from the Universityof Washington in Seattle
write.
Efforts to reduce substance useduring pregnancy focus
almostexclusively on women, althoughresearch has shown that if
awoman's partner continues todrink or smoke during herpregnancy,
she is more likely todo so as well, and will also bemore likely to
return to substanceuse after giving birth, theresearchers point
out.
Studies have also linked fathers'cigarette and pot smoking to
pooroutcomes for children, including
sudden infant death syndrome andchildhood cancers, according
tothe report in the current issue ofthe journal Birth.
To better understand patternsof substance use duringpregnancy
for fathers as well asmothers, the researchersevaluated 412 men and
396women who were 24 years oldand were participating in a long-term
study of behaviour. Seventy-seven men and 131 womenreported having

Hand-Foot-Mouth Diseasecases increase in Singapore
SINGAPORE, 27 March—The number of Hand-Foot-Mouth Disease (HFMD)
cases in Singapore increasedthis year, especially over the last two
weeks, largelycaused by a higher circulation of Enterovirus 71,
theHealth Ministry said Thursday.
A total of 3,721 cases have been reported this year, the ministry

“AIDS” cases could jumpin Asia by 2020
UNITED NATIONS, 27March— The number ofpeople in Asia infected
withHIV could jump by almosteight million by 2020 unlessmore is
done to combat thespread of the virus thatcauses AIDS, a
reportpresented to the UNSecretary-General said onWednesday.
That increase could bekept to three million if a re-sponse
programme is adopt-ed immediately, according tothe report from The
Com-mission on AIDS in Asia.
Nearly five millionpeople are infected withHIV in Asia now,
with440,000 people dyingannually, the report said. The annual death
toll willrise to almost 500,000 by2020 without a scaled-upresponse,
according to thereport, entitled “RedefiningAIDS in Asia - Crafting
an
Effective Response”.“By implementing the
recommendations of thecommission, Asian coun-tries can avert
massiveincreases in infectionsand death, prevent econo-mic losses
and save mil-lions of people frompoverty,” UN Secretary-General Ban

Study finds key factorsbehind bird flu outbreaksWASHINGTON, 27
March
— Ducks, people and ricepaddies are the primaryforces driving
outbreaks ofavian influenza in Thai-land and Vietnam, and thenumber
of chickens is lesspivotal, scientists said onWednesday.
UN Food and Agricul-ture Organization expertsand others looked
at threewaves of H5N1 bird flu inThailand and Vietnam in2004 and
2005.
The virus has killed 236people in 12 countries since
2003.They used computer
modeling to study howvarious factors wereinvolved in the spread
ofthe virus, including thenumbers of ducks, geeseand chickens,
human popu-lation size, rice cultivationand local geography.
Even though Thailandand Vietnam addressed theoutbreaks in
differentways, the researchersfound that the numbers ofducks and
people, and theextent of rice cultivationwere the most
importantcontributing factors under-pinning the outbreaks
“This provides betterinsight on where and whenthe H5N1 risk is
highest,so it’s possible to betterpinpoint where to look forthe
virus or where to expectflare-up of disease and alsowhen to expect
it,” JanSlingenbergh, seniorveterinary officer for theFood and
AgricultureOrganization, said in atelephone interview
