The local government here recently named the winners of Project Modelo, a joint initiative with the Department of Education (DepEd) aimed to improve the quality of the educational system in the city as well as combat crime and climate change to achieve a child-friendly community.

“The project also catered activities such as revival ofGulayan Project, Tree Planting,InstallationofMaterialRecoveryFacility (MRF) at Home, WasteSegregation, and Proper WasteDisposal, all geared towards aclean and green community” she explained.

Under the “Modelo angBarangay Ko” Urban category,City Heights topped the listfollowedbyBarangaysSanIsidro

and Dadiangas East as second and third placers respectively;whilein the Rural Barangay category Katangawan landed first placefollowedbyBarangaysMabuhayandLigaya.

LastOctober,MayorRonnelRivera initiated the distributionof seed cash to the 26 barangays of the city in support of their implementation of the Project Modelo program.

Rural barangays receivedP20,000eachwhileP30,000weregiventoeachurbanbarangaytoencouragecommunities,offices,

schools, and even businessestablishments to adopt the educational initiatives of DepEdand promote a safer and greener environment.

During the recognition rites of the Project Modelo program earlier this month, Rivera underscoredthe importance of promoting a safer and environment-friendlycommunity to protect the future ofeverychildinthecity.

He expressed belief thatwhatweinculcatedinthemindsoftheyouthandhowwenurtured

their development will affectwhatkindofpeoplewewouldhaveinthefuture.

“I believe it is not the soleresponsibility of the parents to rear a child, but it takes a community to make one…..This iswhereweengage.Weinnovateprogramsandadhereto holistic approaches so that ourchildrenwouldbefreefromfear, violence and protectedfrom abuse and exploitation,” the CPIO quoted Rivera assaying.

The event was also gracedbyBayanMunaRepresentativeNeriColmenareswhothankedand lauded the efforts of the

citygovernmentinitsinitiativestosupporttheglobalfightagainstclimate change.

Meanwhile, in the “Modeloang Purok Ko” category Purok Promise Land in BarangayMabuhay ranked number one, followed by Purok Vergara inBarangay Dadiangas Heights,and Purok Reformville inBarangay Calumpang. On the other hand, Benjamin Apellado, Evelyn Rosento and NatividadRedoblewonasfirst,secondandthird placers respectively in the“Modelo ang Bahay Ko” category.

For the “Modelo ang Paaralan Ko”categoryBanisilHighSchoolin Tambler topped the Secondary and Big School sub-category;Lagao National High SchoolAnnex for the Secondary and SmallSchoolsub-category;BulaCentral Elementary School for ElementaryandBigSchoolsub-category; Shuttle ElementarySchool in Barangay San Jose in the Elementary and Small School sub-category, and MaranathaChristian Academy of GeneralSantosInc.inBarangayLagaoforthePrivateSchoolsub-category.

In the “Modelo and Klasrum Ko” category the Grade 4 FL

MANILA -- All kasambahay are urged to avail themselves of the Household Services Training and Certification, under the revised Training Regulations on Domestic Work (NC II), so they could vie for more opportunities and enjoy career growth.

The Household ServiceTrainingandCertification,underthe revisedTrainingRegulationson Domestic Work, representsspecificqualificationfordomesticworkers. A Domestic WorkNC II assures an employer of competent and quality domestic services and, at thesame time, guarantees Filipino kasambahays, or household service workers, of protection,competitiveness, employability,and better compensation.

The Technical Education Skills Development Authority(TESDA)hasrevisedtheTrainingRegulation on Domestic WorklastOctober1,2014,togivethe

kasambahay access to efficienttraining, assessment, and certification. The TESDA Training Regulations define thecompetency standards for a national qualification and howthe qualification can be gained,assessed, and be recognized. TESDA, through authorized trainingcenters,offersHouseholdServicesTrainingandCertification,at a cost ranging from P2,000 to P5,000.ANationalCertificateII-level certification will be givento students who were able tocompletethecourse,andwillbevalidforfiveyears.(DOLE)

GSIS offers new benefit enhancements for members, pensioners

PASAY CITY -- State pension fund Government Service Insurance System (GSIS) announced on Thursday that its members and pensioners will receive additional benefits starting September 2015. The proposed budget for this sectorwillhelpwidenaccessto,andimprovepubliceducationinthe country. “Thepreviousyears’budgetssuccessfully addressed our classroom and teacher shortages,

andthisyear,we’restrengtheningthe implementation of theK-12program. With the proposed2016 budget, we can broadenthe reach of our public education reform efforts. Ultimately, whatwewantistogivemoreFilipinos,

especially our poorest, better access to quality education,” Budget Secretary Florencio “Butch” Abad said.

Of the P1.11-trillionallocation to Social Services inthe 2016 National Expenditure Program (NEP), P435.9-billionwillbegiventotheDepartmentofEducation(DepEd).Thisincreaseof15.4percentorP58.2billion,as compared with their 2015budgetofP377.7billion,makesDepEd’s proposed budget thehighest among all departments and agencies.

Aside from supporting the DepEd’s K-12 Basic EducationReform Program including the implementationof thefirstyearof senior high school in 2016, the DepEd budget also includes allocations for their Basic Education Facilities program amounting to P82.3 billion forthe construction of 47,553classrooms and technical-vocationallaboratories.

Meanwhile, P16.9 billion ofthe education agency’s budgetis set for the hiring of 79,691teaching and non-teachingpersonnel.

The DepEd will likewisehave a P4.2-billion budget forthe provision of 103.2 millionnew textbooksand instructionalmaterials, and a P21.2-billionallocationtoprovideGovernmentAssistance for Students and Teachers in Private Education(GASTPE)to1.81milliongranteesof tuition subsidy.

“As the number of students increase every year, it’s alsobecome more crucial for us to strengthen the capacity of our public schools. By investing onprogramsandprojectsthathavea real and measurable impact on the lives of our people, wecan ensure that the country’seconomic growth will be whollyinclusive,”Abadadded.(DBM)

Mindanao LGU alliance to implement environmental payback scheme

DAVAO CITY – A major watershed in Mindanao is being eyed for the implementation of Payment for Ecosystem Services (PES), an incentive mechanism designed to strengthen management of natural resources and ecosystems that provide goods and services to the public and key industries. The Libungan Watershed,a 52,820-hectare located inCotabato province is being

considered for PES to encourage theefficientandsustainableuseof the resources that are being

provided by the watershed andits surrounding areas. A watershed is describedas an area of land that contains commonsetofstreamsandriversthat drain into a single larger body ofwater.TheLibunganWatershedis home to eco-tourism sitesandtworiver irrigationsystems(RIS)thatprovidewaterto9,255hectares of rice lands, a major cropthatdriveeconomicgrowthintheprovince. The municipalities of Pigcawayan, Aleosan, Libungan,Midsayap, Alamada, Pikit and Banisilan,whichhaveformedintoan alliance of local governmentunitscalledPALMA+PBwilldirectlyparticipate in the proposed PES andoverseetheimplementationof the mechanism. “The idea of subjecting LibunganWatershedtoPEShasmet a positive response fromrespondents,” said Dr. Carmelita Martinez, PES Consultant of the MindanaoDevelopmentAuthority(MinDA). During the recently concluded 1st Mindanao Policy Research Forum held at the

InsularWaterfrontHotelhereinthis city, Dr. Martinez presented “DevelopingPESMechanismwithRiverBasinOrganization(RBOs)in Mindanao” which highlightedthe result of a pilot study on PESfortheLibunganWatershedcommissioned by MinDA. Theforumwasco-organizedby MinDA and the Philippine InstituteforDevelopmentStudies(PIDS). Dr. Martinez said “the pilot study revealed that 92 percentofrespondentsarewillingtopayfor the protection of LibunganWatershed,”whileadding“thosewhocannotpayhaveexpressedwillingness to volunteer theirtime in any protection and conservationproject.” In the implementation of PES, the farmersor landownerswho have agreed to managenatural resources such as forests, watersheds,rivers,andstreamsare given incentive paymentsforrenderingecologicalservicessuch as replanting of trees and ensuring the survival of thetrees planted. Payments are made by the beneficiaries oftheenvironmentalservicessuch

water users, companies thatbenefit irrigation systems andindustry stakeholders. The PES mechanism is also seen to enhance the protection of biodiversity that provideenvironmental goods such asfood, freshwater, fuel, fiber andother natural resources that are used as inputs to the production process that help move theeconomy. “PES is a market-basedmechanism that will employ

practical approaches and is not a program designed to reduce poverty,” said Martinez whileexplaining “that PES is an economicincentivetofostermoreefficient and sustainable use ofecosystem services provided bythenaturalenvironment.” She added that well-functioning ecosystems provideservices that are crucial tohumansurvivalsuchascleanair,pest and disease control, carbon sequestration and storage, controlled greenhouse gases,

productive soil, and powersources. The need to implement PES isbolsteredbythefindingsof the study which revealedwatersheddegradationinvariousparts of Mindanao, Libunganincluded, caused by unregulated agricultural development andeco-tourism, illegal logging,population encroachment, and poverty of communities withinthewatershedarea. The Libungan Watershedis at risk for water pollution,land use change, soil erosion,

siltation, flooding, and thelowering of Libungan River’swater level.Unregulatedhumanactivitiesareputtingpressureonthe watershed’s sustainability,specificallythequalityofitswaterandlandscape,aswellaswateravailability. Guided by Mindanao’sroadmap to peace and development, Mindanao2020, MinDA seeks to address ecologically-distressed areas intheisland-regionasitpromotesadynamic, inclusive,andgreeneconomy. It is a goal of Mindanao 2020 to implement PES in all

major watersheds in Mindanaoby2030. MinDA hopes to replicate PES initiatives in other River Basinsin Mindanao as inspired by the twoPESsuccessstories:theLGUof Naawan and the Miarayon-Lapok-Lirongan-TinaytayanTribal Association (MILALITTRA)in Bukidnon. The Local Government ofNaawan institutionalized itsPESinitiativethroughitsinclusionintheirLGUCodeSection87ontheDevelopment of Trust Fund for

Watershed andReforestation. The Mt. Kalatungan Range Natural Park benefitsfrom PES through the successful collaboration of the Cagayan de Oro River BasinM a n a g e m e n t C o u n c i l ( C D O R B M C ) ,Xavier University-Ateneo de Cagayan, and the tribal group MILALITTRA. Study on PES is

conducted through the Mindanao KnowledgeCenter(MKC)ofMinDAthat provides evidence-basedpolicyresearchesforMindanao’ssustainable development, insupport to the MindaNOW!Nurturing Our Waters ProgramorMindaNOW. One of MinDA’s flagshipprograms,MindaNOWintegratesand harmonizes all watershedmanagement and protection effortsintheisland-region,withthe PES as one of its support programs.(MinDA/PIA-Caraga)

There are close to 288,0004Ps household-beneficiaries intheentireregion9andthesocialwelfaredepartment,iscurrentlyconducting an enhanced Social Welfare and DevelopmentIndicators(SWDI)assessmenttodetermineastowhatextentthesefamilies have improved theirlives based on their economicsufficiency and stability, aswellas their social adequacy.

The SWDI Regional Director Zenaida Arevalosaid theSWDI isa toolbeing used by the department to assessthelevelofwell-beingofthe4Psfamilies-fromsurvival,subsistence,andself-sufficiency. Arevalo averred, SWDIassessment is essential so that neededinterventions,whichmayinclude employment facilitation, skills training and provision oflivelihood opportunities can becarefully andefficiently plannedout. The SWDI monitoringscheme is a yearly assessment appliedto4Psgrantees.

Conduct of the SWDI As of early September, there are already 35,686 householdsassessed and evaluated, quitea long way to go putting toconsiderationthe288,000targetof 4Ps grantees for assessmentuntil October 20, 2015. Assessment is done through actual visitation and conduct ofinterviewbyDSWD’sfieldworkers,municipal/citylinks,communityempowerment facilitators andprojectdevelopmentofficers. In the SWDI, families arebeingevaluatedintermsoftheireconomic sufficiency and socialadequacy. In economic sufficiency,families are being assessed based on the employability skills of members including employment and salary, source of income, membership to social security and accesstofinancialinstitutions. Meanwhile, in socialadequacy, families are assessed based on the members’ healthcondition, nutrition and education, access to safe drinking water,sanitary toilet facility, house
