would continue to pour the much needed funds so that these reforms, such as the improvement of a school’s infrastructure, equipment, facilities and wages may be implemented.

He noted that among the moves that the government was making to improve education was the yearly increases his government was putting intto the budget on education since

The President also announced that a supplemental budget of P4.2-

billion has been allocated for State Universities and Colleges (SUCs) for their use to improve their delivery of education to students.

“At heto na nga po ang good news para sa inyong sektor: karagdagang P4.2 billion po ang inilaan natin para sa ating mga SUCs. Sa tulong ng mga katuwang na ahensya, gagamitin ang pondong ito sa pagpapaunlad ng mga pasilidad at imprastraktura, sa pagtataguyod ng mataas na kalidad ng pagtuturo, at pagkakaloob ng mga scholarships,” the President said.

“Ang gusto natin: mapa-karpintero man, mananahi, mekaniko, doktor, guro, inhinyero, o abugado—anumang pangarap ng ating kabataan—nabibigyan sila ng kakayahan upang panghawakan ang sariling

tadhana,” he added.The President then

implored the help of CHED and its employees to join government efforts to improve further the educational system in the country so that the benefits of these reforms will redound to all.

“Napipitas na nga po natin ang mga bunga ng pagtahak sa tuwid na landas. Nakita naman po ninyo kung paano nagbubuhos ng suporta ang inyong pamahalaan sa sektor ng edukasyon; ang tangi po nating hinihiling ay ang inyong pakikiisa sa tuwid na landas, at pagsiguro na ginagampanan ninyo nang husto ang inyong mga tungkulin,” the President said.

“Gumigising at bumabangon na ang Pilipino. Kasama po natin sila: Itinitindig natin ang isang makatarungan at maunlad na Pilipinas. Ito ang ating ipapamana sa mga susunod na salinlahi: Isang lipunan kung saan ang mga pangarap ay abot-kamay, isang sistema kung saan walang naiiwan, at isang bayan kung saan panlahat ang kasaganahan,” he added. President Aquino receives UN official in Malacañang

Dr. Babatunde Osotimehin, the Executive Director of the United Nations Population Fund (UNFPA), paid a courtesy call on President Benigno S. Aquino III in Malacanang on Thursday to convey his support to the government’s population

management program.Dr. Osotimehin is visiting

the country May 17-19 to meet with stakeholders to mobilize support for the country to achieve its targets for the Millennium Development Goal 5 with three years left to the 2015 deadline.

During his meeting with the President, Dr. Osotimehin expressed the continued support of

UNFPA to the Philippine government’s goal of improving the lives of Filipinos through a population management strategy that includes responsible parenthood and informed choices.

The UNFPA head is also scheduled to meet with ambassadors from the UN donor countries and international development

agencies to secure their commitment for the attainment of MDG 5, which is least likely to be achieved by the Philippines by 2015.

He will also meet key members of the Cabinet, civil society organizations, youth leaders and legislators, and visit the survivors of Sendong who remain in tent cities in

coincides with UNFPA’s celebration of its 40-year presence in the country, supporting the government in its efforts to enable Filipinos to exercise their right to reproductive health.

UNFPA has been in the Philippines since 1969 with the first UNFPA Country Programme of Assistance starting in 1972.

From 1972 to 2011, UNFPA has invested some P6.2 billion to support government’s poverty

reduction programs that include family planning, safe motherhood, gender equality, and population and development.

For the current 7th Country Programme which started this year and ending in 2016, around P1.2 billion has been raised, with the possibility of more funds to be mobilized.

Aside from the Philippines, Dr. Osotimehin is also visiting South Korea, Thailand and China as part of his Asian tour.

LGUs, Mindanao fishers receive P13M aid

President Benigno C. Aquino III led the awarding of citations and handing over of P13 million worth of rural assistance for the best performing local government units and one people’s organization (PO)

in implementing the Mindanao Rural Development Program (MRDP) projects.

Aquino bestowed the awards and assistance during the “Parangal sa mga Bosing ng Kanayunan” awarding ceremony at MRDP’s People’s Organization (POs) Congress held on Monday at the Grand Regal Hotel, Davao City. The President was assisted by Secretary Proceso Alcala of the Department of Agriculture that spearheads the implementation of MRDP

in 26 provinces covering 225 municipalities and 1,920 barangays in Mindanao. In his message after the awarding rites, Aquino thanked DA and all other key stakeholders of MRDP including the POs for being partners of the government in fast-tracking progress in Mindanao. “Kasama ang Peop l e ’sO rgan i za t i ons ,

PO award to Doyos Eastern Coast Fishermen Consumers Cooperative (DECFISCOCO) of the municipality of Carrascal, Surigao del Sur, Region 8, for successfully implementing MRDP Community Fund for Agricultural Development (CFAD) project. DECFISCOCO Chair Tito T. Garcia received on the coop’s behalf, P1 million worth of post-harvest facilities. DA said that from the P200,000 grant from DA-MRDP, the cooperative comprising of fisher folk members has learned to maximize meager financial resource through efficient and transparent procurement system. The coop now owns 11 pump boats as fishing vessels which have increased their catch from barely five kilograms a day to at least 50 kilos daily. Among the recognized LGU was the municipality of Salay in Misamis Oriental of Region 10, for its good construction and management of all the farm-to-market road projects under MRDP Rural Infrastructure project. Salay LGU represented by Mayor Romeo L. Gue, Sr. also received P5 million-worth of rural infrastructure assistance. The LGU of Mati City,

Davao Oriental in Region 11 was conferred of the Best Performing LGU award for its outstanding implementation of MRDP Community Fund for Agricultural Development (CFAD). The LGU was able to cause an increase of its farmers’ income through the cattle and goat production projects. Aside from the award, Mati City LGU received through Mayor Michelle Marie Denise N. Rabat, P2.5 million worth of rural infrastructure projects. Another LGU awardee was the municipality of Nasipit, Agusan del Norte of Region XIII for implementing MRDP’s Natural Resources Management (NRM)-Agro Forestry Management project that provided alternative income to its beneficiaries. The project has brought about the organization of the Jamiguitan Farmers’ Cooperative to implement the Community-Based Agroforestry Project to protect and conserve the Jamiguitan watershed. For these achievements, the Nasipit LGU was given the award and the P1.5 million worth of Natural Resources Management Sub-project which were accepted by Mayor Roscoe Democrito B. Plaza. The President also

handed over the Best LGU award to Mayor Rolando P. Garcia of the municipality of Kalamansig, Sultan Kudarat of Region 12 for implementing the MRDP NRM-Mangrove Rehabilitation and Management project. Garcia accepted the P1.5 million worth of NRM sub-project. In Region 9, the Best Performing LGU was accorded to the municipality of Roseller T. Lim, Zamboanga Sibugay, for implementing the MRDP-NRM Fish Sanctuary Management. R.T. Lim Mayor Michel Arnada Pioneda received P1.5 million worth of NRM sub-projects for the said town which was also bestowed of a special citation for its rural infrastructure project implementation under MRDP. Another special citation was conferred to the LGU of Libungan, North Cotabato in Region XII for its exemplary performance and overall sustainable management of CFAD. Libungan Mayor Manuel dela Serna represented the municipality in the awarding rites. DA said more than 3,500 POs have been organized under MRDP through its CFAD and NRM components, benefiting around 124,866 households from CFAD alone.


ARMM governor lauds Madaris program in SaranganiBy Cocoy Sexcion

ALABEL, Sarangani -- The Autonomous Region in Muslim Mindanao (ARMM) governor on Tuesday commended Sarangani Gov. Migs Dominguez for his Madaris program in Sarangani.


In his speech as guest speaker at the opening program of the 3rd Provincial Musabaqah or Madaris intramurals in Sarangani at the Capitol gymnasium, Governor Mujiv Hataman acknowledged the efforts of Gov. Dominguez to foster education among his Muslim constituents.

“Alam ninyo, napaka swerte niyo. Inikot ko na ang buong ARMM at halos buong Mindanao. Hindi pa ako nakatuklas ng isang gobernador na hindi Muslim pero nagsusumikap na higit pa ang ginawa ng isang Muslim (You know, you are very lucky. I already visited the entire ARMM and even almost the whole of Mindanao but

I never met a governor who is a non-Muslim but works hard for Muslims or even better than a Muslim),” Governor Hataman said.

ARMM is composed of predominantly Muslim provinces of Sulu, Basilan, Tawi-tawi, Lanao del Sur, Maguindanao and Marawi City, the region’s lone city.

“Though sa ARMM meron kaming Musabaqah pero ang pinagkaiba ay naii-relate niyo sa issue ng kapayapaan at issue ng development. (Though we also have Musabaqah in ARMM, the difference is you are able relate it with issues of peace and development),” Hataman added.

The provincial Musabaqah is an intramurals of Madaris students represented by delegates from each municipality held every summer and with this year’s theme “Paligsahan para sa Kapayapaan.”

Around 3,000 Madaris students participated in this year’s intramurals organized by the office of the governor through its Kalinaw Sarangani Unit (KSU), with 110 facilitators looking over the participants.

KSU is responsible for the expansion of peace and development communities in the countryside.

“Kailangan natin ang bagong henerasyon ng mga Muslim. Henerasyon na mawala na ang perception na tayong mga Muslim ay mga terorista. (What we need is a new generation of Muslims. 200 public schools grade one teachers to undergo K+12 trainingBy Perlita Changco

Cotabato City -- With classes set to start on June 4, more than 200 grade one teachers under the Cotabato City Schools Division (CCSD) will undergo a two-day training on K+12 program slated May 21-22 here.

According to CCSD administrative officer Johnny Balawag, the training of grade one teachers in various public

elementary schools in the city will focus on the curriculum that includes additional subjects under DepEd’s K+12.

Balawag said, it aims to reinforce the ability and capacity of teachers in implementing K+12 that ensures that learning,

comprehens i on , and retention capabilities of education of grade one pupils is improved and strengthened as envisioned under the program.

“Training is necessary for our Grade I teachers to ensure that they are prepared and well-versed with grade one curriculum because there are additional subject areas that would help achieve the objective K+12 program based on DepEd secretary Armin Luistro’s d i r e c t i v e s , ” Balawag said.


With the opening of classes, Balawag said, preparations and coordination are also underway to undertake “Brigada Balik Eskwela” in different public schools starting May 21 urging public support in the spirit of “bayanihan.”

Balawag reiterated

that DepEd’s strict no-collection policy of unauthorized payments and other fees is still in forced and he assured of speedy action on any complaints and other issues and concern that are reported to their office. He also urged

parents to enroll their children early.

Youth leaders gain Lanao del Sur guv’s support by Apipa P. Bagumbaran

The Network of

Meranaw Youth Leaders and Professional (NMYLP) got the support and commitment of Gov. Mamintal A. Adiong Jr. to further promote youth development in the province.

The provincial governor expressed his support by forging a partnership with the network during the Provincial Youth Summit held in Achiever Convention Hall, last week,

said Abulkhair Alibasa, chairman of the NMYLP. Under the agreement, the

provincial government will work closely with the NMYLP and will provide for the operating expenses in carrying out youth programs and activities. NMYLP, on the other hand, will


propose and facilitate youth programs and activities that are in line with the youth agenda the governor has approved during the youth summit. Alibasa said the youth agenda includes the creation of Provincial Youth and Sports Office, institutionalization of annual youth fellowship program,

establishment of Ranaw Youth Day, youth exposure through educational tour, and conduct of youth sports fest, art war, photo exhibit, among others. The NMYLP is a non-government organization composed of Maranao youth leaders and professionals working towards promotion of youth in Lanao del Sur.


DBM releases P318.5M for ARMM hospital upgrade by Marie Angelie Villapando

The Department of Budget and Management (DBM) released P318.5 million to the Department of Health (DOH) for the second phase

of the rehabilitation of health facilities and procurement of health equipment for ARMM.

This is part of the Aquino administration’s continuing initiative to improve socio-economic conditions in the Autonomous Region of Muslim Mindanao (ARMM), according to a press release by DBM. The amount comprises the remaining balance from the P756 million under the ARMM Transition and Investment Support Plan, which will be charged against continuing appropriations from the Disbursement Acceleration Plan (DAP), launched by the Administration in October 2011. The DBM previously released the first installment of the P756-million fund in November 2011. As with the recent P318.5-million release, the initial fund release of P437.5 million was used to enhance hospital facilities in the ARMM. “Our ability to ensure better public health care for ARMM communities is crucial to the region’s overall socio-economic growth. We’re actively improving facilities and conditions in the region’s public hospitals, many of which still do not have the means or equipment to respond to their patients’ medical needs. The medical staff are often talented, but without the right facilities, they can do little,” Budget and Management Secretary Florencio B. Abad said.

Of the total amount released, P188 million will go to the construction and rehabilitation of hospitals, rural health units and barangay health stations in Basilan, Tawi-Tawi, Sulu, Lanao del Sur, Maguindanao, Marawi City, and Lamitan City. The remaining P130.5 million will be used to purchase new hospital equipment and other health care materials for hospitals identified in the region. “The President is committed to improving the situation for ARMM communities compromised by armed conflict and security issues. As we continue to push for quality healthcare in the region and the physical well-being of ARMM residents, we can reasonably expect them to become more productive members of their communities and more effective agents of change for the entire region,” Abad said.(DBM)

PIA-Caraga personnel conducts echo cum briefing on incident command systemby Robert E. Roperos

Personnel of the Philippine Information Agency (PIA) - Caraga Region conducted today echo cum briefing on the agency’s

role in the incident command system, a systematic tool used for the command, control, and coordination of emergency response.


Jennifer Gaitano, PIA-Caraga monitoring officer and the agency’s assistant focal person to the Regional Disaster Risk Reduction and Management Council (RDRRMC), emphasized that the establishment of the incident command system is to provide a systematic and orderly response in time of emergencies and disasters. She added that during disasters, all agencies under the council have their respective responsibilities. For the part of PIA, Gaitano said communication support must at all times be provided during the actual disaster. “Thus, PIA personnel must be present on the site where the disaster happened,” she said. Also, Gaitano added PIA is in-charge of controlling the communication flow from the source of the information to the recipients through the use of communication channels such as the local tri-media. Moreover, she said under the incident command system, PIA is responsible to disseminate whatever information will be made by the incident command team under the regional level. “Personnel from PIA will serve as official spokesperson of the team in the regional level subject

In the case where the local chief executives choose their local public information officers to serve as spokespersons, then PIA will give way. the help of our partner Rotarians from other parts of the world. We also give emphasis on the importance of education as well as livelihood to sustain the needs of the community,” stressed Mayhew. Also, Rotarian Barbara Beedon of RC Sebastopol commended the efforts of the RCMB for doing its best in extending great volunteerism to the unfortunate ones. RCMB president Arfie Bermudez also expressed his gratitude to the partner Rotarians from Sabastopol for their continued support

DOST train teachers on disaster management

disaster risk reduction and management dubbed “Strengthening the capacity of Science and Math teachers on Disaster Risk Reduction and Management” at Bay Plaza Hotel on May 6-11.


T h e training is offered free of charge by the Department of Science and Technology-Science Education Institute (DOST-SEI) and in partnership with the DOST’s regional office 9. 10, 11, and 12. Senior science research specialist Cynthia Gayya said it is the mandate of DOST-SEI to conduct training to teachers on how to deal with natural disasters using calamity learning modules to instruct students on the importance

of disaster preparation. The teachers were given intensive training that enhanced their knowledge about disasters like typhoon, earthquake, tsunami and volcanic eruptions and how to effectively implement a

disaster management plan. Gayya said the participants were exclusive for Math and Science teachers only because they have basic concepts in Science and it

Gayya said last year the same training was conducted in Luzon and Visayas and for this year we are doing it in Mindanao because nobody is spared from disasters. It was the 4th time that the training was held in Mindanao. “On April, we have conducted training in the cities of Koronadal, Cagayan de Oro , and Davao, and this week we are conducting in Pagadian,” she said. “We are hoping that this training will be our regular activity and eventually will be expanded to disaster prone areas.” PAG-ASA-DOST assistant weather services chief Vincent Palcon Jr. said the activity is part of the agency’s information and education campaign for the public to be more cautious and vigilant whenever natural disaster occurs. Meanwhile, Sta. Lucia High School Biology teacher Lilian Guinea said the training is nice and worthwhile experience saying that

the knowledge she gained during the training will enable her to implement in their school. “Our school is near the shoreline and prone to disaster, and with the knowledge that I’ve learned can be applied in our school, home, or the community in order to minimize, if not eliminate the destruction to lives and properties,” she added. Otto Lingue National High School mathematics and chemistry teacher Elmar Ancog said the training is very informative and indispensable. It is very useful and essential to our school because we know then how to make mitigation measures or to take protective measures. “Our school is landslide and flood prone area and our students are passing through big rivers during school days thus we need to undertake necessary measures by providing safety of our students,” Ancog said. “We could also extend the information to our barangay officials because they are our stakeholders who will help us establish an emergency pan in case of disaster,” Ancog added. The participants were taught also on how to conduct actual earthquake drill. Topics discussed were climate variability and climate change, meteorological and other weather-related hazards, flood forecasting and warning services, earthquake and earthquake hazards, volcano and volcanic hazards, rain-induced landslides and DRR measures. Mayor Evelyn T. Uy has directed all her department heads to lead tree planting activities in support of the program. She also ordered that nurseries be established to supply the seedlings during tree planting activities. It can be recalled that President Aquino had issued Executive Order No. 26 urging all government agencies from national agencies down to the local government units as well as private organizations to actively participate in the national greening program which aims to plant 1.5 billion trees in 1.5 million hectares nationwide with the Department of Environment and Natural Resources (DENR) as the lead agency. The inauguration was led by Mayor Celso Lobregat together with the Philippine Air Force officials. The concreting of 123-linear meter road amounting to P593,162.93 and the construction of an open canal measuring 110 linear meters in the amount of P157,640.53 brought to a total of P7.6 million worth of various infrastructure projects implemented by the city government at EAAB since 2008. The projects included the construction of a multi-purpose building amounting to P1.4 million in 2011, road concreting in the amount of P1.4 million, drainage system costing P457,500 in 2010, road and drainage systems totaling P2.4 million in 2009 and rehabilitation of two-storey six-classroom school building at EAAB Elementary School, among others. “These projects prove that the relationship among city officials and EAAB officers is strong and excellent,” Lobregat said, adding that another

She said the 20-year peace and development roadmap for Mindanao addresses various challenges and opportunities in the island-region not only within the context of securing peace amid a history


of conflict but also in terms of harnessing its inherently rich economic potentials for the benefit primarily of Mindanawons. MinDA created Mindanao 2020 through a process that took two years in the making. It has engaged the participation g o v e r n m e n t , private sector, n o n - g o v e r n m e n t organizations, civil society, academe, interfaith groups, women, and youth in the formulation of the plan.


DILG-10 aids in poverty alleviation of NorMin townsCAGAYAN DE ORO CITY - The Department of the Interior and Local Government (DILG) Region 10 underlined programs and special projects this year directed towards eradicating poverty, specifically the Performance Challenge Fund (PCF), Sagana at Ligtas na Tubig sa Lahat (SALINTUBIG), Mindanao Basic Urban Services Sector Project-Millennium Development Goals (MBUSSP-MDG), and Local Government Support Fund (LGSF).

Atty. Rene Burdeos, DILG-10 Regional Director, said the SALINTUBIG is designed to provide water supply systems for waterless towns and enhance the capacity of the local government units (LGUs)/water service providers in the planning, implementation, and operation of water supply facilities. In Region 10, there are 16 LGU beneficiaries for this program and most of them are presently working on their respective detailed engineering design. Said LGUs are hopeful that these water projects will improve the water services in their towns and reduce the incidence of water-borne and sanitation related diseases. DILG will be responsible for the capacity development requirements of the LGUs and the water service providers in the planning, development, and operations/

management of the water services funded thru the SALINTUBIG. Another water project is slated for Tagoloan, Misamis Oriental as a beneficiary of the MBUSS Project and MDG. The PCF is an incentive fund given to eligible LGUs to be used for its priority projects that will hopefully bring progress in their community. One PCF project that falls under poverty reduction is the water system of Damulog, Bukidnon, which is already operational, while 12 various projects of same target from the nine LGU beneficiaries in the Region are working towards completion. Another cash incentive is the LGSF, which is meant to support the implementation of the priority projects of the national government. Out of 77 LGU beneficiaries in Region 10, 28 of them or 36% have


DTI monitors P1.14-B investments in Mis. Occ. in 2011 by Rutchie C. Aguhob

OROQUIETA CITY, Misamis Occidental - A total investment of P1.14 billion, mostly on services, had been monitored by the Department of Trade and Industry (DTI) in Misamis Occidental last year.

These investments were actually higher by 18.05 percent compared to the P965.32 million of investments in the province, during the previous year, Regional Director Linda O. Boniao of DTI-Region 10, said. In terms of share in the total regional investments, however, Misamis Occidental contributed a share of 11.4 percent. Meanwhile, Boniao said a total of P9.97 billion have been monitored by DTI in Region 10, during the year, of which P4.17 billion or 41.8 percent was poured in Misamis Oriental, mostly in the infrastructure and services sectors.

These investments included the construction and expansion of tourism-related facilities like hotels, pension houses, dormitories, restaurants and recreation facilities, like the Ayala Center, Primavera Residences, and Paseo de Rio Hotel. Also included were the construction of an air separation plant by a leading gas manufacturing/distributor company and of a food-based manufacturing plant which are both located inside the PHIVIDEC Industrial Estate. On the other hand, investments in the province of Bukidnon amounted to P3.09 billion contributing a share of 31 percent to the total regional

DTI-Davao to gather banana stakeholders to address banana issues

The Department of Trade and Industry in Davao Region (DTI-

Davao Region) will convene on May 18 (Friday) the local banana industry stakeholders in the region to discuss the industry’s present situation. DTI-Davao Regional Director Marizon S. Loreto said the region being the country’s top banana exporter must always be proactive in dealing with issues related to the attainment of the industry’s full economic potential. Chinese authorities have imposed

stringent import regulations on the Cavendish bananas owing to the pest allegedly found in the said export product and as a result, and have demanded for an intensified quarantine procedures while holding a good number of container vans in the major ports of the said country for the past several days. This situation has severely affected the region’s exports performance and caused substantial losses on the part of the local banana exporters. “We also gathered that local growers have now excess bananas which they could not send anymore to China. With such volume surplus of Cavendish bananas, there is a need to define courses of action so as to find other opportunities for the local growers and minimize further losses thru domestic consumption advocacy, increasing banana trading with other regions and putting more value-adding to said commodity,” Loreto said. Bureau of Customs (BOC) records revealed that in 2011, fresh banana (Cavendish) was the region’s top export product hitting US$786,727,625, a three percent leap from 2010’s US$760,254,837. It can also be noted that China is the second largest export market, following Japan. “The proposed gathering of local


industry stakeholders, namely banana growers, processors, industry sector representatives, government agencies, and local government unit representatives is meant to discuss measures and local interventions to address the banana surplus while alternative export markets are being explored,” Loreto added. Loreto said that “as the national government is seriously dealing with the quarantine issues with Chinese authorities

and the trade department deliberately identifying more alternative markets, local stakeholders must also do its share by crafting effective and feasible initiatives to address the supply surplus.” With such dialogue, action plan that will define the immediate steps and necessary interventions to be carried out by appropriate authorities and sectors is expected to be formulated. DavNor opens 50 slots for tech-voc scholarshipTAGUM CITY, Davao del Norte – Governor Rodolfo P. del Rosa-rio has approved the conduct of screening for the 50 slots in the Technical-Vocational scholarship of the Provincial Government of Davao del Norte. The governor beefed up the tech-voc grant in order to give poor but deserving students wider access and better opportunities to acquire gainful employment in the future. The new slots are included in the P6.9-million scholarship program of the province this year, which also funds the continuing scholarship of over 200 youth in various colleges and tech-voc centers, including the grant for 130 indigenous students from the uplands.

Recognizing tech-voc’s potential in reducing unemployment rate and

in sustaining the economy, Gov. del Rosario emphasized the importance of investing in the youth’s education, particularly in technical areas.

“By investing in technical and vocational education, we hope to

greatly reduce unemployment rate by giving our people useful, rewarding skills,” he said.

He added he is pushing for technical courses in order to prepare

the labor force of the province to the projected inflow of investments, particularly once the Talaingod-Bukidnon Road and the Kapalong–Agusan del Sur is opened, among other vital road links. The distribution of the new scholarship grant per local government unit covers three scholars each for the three component cities, six slots for Talaingod, as well as, five scholars for the rest of the municipalities of the province.
