One common EU vision
1. Assisting systems (SAE Levels 1/2) already on the EU market (2018)
2. Automated systems (SAE Level 3/4) on EU roads by 2020 at least for certain use cases: Highway pilot for cars (L3/4), platooning for trucks (L2‐3‐4) and urban shuttles (L4)
3. Driverless systems by 2025‐20304. All vehicles expected to be connected to the internet by 2022, C‐
ITS deployment from 2019

Three main axes:
1. Providing a set of actions to ensure that key technologies and infrastructures are developed in the EU
2. Ensuring safe automated mobility and future‐proof legal framework
3. Addressing societal concerns, in particular jobs and ethical issues

1. Develop key technologies and infrastructures
• Continued EU effort in Research (Horizon Europe/CEF) and infrastructure (e.g. 5G, ITS) for the identified use cases.
• One EU platform to coordinate testing and making link with pre‐deployment activities
• New partnership under the next MFF/long term strategic planning of research and pre‐deployment programmes
• By 2019 provide Galileo high accuracy navigation services free of charge

2. Ensuring safe automated mobility and future‐proof legal framework• Intensify coordination on traffic rules and ensure interoperability and security
of road safety messages (C‐ITS delegated act)• Assess options for vehicle data sharing framework + possible legislation on
vehicle data of public interest + recommendation on framework for datasharing, cybersecurity, pioneer spectrum for 5G testing
• New topics to be regulated : longitudinal control, perception of theenvironment, black boxes, cybersecurity (incl C‐ITS delegated act), platooning,etc.
• Promote new technologies, liability, safety and security for vehicles

3. Addressing societal concerns, in particular jobs and ethical issues• Monitor, consult and discuss on societal impacts • Commission study on economic impact/jobs• Support the acquisition of new skills (e.g. Skills Agenda for Europe). • Support transition of the labour market during the transition to driverless
mobility (support from the European Social Fund).• Set up a dedicated EU Forum on the specific ethical issues related to
driverless mobility

C-ITS services
• Definition of a set of priority C‐ITS services that are mature and contribute to road safety and traffic efficiency.
• Detailed specifications to make sure priority services are deployed in a common way.
• Ensuring that all (future) C‐ITS services do not interfere with priority services.

C-ITS stations
• General requirements for all C‐ITS stations + additional detailed specifications (profiles) for vehicle and road‐side stations using short‐range communication => ensuring interoperability between C‐ITS stations.
• Profiles based on harmonization work of industry and Member States. Hybrid communication approach based on mature technologies, with new technologies to be integrated through revision process.
• Requirement for all stations to both send and receive to ensure cooperative nature of the system.

Compliance assessment
• Manufacturers in charge to check compliance with the requirements of C‐ITS stations they place on the market.
• MS market surveillance authorities to check if C‐ITS stations do not pose undue risks.
• (procedure in line with common framework for the marketing of products)

Operating a C-ITS station
• All (types of) C‐ITS Stations shall be enrolled in the European Union C‐ITS Security Credential Management System (CCMS), to ensure a common trusted system.
• The CCMS, which was developed over years through cooperation between MS, industry and the Commission, is defined by detailed provisions in the delegated act.
• The Commission will fulfil certain central roles in the CCMS to ensure its functioning, until a more permanent governance structure is put in place.

Privacy & Data protection
• GDPR and its requirements are leading. Ensuring and verifying compliance is primarily with the data controllers and the national data protection authorities.
• Limited scope for provisions in the delegated act; delegated act defines purposes for the use of C‐ITS data, introduces limitations to reuse and retention of data, and requires the provision of clear information to users about the processing of their data.
• Additional follow‐up measures outside the DA to support the lawful processing of personal data are being considered.

Implementation of the C-ITS network
• The implementation of the C‐ITS network requires a variety of tasks to be carried out in cooperation between C‐ITS stakeholders.
• To support this an expert group including MS and industry stakeholders will be established.
• This is foreseen as a transitional mechanism until a comprehensive governance framework is set up.

Review
• Open system: The DA foresees review & revision of the DA, to integrate new services and technological solutions into the interoperable C‐ITS system once they become mature.
