I think I have reverted to the original idea to use actual nuclear submarines with the weapons removed and refinery components installed. Because it\'s faster.

Recommendation of a for Gulf Oil Spill Cleanup

A Global Collaborative Effort, under International Salvage Law which pays people equally for their contributions using a share and dividend method.

To Collect, Refine, Treat the pollution and sell the Refined Petroleum Commodities at Profit on the open market, furthermore IP and spinoffs provide

additional revenue.

Overview

➲ Present the matter to other nations and invite participation in all forms with Equal and Fair procedures in place for compensation.

➲ The ultimate responsibility is BP who must make due; but should be permitted the freedom to use investments, brokering of deals, and connections so as not to take a loss resulting in employee layoffs.

➲ Victims all must be compensated

Long-term goal

➲ To Promote Global Collaboration in the Future for a wider variety of situations.

➲ There is no return, the only thing to do is to exploit the situation for the best possible results in every social matter, in every economic context, in all political and diplomatic relations.

➲ To move towards a sustainable global future.

The Present Situation

Development up to present

➲ Why would you think let's drill for oil in deep water without any contingency plans for accidents?

➲ Mulberry Floating Harbors used for D Day➲ Original forecasts which turned out to be

wrong – All did not go smoothly as BP expected.

➲ Original forecasts which turned out to be true – some accident did occur as many suspected might happen

Potential Alternatives

➲ Lay claim to the salvage rights for the spilled oil under Maritime Law

➲ Build Floating, Refinery and Waste Treatment building blocks in an analogous manner to the Mulberry harbors.

➲ By Refining the oil spill into commodity petrochemicals – separated and stored in standard containers, a profit can be made on the sale of these that can pay for the cleanup.

Special Liability Salvage Compensation

Salvage by volunteer award and salvage by contract.

Four elements for the salvage awardThere are four elements must exist in order to get the salvage award:(i) there should be recognized subject matter;(ii) the subject of the salvage must be in danger at sea;(iii) the salvor must be volunteers; and(iv) the service must be successful.Element (i) recognized subject matterTraditionally, salvage only recognizes as a ship or craft, cargo on board, freight payable and bunkers

carried on board as the subject of property in danger. The concept of property has been expanded by the 1989 Salvage Convention.

The Convention recognizes saving life as an independent subject of salvage but the protection of the environment is the subject of salvage. Oil pollution can cause damage to the environment. If the salvor had prevented oil pollution from happening, he indeed performed a valuable service to the community as mentioned by (1997) 1 Lloyd's Rep 323 (HL), pp 326–28. Therefore, the salvor will be rewarded with special compensation, i.e. ‘liability salvage’ instead of ‘property salvage’.

Element (ii) real dangerDanger need to be real but not necessary be immediate or absolute. The subject of salvage must be in real

danger, which means the property is exposed to damage or destruction. The burden of proof lies on the salvor which means salvor needs to prove real danger existed when the

performance of service commenced. This is up to the court or arbitrator's decision to determine whether the property was really in danger or not. Naturally every situation has to be treated on its own merits and both subjective and objective tests will be conducted. One of the reasonably effective tests commonly used is: a.) Would a reasonable Master of the vessel in distress have answer ‘yes’ or ‘no’ to the offer of assistance? b.) Was there a real apprehension of danger even though that danger was not absolute or immediate? c.) Was the danger a fancy or so remote that only to be a possibility?

➲ (iii) the salvor must be volunteers

➲ I have done this on my own time and expense

➲ (iv) the service must be successful.

Addressing (iv)➲ The International Cooperation part is

tangible and can be easily shown.➲ To prove the solution works requires

experts and can be done on virtual simulation software environments – sufficient to satisfy the requirement.

➲ I have a BSE in applied physics and understand engineering principles

➲ “You can't refuse the thing you need just because there is a slight chance to fail.”
