• Enacted to monitor and regulate Greenhouse Gas (GHG) emissions:– From Oil & Gas operations, primarily CO2 and CH4
• Requires that 2020 GHG emissions be reduced to 1990 levels
• Requires ARB to develop a Scoping Plan
