1.2. OTHER INFORMATIONBirds and stray dogs in vicinity of APT.RWYs 11L/R right-hand circuit.
1.2.1. CURFEWThe curfew takes place daily between 0000-0500LT.During restrictions, the following flights can land and take off:- Emergency;- Scramble/SM;- Hospital;- Head/VIP;- Search and rescue ACFT engaged in SAR;- Fire fighting flight;- Flight carrying hazardous material;- Medical evacuation;- Delayed scheduled flight.During the curfew, APT shall not be used as alternate aerodrome.
2.1. COMMUNICATION FAILURE PROCEDURES1. Before entering TMA boundary and establishing communication with MEHRA-
BAD Radar or within TMA boundary and establishing communication withMEHRABAD Radar if "cleared approach" clearance was not issued, maintainthe last acknowledged level or minimum safe altitude which one is higher and:
- When RWY in use is RWY 29:- continue towards VR NDB, hold over this aid until commencement of
descent;- commence descent from VR NDB at or as close as possible to the esti-
mated time of arrival resulting from the current flight plan to theminimum holding level (9000’), then follow ILS2 or ILS3 for MehrabadIntl APT and in the case of ACFT inbound to Imam Khomaini Intl APT fol-low VOR/DME, ILS1 or VOR/DME1 instrument approach procedures.
- When RWY in use is RWY 11:- continue towards RUS VOR;- hold over this aid until commencement of descent;- commence descent from RUS VOR at or as close as possible to the esti-
mate time of arrival resulting from the current flight plan to theminimum holding level (9000’) then follow VOR/DME3 or CIRCLING VOR/NDB/DME for Mehrabad Intl APT and in the case of ACFT inbound toImam Khomaini Intl APT follow VOR/DME5 instrument approachprocedures.
2. Within TMA boundary or establishing communication with MEHRABAD Radar if"cleared approach" clearance was issued and acknowledged, follow therelated procedures.If the ACFT is cleared for visual approach, continue visually and pilots shouldtake account of visual landing aids and keep watch for instructions as may beissued by visual signals from the control tower.
3. If the ACFT is being radar-vectored and the last acknowledged directioninstruction was not issued to establish final approach track or the ACFT is onthe base leg of the related RWY, follow the instructions mentioned in item 1of arriving ACFT.
4. If the ACFT is being radar-vectored and the last acknowledged directioninstruction was issued to establish final approach track or the ACFT is on thebase leg of the related RWY, continue to establish final approach track of therelated RWY by maintaining the last acknowledged level and speed, then con-tinue according to the related procedure or visually if the radar vector was forvisual approach.Final approach track of RWY 11 of Mehrabad is establishing radial 265 fromTRN DVOR/DME.If for any reason unable to follow this instruction, establish final approachtrack of the related RWY, descend to the minimum of the related procedureand follow the missed approach procedure of the related procedure; then fol-low the instructions mentioned in item 5 below.
5. When during missed approach RCF occurred, if flying in VMC and maintainingvisual reference to the terrain, join the downwind of the related RWY(RWY 29: left downwind, RWY 11: right downwind) at 5000’ and proceed forlanding. If this is not practicable for any reason, climb to 7000', RWY headingto departure end of RWY, then proceed towards RUS VOR and expect furtherclearance by Mehrabad radar.
Pilots should ensure that they do not enter danger or prohibited areas in TMA andall the time remain at or above the minimum safe altitude.
3.1. ANTI-ICING & DE-ICINGAnti-icing & De-icing area located at parking position and TWY A between TWYsA2 and A3.
Engine run-up for light and medium ACFT at TWY B7, for heavy ACFT on militaryramp PPR.All flights shall inform MEHRABAD Delivery or Ground (when MEHRABAD Deliv-ery is not operational) 20 minutes before EOBT in order to receive start-upapproval time, estimated taxi time or ATC clearance, passing the followinginformation:- ACFT identification;- ACFT type;- Parking stand;- Desired level;- Any other necessary information such as opposite RWY for departure, needs
for De-ice/Anti-ice etc.Issued start-up approval time is valid up to 10 minutes and issued taxi time isvalid up to 3 minutes; it will be automatically cancelled if the pilot has notrequested taxi associated with its departure.All departing passenger flights wishing to operate between 0500-0830LT arerequired to have RPL. FPL is not accepted for this period. In case of route changesfor a flight whose RPL is submitted, RPL shall be cancelled and individual FPL willbe accepted.
3.2.2. TAXI PROCEDURESAproApron 5:n 5:- All ACFT shall use push-back car for taxi.- If the ACFT position has been moved before and the pilot-in-command is ready
to start, the ACFT will be cleared for taxi by follow-me car approval.StStandand 101:101:- All ACFT larger than F100 shall coordinate with follow-me car before start.StStandand 113:113:- Push-back is required on follow-me car discretion.StStandsands 201, 205201, 205 and 206:and 206:- All ACFT larger than F100 shall use push-back car for taxi.StStandsands 202 th202 thru 20ru 204, 304, 302 th2 thru 310ru 310 andand 401401 thruthru 404:404:- All ACFT shall use push-back car for taxi.StStandand 301:301:- All ACFT larger than A300-B shall use push-back car for taxi.
3.3. RWY OPERATIONS
3.4. COMMUNICATION FAILURE PROCEDURES1. If departing ACFT is following a SID, continue according the SID direction
instructions up to the TRN TMA boundary point; then continue according thecurrent flight planned route.
2. If departing ACFT is being radar-vectored or re-route by other methods(radial, NAVaids...), continue in accordance with ATC direction instructionslast acknowledged for only 2 minutes; then proceed in the most direct mannerpossible to rejoin the TRN TMA boundary point. Then continue according thecurrent flight planned route.
3. Maintain the last assigned speed and level or minimum flight altitude if higherfor a period of 7 minutes following:- the time the last assigned level or minimum flight altitude is reached; or- the time the transponder is set to code 7600 to indicate the loss of air-
ground communications; or- the ACFT’s failure to report its position over a compulsory reporting point
whichever is later and thereafter adjust level and speed in accordance withthe filed flight plan.

RWY 11L/R: RWY 11 is not used for take-off during 2100-0800LT except tailwindcomponent of RWY 29 is 10 KT or more.
RWY 29L/R: To avoid residential area 1.5NM WEST of RWY 11 all JET ACFT are tomake a LEFT turn as soon as practicable after passing end of RWY andfollow assigned SID.
