OIFC @ PBD 2015 and Vibrant Gujarat 2015 – A Snapshot
The Overseas Indian Facilitation Centre (OIFC), in its endeavour to expand engagement of Overseas Indians with India, organised its 9th Market Place at the annual Pravasi Bharatiya Divas 2015 (7 - 9 January, 2015) in Gandhinagar, Gujarat
The emphasis was on encouraging business dialogues, showcasing investment opportunities in key Government initiatives and securing feedback from Overseas Indians in improving services of OIFC to facilitate economic engagements with India.
1. In an effort to continue its information dissemination services, OIFC published two publications.
a) ‘Spinning India’s success, Growth on the wheels’: The publication details the key initiatives announced by the new Government to stimulate economic growth and opportunities for engagement for the overseas Indians.
b) ‘The Overseas Indian and India weaving a new global fabric’: The publication assesses the emerging economic linkages of Overseas Indians with India and attempts to define a framework for scaling these
2. OIFC signed two MoUs with • Middlesex Asian Business Association (MABA), UK, in the presence of British Member of the
Parliament, Ms. Priti Patel and,
• Indo European Business Forum (IEBF), UK
Both the MOUs were to incorporate MABA and IEBF as OIFC’s Associate Partners.
As per the MOUs, MABA and IEBF would share possible business leads with OIFC in addition to exchanging information for mutual cooperation.
3. OIFC facilitated a 40 member Business Delegation from Bahrain (14 members), UK (15 members) and Netherlands (11 members).
4. Facilitated 176 B2B meetings and 08 B2G meetings through its online and offline meetings platforms.
5. OIFC conducted a feedback survey to seek feedback about OIFC’s services.
The OIFC Market Place captured the attention of a number of PBD delegates, officials from Government departments & media.

OIFC Market Place Activities for Engaging the Pravasis with India
The 13th Pravasi Bharaitya Divas (PBD) 2015, marking the centenary of the return of India’s iconic Pravasi Mahatma Gandhi to India from South Africa, was held from 7th to 9th January in Gandhinagar, Gujarat. The annual flagship convention was organised under aegis of Ministry of Overseas Indian Affairs (MOIA), Government of India, supported by partner state, Gujarat and partner ministry, Ministry of Youth Affairs and Sports, to celebrate a heterogeneous community of over 25 million overseas Indians.
The Overseas Indian Facilitation Centre (OIFC), the economic engagement arm of Ministry of Overseas Indian Affairs, organised its 9th OIFC Market Place at PBD 2015.
Inaugurated by Hon’ble Minister of Overseas Indian Affairs Smt. Sushma Swaraj and Hon’ble Chief Minister of Gujarat, Smt. Anandiben Patel, the OIFC Market Place offered a unique platform to facilitate a pre investment business dialogue between overseas Indians and Indian companies.

I. OIFC Publications
Continuing its endeavour to be a knowledge hub for Overseas Indians, OIFC brought out two publications which were released by the Hon’ble Minister of Overseas Indian Affairs, Smt Sushma Swaraj and Hon’ble Chief Minister of Gujarat, Smt Anandiben Patel during PBD 2015.
‘Spinning India’s success, Growth on the wheels’ details the key initiatives announced by the new Government to stimulate economic growth. It provides a detailed narration of the key policy initiatives covering ‘Make in India’, ‘eBiz’, ‘Industrial Corridors’, ‘Smart Cities, ‘Swachh Bharat Abhiyan’, ‘Namami Gange’ etc. and highlights investment opportunities that these initiatives offer. The Publication offers validated content having incorporating inputs from concerned Ministries.
The publication also highlights the expectations of Overseas Indians and provides an update on India’s Foreign Direct Investment policies, specifically highlighting the changes in FDI norms for sectors like Defense, Railways, Real Estate/Construction and Insurance.

This publication written by Intrim for OIFC, defines the ‘KNIT Framework’ for engaging Indian diaspora and demonstrates its validity by actual examples. The elements of KNIT Framework are:

II. MoUs Signed
With an aim of fostering mutually beneficial networks, OIFC signed MOU with Middlesex Asian Business Association (MABA) UK in the presence of British Member of the Parliament, Ms. Priti Patel and with Indo European Business Forum (IEBF) UK.
The MOUs will not only build linkages with these two diaspora associations but, will also help in increasing the outreach of OIFC to the Overseas Indian members of MABA and IEBF.
MABA and IEBF became Associate Partners of OIFC by signing the MOUs.
The MoUs seek to:
• Support promotional activities of both organisations and disseminate information on economic opportunities in India.
• Facilitate visits of business delegations, one-to-one interaction between representatives of business and government in India, and Europe.
• Share lists of potential Overseas Indian investors interested in doing business in / with India. • Link the websites of the two associations with OIFC’s web portal.

III. Business meetings
OIFC’s intent to encourage pre-investment business dialogues between Overseas Indians and Indian industry was translated into action by facilitating business meetings and interactions with PBD delegates, Government officials and members of Indian Industry.
A total of 309 meetings were recorded during PBD. These meetings have been classified into the following three categories based on the nature of meetings.
1. B2B Meetings
During PBD 2015, OIFC facilitated a total of 176 B2B meetings. Out of them, 72 were scheduled online and 104 were scheduled offline.
1.1 Offline B2B meetings facilitated by OIFC
OIFC facilitated 104 offline business meetings during Pravasi Bharatiya Divas 2015.
OIFC connected with 42 companies/NRIs from Bahrain, UK and Netherlands for B2B meetings during Pravasi Bharatiya Divas 2015 and Vibrant Gujarat 2015.
Bahrain India Society mounted a 14 member delegation to PBD as a result of OIFCs Diaspora Engagement Meet in Bahrain in September, 2014. During the Regional Pravasi Bharatiya Divas in London in October, 2014, OIFC had connected with Mr Ryan Tewari, Chairman, Indian Business Council in Netherlands and Mr Taha Kutay, Chairman, Middlesex Asian Business Association (MABA), United Kingdom. A 13 member delegation from Netherlands and 15 member delegation from United Kingdom mounted respectively. OIFC also facilitated meetings of 2 delegates from UAE.

After intense follow-up by OIFC, eventually 17 delegates showed keen interest for B2B meetings which were organized by OIFC.
Initially, the delegation members gave business interests over emails. This was further refined into very specific B2B interests. Based on the identified specific business interests, OIFC contacted relevant Indian companies in and outside Gujarat.
In all, 104 meetings were held between off-site (Fortune Haveli hotel) and on-site at OIFC Market Place booth and the conference venue during PBD 2015 and VG 2015. Details off these meetings are attached as Annexure I.

Out of the 17 delegates who attended the B2B meetings, 58.8% of the delegates attended the meetings with very specific interests towards business opportunities whereas 41.2% had come on an exploratory visit.
All the delegates had visited India in past few years.

Possible inflow of forex which may result from these business dialogues
The potential inflow of forex into India through business from these projects is Rs 311.5 crore of which Rs 165 crore could be investment and the balance Rs. 146.5 crore is value of expected sourcing from India
1.2 Online B2B meetings facilitated by OIFC
OIFC, through its online portal, arranged and facilitated B2B meetings amongst PBD delegates and between PBD delegates and OIFC Knowledge Partners. Through this online portal, the delegates could view the basic information about all the delegates registered for PBD and schedule meetings with other delegates/companies at the suitable time at the OIFC Market Place.
Through this portal, a total of 755 meetings were requested and accepted by the delegates. Overall, 72 meetings between PBD delegates, NRIs and Indian Companies and OIFC Knowledge Partners took place.
At the last moment, a large number of meetings were cancelled or could not take place due to VIP movements and problems in accessing the Exhibition area from the main conference area (Mahatma Mandir).
Of the 72 meetings, 58% were between NRIs and Indian companies. They were mostly baseline meetings and exploratory in nature and more for information flow. 17% of the B2B meetings arranged were between NRIs and 25% of the meetings were amongst Indians.
The maximum number of meetings related to banking and finance followed by meetings related to Real Estate and Consultancy took place. A number of meetings were also linked to Education sector. List of online B2B meetings are given in Annexure II.

2.1 Bahrain delegation called on Hon’ble Minister, Ministry of Overseas Indian Affairs
The business delegation from Bahrain India Society (BIS), facilitated by OIFC, called upon Smt Sushma Swaraj, Hon’ble Minister of Overseas Indian Affairs. The delegation complimented the Minister (MOIA) on the organization of a different PBD and the keenness of the new Government to engage with Pravasis.

They also raised the issue of Double Taxation vis-à-vis India and Bahrain. The delegation said that Bahrain was the only country in GCC with whom India did not have Double Taxation Avoidance Agreement. This hurt doing business with India, according to the Bahrain delegation.
3. Meetings with OIFC Officials
During the Pravasi Bharatiya Divas 2015 and Vibrant Gujarat 2015, OIFC officials met with a number of delegates to expand the reach of OIFC and also to interact with potential NRI investors. In all, 127 meetings were conducted by OIFC officials with PBD delegates.
Most of the delegates met were from the Banking and Finance sector, followed by meetings with state government representatives. A number of delegates wanted to know more about OIFC and the investment opportunities in India.
OIFC was also approached by a number of companies who wanted to explore being partner of OIFC. List of meetings are given in Annexure III.

IV. Traditional and Social Media
In order to increase the awareness and recall of OIFC among Overseas Indians, a conscious effort was made to execute strategic public relations and brand communications strategy. In this endeavour, OIFC adopted a two pronged approach.
a. Press Coverage
The objective was to acquaint PBD 2015 delegates with the trade and investment opportunities in India and OIFC’s services.
During informal talks with media, OIFC was able to reach out to 18 media houses. Through a mix of financial dailies, national and regional publications and wires, OIFC took initiatives to apprise Overseas Indians with OIFC’s activities with a focus on encouraging trade and investment in the new resurgent India – Make in India, Namami Gange, Clean Energy, Education, Healthcare and Infrastructure.
Over 150 exposures across print and online editions were secured.

b. Social Media Engagement
Identifying the potential of social media to engage in a dialogue with its target audience, OIFC was tweeting live from PBD 2015. The live tweets ensured that OIFC’s online Overseas Indian communities were updated on the happenings of PBD in a timely manner.
This also offered an opportunity to engage in a dialogue with Indian diaspora on real time basis. To facilitate enhanced engagement, a live Tweet Wall was set up at OIFC Market Place. The Tweet Wall showcased all online conversations happening about PBD, investment opportunities in India and interests and feedback of Overseas Indians.
The Social Media efforts yielded an increase of 15.4 per cent in page likes and a significant increase of 4.8 per cent in engagement organically.
WAY FORWARDOIFC will follow up potential leads and will write to all those it connected with through the meetings.
RECOMMENDATIONS• B2B meetings should be made part of the main Pravasi Bharatiya Divas (PBD) programme.• The venue of B2B meetings should be within the main conference venue and not at the exhibition
area. • Allow OIFC to conduct business workshops for the PBD delegates on latest investment related topics
in the main conference venue, as part of the PBD programme.
