Banning PLAs is a favorite right wing cause, particularly of the anti- union Associated Build- ers and Contractors. The May 4 Senate vote to keep PLAs came less than a week after the GOP-run House voted to ban PLAs by a 51-42 margin, one more than the needed majority. Eleven House Re- publicans joined all the Democrats in voting to keep PLAs. A prior House ban on PLAs passed by a much-wider margin, but later died in the Senate. This time, 15 Senate Re- publicans and ten Demo- crats voted to keep PLAs, while eight GOPers did not. “While PLAs are not recommended for every project, a ban would have With the support of the Mayor, Toledo City Council approved legislation on May 24 authorizing Project Labor Agreements to be implemented on all major city-funded construction projects. Welker (Waite class of 1941), a three-sport standout athlete and World War II veteran who, taught for more than 30 years at his alma mater coaching football, basketball and baseball. We take applications every Tuesday and Thursday at 10am. Applicants should bring with them:1. Drivers license or State ID2. Birth certificate3. High School diploma or GEDUpon completion of the application, the applicant will be given a list of contractors along with an “Intent to Hire” packet and instructions as to the next step in the process.

The second way to apply is to go to our website at www.ohcap.org and click on the “Northwest” tab. From there anyone may submit an application at any time.

Inyetanotherindicationofconflictbetweenconstructionunionsandenvironmentalists,sevenbuildingtradesunionleadersandtheheadoftheirdepartmenttoldAFL-CIOPresidentRichardTrumkatheirunionswillnotparticipate ina jointSuperPoliticalActionCommitteeheadedby richenvironmentalistTomSteyer,knownforopposingtheKeystoneXLpipelineandotherenergyprojects. The trades leaders, plusNorthAmerica’sBuildingTradesPresidentSeanMcGarvey,saidtheSuperPACwiththebillionairehedgefundmanagersymbolizes“agrowingtrendwithinthe(AFL-CIO)thatseemstoconsistentlyminimizetheimportanceofbuildingtradesjobsandourmembers’livelihoods.” TheAFL-CIOispursuing“acoalitionstrategywithoutsideorganizations thatproducedmixed results atbest anddisastrousresultsatworstforourmembersandtheiremploymentprospects,”thejointbuildingtradesletterstated. Specifically, theysaidtheirunionswouldsendnomoneytothejointSuperPAC,announcedonMay12betweentheAFL-CIO,AFSCME,bothU.S.teachersunions,andSteyer,nor“participateinanymanner”init. “Compromisingourcoremissionastradeunionistssworntoadvocatefortheeconomicwell-beingofourmembershipasatrade-offforperceivedshort-termpoliticalgainisutterlydisappointingandcannotbesupported,”theydeclared.TheyalsowantTrumkatocuttieswithSteyerandhisSuperPAC. Separately, one of the seven, Laborers PresidentTerryO’Sullivan,senthisownblisteringlettertoTrumkaaboutSteyer,callingtheenvironmentalist’sstandsagainstinfrastructureproj-ectssoextremethatSteyeristheequivalentofaright-to-workadvocate. Unlikeregularcampaignfinancecommittees,wherecontribu-tionsarelimitedandspendingisdisclosed,superPACsdonothavetoidentifytheircorporate,individualoruniondonors,whocangiveunlimitedamounts.Andtheycanspendfundsoncampaignsandfororagainstcandidates,aslongasthereisnocoordinationwiththecandidate’sowncampaigns. Steyer,theAFL-CIO,AFSCME,theTeachersandtheNationalEducationAssociation–thelargestU.S.union,whichisindependentofbothlaborfederations–jointlyformedtheForOurFutureSuperPAC.Itsgoalistoraiseatleast$50milliontoelectprogressiveDemocratstotheWhiteHouseandCongress.TheSuperPACwillconcentrateonbattlegroundstates. SteyersayshewillmatchunioncontributionstotheSuperPAC.HispriorenvironmentalSuperPAC,NextGenClimate,helpedhimpumpmillionsofdollarsinto2014races. ButSteyeralsomadeitclearhewouldbackcandidateswhoopposed theKeystoneXLpipeline, the controversial and since-vetoedprojecttotransportCanadiantarsandsoilfromAlbertatoU.S.GulfCoastrefineries. Keystonebecameacausecelebreforthegreenenvironmentalmovement,with activists, includingSteyer, saying its emissionswouldcontributetoglobalwarmingandthatitwouldcreatefewjobs.Severalunions,notablyNationalNursesUnited,alsoopposedKeystone.

Anti-worker‘King Coal ‘goes to prison

By Jim Hightower So long, Don, it’s beenGod-awful to knowyou.DonBlankenship,whowastheKingofKingCoal,isheadedtowardaplaceheneverimaginedhe’dendup:federalprison. TheruthlessformerCEOoftheMasseyEnergycompanyar-rogantlyassumedhewasabovethe law. For years he openlydisdained thesafetyrulesofhisdangerous industry, willfullyviolatingtheminordertoincreasecorporate profits and his ownexorbitantexecutivepaypackage. EvenwhenthelawcaughtupwithBlankenship, forcinghimtoresignasMassey’sCEOin2010,heawardedhimselfa$12-million golden parachuteto cushion his fall.All of hisenrichment,however,wasbloodmoney.Literally. In 2010,MasseyEnergy’sdespicable lack of concern foritsmineworkerscausedafuriousexplosiontoripthroughitsUp-perBigBranchmineinWestVir-ginia.Twenty-nineminerswereinstantlykilled.ItwastheworstU.S.minedisaster in 40years,anditwasnomereaccident. The tragedy was the in-evitableresultofBlankenship’sdeliberate disregard of deadlybuildups ofmethane gas andcoaldust—andofhisrefusaltomaintaindetectorsandspraystopreventexplosions.“Thisgameis aboutmoney,” he preachedrelentlesslytohisminemanag-ers,demandingsafetyshortcutstoenhanceprofits. Blankenship racked upthousands of safety citations,viewing the punyfines as thecheap cost of rich profits—workers be damned.But now,Donnie’sbeendamned. Convictedlastyearofcon-spiring to violatemine safetystandards, Blankenship wassentenced inApril toayear inprison.That’snotmuchtopayfor 29 deaths, but it’s thefirsttimeamurderousAppalachiancoalexecutivehaseverbeenputbehindbarsforevenaday.
