Dear Fellow Fire Service Member,

We are pleased to provide you with the Ohio Fire Academy’s catalog of course offerings for October 2014 - March 2015. The State Fire Marshal’s offi ce feels that education and training opportunities are essential for the continued professional development of all Ohio fi refi ghters. This training is also one of the reasons fi re fatalities in Ohio reached a 27-year low in 2013.

Some of the new programs we have didn’t just come from our ideas; they’ve come from yours. We’ve listened to your input during our numerous Listening Tours across the state, and we’re working to make training easily accessible and affordable for all fi refi ghters. Our answer to help Ohio fi re departments includes a free 36 hour volunteer fi refi ghter class, training reimbursements, the Direct Delivery program, and our very successful Firefi ghter I Training Grant, which has allowed almost 500 fi refi ghters to receive training. We’ve also been working to keep training costs at a minimum to help with small budgets many fi re departments have each year.

Here at the State Fire Marshal’s offi ce and the Ohio Fire Academy (OFA), we’re continuing to look for ways to help you become the best fi refi ghters you can be. We recently fi nished remodeling some of our campus to bring you the most up-to-date training facilities. We believe our facilities and instructors make the OFA one of the best in the country.

'FEEL THE HEAT' FOR OHIO PUBLIC OFFICIALS

“Feel the Heat”, established in November 1997, provides an opportunity for public offi cials to learn fi rst-hand about the challenges fi refi ghters face on a daily basis. Ohio Fire Academy instructors work closely with public offi cials as they learn new skills and gain a better understanding of what it means to be a fi refi ghter. Those participating are guaranteed to have an educational and enjoyable day.

With your local fi re chief as your sponsor, you will have an opportunity to participate in this orientation program. Classroom instruction will be combined with hands-on, realistic situations. For example, you will wear turn-out gear and use self-contained breathing apparatus to conduct search-and-rescue operations in a darkened maze. You will learn about and use a variety of hose techniques and put into practice your new skills in a live burn in the Burn Building.

How to Participate:

Contact your local fi re chief to register for this year’s Feel the Heat event to be held October 25, 2014 at the Ohio Fire Academy.

What to Bring:

Your fi re representative from your district;

Turnout gear, boots, gloves, helmet and liner*. Casual clothing should be worn under turnout gear. You may want to bring clean clothes to wear when the day’s activities are done; and

Self-contained breathing apparatus (SCBS)* Please note: If you have a beard, you will not be able to take part in some of the day’s activities.

*Your fi re chief will be able to help you arrange for this equipment.

EMERGENCY MEDICAL TECHNICIAN SERIES

Advanced EMT (Emergency Medical Technician) - Fee: $1,060.00Course: 0058Advanced EMT specializes in shock & trauma management as well as adding cardiac rhythm interpretation to the provider’s scope of practice. The course covers advanced anatomy and physiology and expands the skill set to include obtaining intravenous access, intraosseous access, intranasal, intramuscular and subcutaneous medication administration, and fl uid therapy. This course is conducted in fi ve weeks and includes hospital and squad clinical time. Several online assignments are to be completed and submitted prior to the fi rst day of on-campus classes. Students who successfully complete the course will be eligible to take the National Registry AEMT exam.

Course Content: Advanced Anatomy and Physiology 32 hours Didactic 112 hours Lab 56 hours Clinical 12 hours Field Clinical 20 hours

Special Notes Valid certifi cation as an EMT as issued by the Ohio Department of Public Safety. Student must also submit: 1. Copy of valid driver license 2. Medical examination - Submit a physical exam form from your doctor or the OFA physical exam form. 3. Vaccination documentation to include (A) Tuberculin skin test (cannot be more than one year old). The tuberculin assessment form must be completed if a previous test was positive. (B) If born before 1/1/1957, documentation of measles, mumps and rubella titers showing immunity, or if non-immune, two MMR vaccinations. If born after 1/1/1957, documentation of two MMR vaccinations. (C) Documentation that student has had the chicken pox or varicella titer as showing immunity. (D) Documentation of vaccination against hepatitis B, proof of immunity to hepatitis B or written refusal of hepatitis B vaccination. 4. SAMHSA 5 Drug screening. 5. BCI & FBI criminal background check. This can be done locally or at the State Fire Marshal’s offi ce by appointment. Appointments may be scheduled by calling (614) 752-7196. Please check the cost to have this done, as costs may vary. 6. Documentation of health insurance or workman’s compensation. 7. Students must take the COMPASS test prior to registration for the AEMT course. Student will need a score of 88 or higher in reading, and 52 or higher in pre-algebra (math section). If you have already taken the SAT or ACT, you may be eligible to utilize your score as a substitute for taking COMPASS. Scores may not be more than 2 years old.

Advanced EMT Refresher - Fee: $170.00Course: 0069This course is offered for AEMT’s needing to maintain their AEMT certifi cation. This refresher course fulfi lls the requirements for certifi cation renewal and will give participants the most current skills and information needed to perform their duties effi ciently. Students will learn not only from traditional classroom lecture but also from scenario based instruction. This course satisfi es 40 of the required 60 hours of continuing education needed to renew an AEMT certifi cation with the State of Ohio.

Course Content: This course meets the requirements set forth in the Ohio Administrative Code (OAC) 4765-16-03. A written exam and the NREMT Skill Sheets will be used for evaluation purposes. The AEMT Refresher Training Program is divided into the following subject areas and hours (including evaluations):

The Ohio AEMT Refresher Training Program course curriculum is approved and adopted in rule by the Ohio Board of Emergency Medical Services and meets the requirements of the NREMT-I to NR-AEMT transition policy.

Emergency Medical Technician (EMT) - Fee: $850.00Course: 0068This intense course is designed to prepare students to the level of Emergency Medical Technician (EMT). This is a four week program which includes classroom and off-site clinical instruction in EMT skills. Several online assignments are to be completed and submitted prior to the fi rst day of on-campus classes. All participants must have the physical strength necessary to perform the functions of an EMT. This course runs Monday through Friday, 8:00am to 5:00pm with some Saturday and evening sessions. Students will be required to complete squad and hospital clinical time. Attendance is required for all classroom and clinical sessions. Students will be eligible for National Registry of Emergency Medical Technician’s (NREMT) certifi cation testing upon successful completion of the EMT course. IFSAC Accreditation will be earned for the Hazardous Materials Awareness Weapons of Mass Destruction portion of this course.

Special Notes - Students who wish to be accepted for the EMT program at the Ohio Fire Academy must submit registration online & submit copies of the following paperwork at least fi ve (5) weeks prior to the start date.

Emergency Medical Responder - Fee: $140.00Course: 0029This 48-hour course was developed for those emergency services, law enforcement, or industrial personnel who would be fi rst on the scene of a medical/trauma emergency. This course follows the new standards as established by the NHTSA as adopted by the State EMS Board as outline by OAC 4765. Upon successful completion students will be eligible to take the NREMT exam.

This course will cover: patient assessment; airway management; cardiac emergencies; illness and injury; childbirth and children; automated external defi brillation (AED.); EMS operations.

Special Notes- Students who wish to be accepted for the EMT program at the Ohio Fire Academy must submit registration online & submit copies of the following paperwork at least fi ve (5) weeks prior to the start date.

FIRE ATTACK SERIES

Structural Fire Attack “101” - Fee: $375.00Course: 1063

This two day program puts students through intense scenario-based live fi re training. Students will have the opportunity to experience the Mobile Fire Behavior Lab (fl ashover unit). Participants will walk away with the hands-on experience needed to create confi dence in intense situations.

Skills review utilizing situations; understanding fi re behavior and experiencing the Mobile Fire Behavior Lab; may-day and fi refi ghter self-rescue overview; live fi re evolutions involving single and multiple rooms and multiple stories that simulate both residential and commercial settings.

Participants must be in good physical condition and bring protective clothing and an SCBA with two full cylinders. Beards are not permitted. Knee pads are strongly recommended.

Students are required to wear long-sleeved shirts and pants (high cotton content preferred). Students must hold a minimum of an Ohio 36 hour (Volunteer Firefi ghter) certifi cation card.

FIRE REPORTING SERIES

Ohio Basic Fire Incident Reporting System (OFIRS) - Fee $0.00Course: 2223 To achieve uniformity in reporting, the U.S. Fire Administration (USFA) has developed the National Fire Incident Reporting System (NFIRS). This system is based primarily on the work of the Nation Fire Information Council (NFIC) and the National Fire Protection Association (NFPA) Technical Committee on Fire Reporting. The NFPA Technical Committee on Fire Reporting is responsible for developing and maintaining NFPA 901, Standard Classifi cations for Incident Reporting and Fire Protection Data. This standard establishes basic defi nitions and terminology for use in incident reporting and serves as a means of classifying data so that the information can be aggregated. Upon completion of the class, students will understand the benefi ts of using the Ohio and National Fire Incident Reporting System; explain the need to collect fi re data; identify the modules that are included in the system and state the purpose of the complete reference guide. The course will cover the use of the following modules: Basic Module; Fire Module; Structure Fire Module; Civilian Fire Casualty Module and Fire Service Casualty Module. The Basic Module captures general information on every incident (or emergency call) to which the department responds. The Fire Module is used to describe each fi re incident by tracking the particular types of fi res or items involved in the fi re. The Structure Fire Module used in conjunction with the Fire Module describes each structure fi re to which the department responds. The Civilian Fire Casualty Module is used to report injuries or deaths to civilians or other emergency personnel (e.g. police offi cers, non-fi re department/EMS personnel) that are related to a fi re incident. This module is used in conjunction with the Fire Module and if applicable, the Structure Fire Module. The Fire Service Casualty Module is used to report injuries and deaths of fi refi ghters. The module can also be used to report exposure of a fi refi ghter to chemicals or biological agents at an incident where that exposure does not result in any symptoms at that time but that manifest themselves at a later date.

This module may be used with any of the other modules.

FIRE SAFETY EDUCATIONS SERIES

Fire and Life Safety Educator I - Fee: $100.00Course: 4047 This course is designed to meet the requirements of NFPA 1035, Public Fire and Life Safety Educator Level I, 2010 edition. The course is designed for the individual who wants to prepare, coordinate, and deliver comprehensive community fi re and injury prevention programs designed to eliminate or mitigate situations that endanger lives, health, property, or the environment.

This course will give a basic overview of the duties and responsibilities of Fire and Life Safety Educator Level I and describe how the work of the position is completed in a typical fi re department. The student shall demonstrate the ability to coordinate and deliver community fi re and injury prevention programs. The student will be trained how to select educational materials, will present a prepared program and utilize multiple presentation methods given prepared programs for various audiences. They will also demonstrate how to distribute educational information and how to work in cooperation with local media personnel. The course will review and document various fi re and life safety educational programs, describe various formats, prepare written reports and discuss time management and organizational skills. Information will be presented on how to develop and maintain a work schedule and how to arrange meetings, presentations and events to reduce confl icts.

Fire and Life Safety Educator II - Fee: $165.00Course: 4049 This course is designed to meet the requirements of NFPA 1035, Public Fire and Life Safety Educator Level II, 2010 edition. This course will detail methods and procedures to be used to establish public fi re education and life safety prevention programs based upon local loss and injury data. Students will learn how to implement and evaluate programs, how to prepare a funding proposal, how to use human and material resources to deliver programs, how to develop educational materials based upon an identifi ed issue or local concern; how to develop a detailed lesson plan, how to design and present the program to an audience, how to prepare a budget request and project program budget costs. It will also train the student in the details of the budget process as it’s related to fi re and injury prevention programs.

Juvenile Firesetter Level 1 - Fee: $55.00Course: 4021 This 12-hour course was designed by the Ohio Fire Academy and the Fire Prevention Bureau for safety educators or fi re investigators who have the responsibility to interview juvenile fi re setters. Through group activities, students will learn to determine if the child’s fi re setting behavior can be treated through fi re safety education, or it is a symptom of problems requiring referral program.

Characteristics of fi re setting behavior for age groups 4-7, 8-11 and 12-14; interviewing techniques to classify fi re setting behavior; and methods of establishing a community fi re setter’s referral program.

FIRE INVESTIGATIONS SERIES

Fire Investigations Level 1 - Fee: $345.00Course: 5067 Students will learn the fundamentals of fi re scene investigation for origin and cause determination through interactive classroom presentations, lecture, group exercises and hands-on practical exercise. Upon completion of this course, students will have the basic tools needed to participate in a fi re origin and cause investigation. This course is intended for applicants with at least 5 years’ experience in fi re service and/or law enforcement. The course complies with NFPA 1033, Standard for Professional Qualifi cations for Fire Investigators. Selected candidates should be responsible for determining the origin and cause of fi res for their employer.

This course complies with NFPA 1033, Standard for Professional Qualifi cations for Fire Investigators.

Students selected for this course will need to bring the following: fl ashlight; camera; protective gear (coveralls, helmet, work gloves, hard sole shoes and safety glasses); departmental forms; and laptop.

FIRE OFFICER SERIES

Fire Offi cer 1 - Fee: $50.00Course: 2125 The Ohio Fire Academy offers the only nationally (NFA) and internationally (IFSAC) accredited Fire Offi cer I program in the State of Ohio. This course is designed to match NFPA 1021 standards of Fire Offi cer I. Students will learn essential techniques and skills in leadership including time management, delegation and prioritization in both routine and emergency

situations. Students will have the opportunity to put skills to use in practice simulations and role play scenarios. This course is helpful in guiding the fi refi ghter in the transition from peer to offi cer. Students are encouraged to bring laptops to class. This is an intensive program that includes evening assignments. Course evaluation of student performance will be conducted. The book used for this course is Fire Offi cer Principles and Practice, Student Workbook, Published by Jones and Bartlett in Association with the International Association of Fire Chiefs. This course meets NFPA 1021, Standards of Professional Qualifi cations for Fire Offi cer I. Firefi ghter I & II - Fee: $2,700.00Course: 0049 This seven week Firefi ghter program is the only of its kind in the State of Ohio to be recognized by the International Fire Service Accreditation Congress (IFSAC). This course meets and exceeds the Ohio Revised Code for full-time fi refi ghters and the training and education standards identifi ed in the National Fire Protection Association (NFPA) Standards. In addition to these standards, students will learn Fire Apparatus Driver/Operator qualifi cations. Swift Water Rescue-Level I - Fee: $200.00Course: 1888 This course meets the standards for Ohio Fire Academy as an operations trained responder for swift water rescue. Students will learn material through classroom lecture and hands-on applications. Remote or indirect rescues will be stressed and boat handling skills will be presented. Hands-on applications will be conducted at regional facilities and locations.

A swimming test will be included that will demonstrate the student’s ability to swim a minimum of 250 yards in any stroke, perform a surface dive for a submerged object and tread or fl oat in water for 5 minutes.

Swim clothing and related items will be necessary for the pool session of the course. Outdoor sessions will require adequate clothing for in-water exposure and on or near water exposure. Further details will be provided during the introduction of your class. Personal protective clothing and equipment may be utilized with the approval of the instructor. Gloves for moving water will be necessary for use in the water, a water rescue helmet or similar fl ow through design of your size with a brim is recommended. Vehicle & Machinery Rescue Level I - Fee: $250.00Course: 1916 This course will provide the fundamental knowledge, skills and abilities necessary to equip and prepare the Level I Extrication Rescuer. This 32 hour course will provide the classroom education along with many hands on practical stations to perform safe and effective extrication from passenger vehicle crashes and small machinery entrapment.

The Level I Technical Extrication Rescuer is an individual who can identify hazards, use equipment, and apply limited techniques as specifi ed in NFPA 1006 Standard for Technical Rescuer Professional Qualifi cations, Chapter 10 Vehicle and Machinery Rescue. Topics include: planning, safety, hazard control, stabilization, access & egress, disentanglement, patient considerations, and termination.

Next, click on Review/Schedule Course Offerings & Apply Online. In the Course Number fi eld over top the 4 pound signs (####) put in the course number, then click search. The next available dates will be listed at the bottom of the page. If you don’t know the course number, scroll down to start a list of classes in alphabetical order. A complete Residential Quarters (dormitory) policy is located in each dormitory room. Building Curfew; All students staying in the residential quarters are required to be in the building by 24:00 (12:00 pm). All doors of the State Fire Marshal’s Office Main Building will be locked at 24:00 (12:00 pm) daily and remain locked until 06:30 am. Access to the building after

midnight will be through the main entrance on the east side of the building. The Security Officer on duty will determine if access will be permitted after 24:00. Check-out is 08:00 am on the last day of your stay. Monday—Friday; Return keycards to the Registrar’s office. Saturday—Sunday or after hours; Return keycards to the Information/Security Desk in the lobby. Failure to return your keycard will result in an additional charge of $20.00. The Ohio Fire Academy (OFA) online training service helps Ohio fi refi ghters, EMTs, and paramedics fulfi ll their continuing education requirements. E-learning versions of courses can be taken by individuals at any time to help training fi t in to busy schedules. Courses can also be conducted for groups in a classroom setting with the convenience of downloadable materials, streaming videos, and online examination.

The programs are based on U.S. training standards and guidelines from the National Fire Protection Association (NFPA), National EMS Education Standards and Instructional Guidelines from NHTSA, Occupational Safety & Health Administration (OSHA), Center for Disease Control (CDC), and other nationally recognized training authorities.

Online Training for Fire and EMS

FireFire course offerings are used by fi re agencies across the United States for ongoing fi refi ghter development. The courses are video-based, and include simulated events, real fi eld footage, and interviews with subject matter experts. They are divided into three groupings:

Firefi ghter – Designed to help facilitate ongoing fi refi ghter development using a blended training approach. Training or station offi cers can arrange for fi refi ghters to complete cognitive learning online or in a classroom and then blend in hands-on skills by conducting the training evolutions provided with each course.

Fire Inspector – Designed for the inspector to complete self-guided, web-based training. After completion of the video portion of the course, the inspector works through multiple scenarios that will help prepare him or her for the course exam. Scenarios are based on potential fi ndings an inspector might uncover during a fi eld inspection.

Offi cer Development – Designed for the promoted offi cer, from Lieutenant through Battalion Chief, and those seeking to be promoted to those roles. Topics focus on knowledge and skills that an offi cer needs to know to lead in a supervisory position. Critical thinking scenarios and audio interviews with fi re service leaders are included with each course.

These fi re training courses are approved by the Ohio Fire Academy for continuing education as a charter training institution.

EMSEMS course offerings are used by emergency medical responders, EMTs, and paramedics across the United States to meet EMS continuing education requirements needed to renew EMS provider certifi cations or licenses. The courses are video-based, and include simulated events, real fi eld footage, and interviews with subject matter experts.

These EMS training courses are accredited by the Continuing Education Coordinating Board for Emergency Medical Services (CECBEMS) and accepted by the Ohio Department of Public Safety – Division of Emergency Medical Services to help meet Ohio EMS provider renewal requirements.

Online Workplace Safety Training (New)Workplace safety courses provide agencies with the ability to meet workplace safety training regulations. They are divided into two groups:

Common Safety Topics - Single topic, video-based courses that focus on the most common workplace safety issues. Comprehensive Safety Courses – Larger offerings including HAZWOPER, OSHA-10, and OSHA-30 courses.

Ohio Fire Academy Online Training ServiceThe Ohio Fire Academy has made online fi re and EMS training, at a substantially reduced cost, available to all Ohio fi re departments, EMS agencies, and emergency responders. The online system features 24-7 Fire, 24-7 EMS, and Summit Training Source training courses from the Health and Safety Institute (HSI).

Online training offerings can be purchased by: 1. All Ohio-based fi re departments or EMS agencies 2. Any emergency responder who is a current resident of Ohio

Access to courses can be accomplished in two ways: 1. Memberships – Get unlimited, anytime access to all of the courses within a selected course package for one-year. Memberships provide the greatest fl exibility and value. 2. Single Courses –Get one-time access to a single course through the use of single course credits. Single course access can be used in combination with a membership or as an alternative.

Individual and Group Membership PricingEvery eligible department, agency, or individual receives the same per-person, per-year pricing regardless of department size, or whether or not an individual is currently affi liated with a department. Course packages include:

• Firefi ghter/Fire Inspector/Offi cer Development $23.00 • EMS Continuing Education $23.00 • All Fire and EMS CE $40.25 • Comprehensive Fire/EMS/Workplace Safety $46.00

Group memberships come with a number of unique features to help Ohio emergency response agencies effectively manage their training administration:

• A fully-featured online Learning Management System (LMS) that can schedule, remind, track, and report on department training. The LMS can be used for all training activity in the department, not just the courses provided by the Ohio Fire Academy • Immediate online access to any proprietary courses developed by the Ohio Fire Academy • Complimentary access to an online authorship tool, giving you the ability to create your own online courses and exams

Single Course Pricing (New)Agencies and providers can also get access to individual courses through the use of single course credits. These can be used to get access to courses not included in a course package or as an alternative to getting a course package. Generic course credits can be used for most of the available courses:

Ohio Fire Academy and Central Ohio Technical College (COTC)PartnershipCentral Ohio Technical College (COTC) provides college credits for fi refi ghter, instructor and inspector classes through an agreement/partnership with the Ohio Fire Academy. COTC Fire Science curriculum is designed for those who would like to pursue a career in Fire Science and EMS, those who are seasoned fi refi ghters and those seeking advancement, providing online classes for all general education requirements and fl exibility for “unit day” scheduling.

COTC is recognized by the National Fire Academy through FESHE, and is the only technical college in Ohio that operates four full-service campus locations. More information can be obtained through www.cotc.edu or by calling 800.963.9275.

The Ohio Fire Academy accepts V. A. (GI bill) Benefi ts. Veterans Affairs has approved four classes for reimbursement by the Ohio Fire Academy:
