    With boomingmanufacturing, energyand distribution sectors

    and strong economic partners tohelp encourage their growth, theOh-Penn Interstate Region is fastbecoming the place to be for newand existing companies in theseand other industries.

    The first officially designated

    interstate region in the country,the Oh-Penn region encompassesColumbiana, Mahoning andTrumbull counties in Ohio andLawrence and Mercer countiesin Pennsylvania. Throughreinvention and recruitment,its leaders are working togetherto maximize the potential ofthe regions common labor forceand industries making surethat no opportunity to growbusiness goes unnoticed.

    Along with its strategic location,new business sector growth andrise in college-educated residents,the areas many strengths includeutilization of the WorkKeysprogram, which helps employersidentify and measure aptitudeand critical skills within the localworkforce, and the BusinessResource Network, which brings

    regional partners together toenhance economic development.

    Though its different fromthe steel mills that powered theMahoning and Shenango valleysin years past, manufacturing ison the rise again throughout theOh-Penn region. The region hasgrown jobs by more than 4 percentin the past few years, and the

    Brookings Institution recentlyranked it as one of the top 20metro areas in the country forits economic recovery since therecession ended in 2009.

    Youre seeing a signif icantresurgence in manufacturing,and were playing a major rolein making sure we find appropriateemployee candidates and assisting

    companies, says Bert Cene,executive director of theMahoning and ColumbianaTraining Association. We areworking more on trainingthroughout the Oh-Penn regionto make sure we have the skillsets and levels we need to infuseinto the manufacturing jobs outthere now. These are advancedmanufacturing companies, withgreat opportunities for family-sustainable jobs, and we are going

    gas resources in the regions Marcellus

    and Utica shale plays is creating a need forworkers in the energy sector. New andexisting companies are pursuing oil andgas exploration in the region daily andbringing feeder companies that supplythem, says Sam Giannetti, executivedirector of workforce development forWest Central Job Partnership.

    Our communities have workedtogether to be involved in the shaleprojects, and we are just beginningto see the impact of that industry,

    Giannetti says. We are cooperatingwith our community colleges andCareerLink centers to make sure we

    have all the training elements we needto secure these high-paying jobs.

    The local workforce already possessesmany of the mechanical, building andequipment-operating skills this sector

    needs, so the regions goal is to keepup with that demand.Our partnerships throughout the

    workforce investment community willensure that we keep pace, Giannetti says.

    Matching people with workforce needsis a key goal in the Oh-Penn region, saysWilliam Turner, WIA/One-Stopadministrator for the Trumbull CountyDepartment of Job and Family Services.

    We are all connected, and whetherits the resurgence of manufacturing

    or the growth in energy and logisticalbusinesses, we are having success inputting people and companies together.

    For years, the Oh-Penn region wasknown for being part of the GreatLakes Rust Belt. Today it is becoming

    better known for being in the heart ofa growing Tech Belt.

    A number of business incubators haveemerged throughout the region in recent

    years, with a focus on nurturing newmanufacturing, energy technology and

    software companies.The recent opening of the $6 million,

    16,400-square-foot LindenPointe eCenterin the LindenPointe Business Complexin Hermitage, Pa., is the latest effort toprovide entrepreneurs with a place toturn science- and technology-basedventures into full-fledged businesses.Designed to provide start-up servicesto businesses working in STEM (science,technology, engineering and math)disciplines, the eCenter also includesa learning laboratory available to students

    from Butler County Community College,which has a satellite campus at theLindenPointe Business Complex.

    anufacturing has always been synonymouswith the Oh-Penn region, but just a few yearsago losses in this industry were weighing

    heavily on the regions economy. Not so any longer.Big job gains and major plant expansions are

    leading to a renaissance in the areas manufacturingsector. Economists credit the turnaround to thesuccess of job skills and employment initiativesas well as funding programs designed to attractbusinesses to the region and keep them there.

    , xpD FIItIsRecently announced expansions include two ofthe regions major employers, General Motors andGeneral Electric. GM produces the Chevrolet Cruzeat its Lordstown Complex in Warren, Ohio, whereit recently invested $350 million and added 1,200workers. In late 2011, the company announced plansto build a diesel version of the Cruze in 2013, withan additional investment of $5.5 million. Increaseddemand for the fuel-efficient Cruze has promptedthe company to bring a third shift back to theLordstown plant, already one of the worlds highest-volume, single-line vehicle assembly facilities.

    In December, General Electric announced plansto establish a new manufacturing facility near itsGrove City, Pa., plant, which makes locomotiveengines. The company will invest about $35 millionto build the new facility and create 150 new jobsby early 2013. GE also plans to invest $37 millionat its existing Grove City plant, which has been inoperation for more than 40 years.

    Support from state and local officials helped makethe expansion possible, says Richard Simpson, wholeads GEs Global Services Supply Chain Operations.

    They are strong partners in solidifying theeconomic and manufacturing base here in NorthwestPennsylvania, Simpson says.

    Manufacturing is also getting a major economicshot in the arm with the development of MarcellusShale natural gas extraction activities in Ohio andPennsylvania. Many companies are relocating to orexpanding in the region to support the logistic andmaterials needs of the extraction process.

    facing local industries such asskilled labor shortages. That wasthe idea behind the MahoningValley Manufacturers Coalition,which manufacturers formed toattract the highly skilled workers

    needed to operate their businesses.Recognizing that collectively

    we represent a significant portionof the regional economy, wethought it was essential to addressthe skilled jobs issues and createa common voice, says BrianBenyo, president of the MVMCand owner of Brilex Industries.

    More than 30 companies arepart of the coalition, most ofwhich are manufacturers in themetal machining and fabricatingsector. MVMC works with schoolsto educate students on careeropportunities in these industries.

    We want those in theeducational system to know thereare financially rewarding careersin our industries, Benyo says.

    To address the skil led laborshortage, the coalition createdinternships and mentoringprograms to give potentialemployees a glimpse of their

    manufacturing operations. Thisspring, the group teamed witheducators and public officials ata jointly-sponsored WorkforceSummit to f ind solutions fordeveloping and retraining askilled workforce in the region.

    We are generally the last stepin the product developmentprocess and play a vital role indetermining a products safety,says Sam Mastovich, generalmanager at Keystone ComplianceLLC in New Castle, a regulatory

    compliance and product safety-testing lab that opened a newenvironmental test laboratoryin 2011. The test lab features twoelectrodynamic shakers, walk-inand reach-in chambers designedto check temperature and humidity,and additional equipment.

    Among Keystones specialtiesare providing electromagneticcompatibility and eliminatingelectromagnetic interference.

    Two recent examples of its workinvolve infant respirators andautomatic pilot systems.

    the Marcellus Shale Reservesitting under its feet. Locatedin the Mahoning and Shenangovalleys of the Appalachian Basin,this bastion of untapped naturalgas reserves is beckoningcompanies near and far to locate

    and expand in the region. Itspotential for energy developmentis pumping billions of dollarsof investment into the area andcreating thousands of newproduction, manufactur ingand construction jobs.

    tIIs F BI Ft F sAnd its no wonder. According

    to the U.S. Energy DepartmentsAnnual Energy Outlook report in

    January, about 141 tri llion cubicfeet of gas can be recovered fromMarcellus Shale, enough to meet

    U.S. gas demand for the nextsix years. A Pennsylvania StateUniversity study on the economicimpact of the reserve found thatin 2010, natural gas developmentin Pennsylvania generated $11.2billion in the regional equivalentof gross domestic product,contributing $1.1 billion in stateand local tax and supporting

    nearly 140,000 jobs.Those numbers are expected

    to increase dramatically this yearwith natural gas production fromPennsylvanias portion of theMarcellus projected to exceed6 billion cubic feet per day.Relatively low natural gas pricesmake drilling even more lucrativethan ever before.

    Drilling companies recognizingthe potential are flocking to theregion to build wells and tap into

    the shale through hydraulicfracturing, a process that involvespumping water, sand andchemicals underground toget at gas embedded in rock.

    With the reserves stretchingover two-th birds of Pennsylvania,the regions explosive growth inMarcellus-related jobs stems notonly from drilling, but also

    manufacturing to support thefracturing operations.

    In the Youngstown-Girardarea, Houston-based affiliatecompanies V & M Star andVAM USA, which manufacturepremium pipe connections andtubular goods, respectively, haveset up extensive operations.

    Houston-based Exterran EnergySolutions, which specializes in natural

    gas compression production equipmentand processing facilities, is building anew fabrication plant in Youngstown.

    In February, Exterran announced itsplans to ramp up the 65,000-square-footfacility to service oil and gas producers

    in the reserves, adding about 100 jobsto the Youngstown area workforce.

    Illinois-based TMK IPSCO ofNaperville, Ill., has also been settingup shop to produce its tubular productsin the region including oil and gas drillpipe, well casing and tubing, and linepipe related services. The companyrecently added a second pipe threadingline at its Brookfield, Ohio, plant tomeet increased demand from oil andgas companies.

    If the test for future prosperity in the Oh-Pennregion is preparing the workforce for jobs in theregions existing and emerging industries, colleges

    and universities are passing with flying colors.The region is full of initiatives that excel at trainingtodays students to be tomorrows workers.

    s s tII FIs DAt Butler County Community College (BC3),

    students are trained to work in the Marcellus Shalenatural gas industry, which is growing in the region.

    Funded by ShaleNET a three-year, $4.9 millioneffort created by the U.S. Department of Labor,

    Employment and Training Administration andthe Trade Adjustment Assistance Community Collegeand Career Training Program, BC3s first course,which focused on roustabout training, took placein February.

    To enroll in the program, students have to gothrough an extensive screening process, saysStephen R. Catt, executive director of workforcedevelopment at BC3. Students are tested for drugs,we run a criminal background check, and they musthave a valid drivers license and a clean drivingrecord. They also have to be able to work outsideand lift and carry 80 pounds.

    Applicants are examined closely because of thesafety hazards employees encounter on the job andthe fact that workers need to be dependable,according to Catt.

    When we host seminars and training sessions,we are brutal, he says. This is not easy work.

    In addition to a roustabout program, BC3 offerscourses that students can take to become weldershelpers or floor hands, with Occupational Safetyand Health Administration (OSHA) trainingprovided as well.

    Eastern Gateway Community College also offersa ShaleNET-funded roustabout program, while

    Youngstown State University has established theNatural Gas and Water Resources Institute to helpstudents find jobs in the industry.
