the 31st day of December, 1921, the Town Clerk may approve the plans of a newbuilding Bhewing roofs to be constructeë of materials to be approvecl by the Townclerk which are not incombustible antl such roofs may be constructecl in accordancewith stzeh approvecl plans provided that in every such case the owrter of the blzilclingshall replace such materials with incombustible materials before the 31st (lay ofD eeember, 1922 '1.
