I think spring is finally here and I am excited for another year of engagement for your professional association. I would like to thank Mike Hinman and the entire plan- ning team from JFHQ for all their hard work hosting the 68 th Annual WINGA Confer- ence. What a great weekend of professional development, camaraderie, and networking. We had a chance to show- case the beginning of the strategic planning process, resolutions agenda, and legis- lative items the organization is working on to improve the life of the warfighter. Another highlight of the conference was the recogni- tion of Brig Gen Olesen for over fifty years of service to the nation. I personally want to thank you, General, for the many years of mentorship and guidance. Mike Hadley from NGAUS also presented a legislative update on all of the initia- tives the organization is working on for Soldiers and Airmen of Wisconsin, such as fixing 12304b, Tricare select for military technicians, revision of the GI Bill, and NGREA funding. The mone- tary commitment of our dues are going a long ways for the work of ensuring benefits pari- ty for the individuals we are entrusted to lead. Maj Gen Dunbar announced his candidacy for chair of NGAUS; what a fantastic op- portunity for the organization. We are excited to support the campaign throughout the next three months. In addition, thank you all for the opportunity and privilege to serve another two years as president of our great officers association. I am excited over the opportunity to continue to work together and I believe that as a team we can obtain unimaginable accomplish- ments for generations to come. I have discussed the goal of engagement”, not just mem- bership in WINGA the past two years. During the confer- ence the concept of the compa- ny grade committee was pre- sented and we will be imple- menting it later this summer. Please look for additional in- formation soon on how you can all assist with improving the organization. We are preparing for the upcoming 139 th NGAUS Gen- eral Conference in New Orle- ans and would encourage eve- ryone to consider attending. This is one of the greatest pro- fessional development oppor- tunities for members. After attending NGEDA in January, I know New Orleans is going to be a phenomenal host city! The deadline for WINGA Scholarship applications is fast approaching. Up to ten $500 undergrad-uate grants and two $500 graduate scholarships can be awarded. The WINGA website (www.winga.org) contains information on the WINGA Awards Program. One application form works for both the Educational Grants and the Presidential Scholarship Award. Applications for these awards are due at the WINGA Office, 2400 Wright St, Room 208, Madison, WI 53704-2572, not later than July 1, 2018.

The 32d Infantry Brigade Combat Team is busy planning the 69th WINGA Annual Conference. It will be held at the Radisson Hotel & Conference Center in Green Bay. It is located across the street from the airport and just 4 miles from Lambeau Field, home of the Green Bay Packers. The hotel is connected to Oneida Casino via an indoor corri-dor. Thornberry Creek at Oneida offers excep-tional golf about 7 miles away.

NGAUS SCHOLARSHIP AFBA NGAUS Active Life Member Scholarship. NGAUS is pleased to announce the AFBA NGAUS Active Life Member Scholarship. Two $5,000 scholarships will be awarded in July to Ac-tive Life members of NGAUS or dependents of Active Life members seeking an undergraduate or graduate degree. Applicant must be a full-time student seeking an undergraduate or post-graduate degree. 2018 NGAUS LEGISLATIVE DAY by CPT Brian Faltinson

NGAUS held their annual Legislative Day in Washington, DC, on 13 February 2018. The session featured updates by NGAUS legislative staff, congressional staff, state delegations, EANGUS repre-sentatives, as well as NGB staff. A major legislative accomplishment fixed loopholes in 12304b deployments. Guardsmen now have the same TriCare and GI Bill benefits as those deployed for other T10 deployments. Important issues leading the way in 2018 are TriCare Reserve Select eligibility for Federal Techni-cians and early retirement credits for Guardsmen deployed in 12304b status. NGAUS is also advo-cating for modernizing the federal recognition promotion process for Army National Guard officers. The recent budget agreement raised the topline budget for defense by $80 billion in FY18 and $85 billion in FY19. Congress has yet to complete appropriations for these budgets. Gen Joseph Lengyel closed the session stating he wants every Guard leader to read the non-classified version of the National Defense Strategy because everything we do as an organization needs to be connected to that.

Senators Warren & Daines and Representatives Shea-Porter & Kelly are sponsoring bills on Capitol Hill to fix the Federal Recognition pro-cess. These bills are a major priority for WINGA/NGAUS as this issues of delayed promotions has affected officers in all 54 states and territories. Passing of this legislation would be a major policy win for our association mem-bers.

Please contact your legislative representa-tives to voice your support. This issue is a perfect example of the power of a unified Guard voice from the states through the nation-al level as it was raised through a grassroots advocacy of our state associations. PROPOSED FIX FOR DELAYED FEDERAL RECOGNITION

The state legislature is out of session and not expected to return until after elections. Congress is in session and holding hearings on authorization and appropriation legislation. The FY19 National Defense Authorization Act proposed highlights include: • Proposed 2.6 percent pay raise. • Authorizes end strength of 343,500 for the ARNG and 107,100 for the ANG. • Authorizes 30,595 AGRs for the ARNG and 19,861 AGRs for the ANG. • Authorizes increased number of control grades for O4, O5, O6, E8 and E9 for the ANG. • Extends the authority of the pilot program on use of retired senior enlisted members of the ARNG as ARNG recruiters until 2021.

F-35 UPDATE

The Madison Common Council adopted a revised resolution that encouraged continued public engagement in the F-35 process. The resolution was changed significantly due to active lobbying by the Greater Madison Chamber Commerce from a document that appeared to portray a posi-tion by the Madison Common Council as a body, to a more benign statement that identified items that should be addressed in the EIS, encouraged public participation and noted that the Common Council would remain actively engaged in the process. The debate largely focused on the process, concerns regarding the type of community engagement conducted by the contrac-tors for the Air National Guard Bureau as well as lack of engagement by Dane County govern-ment and ensuring certain environmental concerns are addressed in the EIS. WINGA’s financial support of the F-35 initiative has directly impacted the successes of the Greater Madison Cham-ber of Commerce and the Badger Air Community Council.

The 2018 NGAUS/WINGA membership drive will wrap up 30 June 2018. As of 15 May 2018, the percentage of paid members of actively drilling soldiers and airmen was 56% for the Wisconsin Air National Guard and 71% for the Wis-consin Army National Guard. Wisconsin’s overall NGAUS membership strength is currently at 102% - due in large part to the 568 individuals who are active life NGAUS members. Active life membership counts toward NGAUS member-ship even after the member has retired. This represents the 38th consecutive year that Wisconsin has attained 100% membership in NGAUS! Thank you to all who are paid NGAUS and WINGA members! 2018 Incentive Life Membership Update: Again, in 2018, the WINGA Board offered a life member incentive program. This program offered a $500 incentive for company grade officers and a $250 incentive for field grade officers who became NGAUS and WINGA life members. A total of 39 officers (12 ANG and 27 ARNG) took advantage of this incentive program to become new NGAUS and WINGA life members! 11 of those 27 ARNG members were Warrant Officers—kudos to WO1 Joe Rasmussen, the Warrant Officer Representative on the WINGA Board of Directors, for making Warrant Officers aware of this program.

Special thanks to the Joint Force Headquarters for hosting the WINGA/WNGEA Joint Conference at the Lismore Hotel in Eau Claire, 27-29 April. And, thank you to Mike Hinman who was the Conference Chair, as well as to Dawn Zanoni and Caitlain Shanahan from Wisconsin Dept of Tourism who administered the conference registration (including the conference app). A total of 218 WI NG members, retirees and their guests registered for the conference, as well as 16 corporate sponsors who at-tended the conference. The Adjutant General authorized 49 WIARNG & WI ANG company grade officers and enlisted personnel to attend the Professional Development in a paid status for . Speakers included: COL (Ret) Mike Hadley (NGAUS Legislative Di-rector); SGM (Ret) Frank Yoakum (EANGUS Executive Director); Cordell Kyllo, Dr. Betsy Nesbit, and Aaron Hunnel. There was a Company Grade Professional Development Session with Maj General Dunbar, as well as Professional Development Breakout Sessions for Army (MG Anderson, CW5 Krueck, & CSM Conde) and Air (Brig Gen Ebben & CCMSgt Safer). 22 individuals attended the Golf Outing and 40 attended the Sporting Challenge events on Friday. Thank you to Col Dave Olson and his crew who organized the golf outing and to LTC Dan Hanson and his crew who organized the Sporting Challenge. Resolutions: WINGA considered 6 Joint Resolutions and 10 Air resolutions at the annual conference. The Joint Resolutions stim-ulated lively discussions addressing challenges Airman/ Soldiers endure to serve in the National Guard and the possible retention impacts. WINGA members approved the submission of 2 Joint Resolutions and 9 Air Resolutions to be considered at the NGAUS General Conference in August. Thank you to all members that participated in the processes. The WINGA Distinguished Service Award was awarded to Brig Gen (Ret) Jerry Olesen.
