    Date: December 15, 2020 ____________________________________________________________________________ BACKGROUND: At the Board of Education Meeting on December 2, 2020, an analysis of data and information related to K-8 Schools was shared with the Board of Education. This analysis included historical data, enrollment patterns, long-term trends in student achievement as well as both the cost and educational implications associated with the K-8 school model. Among the district’s eight K-8 schools, there is a wide range of levels of achievement (including student academic growth), variety in the percentage of students who attend the school from Kindergarten through 8th Grade and a high degree of decline in selection of some schools in the School of Choice process. Furthermore, with declining enrollment across the district and space available at a number of middle schools, there is a potential for cost savings and enhanced programming through program consolidation. RECOMMENDATION: It is recommended that the Board of Education take action to consolidate Hudson K-8 School and Gompers K-8 School to K-5 only (elementary) campuses. The 6th and 7th Grade students who currently attend Hudson and Gompers will be provided priority placement in other middle school programs for the 2021-2022 school year.     Date: December 15, 2020 ____________________________________________________________________________ BACKGROUND: Mandated by California Education Code, Special Education Programs, Article VII, Section 56190, the mission of the Community Advisory Committee for Special Education (CAC) is to help ensure that Long Beach Unified School District delivers quality special education services, in compliance with federal and state laws, to all children with disabilities. The community advisory committee shall have responsibilities that include:

    (a) Advising the policy and administrative entity of the district regarding the development, amendment, and review of the local plan. The entity shall review and consider comments from the community advisory committee;

    (b) Recommending annual priorities to be addressed by the plan; (c) Assisting in parent education and in recruiting parents and other volunteers who

    may contribute to the implementation of the plan; (d) Encouraging community involvement in the development and review of the local

    plan; (e) Supporting activities on behalf of individuals with exceptional needs; (f) Assisting in parent awareness of the importance of regular school attendance.

LBUSD must post a copy of the Budget Overview for Parents on its homepage (https://www.lbschools.net/Departments/Local_Control/ ). Per Senate Bill 820, this year’s Budget Overview for Parents reports expenditures connected with the 2019-20 LCAP and the 2020-21 Learning Continuity and Attendance Plan.     Learning Continuity Plan replaces the Local Control and Accountability Plan (LCAP) for the 2020–21

    school year and provides school districts with the opportunity to desribe how they are planning to provide

    a high-quality education, social-emotional supports, and nutrition to their students during the COVID-19

    pandemic.

    This chart provides a quick summary of how much Long Beach Unified School District plans to spend for

    planned actions and services in the Learning Continuity Plan for 2020-2021and how much of the total is

    tied to increasing or improving services for high needs students.

    Long Beach Unified School District plans to spend $942,907,833.00 for the 2020-2021 school year. Of

    that amount, $125,041,960.00 is tied to actions/services in the Learning Continuity Plan and

    $817,865,873.00 is not included in the Learning Continuity Plan. The budgeted expenditures that are not

    included in the Learning Continuity Plan will be used for the following:

    Basic academic and operational program (compensation for teachers, school office staff, site

    administrators, district general administration, etc.); select academic interventions and parent supports

    (Titles I and IV); select staff trainings (Title II); select expanded learning opportunities (After School

    Education and Safety); select services for students in need (Special Education, Indian Education, etc.);

    select work-based learning (Career Technical Education); and other “categorical” programs. These latter

    programs refer to supplemental student and family services with specific requirements defined by state

    and federal legislation, and they often serve to augment the classroom instruction that children receive.

    Increased or Improved Services for High Needs Students in in the Learning Continuity

    Plan for the 2020-2021 School Year

    In 2020-2021, Long Beach Unified School District is projecting it will receive $113,468,849.00 based on

    the enrollment of foster youth, English learner, and low-income students. Long Beach Unified School

    District must describe how it intends to increase or improve services for high needs students in the

    Learning Continuity Plan. Long Beach Unified School District plans to spend $53,680,262.00 towards

    meeting this requirement, as described in the Learning Continuity Plan. The additional improved services

    described in the plan include the following:

    Literacy classrooms in elementary and K-8 schools; counseling support and Advanced Placement

    outreach, particularly for African American and Hispanic students; library education; college and career

    readiness efforts, like university-level “Ethnic Studies” courses, Linked Learning pathways, targeted higher

    education planning services for first-generation students, and Advancement Via Individual Determination

    (AVID); enhanced music education (e.g., Harmony Project, an after-school instrumental program for

    students in low-income communities); instructional aides who provide individualized support to high needs

    students; additional technology-based learning services; and programs that provide leadership

    opportunities for promising students from historically disadvantaged backgrounds (Male/Female

    Leadership Academy, etc.).

    Update on Increased or Improved Services for High Needs Students in 2019-2020

    This chart compares what Long Beach Unified School District budgeted in the 2019-20 LCAP for actions

    and services that contributed to increasing or improving services for high needs students with what Long

    Beach Unified School District actually spent on actions and services that contributed to increasing or

    improving services for high needs students in the 2019-20 school year.

    In 2019-2020, Long Beach Unified School District's LCAP budgeted $123,514,594.00 for planned actions

    to increase or improve services for high needs students. Long Beach Unified School District actually spent

    $116,798,398.00 for actions to increase or improve services for high needs students in 2019-2020. The

    difference between the budgeted and actual expenditures of $6,716,196.00 had the following impact on

    Long Beach Unified School District's ability to increase or improve services for high needs students:

    LBUSD utilized approximately 95% of budgeted expenditures on increasing or improving services for high

    needs students. The difference mainly reflected the shift to distance learning, which bypassed some costs

    associated with in-person services, including additional hourly compensation for select staff and bus

    transportation. Nonetheless, this shift lessened critical face-to-face time between educators and high-

    needs students (e.g., English learners had fewer chances to practice communication skills in an academic

    classroom), which placed them at increased risk of learning loss. It also reduced educational experiences

    like the Long Beach College Promise campus tours, which help expose high needs students to

    postsecondary opportunities. Because of these effects, LBUSD has emphasized home visits and other

    direct outreach efforts in its Learning Continuity and Attendance Plan.

    BACKGROUND:

    Education Code Sections 35035(i), 42130, and 42131 require school districts to prepare two reports regarding the financial and budgetary status of the District. The first report covers the period ending October 31, and the second report covers the period ending January 31. The District is required to prepare these interim reports in a format prescribed by the state and in accordance with the state’s Standards and Criteria. In addition, the Governing Board of each school district is required to certify to the district’s ability to meet its financial obligations for the remainder of that fiscal year and for the subsequent two fiscal years.

    RECOMMENDATION:

    Approve a positive certification of the First Interim Financial Report for 2020-2021 indicating that the Long Beach Unified School District will be able to meet its financial obligations for the remainder of the 2020-2021 Fiscal year and the following two fiscal years, and authorize filing of this report with the Los Angeles County Superintendent of Schools, in accordance with Education Code Section 35035(i).

    WHEREAS, the City Council of the City of Long Beach has declared the results of the consolidated primary nominating election held on Tuesday, November 3, 2020 and has certified the results to this Board of Education, and whereas the results are received, attached, and made a part hereof as Exhibit A; and

    NOW, THEREFORE, BE IT RESOLVED, that the Board of Education of the Long Beach Unified School District does declare, determine and orders as follows:

    1. That the total number of votes cast in the election for Member, Board of Education

    District Two is shown on the attached Exhibit A, 2. That the names of persons voted for at the November 3, 2020 election for Member,
