Madam / Sir,
You are certainly aware of the guidelines issued by the Government of lndia for organization of Gram
Rozgar Diwas at every ward of the Gram Panchayats. A copy of the said guideiines is attaitreOlor
favour of lour perusal. The same was earlierfonruarded to you as well vide this office no. 5822 dated
20 November 2014. Now, on the basis of the set of guidelines issued by the Ministry, lwould like to
indicate the State's plan of action for organization of Gram Rozgar Diwas which will be effective
immediately after the election process is complete and applicability of the tvlodel Code of Conduct for
the Partiamentary General Election, 2014 ceases.
2. Objectives:
To cater to the primary objectives of guSanteerng hundred daVs !! erlPlly**liin a financial year to
the interested rurai households having adult members, Gram Rozgar Diwas seeks to achieve the
following:
a. Generation of awareness among the rural families regarding their entitlements under Mahatma
Gandhi NREGA whictr shall include, among others, the wage-seekers right to get employment
within fifteen days from preferring demand for employment either individually or jointly with others,
right to unemployment allowance if the demand for employment is not met within fifteen day, right
to getting payment within fifteen days frorn the date of closure of the muster roll, right to
compensation for delayed payment of wages if the payment is not made within fifteen days from the
date of closure of musler roll, the right to minimum facilities at the work-site including drinking water,

first-aid, rest shed for the workers and cr6che for the children accompanying mother at the work-
slte, right to redress of grievances etc. '
b. Registration of Job-cards for inclusion of new households as well as inclusion of new members in
existing households
c. Giving special emphasis to the needs and requirements of the vulnerable group of wage-seekers
d, Receiving work application from interested households and provide datecJ receipts 0n the spot
e, Discussing potential works in the area and their time of execution (seasonality)
f. Reoording grievances and submit the same to the appropriate authorities for action on grievances
g. To diseuss and resolve the issues relating to wage disbursement and ensure clearance of backtog
in wage disbursements in respect of different payment agencies like banks, BCs, Post Qffices etc.
h. Responding to the needs of the Job-card holding households and coordination of activities for
effective implementation of works under MGNREGS
3. $chedule of Gram Rozgar Diwas:
Gram Rozgar Diwas shall be organizedat'cvery_gam $anse{,{location to be decided by the Gram

be decided by the respective Gram Panchayat. However, while fixing time convenience of the wage
seekers should be the primary deciding factor, Moreover, time should be identical for every month. We
would prefer organization of Gram Rozgar Diwas during the afternoon hours,
4. Organizational arrangements:
The guidelines issued by the Ministry indicate that the G:t l9ff{'gyut (GRS) should be the
cjlyglg for the Gram Rozgar Diwas and.should be present during the Proceedings. Since the
meetings will be organized on fixed days, there is no problem in making the GRS convener for the
meeting. However, since in our State we have several Gram Sansads going up to twenty five in the
Gram Panchayats, it is not physically possible for the GRS, Nirman Sahayak and the Secretary /
Executive Assistant to be present in all the proceeding*. They may develop a rcster of and attend the
meetings in systematic manner. Accordingly the following structure will be followed in the State:
a. Concerned Gram Panchayat member will act as the Chairperson for the meeting. Where there are
two members, the senior in age will be the Chairperson
b. The GRS associated with the Gram Panchayat shall be the convener (in absentia)
c. One leading Self Help Group (SHG) of the Gram Sansad will be identified for providing Secretarial
support to the forum. lnstead of identifying individual members and assigning individual
/
responsibilities, the entire set of activities will be entrusted to the Iead SHG. The lead SHG in turn
will identify inclividual members for lEC, demand registration, work allocatiorr and other necessary
activities.
d, The Programme Officer shall issue specific authorization in favour of the leacl $HG for receiving
applications for new job-cards or adding new members against existing job-cards, accepting
demand for work, giving dated receipt and also allocating work, wherever feasible.
5. Participants:
The lead SHG shall contact every household of the area for parlicipation in the Grarn Rozgar Diwas
meetings, Special efforls will be made to involve women in the households, l-louseholds with no job-
cards but interested in having should also be persuaded to attend the meetings, From the official side
the elected GP members, official from the GP (whenever possible), representatives of other
implementing agencies and representatives of flnancial institutions will be requested to attend the
meetings.
6, Preparatory activities:
For effective implementation of Gram Rozgar Diwas, intensive IEC activities will have to be underiaken.
The Deparlment is in the process of preparing a desk calendar highlighting the day of Gram Rozgar
Diwas eve;y month and propagating related messages. The calendar should be nracle available to all
the Gram Panchayats, identified Supervisors, Civil Society Qrganizations, Community Based
Organizations and Self Help Groups in the District. There should be wall-writings about the Rozgar
Diwas. The calendar may also be used as flip charts for inter-personal communication on Gram Rozgar
Diwas.
7. Capacity Building:
The District should organize capacity building sessions on Gram Rozgar Drwas for the Prograrnme
Officers, APOs, Programme Assistants, Pradhans and other members of the GPs, GP officials including
GR$ and also for the members of the lead SHG.
B. Activities during Gram Rozgar Diwas:

1. Background
To meet the primary objectiveof Mahatma Gandhi NREGA i.e. guaranteeing
atleastone hundred days of wage employment to every registered rural household,it is
necessary that the demand for work is captured and rural people are made aware of
the provisions of MGNREG Act and its implementation process.
The Ministry of Rural Development and States have taken a number of initiatives for
effective implementation of MGNREGA but still muchremains to be done to capture
the full demand and provide work as mandated in the Act i.e., within 15 days from the
date of work application (Para 6, Schedule II). The Mahatma Gandhi NREGA
Operational Guidelines, 2013 (Para 3.3.) has suggested organization of„RozgarDiwas‟
as a means of demand capture.
2. RozgarDiwas
(i) RozgarDiwasis at least a monthlyevent organized possibly at the ward level
presided over by the ward member with representation of atleast 25% of the
registered ward job card holders in the ward. The event is forregistering
demand for work,issue of job cards, allocation of work, disclosure of
information, payment of wages, payment of unemployment allowance, etc.
and to generate awareness about the programme. At this event, the
WardPanchayat should pro-actively invite applications for work from potential
workers for the current as well subsequent quarters.
(ii) The District Programme Coordinator will ensure that RozgarDiwas is
organized accordingly.
3. Objectives
i. To make the communities aware about MGNREGS employment opportunities in
the concerned GPs.
