Minutes of the Second meeting of the National Level Committee for selection ofschools for National Level Awards under Swachh Vidyalaya Puraskar 2016-17
The second meeting of National Level Committee for selection of schools for National
level Awards under Swachh Vidyalaya Puraskar scheme was held under the Chairmanship
of Shri Anil Swarup, Secretary, Department of School Education and Literacy, Ministry of
Human Resource Development on 11th August, 2017 at 3:00 PM in Conference Hall, Room
No. 112-C, Shastri Bhawan, New Delhi.
2.List of participants in the meeting is annexed at Annexure-I.
3.At the outset, Secretary (School Education & Literacy) welcomed the Members of the
Committee.
4.Thereafter, Shri Maneesh Garg, Joint Secretary (School Education) gave an overview
on the Swachh Vidyalaya Puraskar 2016-17 through a power point presentation. He
informed the Committee that currently, Swachh Vidyalaya Puraskar is open for Government
schools only as the Swachh Vidyalaya Campaign was implemented in Government schools.
KVS and NVS have been requested to hold SVP awards separately in Kendriya Vidyalayas
and Navodaya Vidyalayas. CBSE and CISCE were also suggested to hold similar awards
for Government aided and private schools affiliated to them.
5.Joint Secretary (School Education) also informed the Committee that as per the
Swachh Vidyalaya Puraskar guidelines, a maximum of 100 schools each at elementary and
secondary level can be awarded at the national level (30 urban and 70 rural). The National
Level Award is open only to Green category of schools. A maximum of 40 schools selected
for State/UT level awards from each State will be considered for national awards. 100%
physical verification of the nominated schools has to be done using a check-list and by
taking photographs. As per the guidelines, the best 100 schools each at elementary and
secondary levels having the maximum score are to be given an award of Rs. 50,000/- as
additional School Grant to be utilized as per the School Grant guidelines for improving
sanitation and hygiene at the national level alongwith a Certi^^cate. In addition, Certificate of
Recognition would be awarded to 10 best performing districts.
6.JS(SE) further informed the Committee that the entire process of application for
awards and evaluation at various levels was captured online through a mobile App and web

7. Further, JSE (SE) stated that there is a specified methodology for selection of
schools for the SVP awards. Following weightage and ranking system have been developed
for giving scores and rating to nominated schools for the awards:
Table 1: Weightage assigned to Swachh Vidyalaya Sub-categories for the awards
portal. A total of 3,18,824 schools registered for Swachh Vidyalaya Puraskar 2016^17 and
out of this 2,68,402 schools have applied online for the Puraskar. The process for selection
of schools for District level and State level awards is complete. From the State level award
winning schools, 643 schools are in the zone of consideration for the National level awards.
UNICEF India was given the responsibility of physical verification of shortlisted schools for
national level awards 2016-17. UNICEF selected 'Network for Engineering and Economics
Research and Management (NEERMAN)' for conducting the field validation surveys. An
independent third party field survey of these schools has been carried out by NEERMAN
following the SVP Guidelines and using a check-list formulated for the purpose.
