New Delhi, the 14th September, 2017 G.S.R. 1170(E).—In exercise of the powers conferred by clause (b) of sub-section (2) of section 156
of the Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), the Central Government hereby makes the following rules regulating the method of recruitment to the posts of Para Medical cadre, Group '13' Combatised posts in the Indo-Tibetan Border Police Force, namely:- 1. Short title and commencement.—(1) These rules may be called the Indo-Tibetan Border Police Force, Para Medical Cadre (Group 13' Combatised Posts), Recruitment Rules, 2017.
(2) They shall come into force on the date of their publication in the Official Gazette. 2. Application.—These rules shall apply to the posts specified in column (1) of the Schedule annexed to these rules.
3. Number of posts, Classification and level in the pay matrix.—The number of said posts, their classification and the level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules.
4. Method of recruitment, age limit, other qualifications, etc.—The method of recruitment, age limit, qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the aforesaid Schedule.
5. Disqualification.--No person,— (a) who has entered into or contracted a marriage with a person having a spouse living, or (b) who, having a spouse living, has entered into or contracted a marriage with any person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule.

6. Medical fitness.—Notwithstanding anything contained in these rules, only those persons who are in medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force, Medical Manual, shall be eligible for appointment and promotion including appointment by deputation or re-employment under the provisions of these rules.
7. Ineligibility of non citizens of India.--No person who is not a citizen of India shall, except with the prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal or Bhutan in the Force.
8. Superannuation.—(1) Every person appointed under these rules shall retire from service on the afternoon of the last day of month in which he attains the age of fifty-seven years or as prescribed by the Central Government from time to time:
Provided that the person whose date of birth is the first day of a month shall retire from service on the afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on superannuation.
9. Power to relax.—Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons.
10. Saving.—Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
