Function 1: Coordination

• Coordinating all entities (government and non-government) to focus on response and agent generated demands that will successfully lessen and/or eliminate the impact of the event.

Agent-generated demands occur during a particular event. A flood event would demand resource such as sand and sand bags. During the WTC attackspecialized equipment with relevant special personnel was in high demand.

Response-generated demands derive from the response operations to the event such as logistics (supportive / service).

The emergency manager, through the various agencies, must constantly assess the threat / impact from the event via damage assessment, and,marshal necessary resources.

• The Department of Emergency Management must assure that all the responding organizations work together and understand each others authority and responsibility.

Field Operations - Command Bus

? Coordination point, on West Street, north of the attack site, was immediately setup to conducted field operations while an OEM ‘role-call’ was performed for any missing members, and, to muster all available OEM staff.

? A temporary point for interagency meetings while an ad-hoc EOC was being developed at the NYPD Academy.

Pier 92 housed 150 agency representatives in the twelve weeks after the attack:Federal, State, City, private and non-profit organizations operated side by side at Pier 92.

Economic Recovery to Lower Manhattan

Incident action plans were developed and processed to form and coordinate re-entry plans for business; and form partnerships with organizations to help the area recover.

Steady effort to re-open closed areas of WTC area to allow vehicles,pedestrians, businesses and residents back to the area once they are deemed safe.

Zone boundaries were drawn and adjusted according to:1. Operational concerns (debris clearance, crane and truck access)2. Security 3. Safety and Environmental Health

Function 3: Operations Management

A constellation of agent-generated demands vary from agency to agency, dependant upon that agencies mission and responsibility.

As the event’s time-line lengthens, the change in demands either diminishor alter, dependant upon that agencies mission and responsibility.

It is the responsibility of the Podium Manager, through the Logistics Team,to facilitate proper resource management. Resources are identified, catalogued and disseminated via priority.
