1. Emerging challenges for education policy and administration
The socioeconomic change of Korea raised new challenges to the concept of authentic achievement of education. The
transition of Korean economy to knowledge economy in globalization has demanded active in-depth learning and
creativity development. In addition to cognitive capacity development, a pursuit of core competency development led us
to pay more attention to whole person, individuality, and character development.
The framework of education policy and administration to respond to these emerging challenges has not been fully
developed in the policy framework of MOE. Recently, Korean Society of for the Study of Educational Administration
(KSEA) proposed a new design for the Autonomy and Accountability System in Korea (Kim et al., 2014). This effort
suggested a new conceptualization of governance of education in Korea. This line of inquiry and new conceptualization
has to begin with the redefinition of authentic achievement beyond test scores.
2. Scores on tests vs. whole person development as authentic achievement
Modern Korean education began with the ideal of an educated person called Hongikingan presented in Education law
in 1949. It portrayed a person devoted to the welfare of all person. He should be a caring, competent, cooperative, and
responsible person. However, we had emphasized heavily on human capital aspects of cognitive capacity development

in practice. The transition of Korean economy and pursuit of a more matured society has shed light on the idea of whole
person, individuality, character development, and emotional development for resilience.
The OECD Program Definition and Selection of Competencies: Theoretical and Conceptual Foundations (DeSeCo)
contributed to expand our conceptualization of achievement beyond cognitive capacity development to social dimension
and self-directedness (Rychen & Salganik, 2001). Gardner’s (1983) framework of multiple intelligences provided an
understanding of development of individuality. The intelligence of self-understanding and caring others are identified
as critical intelligences for self-control and resilience (Kim, 2011). Korean students seem to have a weak emotional
infrastructure and intrinsic motivation for learning. Darling-Hammond (1996) suggested active in-depth and constructive
learning as key learning activities to overcome these weaknesses.
3. Reframing education policy and administration
•�What kind frameworks of education policy and administration would be needed to support school for such authentic
achievement? The global experiences of educational change and school innovation have clearly indicated The global

administration to school innovation, internal accountability system, and new governance as the key to the change and
development. I would like to discuss some tasks.
○ Support of school innovation
○ Development of professional capacity and responsibility
○ Development of admission category of selecting students with self-directed and constructive learning as part of the
university admission system.
○ Search for new normative perspectives for policy and administration.
•���Planning and top-down implementation vs. support of school innovation.
Government’s planning and top-down policy implementation had been effective means for project implementation in
the period of quantitative expansion. However, this framework has not been well aligned with emerging needs to make
schools support students with diverse education needs. The government is expected to play new roles and functions.
These include presenting the new vision and strategies for schools to make changes to meet new demands. The
government should change its role from a principal to a facilitator to support school innovation. Some superintendents
of PBE initiated School Innovation Projects. These seem to be a good start. We need to formulate a policy and
administrative framework to support school innovation in the new governance system (Kim, 2015).
•External accountability system vs. professional responsibility in governance
Schools need to have autonomy and develop internal accountability with commitment to their missions and

professional responsibility inside school to meet diverse needs of students. Hargreaves and Shirley (2009; 2012)
provided the fourth way approach to school change and innovation. They suggested a framework of changing roles
of major actors: Government’s vision and strategy, public’s engagement, and teacher’s involvement. Their framework
emphasize on partnership and professional responsibility in the new governance framework.
Schools need to have autonomy and ownership of work to make their unique program of instruction and learning.
This will bring diversity in school education. Schools need to have an internal accountability system with commitment
and a sense of responsibility. The government should consider schools a real partner in achieving the goals of
education. This is the basic condition of governance. The external accountability system should be well aligned and
balanced with the internal accountability system. The KSEA study team formulated the new accountability system in
this line. They emphasized on the principle of mutual responsibility and multiple accountability relationship (Elmore,
2008). Schools should play the principal’s role in a cooperative relationship with the government. We expect to
have mutual trust, respect, and cooperation in the new governance system. We are looking forward to seeing the
restructure of the governance system working for autonomy, diversity, professional responsibility, and accountability.
Finland seems to have relied on professional responsibility of teachers in the internal accountability system, while
Singapore has utilized intensive communication and cooperative governance in multiple accountable relationships for
school change and innovation.
•University admission system with promoting self-directed constructive learning
School innovation for authentic achievement would be a difficult task to achieve under the condition of the exam-
oriented instruction and learning. However, when universities begin to select students based on self-directed learning
activities, teachers and schools will have motivation to change their instruction and learning practices responding to
this incentives. The government and universities should work together to provide this kind of incentives to schools.
The current admissions criteria based on high school recommendation and a regional balance were developed to
make a change a long time ago. These suggested a possibility of introducing new changes.
•�A search for alternative normative perspectives of education policy and administration from utilitarian instrumentalism
to democratic cooperative communitarianism.
Education policy and administration can be conceptualized to have motivation, normative values, and perspectives as change
actors. The fifty-years of Korean education in quantitative expansion had been driven by utilitarianism, efficiency orientation,
instrumentalism of education and meritocratic perspectives (see Lee, Lee, Kim, & Song, 2012; 2015). We need to work beyond
instrumentalism, meritocracy, and competition. Students should have a more opportunity to taste and enjoy the intrinsic value
of learning. Test scores had been taken as evidence of merit. Score-based meritocracy prevailed and selection by test were
justified as the objective and fair way of selection. There are certain limitations on testing and test-based meritocracy. The
affirmative action policy and caring should be taken as supplementary policy in the caring of education minorities.

The development of a democratic community of teaching and learning and cooperative work in this teaching and learning

대학 책무성과 대학생들의 인식 수준

I. 서론
대학 책무성에 대한 이슈는 지난 수 십 년간 전 세계 많은 나라에서 끊임없이 논의되고 있는 중요한 문
제 중 하나이다. 대학 책무성에 대한 사회적 관심이 높아지고 그들에 대한 역할 기대가 커진 이유 중 대표적
인 이유로는 나날이 오르고 있는 대학 등록금에 비해 불확실한 대학 효율성에 대한 우려감과 글로벌 지식 기
반 사회 속에서의 제대로 된 고등 교육의 필요성에 대한 전반적인 인식 수준이 높아졌기 때문일 것이다. 고등
교육에 대한 사회적 요구와 기대가 나날이 높아짐에 따라 한국에서도 정부 차원에서의 대규모 프로젝트인
BK21, NURI Project등 대학의 질적 향상을 도모하기 위한 노력을 꾸준히 해왔다. 각 대학마다 대학의 특
성에 맞는 다양한 규모의 사업단을 선정하고 그에 대한 지원을 하고 있으며, 연 단위 평가를 통해 성과를 평
가하여 다음 단계의 지원 여부를 결정하는 등 보다 실질적이고 효율적인 고등교육 기관들의 역할 증대를 위
한 노력을 하고 있다. 그러나 그러한 정부의 노력 속에서 상대적으로 소외되어온 계층이 있는데 그 계층은 다
름 아닌 대학교육을 받고 있는 대학생들이다.
교육정책 전문가들이 만들어놓은 훌륭한 정책이 있어도 직접적으로 그 교육을 받고 졸업 후 사회 속에서
고등교육 책무성의 결과물을 직접 보여주게 될 대학생들의 책무성에 대한 이해나 그들의 관련 이슈에 대한
의견을 전혀 알 수 없다면 장기적인 안목에서 볼 때의 지속 가능한 성장이 어려울지도 모를 일이다.
II. 대학생들의 책무성과 관련한 인식 조사의 필요성
한국에서 학생들은 전통적으로 소극적인 태도를 보였고 또 그것이 당연히 되었던 것이 사실이다. 예를 들
어 수업 시간에 정답이 아니면 손을 들기를 꺼려하는 모습부터 자유롭게 자신의 생각을 말하고 공유하는 식
의 토론 방식 형태의 수업도 아직 한국에선 익숙하지만은 않은 것이 사실이다. 다른 나라에 비해 끊임없이
자주 바뀌는 교육정책의 영향을 어떤 계층보다도 직접적으로 받는 학생들이 과연 대학 책무성에 대해 얼마
나 알고 있는지, 알고 있다면 어느 정도 알고 있는지에 대해 조사하는 것은 큰 의미가 있다고 생각한다. 그동
안 대학 책무성과 관련한 연구들은 대학 행정가들의 인식에 관한 연구가 대부분이었으며, 대학생들을 대상
으로 대학 책무성에 대해 자세하게 조사한 연구는 없었다. 대학 책무성의 평가는 전 세계의 대학에서 다양한
방식으로 평가되어 왔지만 그중에서도 대표적인 평가 방식으로는 1) 대학 자체 평가, 2) 대학 기관평가 인증

제, 3) 대학 랭킹 평가 등이 사용되고 있다. 이 모든 평가에서 대학생들을 빼놓고 평가되는 부분은 단 하나의
평가도 없으며 오히려 대학생들의 대학 입학 전, 현재, 졸업 후에 이르기까지 그들을 통해 대학의 Input부터
Outcome을 연결할 수 있어야 진정한 대학 책무성의 평가가 이루어질 수 있다고 볼 수 있을 것이다.
III. 대학생들의 대학 책무성 평가에 대한 인식 수준
대학생들의 책무성과 관련한 인식 조사를 알아보기 위해 한국의 사립, 공립, 시립 대학교에 재학 중인 대
학생 총 185명을 대상으로 한 연구1 (오예진, 2015) 에 의하면 대학생들이 예상했던 수준보다 대학 책무성에
대한 관심과 이해도가 높다는 것을 알 수 있었다. 연구의 주된 목적은 대학생들이 대학 책무성에 대해 어떻게
인식하고 있는지, 책무성 관련 정책과 대학 자체 평가, 기관 인증제 및 대학 랭킹 평가에 대해 어느 정도나 인
식하고 있는지, 대학 책무성에 영향을 미치는 중요한 요인이 무엇이라고 생각하는지 등을 알아보는 것이었다.
연구의 주요 결과를 요약해보면 다음과 같다. 첫째, 대부분의 대학생들 (98.3%)이 대학 교육의 질이 향상
되어야 한다고 응답했으며, 대학교육이 한국의 경제발전과 사회 발전을 위한 인적자원을 생산하는 중요한 곳
이라고 생각하고 있었다. 반면, 대학교육이 직업을 얻는데 필수적이라고 생각하는 학생들의 비율은 높지 않
았다.
둘째, 응답한 학생들 중 95%는 대학 기관 인증제의 절차가 학생들과 학부모들에게 보다 자세하게 설명 또
는 공개되어야 한다고 응답했으며, 대학 자체 평가와 관련해서는 90.2 %의 응답자가 학생들의 대학 질에 대
한 의견이 대학 자체 평가에 반영되어야 한다고 생각하고 있었다. 또한 응답자의 98.4%가 대학 자체 평가 프
로세스가 자세히 학생들에게 공개되고 설명되어야 한다고 응답했다. 이는 학교에서 그것에 대한 학생들과의
정보 공유가 그동안 매우 미흡했다는 것을 보여준다고 볼 수 있다.
셋째, 대학 랭킹에 의한 평가에 관해서는 응답자의 71%가 대학 책무성에 중요한 영향을 준다고 답하였지
만, 그보다 훨씬 높은 비율의 92.4%가 대학 랭킹이 학생들의 학교 선택에 영향을 미친다고 응답하였다. 또한
응답자의 93.9%는 대학들의 랭킹 평가는 각각의 전공특성에 맞게 각기 평가될 필요가 있다고 생각하는 것
으로 나타났다. 이는 획일적인 잣대로 대학을 평가하고 순위를 매기는 것이 아닌, 보다 다양한 방식으로 각
대학의 특성 또는 전공 특성을 고려한 평가 방식이 필요하다고 믿는 것으로 해석될 수 있다.
넷째, 어떠한 요소가 대학 책무성에 영향을 미치는지 묻는 질문에는 91.8%가 교육과정이 대학의 질에 영
향을 미치는 요소라고 응답했으며, 그보다 더 높은 96.2%의 응답자가 교수진의 전공과 관련한 역량이 대학
의 질에 영향을 미치는 중요한 요소라고 답하였다.
대학생들을 대상으로 한 대학 책무성과 관련된 인식 조사를 종합해보면 대학생들은 예상했던 것보다도 대
학의 질적 향상에 대해 관심이 많았으며, 그를 위해 무엇이 중요하고 필요한지를 인식하고 있고, 그와 관련하
여 그들의 의견이 반영되는 것이 필요하다고 생각하고 있다는 것을 알 수 있다.

Ⅳ. 미국의 대학생들의 참여 사례
미국은 한국과는 다르게 The National Student Survey 등 학생들의 설문 참여에 대한 시스템이 비교
적 잘 갖추어져 있다. 학생 설문 조사의 주된 목적은 학생 그들의 수업에 대한 만족도 등 교육의 질에 대한 의
견을 수렴하여 사회 속에서의 대학 책무성의 향상에 기여하는데 그 목적이 있다. 또한 그와 더불어 학교를 선
택하려는 학생들에게 각 학교의 정보를 공유함으로써 보다 나은 학교생활을 할 수 있도록 돕기도 한다.
미국 캘리포니아 주에 위치한 Higher Education Research Institute (HERI)는 대학생, 특히 신입생
들의 설문 참여를 수행하고 있는 좋은 사례이다. HERI는 대학 교육과 관련된 이슈와 그것이 학생들에게 미
치는 영향에 대한 정보를 제공한다. HERI와 직접적으로 연계된 cooperative institutional researcher
program (CIRP)은 대학생들을 대상으로 한 설문조사를 실시하고 있다. 매년 수 백 개의 2년제 대학, 4년
제 대학 및 종합 대학은 신입생을 대상으로 오리엔테이션 기간에 설문조사를 실시하며, 이 조사에는 학생들
의 개별적인 특성부터 그들의 대학 교육을 받는 목적 및 졸업 후 계획까지도 포함된다.
각 대학들의 고른 발전, 그리고 더 나아가 대학 책무성의 전반적 향상이 선택이 아닌 필수가 되어 버린 현
상황에서 대학을 구성하고 있는 필수적이면서도 대학 책무성의 강화 및 중장기적 결과를 판단할 수 있는 기
준인 대학생들의 인식 조사 및 참여는 그 어느 때보다 진지하게 고려되어야 할 것이다.
