Thus, it could be said that the actions ("Mukaegai" etc.) by the side of a merchant had big influence on a Local military leader's (feudal lord) market policy (passing compulsion and "Rakuiti Rakuza Statute"). Although it led and examination of the provision of a market method was mentioned about the market of the Warring States term in this paper, it will be necessary to continue to deepen an understanding of a market policy and a distribution policy through examination of a market method.

This paper leads the consideration about the circulation control in the provision of
the market method which the local military leader (feudal lord) issued, and "Rakuiti
Rakuza Statute" which is one of the market methods, and aims at the reexamination
about the market policy of a Warring States term. In prohibition of "Mukaegai (there
being welcoming)" which is the dealings (a market is avoided) which do not let a market
pass as circulation control, and "Rakuiti Rakuza Statute", the provision (passing
compulsion) which collects a merchant and goods compulsorily to a market is observed,
respectively. This paper considered the consequence of acts, such as "Mukaegai", having
done to the circulation control by a feudal lord, and the passing compulsion in "Rakuiti
Rakuza Statute" over Chapter 2 below.
In Chapter 1, the feudal lord took up the city in Matsuyama (Musashi Province Hiki)
at the center of consideration first as an example which deterred "Mukaegai". The city
is conventionally known as a market under a local military leader territory country.
Although this city received protection from a feudal lord, Mr. Ueda, "Mukaegai" was
checked in Tensho and it had become a problem. On the occasion of the situation of
"Mukaegai" generating, the feudal-lord side forbade "Mukaegai", and also it performed
shipment restriction of the load simultaneously. On the occasion of the situation of

by old research that it had big influence on formation of a new market.
Then, in Chapter 2, the passing compulsion checked by "Rakuiti Rakuza Statute" by
the Oda Administration was taken up. To merchants, passing compulsion is a provision
