Τ he commencement of a new year is always a milestone that contains within ίΙ a crying tragedy. Οηε
could even say that ίι is mournlul, rather than joylul, time, ίl
mourning had ηοΙ became today the most prevalent tone ίη a whole range ΟΙ instances ίη our individual ΟΓ collective lile - instances that are much harsher and more painlul .
Regardless ΟΙ how one comprehends the notion ΟΙ time (ie. whether as a totally artilicial convention, ΟΓ as a real relationship between living beings and events), wε must adm it that each Νεw Year's day is lοr any thinking person an unparalleled challenge Ιο take a silent look at the ' balance sheets'.
Having seen ΟΓ heard the clock strike υροη the compleΙίοη ΟΙ twεlνε months (just as you hear the city clock strike 12 times Irom the Τοwη Hall at midnight), οηε cannot help but think ΟΙ the prolit ΟΓ losses that those past twelve months may have brought.
We often think ΟΙ the positive byproduct ΟΙ time ί η the si ngular lorm (profit instead ΟΙ prolits), wh ile the negative is ίη the plural lorm (Iosses rather than loss). This ίη itsell indicates that the 'turning ΟΙ the page' is met more by pessimism than optimism.
This pessimism - which casts a shadow οη the horizon ΟΙ the ηεw year belore us ίη spite ΟΙ the celebration s, greetings, gifts and leasting ΟΙ the season - is precisely expressed ίη a briel mental survey ΟΙ the ' provisions' with which οηε commences the journey οη that ηενν stage ΟΙ earth ly lίΙε.
While one knows the allotted duration ΟΙ the journey, οηε does ηοΙ however know the eventual content and individual eχperiences that ίι may hold.
Ιη util ising the opportunity that the New Year gives us Ιο count the leftover 'change' ίη terms ΟΙ spiri tual and physical strength needed to continue ουΓ struggle, we try to count the 'cash holdings' that we have at that particular moment.
1I the person who tries Ιο give an account to himsell is honest and prudent - at least at the time ΟΙ weighing υρ hi s conscience - then he must recognise that mortals do ηοΙ possess any constant 'cash ίη hand'. ΑΙΙ things ΟΙ the present are unstable and uncertain, as if they were non-existent. Therelore the only ' holding' that is constant at every moment ΟΙ our lίves is our οwη 'vulnerability'! We entrust

PROCEEDINGS CONCΙUDE
Congress Points The Way Forward
The proceedings ΟΙ the 9th Clergy-laity Congress ΟΙ the Archdiocese came Ιο a c lose οπ Wednesday )anuary 29, 2003, lollowing a rigorous three days ΟΙ reports and discussion.
Having been officially opened by the Premier ΟΙ NSW, Mr Bob Carr, the Congress drew together 400 representatives ΟΙ Parish-Communities Irom around Australia.
The opening was also attended by Mr Phillip Ruddock, Minister lor Immigration and Multicultural Affairs, Mr Photios Xydas, Ambassador ΟΙ Greece, Mr Sotos liassidis, High Commissioner ΟΙ Cyprus, Mr Evangelos Damianakis, Consul General ΟΙ Greece, Mr )ohn Brogden, leader ΟΙ the NSW Opposition, Archbishop George Pell, leader ΟΙ the Roman Catholic Church ίπ Sydney, Reverend )ames Murray, religious reporter lor ΤΗΕ AUSTRALIAN newspaper, as well as other political and Church representatives.
Overseas guests lor the entire proceedings included His Eminence Metropolitan Theoliptos ΟΙ Ikonium, His Eminence Metropolitan Anthimos ΟΙ Rethymnon (Crete), Ambassador George Papoulias, Former Foreign Mini ster ΟΙ Greece, and Mr Dimitri Archondakis, Mayor ΟΙ Rethymnon and Mrs Archondakis.
IΙ was a combined effort ΟΙ both Clergy and lay members ΟΙ the Church ιο give an account ΟΙ the work that had been completed over the past l ive years, as well as offer suggestions lor luture direction. This was rellected ίπ the speakers who, apart Irom His Eminence Archbishop Stylianos, included Assistant Bishops, Priests, theologians, social workers and academic staff ΟΙ St Andrew's Theological College, among others.
The Pastoral Report ΟΙ Archbishop Styl ianos ννίll be publί shed as a booklet, and every effort was made to allow transparency ίπ the many projects ΟΙ the Church. Questions were invited Irom the Iloor after each report, with topics ranging Irom linances Ιο wellare, and Irom public re lations to canon law.
The resolutions that were voted υροπ addressed topical issues such as schismatic splinter groups, the Cou ncil ΟΙ
Hellenes Abroad and a unanimous plea that the impending war with Iraq be averted.
The conclusion ΟΙ the Congress was a visit Ιο the premises ΟΙ the Sydney Archdiocese 10caΙed ίπ Redlern. Interstate delegates ίπ particular had the opportunity to visit the Cathedral, Theological College, library and Bookcentre while doing so.
The breadth and number ΟΙ projects that the Greek Orthodox Church ίπ Australia is πονν involved ίπ is increasing exponentially, leading ιο a greater need lor human resources that have the appropriate special ization and qualilication ιο consolidate the work that has been undertaken so lar. Archbishop Stylianos lamented, however, that restraining lactors sti ll existed lor the lίle ΟΙ the Chu rch, but expressed the wish that these wou ld subside by the time the next Congress is held ίπ lour years' time. Ο
Congress gives account of progress
After delivering a 20-page report about the developments ίπ Church lίle and projects over the past lίve years, the leader ΟΙ the Greek Orthodox Church ίπ Australia called υροπ the 400 delegates present to work together towards ιννο new projects.
The lirst is an entirely new proposal lor the establishment ΟΙ homes lor homeless children across Australia. The second is to enhance the educational locus ΟΙ each local Parish, by having them organise lending lίbrarίes lor the benelit ΟΙ their congregations.
Belore making these ιννο proposals, His Eminence Archbishop Stylianos outlined the enormous array ΟΙ philanthropic, spiritual and educational activities ΟΙ the Church that had occurred si nce the last Congress ΟΙ 1998. He did so without encouraging a sense ΟΙ triumphalism, underlining in stead that all things were accompli shed through the grace ΟΙ God.
Therelore the overriding leeling during the three days οΙ the 9th Clergy- Laity Congress - ίl one can gauge such a thing - was that ΟΙ common purρose and collective action . One le lt that the delegates were πο! there merely ιο ' hear' the deliberations, but ιο contribute ιο a community that works together well , communicates well and blends well with the needs οΙ our times. Ι! is noteworthy that the item that generated more discussion from the Plenary floor than any other was the newly-acquired Vema newspaper. Suggestions and ideas about its circulation and content Ilowed prolusely. Ιπ this conteχt, one Clergyman stood υρ to state ί! is time lor the local Parishes ιο think οπ a national level, rather than merely parochially.
Each Parish-Community had the opportunity ιο send its Priest, Ιννο members ΟΙ the l adies' Auxi liary and ιννο members οΙ its Administrative Committee as voting delegates to the Congress, as did the various institutions ΟΙ the Archdiocese. The sum total ΟΙ these representatives ίπ the Hall οΙ St Spyridon Church ίπ Kingsford, Sydney, made ί! impossible οπ a practical level Ιο have observers. For this reason, this month's issue is pleased ιο be able ιο publish the program outlining the proceedings and speakers at the Congress and the Resolutions that were voted υροπ .
There was a significant innovation ίπ 50 far as an interpreting service was available Ιο each delegate for the lίrsΙ time. This meant that ποΙ only the lormal addresses, but also the spontaneous discussions, cou ld be heard e ither ίπ Greek ΟΓ English at any moment lhrough a Iive interρreting service available through individual headphones. Thi s was a very tangible solution to the age-old issue ΟΙ language comprehension ίπ Church circ les, as well as a conlirmation that a bilingual commun ity can value the richness ΟΙ ils ancestral language, without al lowing this Ιο be an obstacle lor those who have πο! had the opportunity (or desire) ιο learn ί!. ΑΙ the same time, however, ίι was also a valuable Ιοοl lor those delegates and overseas guests who wou ld otherwise πο! have been able ιο lol low the proceedings ίπ English.
The Congress does not a im ιο study a topic, as a Conlerence normally wou ld do. Rather, it t ries to rellect the accou ntability ΟΙ the Chu rch ίπ every lacet ΟΙ her lile . Participants were therelore encou raged to ask questions

RESOLUTIONS OF ΤΗΕ gτH CLERGY-LAITY CONGRESS OF ΤΗΕ GREEK ORTHODOX ARCHDIOCESE OF AUSTRALIA
Sydney, )anuary 26-29, 2003
The Plenary of the 9th Clergy-Laity Congress of the Greek Orthodox Archdiocese, today, j anuary 28,2003,
unanimously:
1) Affirms that the Greek Orthodox Archdiocese of Australia has long-supported the conven ing of a worldw ide forum at w hich strategies for dealing with issues of concern ιο Greek-speaking people of the diaspora may be discussed under the ausp ices of the Hellenic Ministry of Foreign Affairs.
This support has its origins ίπ discussions between the Primate of the Greek Orthodox Church ίπ
Australia, His Eminence Archbishop Stylianos, w ith Greek Ambassador Yiorgios Christogiannis, at the
time of the 4th Clergy-Laity Congress ίπ Sydney ίπ 1981. Α! that time, ί ι was suggested by His Eminence that an informal, yet t ruly representative, gathering of Greeks abroad be regularly convened, at w hich the Church hoped ιο play a central and dynamic role.
Ιπ its current manifestation, the 'World Counci l of Hellenes Abroad' (SAE) can never aspire ιο be truly representative of the significant Greek presence ίπ Australia. Ιπ the case of Oceania, ί ! has utterly fai led ίπ its most fundamental aim - ιο represent faithfulΙ Υ Greeks abroad - but ίι also remains flawed ίπ its essence because its very nature ensures on ly petty factional ism and quests for personal aggrandizement.
The Greek Orthodox Archdiocese of Australia,
ΟΓ make comments and suggestions. Ιπ other words, participation was encouraged, which is sign of precisely what the Church needs every day of the year - active part icipation . Α community so large, ministered to by approximately only one hundred Priests, enjoys a great degree of lay participation. Yet there is scope for so much more. Help is needed ίπ the organisation of youth activities, offering professional talents to committees, welcoming new members to the congregation, visiting the sick, supervising those lending lίbrarίes and establishing those homes for the homeless. Α member of the Clergy said he wou ld love to have a reliable person who cou ld assist ίπ the Church office by answering telephone inquiries and doing some paperwork, ίπ order 10 have more time to be with his people, rather than be stuck, lίke a bureaucrat ίπ black, behind a desk for so many hours!
Νο Congress, no matter how successful , can make a real difference in people's lίves unless the people themselves are prepared 10 work diligenlly and conscienliously, while rel)': ing οπ grace from above. II's that simple. Ο
8
through its 130 Parish-Communities, calls upon the Hellenic M inistry of Foreign Affairs and those at the helm of the 'World Council of Hellenes Abroad' Ιο take all necessary steps ιο effect an immediate restructure of SAE Oceania. Such a re-structure must address critically the criteria currently ίπ place for participation. It must also seek ιο achieve at last the true representation of Australia's largest and most visible institution, the Greek Orthodox Archdiocese of Australia. It is only by acknowledging and accommodating the central position of the canon ical Church ίπ Australia that SAE ννίll ever earn t he t itle of a true 'World Council of Hellenes Abroad' for the Greeks of Oceania.
2) Expresses the deepest respect and dedication of both t he Clergy and Laity of Australia towards the venerable Centre of Orthodoxy, our Ecumenical Patriarchate.
3) Expresses the gratitude and absolute confidence of both Clergy and Laity towards His Eminence Archbishop Stylianos of Australia, who ably, and with fear of God, leads our local Church for nearly th ree decades.
4) Values with gratitude the absolute canonical support Οπ the part of the Mother Church, expressed through the Patriarchal representative His Eminence Metropolitan Theoliptos of Ikon ium, of the handling of issues relating Ιο the Greek Australian community by His Eminence Archb ishop Stylianos.
5) Condemns the recent init iatives of the so-called 'Federation of Greek Orthodox Communit ies οΙ
Austral ia' ίπ collaboration w ith high-ranking officials of t he Hellenic Ministry of Foreign Affairs, conducted ίπ total ignorance of the respons ible local Hierarch, His Eminence Archbishop Stylianos οΙ
Australia, and ίπ fact bypassing him.
6) States that the few Greek Australians who are separate from the Canonical Church are always welcome ιο return ιο the Greek Orthodox Archdiocese - with appropriate guarantees - through the on ly canon ical avenue, who is the responsible local Hierarch, the Archbishop of Australi a.
7) Makes a fervent and anxious plea ιο thE Government of the United Sates ιο exhaust all pos· sib le means ίπ order ιο avoid a new war with Iraq .
Another war νν ίll not solve any problem, bU1 instead hurt a people who have been tormentec for many years, thereby placing world peace anc stability at risk. ο
