enhance the overall experience of a graduate student at USC.

Goals:

• Make equal and uniform opportunities possible by advocating for graduate students’ academic concerns.

2.1 RoleGSG is designed to be the voice of graduate and professional students on all campuses at the University of Southern California, USC. GSG endeavors to accurately represent the concerns and needs of graduate and professional students to the University administration, facilitate interdisciplinary exchanges, and provide programming of special interest to graduate and professional students.

Section 3.2.1: Voting Members

CURRENT WORDING W/ PROPOSED CHANGE3.2.1 Voting MembersVoting members will consist of Senators from each of the Schools (Business, Cinema, Fine Arts, etc.) and each of the Letters, Arts & Sciences (LAS) departments. In the event that a Senator is not present at a Senate meeting, a pre-designated proxy attending the meeting in the Senator’s absence is empowered to vote in place of that Senator. The Senators from each School/LAS department will be determined according to the following: 1 Senator for every 2% of the graduate and Professional student body, not exceed 6 Senators per department or school.

A simple majority of the members present at the Senate meeting is required to pass a Resolution or Bylaw Amendment.

A two-thirds vote of the members present at the Senate meeting is required to pass a Constitutional Amendment. Notice of a proposed amendment must be given one Senate meeting prior to the meeting when the vote will be taken.

SECTION 1: DUTIES OF THE EXECUTIVE BOARD

1.1 All Executive Board Officers● Attend all scheduled Executive Board meetings.● Attend all scheduled Senate meetings (see section 1.1a).● Report to the Executive Board.● Support GSG social events and community service (Executive Board) events.● Support and participate in University-wide, Administrative, and GSG

committees as appropriate. ● Represent and advocate the interests of graduate and professional students.● Become familiar with Robert's Rules of Order, GSG Constitution, and Bylaws.● May PRO and CON a candidate but cannot make a SECONDING Statement

during elections.● Serve as ex officio members at Senate meetings.

1.1aThe Executive Board is empowered to withhold the stipends of Executive Board members that fail to attend two Executive Board meetings in any given month. If an Executive Board member fails to attend a second consecutive Executive Board meeting in a given month, their stipends will be withheld until the member attends an Executive Board meeting. Likewise, if any Ex Officio Executive Board member fails to attend two Executive Board meetings in any given month (or any one Senate meeting), the Executive Board is empowered to contact the University department which has appointed the Ex Officio member to GSG with concern.

1.1bEx Officio Executive Board member, Graduate Student in Residence (GSIR) Advocate (GSA)The GSIR (GSA) is the representative of the USC graduate and professional student body who acts within the Graduate School as an ombudsman for students' rights and concerns on the University Park and Health Science Campuses. The GSIR (GSA) serves as a channel of communication regarding student concerns between GSG, the Graduate School, and the broader University administration. The GSIR (GSA) will attend at least one Executive Board meeting per month and all Senate meetings. The GSIR (GSA) will read the minutes and stay abreast via contact with the exec board).

1.1c Term of Office and Compensation PeriodAll executive board positions begin at the final Senate Meeting of the academic year and end at the final Senate meeting the following academic year. Executive board members are expected to begin fulfilling their duties at that the time of their appointment and throughout the summer. Although the positions commence in April, compensation for the position (defined in Bylaw Section 4.8 Tuition Remission) shall be distributed during the following academic year.

1.2 President1.2.1 GSG Duties● Calls Executive Board meetings to order.● Chairs the Executive Board meetings.● Chairs the Senate meetings.● Prepares the agenda for meetings of the Executive Board and the Senate.**● Represents GSG to the University administration.● Attends and participates in all University administrative committees.● Coordinates efforts with the Graduate Student in Residence Advocate and HSC Chair. ● Coordinates efforts with the Undergraduate Student Government.● Represents GSG to external organizations, such as the State Legislature.● Approves recommendations for appointments to University Wide Committees. ● Approves all communications on behalf of GSG● Oversees the use of administrative funds and reviews budgetary reports for the Director of Finance

In the event a GSG committee (excluding Committees chaired by a GSG Executive Board member) has not elected a new chair prior to Executive Board and Senator transitions, the President, Vice President, and Director of Elections and Recruitment Chair will designate a Committee Chair. When the Committee is fully constituted, they are empowered to elect a Chair of the Committee.

1.3 Vice President1.3.1 GSG Duties● Chairs Executive Board and Senate meetings should the President be unable

to attend. ● Follows up on pertinent graduate and professional student issues.● Assists the President and Director of Elections and Recruitment Chair in

forming University committees. ● Assists in maintaining contacts between Executive Board members.● Assists the President with policies, issues, and Executive Board meetings.● Manages all aspects of the Travel Grants Program.● Chairs the Special Projects Committee.

1.4 Director of Finance1.4.1 GSG Duties● Supervises preparation of annual GSG budget.● Distributes funds to departmental organizations.● Monitors and oversees the use of GSG funds.● Makes recommendations regarding the appropriate use of the Graduate Programming Fee.● Summarizes the previous month’s disbursements and receipts at each regular meeting of

the Senate.● Conducts orientation sessions during the Fall and Spring semesters for eligible graduate

and professional student organizations seeking GSG recognition.● Evaluates and approves all budgetary reports from the Executive Board.● Maintains a listing of all recognized graduate and professional student organizations.

1.5 Director of Elections and Recruitment1.5.1 GSG Duties● Assists the Senate with the election of new Senators for their Department.● Serves as a liaison between the Executive Board and the Senators Senate.● Conducts Executive Board elections before the end of the Spring semester.● Distributes GSG recruitment material in all graduate and professional student orientation packets

and to continuing students.● Assists in the formation of departmental and school-based graduate and professional student

organizations. S if the school does not provide a means to contact these people connect students.● Coordinates, plans the agenda for, and acts as Parliamentarian Sergeant-at-Arms for all Senate

meetings.● Maintains attendance record of graduate and professional student organizations at all Senate

meetings.● Reports any graduate and professional student organizations in bad standing to the Finance Chair.● Assists graduate and professional student organizations in the University recognition process.

advertising of events. ● Acts as liaison to undergraduate Program Board.● Coordinates closely with the Finance Chair in monitoring the use of funds designated

for graduate programming purposes.● Facilitates joint programming.● Assists individual departments and schools with their programming needs.● Manages the Social Program Fund and provides budgetary reports to the Finance

Chair.

special events.Coordinates efforts with the HSC Chair to support community service outreach programs through the

graduate and professional students via the GSG General Listserv.● Ensures all active Senate members are registered to the GSG General Listserv.● Assists in producing GSG publications.● Facilitates communication between GSG Senate members and their constituents.● Takes minutes at all Executive Board and Senate meetings.● Assists Ad Hoc Committees as needed.● Coordinates with the Director of Elections and Recruitment Chair to maintain current listing of Senators on the GSG website.● …

1.9 Director of Academic Affairs 1.9.1 GSG Duties● Represents GSG on appropriate academic based University administrative committees.● Coordinates communication efforts with the Director of Communications Chair and the Public Relations Chair. ● Communicates/coordinates actions, reports and feedback on committee actions on a regular basis with all students

serving on University academic committees.● Represents the academic concerns of graduate and professional students to the appropriate administrators● Plans and coordinates ongoing GSG Academic Programming Events● Collect information and generate an annual report on all non-GSG graduate and professional student academic

development events on all USC campuses.● Coordinates efforts with HSC Chair to support academic outreach programs through the HSC Governing Council.

1.11 Director of Campus Affairs 1.11.1 GSG Duties

The Director of Campus Affairs has two main goals:● Serves as an advocate for graduate students in regards to non-academic, student-life issues that arise during their tenure at USC. These

include, but are not limited to, matters related to safety, health and wellness, transportation, housing, childcare and family, and campus life and engagement.

● Liaises between graduate students and the University Administration on issues related to USC's neighborhood relations and sustainability initiatives. This includes, but is not limited to, running the TAP Program, helping administer the Green Engagement Fund, and attending meetings of local governmental and community organizations (i.e. the North Area Neighborhood Development Council).

Both of these roles involve:● Communicating with the Senate and other graduate student representatives to determine how to maximize time and resources to address

salient issues● Coordinating advocacy efforts with the GSG E-Board as well as relevant USG officers to avoid redundancy and increase collaboration on

interdisciplinary issues● Sitting on relevant University committees (i.e. Wellness and Learning Initiative, Safe Communities Task Force, the Green Engagement Fund's

Allocation Committee, Office of Sustainability's Water Conservation Task Force, etc.), communicating the content of these committee meetings to the GSG President, and determining action items to pursue stemming from the issues identified by these Committees

● Serving as the proxy for the GSG President or VP at meetings or events related to the roles of the Director of Campus Affairs, as defined above (i.e. Student Leader Luncheon, Sustainability Steering Committee, DPS Safety Walk, etc.).

1.12 Director of Diversity and Equity 1.12.1 GSG Duties….● Coordinates with the Directors of Communications and Public Relations in advertising of events.….1.12.2 GSG Committee Duties● Chairs the Diversity and Equity Committee● The Diversity and Equity Committee serves as a ‘safe space’ where graduate students can openly discuss issues of

diversity and/or equity that are of particular concern to them, while advocating for and representing their needs.● Members consist of graduate and professional student volunteers.● The responsibilities of this committee include, but are not limited to building and promoting inclusivity as issues of

diversity and/or equity arise, encouraging the formation of coalitions within USC’s Cultural Centers and USC’s surrounding communities.

● The committee will liaise with the GSG to the Undergraduate Student Government, the USC LGBT Resource Center, the Center for Feminist Research, the Center for Women and Men and the cultural centers at USC, including but not limited to Asian Pacific American Student Services (APASS), the Center for Black Cultural & Student Affairs (CBCSA) and El Centro Chicano (El Centro).

1.13 Director of External Affairs1.13.1 GSG Duties● Acts as the GSG representative to legislative bodies and national organizations, including the National Association of

Graduate Professional Students.● Serves as the contact person for graduate student bodies at other universities, including the National Association of

Graduate and Professional Students if applicable.● Develops a legislative platform at the beginning of the year of issues important to USC graduate students and

present at the first Senate meeting.● Coordinates GSG attendance and involvement at national graduate student advocacy events.● Runs voter registration drives and encourage representation for graduate students at the polls.● Stay updated on local, state, and national issues affecting graduate students and report back to the Senate and

Executive Board.● Runs events on campus to raise awareness of graduate student advocacy issues.● Prepares letters, materials, etc. for legislative representatives to advocate for graduate student issues.● Works with corresponding positions in other universities, in particular those in the UC system on events and issues,

as well as corresponding positions in the Undergraduate Student Government to foster civic engagement.● Coordinates activities on community issues affecting USC and the surrounding community .● Updates the Executive Board on national graduate/professional student issues.

SECTION 2: Duties of HSC Governing Council

2.1a The HSC Governing Council

The GSG HSC Governing Council is the representative student organization of the HSC graduate and professional student body. The council shall consist of the HSC Chair Director, Director of HSC Operations Chair, Director of HSC Programming Chair, and Director of HSC Public Relations Chair, and HSC Concerns Committee Co-Chair. They advocate for HSC students' rights and concerns. The GSG HSC Governing Council serves as a channel of communication via the HSC Chair regarding student concerns for HSC students. The GSG HSC Governing Council will attend all Senate meetings, but only the HSC Chair will make reports to the Senate. Only the HSC Director will serve on the GSG Executive Board.

Samantha Bernstein, a 4th year PhD student who is writing her dissertation on Open Access, will present about the issue. A scholarly discussion will follow.

Resolution Whereas, the mission of the University of Southern California is to develop “human beings and society as a whole through

cultivation of the human mind and spirit” and the mission of Graduate Student Government is to serve and represent graduate and professional students,

Whereas, the creation of a more just and equitable society is necessary to the cultivation of the human mind and spirit, and represents a core concern of all students and individuals,

Whereas, race, social class, religion, gender identity, sexual orientation, citizenship status, national origin, and other variables unjustly and inequitably continue to influence the life trajectories of people, with gaps persisting between groups to their unmerited advantage or disadvantage,

Whereas, the demographic profile of USC does not reflect the demographic profile of Los Angeles as a whole, in terms of race, social class, and other variables, reflecting the influence of barriers that keep many students of color from being admitted and persisting at USC,

Whereas, the attention of the entire nation and the world has been refocused on issues of justice and equity by media attention to innumerable incidences of state violence against people of color, increasing income inequality, hostility against immigrants, and other incidents,

Whereas, the attention of the entire campus community has been refocused on these same issues by many documented incidents of gender-based violence and racism at USC,

Whereas, it is a core concern of the university and of graduate and professional students to better understand social injustice and inequity, and to actively work to combat them, on campus and beyond,

Whereas, the university has an obligation to meaningfully foster and promote diversity and inclusion and to ensure the safety and inclusion of all its constituents, regardless of their race, social class, religion, gender identity, sexual orientation, citizenship status, national origin, or other marker of identity,

Whereas, Graduate Student Government directly funds various core student activities and initiatives, in keeping with its mission to serve graduate and professional students,

Let it be resolved, that the USC Graduate Student Government will set aside a specific portion of its budget, amounting to 1.623% of its total budget, for programming focused on social justice and equity, with the stated goal to promote diversity and inclusion and to encourage direct action to resolve racial and socioeconomic disparities and other inequities that persist, on campus and in society at large,

Let it also be resolved, that the USC Graduate Student Government will amend its Bylaws to add a “Social Justice and Equity Fund,” adding the following under Section 4:

“4.2.8. Social Justice and Equity Fund

This fund promotes events with a focus on social justice and equity.

Eligible events will be designed to educate or provide a space for discussion of equity issues, with a specific focus on justice and equity as they relate to race, socioeconomic class, gender, or other marker of identity. Social events without a specific educational or discussion component (such as mixers and banquets) are ineligible.

To qualify an event for funding from the Social Justice and Equity Fund, applicant organizations must provide a description of how the event will educate participants or foster dialogue among participants that relates to social justice or equity. Requests for these funds must follow the request process as outlined in Section 4.6.1. The request will be approved according to the approval process as outlined in Section 4.7.”

University Student Fee Advisory Committee

Established during AC 2005 to 2006 with the introduction of the Student Services Fee

Comm. was used to gage student input with regard to additional ancillary fees

the “Sunset Clause” increases to the Programming/Student Services Fees go directly to

administrative salaries & costs instead of cutting jobs, annual budgets for Student Affairs are decreased and fees are

increased to offset costs Senior Admin claims they have no idea students are disconcerted by

arbitrary tuition and fee increases This Resolution would be the first step to getting student

representation into the Board of Trustees to discuss the impact of tuition increases

The Making of the Resolution• On September 24th and 25th we published statements condemning

racism and discrimination at USC and outlined a plan to address a problematic campus climate

• Over the last several weeks we have worked collaboratively with a number of leaders from student organizations to identify the types of changes we would like to see at USC

• This resolution is a collaborative effort between GSG, USG and student leaders from Asian Pacific American Student Services, the Black Graduate Student Network, Center for Black Cultural and Student Affairs, Mecha, Queer and Ally Student Assembly, Student Coalition Against Labor Exploitation (SCALE), and Reform Inform Speak Out Empower (RISE)

Resolution: Main Points• Hire a Vice President of Diversity, Equity and Inclusion with experience and

expertise in diversity and equity as well as inclusion who will be responsible for developing a strategic plan to improve the campus climate and have oversight of student, faculty and administration in regards to diversity, equity and inclusion.

• Vice President of Diversity, Equity and Inclusion and Academic Deans hire a Vice Dean of Diversity, Equity and Inclusion for each academic division or school at the university who would have involvement and influence in the hiring and promotion of faculty and staff, and the recruitment, enrollment and retention of both undergraduate and graduate students within their academic division or school.

• Undergraduate and graduate students are involved in the hiring process of the Vice President of Diversity, Equity and Inclusion as well as the Vice Deans of Diversity, Equity and Inclusion.

Resolution: Main Points• Vice President of Diversity, Equity and Inclusion and the Vice Deans of Diversity,

Equity and Inclusion require and ensure that each syllabus within an academic division or school at the university include information on the resources available to students for reporting bias, discrimination and Title IX violations as well as include a diversity, equity and inclusion component (e.g., readings or lecture) to the course itself.

• The University of Southern California develop a strategic plan to measure and analyze diversity, inclusion and equity within a year as well as publically report and significantly increase recruitment, enrollment/hiring/appointment, and retention of students, faculty, staff and trustees of the underrepresented populations to reflect national demographics by 2025.

• Increase transparency (e.g. provide an easily understood flowcharts or infographics of the process for reporting incidences of bias), accountability (e.g. provide students who have filed a timeline for follow up), and accessibility (e.g., place the information or links to the information on the main pages of all USC websites for or referencing bias and discrimination), of metrics from the Bias Assessment Response and Support Bias Reporting forms and general information (total number of reports each year, type of complaint [race, gender, etc.], incident location [school, department, fraternity and sorority row, etc.]) from Title IX/Discrimination Complaints reported to the Office of Diversity and Equity,
