Blom Salida Regional Library and improvements throughout the full library system. As a part of that master plan, the Board approved the purchase of the 56,000 square-foot former Breuner's furniture building at 3825 Sisk Road to be remodeled into the new Nick W. Blom Salida Regional Library and Community Facility. SUBJECT Approval of Completion and Acceptance of the Roofing Replacement Project at the Nick W. Blom Salida Regional Library, 4835 Sisk Road, Salida, CA.

FISCAL IMPACT: The Board of Supervisors adopted the Library Facilities Master Plan in 2001, which recommends the construction of Nick W. Blom Salida Regional Library and improvements throughout the full library system. As a part of that master plan, the Board approved the purchase of the 56,000 square-foot former Breuner's furniture building at 3825 Sisk Road to be remodeled into the new Nick W. Blom Salida Regional Library and Community Facility.

RECOMMENDATIONS: (Continued)

3. Authorize the Project Manager, on behalf of the Board of Supervisors as the awarding authority, to sign the completion documents.

4. Accept the project and authorize the necessary recording of the Notice of Completion and all other necessary close out activities, including release of retention.

FISCAL IMPACT: (Continued)

The cost of the building acquisition and its remodeling, approximately $6,600,000, has been financed for a 20 year period. Debt service payments will be funded through a combination of Public Facility Fees and Library fund balance.

On September 18, 2001, the Board approved $2,350,000 for renovation of the former Breuner's building. On December 17, 2002, the Board authorized a transfer of an additional $75,000 to the project from the Library. The funds had been set aside by the Library for repairs, including a new temperature control system. Staff believed it advantageous to install the new temperature control with the renovation work. The renovation was completed for less than $2,275,000.

The Library also contributed $1,870,000 for furniture, fixtures, and equipment as approved by the Board on October I, 2002. The library spent $648,330 for furniture, fixtures and equipment, leaving a balance of $1,221,661.

On May 4, 2004, the Board authorized the staff to proceed with more improvements to the Library and established a budget of $770,496 to be funded from the furniture, fixtures and equipment balance of $1,221,661. The major remaining improvement was to re-roof the facility. The project budget included up to $590,000 for re-roofing. The low bid was $487,609. The contract, as completed, is 479,592.

DISCUSSION:

On August 23, 2005, the Board awarded the contract for general construction to Western Roofing Service of San Francisco, California. The contract was awarded in the amount of $487,609. A total of 5 change orders were processed.

TOTAL CHANGE ORDERS TOTAL CONTRACT AMOUNT

The five changes resulted in a deduction of $8,017 and resulted in total contract amount of $479,592, which is less than the amount awarded in the construction contract.

The original construction period was 90 calendar days, which established a substantial completion date of December 17, 2005. The project was completed by the Contractor on time.

A complete recapitulation of the project, including a time analysis summary, claims summary, record documents, training, spare parts and keys, change orders, omissions and defects, certificates, guarantees and warranties, and testing and start up can be found in the Project Close Out Report prepared by the Construction Manager.

The Notice of Completion will be recorded with the Stanislaus County Clerk-Recorder. This action will authorize the Project Manager to sign on behalf of the awarding agency, and Staff to file the necessary Notice of Completion. Retention will be issued 35 days after the recording of the Notice of Completion as set forth by State Code.

POLICY ISSUES:

The Board of Supervisors has the responsibility for final acceptance of capital improvement projects.

There is no staffing impact.

One overflow scupper is blocked with sheet metal and is lower than the drain.

There is one fishmouth in the cap sheet.

There are two areas where the cap sheet is damaged.

There are six voids in the cap sheet.

There is a gap in the sealant and no backer rod has been installed at the roof edge detail.

DESCRIPTION

The foam tape does not appear to he at the hem of the sheet metal flashing at the roof edge.

There are no fasteners at the sleeper flashing.

There is no neoprene pad between the sleeper flashing and the mechanical unit.

The Iinish flashing ply was not cut hack as noted in DOZD.

The exterior piece of the scupper has not been painted ~p

There are no walkpads installed at the roof splash pans.

There is a large gap where the existing roofing meets the new scupper flashing.

There are materials and a ladder still stored on the roof,

There are asphalt stains on the exterior walls.

There is damage to one of the fascia pieces at the rear of the building where the kettle was set up.

The louver flashing pan has no fasteners. Fasteners are behind louver.

The sheet metal flashing at the base of the penthouse wall is not painted.

The corner piece of the sheet metal flashing at one location is not the same size as the adjacent piece.

Laps at the sheet metal flashing are soldered in some places. The soldering is broken

SECTION X: Warranties and Guarantees

The Contract Documents require a General Conditions Warranty for twenty (20) years fiom the date of Substantial Completion. The warranty requires all Contractors to repair or replace any or all of their work, together with any or all other work which may be damaged or displaced by so doing, that may prove to be defective in its workmanship, materials, or failure to conform to Contract provisions and requirements within a period of twenty (20) years from the date of Substantial Completion without expense whatever to the County, ordinary wear and tear and usual abuse or neglect excepted.

The Substantial Completion date of December 17,2005 will commence the twenty (20) year warranty period. Damage or defective workmanship or materials will be covered under the warranty provisions of the Contract. A copy of the GuaranteeJWarranty is attached. The GuaranteeIWarranty were forwarded to General Services Agency on October 18,2006. (See attached transmittal.)
