DIWALI CELEBRATIONDiwali (also spelled Devali in certain
regions) or Deep-avali, popularly known as the festival of lights,
is an important festival in Hinduism, celebrated for different
reasons, occur-ring between mid-October and mid-November. For
Hindus, Diwali is one of the most important fes-tivals of the year
and is celebrated in families by performing traditional ac-tivities
together in their homes. For Jains, Diwali marks the attainment of
moksha or nirvana by Ma-havira in 527 BC. For Sikhs, Diwali is
celebrated as Bandhi Chhor Diwas
(The Celebration of Free-dom), and celebrates the release from
prison of the sixth guru, Guru Har-
gobind, who also rescued 52 Hindu kings held cap-tive by Mughal
Emperor
with him in the Gwalior Fort in 1619.

The name Diwali is a contraction of Deepava-li, which translates
into row of lamps. Diwali involves the lighting of small clay lamps
(diyas or dpas) filled with oil to sig-nify the triumph of good
over evil. During Diwali, all the celebrants wear new clothes and
share sweets and snacks with family members and friends.
Diwali commemorates the return of Lord Rama, along with Sita and
Lak-shmana, from his 14 year long exile and vanquishing the
demon-king Ravana. In joyous celebration of the return of their
king, the people of Ayodhya, the Capital of Rama, il-luminated the
kingdom with earthen diyas and by bursting firecrackers.
SikhismBandi Chhorh Divas
For Sikhs, Diwali is im-portant becuse it celebrates the release
from prison the sixth guru, Guru Har-gobind Ji, (hence also called
Bandi Chorr De-vas), and 52 other princes from the Gwalior Fort in
1619. The Sikhs cel-ebrated the return of Guru Hargobind by
lighting the Golden Temple and this tradition continues today.
Martyrdom of Bhai Mani Singh Ji
An important Sikh event associated with Diwali is the martydom
of the elderly Sikh scholar and
stategist Bhai Mani Singh in 1737. Bhai Mani Singh was the
Granthi (keeper/reader of Sikh scripture) of Harmandir Sahib
(popu-larly known as the Golden Temple). He transcribed the final
version of Guru Granth Sahib dictated to him by Guru Gobind Singh
in 1704.
Bhai Mani Singh assumed charge of Harmandir Sa-hibs mangement in
1708. In 1737, he received per-mission from Zakariya Khan, the then
Mughal governor of Punjab, to hold a religious gathering of the
Khalsa for celebrat-ing Bandi Chhorh Diwas on the auspicous day of
Diwali for a large tax of 5000 Rupees. He expected to put together
the required sum from contribution made by the Sikhs who would
assemble that day. But on discovering Za-kariya Khans plot to kill
the Sikhs during the gath-ering, he Zakariya Khan ordered Bhai Mani
Singhs execution at Lahore. It is also believed that this event,
along with other Sikh martyrdoms, gave further momentum to the
Khalsa struggle for free-dom and eventual success in establishing
the Khalsa rule in the north of Delhi.
Uprising against the Mu-ghal Empire
The festival of Diwali became the second most important day
after Bai-sakhi, when the Khalsa was formally established
by the Tenth Guru Guru Godind Singh inn 1699.
The Sikh struggle against Mughal Empires atroci-ties on
non-Muslims, es-pecially on Sikhs, which intensified in the 18th
cen-tury, came to be centred around this day. After the execution
of Banda Baha-dur in 1716, who had led the agrarian uprising in
Punjab, the Sikhs started the tradition of deciding matters
concerning the community at the biennal meetings which took place
at Amritsar on the first of Baisakh and at Diwali. These assemblies
were known as the Sarbat Khal-sa and resolution passed by it became
a Gurmata (Decree of the Guru)
Diwali is celebrated in various parts of the world, particularly
those with large populations of In-dian and Hindu origin. These
include countries such as Sri Lanka, Myan-mar, Thailand, Malay-sia,
Singapore, Indonesia, Australia, New Zealand, Fiji, Mauritius,
Kenya, Tanzania, South Africa, Guyana, Surinam, Trini-dad and
Tobago, Canada, the United Kingdom and the United States. With more
and more Indians now migrating to various parts of the world, the
number of countries where Diwali / Deepavali is cel-ebrated has
been gradually increasing.

Canada Hosts Ninth Round of Negotiations Toward a Trade
Agreement with European UnionA Canada-EU trade agree-ment will
benefit Canadian workers, businesses and families in all regions of
Canada
The Honourable Ed Fast, Minister of In-ternational Trade and
Minister for the Asia-Pacific Gateway, today announced the start of
a ninth round of negotiations toward a comprehensive economic and
trade agreement with the European Union. This latest round of talks
is scheduled to continue until Friday, October 21, 2011, in
Ottawa.
We welcome the Euro-pean negotiating team to Ottawa. Working
alongside our negotiators, Canada and the EU are moving closer to
an ambitious agreement that has the potential to boost two-way
trade by 20 percent, creating prosperity and opportunity for
Cana-dian businesses, workers and their families, said Minister
Fast. These negotiations
represent our most signifi-cant trade initiative since the North
American Free Trade Agreement. With trade accounting for over 60
per-cent of our annual GDP, and with one in five Canadian jobs
dependent on trade, a Canada-EU trade agree-ment is a key part of
our governments job-creating, pro-trade plan.
Canada and the European Union have held eight suc-cessful rounds
of negotia-tions since the start of talks in October 2009. To date,
significant progress has been achieved in such areas as goods,
services, investment and government procure-ment.
A Canada-EU trade agree-ment will benefit Canadian workers in
many sectors of the Canadian economy, including, but not limited
to, manufacturing, aero-space, chemicals, plastics, aluminum, wood
products, and fish and seafood, as well
as other commodity- and resource-based businesses.
Some critics manufacture baseless fears and wilfully ignore the
real benefits that a Canada-EU trade agree-ment will bring, said
Min-ister Fast. The facts clearly show the real benefits of a
Canada-EU trade agreement: a $12-billion annual boost to Canadas
economy, a $1,000 increase in the average Ca-nadian familys income
and almost 80,000 new jobs. In these globally uncertain economic
times, an agree-ment with the European Union will help to protect
and strengthen the financial security of hard-working Canadian
families.
In less than six years, Canada has concluded free trade
agreements with nine coun-tries and is in ongoing ne-gotiations
with many more, including India, with which a trade deal could
boost Canadas economy by at least $6 billion.

Mayor George Pearys official opening of his campaign office took
place on Oc-tober 16th, 2011 at #101 - 1925 McCallum Road. There
was a large gathering of friends and well wishers who were present
to announce their support.
Mayor Peary Officially Opens His Campaign Office
Fauja Singh becomes oldest marathon runner
Fauja Singhs translator and coach Harman-dar Singh: Running has
given him a new focus in lifeA 100-year-old Briton has become the
worlds oldest marathon runner after finish-ing a race in
Canada.Fauja Singh, from Ilford, east London, ran the Toronto
Waterfront Marathon in eight hours, 25 minutes and 16 seconds. The
record-holder hit the wall at 22 miles but soldiered on for another
two hours and finished in 3,850th place, ahead of five other
competitors.Mr Singh, who took up running 11 years ago after his
wife and son died, trains every day by running 10 miles. His coach
and interpreter Harmander Singh said Mr Singh was overjoyed.
Earlier, just before we came around the (final) corner, he said,
achieving this will be like getting married again.Hes absolutely
overjoyed, hes achieved his lifelong wish.Born in India in 1911, Mr
Singh was a farmer in the Punjab but moved to Britain in the
1960s.He puts his stamina down to ginger curry, tea and being
happy. He holds the world record for the over-90 category after
running the 2003 Toronto
marathon in five hours and 40 minutes. His latest feat earns him
another spot in Guinness World Records. On Thursday he broke another
eight records for 100-year-old men by completing all eight
distances ranging from 100m to 5,000m.Mr Singh said: The secret to
a long and healthy life is to be stress-free. Be grateful for
everything you have, stay away from people who are negative, stay
smiling and keep running.

Thakur Singh Banga came to Canada in the year 1906. During his
early days he spent some time in Vancou-ver Island, New Westminster
and Abbotsford. His fourteen year old son, Nand Singh Banga and his
younger brothers Pritam Singh and Hardit Singh joined him in the
year 1920. They began working along with their grandfather. The
family also worked in Coombs on Vancouver Island and later moved
over to the mainland Vancouver to work for the Mohawk Lumber
Company in the city of New Westminster. Bimbs grandfather Thakur
Singh, his father and uncle, his mother, his three sisters and two
broth-ers, along with his uncle Pritam Singhs three sisters and two
brothers all lived together in the two houses, which were
constructed very close to each other, spread in about 4 acres. In
1938, Bimbs mother went back to India along with her three
daughters and son Mohinder Singh to stay. Bimb and his elder
brother Ajit Singh continued to stay in Canada with their younger
Uncle Hardit Singh, who had earlier returned from Punjab and their
grandmother. The family from Canada all got along very well with
cousins in India. They returned to
Canada after enjoying their stay in India for some time.
The Banga family had a long associa-tion with the Gur Sikh
Temple. Bimbs grandfather, Thakur Singh, while work-ing for the
Thretheway lumber company at the end of Mill Lake Road carried
lumber with other men after their shifts to the Gur Sikh temple
site and helped construct the Gurdwara. This was done so that
everyone in the community had a place to come, whether they were
liv-ing in Langley, Chilliwack or Mission. The Banga family used to
come to Ab-botsford from New Westminster quite often where they met
Sunder Singh and Harry Singh. Harry Singh and his brothers became
great companions to enjoy Abbotsford with and gelled well with the
Banga brothers. Together they used to visit the Gur Sikh Temple
every Sunday. They spent most of their Easter and summer holidays
in Abbotsford, and looked forward to their visit to the Gur Sikh
Temple. Sunder Singhs boys would pick them up from Queensborough
and then they would all enjoy working in the farms of Sunder Singh
or Harry Singh. According to Bimb, We enjoyed it out here in the
country and went to the Gur-dwara, Gur Sikh Temple every Sunday.
When there was a service at the Gurd-wara we definitely went there
and en-joyed the congregation which gave a feel of a close knit
family of Sikh people to us, here in Abbotsford. There were only a
few families that lived in Abbotsford and Chilliwack, Mission and
we all got together at this one Gurdwara. This was the closest
Gurdwara for this area and everybody knew everybody. And, my Dad
right from the days when he lived in Queensborough, in New
Westminster visited the Gurdwara to help in cooking and the service
there for all the years I can remember as a child.
This article is part of a community-wide celebration in honour
of the building of the National Historic Site Gur Sikh Temple (est.
1911). In celebration of the efforts of those first Sikh pioneers
who helped to build our community, members from throughout the
community will be writing weekly articles discussing various issues
of Punjabi heri-tage, culture, youth, spirituality, and religion.
If you are interested in contributing, please contact Navneet Sidhu
at [email protected].
THAKUR SINGH BANGAThe man, his family and the Gur Sikh
Temple
When the Banga family moved to Ab-botsford to live in the year
1951-52, they leased Harry Singhs farm for two years. The family
bought cows and some of the equipment and established their dairy
farm. Unfortunately, Harry Singh passed away and his children for
some reasons did not lease the farm back to them. The Banga familys
friend Ken Neil from Mission, Canadian Canners, suggested to him to
use some of his land he had for dairy farming. He also built a barn
for the cows. The family moved to Mission and remained involved in
the business of dairy farming until the year 1958. Even when they
were in Mission they continuously visited and participated in the
activities of the Gur Sikh temple.
According to Bimb, one of the leading Sikh couples who supported
every one in Abbotsford, were the Tayaji and Tayiji of the Thandi
family. I learnt most of my farming skills from Tayaji. From his
way of farming, running the machinery, plant-ing, spraying,
literally everything. And we enjoyed that life. They were like our
parents, recalls Bimb. Bimb believes that it is crucial for the
coming genera-
tions to learn about Tayaji and Tayiji and pay their tribute to
what they did for the Gur Sikh temple and our community in
Abbotsford. They donated lumber, their time, andmoney to make sure
that the Gur Sikh temple was kept in good shape and order.
The Banga family is very pleased that the Gur Sikh temple is now
officially declared as the National Historic Site of Canada. Bimb
sharing his thoughts says, I hope this historical site, will give a
little bit of insight to all the people not just some of the
East-Indian people but all the people of Canada or whosoever comes
onto the history of it. An in depth look at what the site really
means to everybody here in Abbotsford and who-soever, and whoever
grew up with in that environment of that temple.
*This interview was given by Bimb Banga on behalf of his
grandfather late Thakur Sing.

After my accident I had constant neck and back pains. I felt sad
most of the time and became very anxious about the future. ICBC
said I was overreacting and offered $17,000. My case settled for
$400,000 at mediation. MR. S.
The damage to my car was only $700. ICBC said I could not have
been injured; but I was. My lawyer finalized my claim for $28,000
plus expenses. MISS M.
ICBC offered me $32,000 to finish my case. I was off work for 6
months and saw a specialist because of my jaw injury. I couldnt mop
the floor or clean our bathroom without help from my children. I
received $200,000 through my lawyers efforts. MRS. S.
The damage to my vehicle was about $1,700. ICBC said this was a
Low Velocity Impact (LVI) and refused to pay me for my injuries and
physio costs. My lawyer obtained more than $45,000 for me. MRS.
B.
A car hit me as I walked across the street. ICBC blamed me
because of the colour of my clothing. My lawyer worked hard and
obtained necessary evidence. My case settled for over $300,000.

JATI SIDHU KICKS OFF CAMPAING BY ANNOUNCING HE WANTS VOTER TAX
CREDIT
If you vote in Ab-botsfords civic election, city coun-cil
candidate Jati Sidhu thinks you should be rewarded.
With the Abbotsford civic voter turnout at less than 25 per cent
in 2008, Jati Sidhu is sug-gesting each household be granted a
property tax credit of
$100 to help boost the number of people ex-ercising their
franchise. Because the voting pro-cess is tracked electroni-cally,
Sidhu believes it wont be difficult to apply the tax credit in this
election or in future ones.
There are countries around the world where voting is mandatory,
but
I dont believe in impos-ing another law on our citizens, said
Jati Sid-hu, who has been active in the community for 30 years as a
businessman, farmer and advocate.
I would rather give them an incentive to vote, to express how
they feel about what is happening in the com-munity, he said.
JatI Sidhu Kicked Off his Campaign on October 18th at the Legacy
Building at the Exhibition Park in Abbotsford.

40 more B.C. municipalities now using BizPaL
Starting and run-ning a business in British Co-lumbia is easier
thanks to BizPaL, an on-line business permit and licence service
that saves time spent on paperwork and helps entrepreneurs start up
faster.
Today, the Honourable Maxime Bernier, Minister of State (Small
Business and Tourism), together with Pat Bell, Minister of Jobs,
Tourism and In-novation, welcomed the launch of BizPaL to 40
additional municipalities in British Columbia.
BizPaL is an innovative service that provides en-trepreneurs
with simpli-fied access to information on the permits and licenc-es
they need to establish and run their businesses. This unique
partnership among federal, provin-
cial, territorial and mu-nicipal governments is designed to cut
through the paperwork burden and red tape that small busi-ness
owners encounter.
The BizPaL service in these 40 municipalities was developed
through a partnership with local governments, the Prov-ince of
British Colum-bia and the Government of Canada. Overall, 98
municipalities in British Columbia now offer the service.
Quotes:
Honourable Maxime Ber-nier, Minister of State (Small Business
and Tourism)
Our government is com-mitted to providing small- and
medium-sized busi-nesses with the tools they need to succeed.
BizPaL is a great example of our
governments commit-ment to cut red tape so Canadian businesses
can continue to do what they do best: innovate, create jobs and
generate wealth in our communities.
Pat Bell, Minister of Jobs, Tourism and Innovation
Creating jobs is the B.C. governments number-one priority, as
laid out in our jobs plan, Canada Starts Here. BizPaL is a fast,
ef-fective tool that allows ex-isting and new businesses to spend
less time filling out forms and more time innovating, expanding and
ultimately, creating jobs for B.C. families.
Linda Larson, vice-chair, Small Business Round-table
BizPaLs single point of access for permit and licensing
requirements is a valuable timesaver. The
Small Business Round-table recommends that every community in
B.C. adopt this service to the benefit of their entrepre-neurs.
Quick Facts:
The following 40 com-munities have adopted BizPaL:
100 Mile House, Williams Lake, Dawson Creek, Ha-zelton, Kitimat,
Radium Hot Springs, Sparwood, Squamish, Trail, Abbots-ford,
Burnaby, Creston, Hudsons Hope, Lillooet, Mission, Port Coquitlam,
Richmond, Vancouver, Fort St. John, Fruitvale, Vanderhoof, Hope,
New
Hazelton, Prince Rupert, Queen Charlotte, Ter-race, Chetwynd,
Elkford, Fraser Lake, Northern Rockies Regional Munic-ipality,
Tumbler Ridge, Esquimalt, Kimberley, Logan Lake, Fort St. James,
North Saanich, Sidney, Sooke, Victoria and View Royal.

Housing starts increased a much stronger than expected 15.0% to
658K
annualized units in September
Privately-owned housing starts in the U.S. increased 15.0% in
September to an annualized pace of 658K units following a 7.0%
decline in August to 572K (initially reported as 571K.) Market
expecta-tions going into the report had been for a much smaller
3.3% gain to an annualized 590K. This months outsized pace of
growth was driven mainly by a large increase in the volatile urban
multiples component, and represents the fastest pace of expansion
since April 2010, when the homebuyers tax credit deadline spurred
construction. Regionally, increases were largely concentrated in
the South and West, although all regions saw gains. In contrast to
the increase in starts, building permits de-clined by 5.0%, to 594K
from 625K in August (initially reported as 620K.) This retraces a
4.0% gain last month. The faster pace of housing starts in September
was due mainly to increas-es in multiple starts, which jumped to an
annualized pace of 233K from 154K in August, a gain of 51.3%.
Singles also increased, but by a much smaller 1.7% (to 425K from
418K.) This offsets declines in both compo-nents in August (-2.8%
and -16.8%, respectively.) On a regional basis, the South and West
saw large increases of 15.7% and 18.1%, respectively, driv-en
entirely by rebounds in the mul-tiples component (singles fell 9.4%
in the South and remained flat in the West). The Northeast and
Midwest also saw growth (12.7% and 9.3%, respectively), but this
was driven by increases in single starts. The former region had
been particularly weak in August, reflecting Hurricane Irene
disruption to construction activity.Permits for new housing units
de-creased by 5.0% from the 625K an-nualized units seen in August
to an annualized 594K in September. The decline in September
reflected a rela-tively small 0.2% drop in the singles component,
combined with a larger 14.5% decrease in multiples. On a regional
basis, permits increased in the Northeast and Midwest (up 4.9% and
0.9%, respectively) but declined in the South and the West (-7.0%
and -9.0%.)
Although this months reading indi-cated strong growth in housing
starts, home building in the US still remains near the range of
500K to 650K that has prevailed since the start of 2009. Although
we believe that residential construction will fall slightly from
this months elevated levels, we still expect housing to provide a
small positive contribution to GDP growth in the fourth quarter.
Yesterdays homebuilder confidence report sup-ported this
interpretation, with the largest one-month improvement in the index
since April 2010, rising to 18 from 14 in September. Nonethe-less,
both confidence and housing activity remain at depressed levels, as
we continue to see constrained demand for new homes mainly due to
strong price competition from the persistently high volume of
distressed existing homes available for sale in the market. As a
result, we expect that new home construction will continue to be
range-bound over the near-term.Data details a.. Housing starts
increased 15.0% to an annualized 658K units in Sep-tember. b.. The
increase was mainly due to strength in the multiples component,
which increased by 51.3%. Singles also inc
