On October 13 th , Secretary Panetta signed a letter on “Improving Financial In- formation and Achieving Audit Readiness” which dictated that DoD will have a pilot certification program for financial managers by the end of calendar year 2012. 1 This new program is already under development by a Senior DoD Working Group led by Ms. Sandra Gregory, OUSD(C) FWM. Under the current draft of the pro- gram, financial managers will be required to certify at one of three levels depending on the future coding of their specific job posi- tion. These levels are reminis- cent of the acquisition career field certifications available through the Defense Acquisition Univer- sity. Certification at each level will require completion of specific courses in some of the 23 FM and 3 leadership competencies identified by the working group. Each level is also envisioned to require a certain number of years of experience working in the appli- cable career field. Additional rec- ommended requirements for each level include increasingly ad- vanced degrees and completion of test-based certification programs such as the CDFM. Finally, each financial manager will have to maintain their certification by ac- quiring a set number of continuing professional education (CPE) cred- its each year based on their level. Fortunately, membership in the ASMC Aloha Chapter helps pre- pare all of us to meet these future requirements. CPEs are easy to accumulate through the quality training available to members, whether through access to Armed Forces Comptroller, asmconline.org online training, monthly chapter meetings, or the Aloha Chapter’s active CDFM edu- cation program. At the ASMC PDI in Minneapolis, MN in May 2011, the Un-
der Secretary of Defense (Comptroller) Robert F. Hale an-
nounced a new course based certification program for the DoD
financial management workforce. Over the last several months
a senior working group chaired by Sandra Gregory, OUSD(C)
FWM has been working to outline this new program and begin
implementation. Recently Sandra Gregory testified at the
House Armed Services Committee, Defense Financial Manage-
ment and Auditability Reform Panel on this issue. Additionally
the Secretary of Defense signed a memo on Improving Finan-
cial Information and Achieving Audit Readiness, which in-
cludes the certification program for financial managers.

CEO 24 Hour Fitness, Carl Liebert, III Provides Leadership and Advice on
Operating a Company in Challenging Times—Article by Joanne Lofton
Members and guests attending the October luncheon had the pleasure of hearing
from Carl Liebert III, CEO of 24 Hour Fitness. The joint event was co-hosted by the
ASMC Aloha Chapter and the Supply Corps Association of Hawaii (SCAH). Also in
attendance was RDML Glenn Robillard, Pacific Fleet N4. Members of ASMC were
credited with 1 CPE for attending the October luncheon.
A former United States Naval officer, Carl earned a bachelor’s degree in physical
science from the United States Naval Academy. While there, he was a three-year let-
ter winner on the nationally ranked basketball team, later earning a master’s of busi-
ness administration from the Owen Graduate School of Management at Vanderbilt
University.
Prior to joining the 24 Hour Fitness leadership team in November 2006, Carl was
Executive Vice President for the Home Depot. In this role, he oversaw more than
2,000 US and Mexico stores, and was responsible for sales, execution and operations.
During his tenure at Home Depot, he successfully implemented a variety of innova-
tions, including a self-checkout, back-end automated receiving, and several customer
services and staffing enhancements. Earlier in his career, Carl served as Circuit City’s
Senior Vice President and Division President of 317 Superstores in the company’s
Western Division – consisting of 18,000 associates located throughout 32 states and
generating more than $4.5 billion in sales. Previously, as Vice President of Corporate
Operations and Six Sigma for Circuit City, he was responsible for supporting the
“back-room” operations of more than 600 Superstores and the successful implemen-
tation of Six Sigma.
Responsible for the worldwide operations of more than 400 fitness clubs and
20,000 employees, Carl understands the power of changing lives through fitness.
Every day presents an opportunity for this 24-year old company to help members live
better and live longer. He co-founded “Jessica’s Hope Project,” a non-profit organiza-
tion that focuses on sending fitness-oriented care packages overseas to all branches of
the military. Carl serves on the Veterans of Foreign Wars Foundation Board of Direc-
tors, the advisory Boards for both CameronBlue Capital and the Deming Center at
Columbia University, and the V Foundation Board.
A caring leader with vision and integrity, at each step throughout his career Carl
has applied the principles of treating his associates well, focusing on the customer ex-
perience and building great teams that deliver results.
