How often have you seen it hap-

pen? The boss blurts out some-

thing completely wrong, and the

employees smile and offer no

objection. Perhaps you yourself,

as a foreign guest, have been “the boss” in

this situation. I certainly have! What you’ve

witnessed is Japan’s vertical social struc-

ture, where there is no point and indeed no

acceptable means to object to your superior.

In the West, we also have superiors and in-

feriors, but we don't really like to emphasize

the point, because we have to be careful not

to anger our co-workers. We mock the “yes

men” around us and try to minimize our power

structure. In Japan, though, a life without ver-

tical relations would be one full of confusion

and anxiety. What direction should we be tak-

ing? Whose chain of command are we under?

Thus, the problem at

hand: there’s no way

to appeal the deci-

sions of your friend-

ly local bureaucrat.

Foreigners of-

ten feel powerless

in this culture, even

after many years in

the country. You will

often hear regrets

that Japan’s overly

structured society

stifles innovation or

prevents equal treat-

ment. Japanese lo-

上司が間違ったことを口走っているのに、部下は微笑みをたたえて反論すらなくただ座っている光景、なんど

も見たことあるよね?外国人ゲストとしてココにいる君たちなら、私同様、この「上司」の気分を味わったことがあるはずだ。これが、まさしく日本の縦社会。上に逆らうな、ってこと。もちろん欧米にも上司部下の関係はあるけど、仕事仲間として気を配ることも大切だから、上下は敢えて意識しないようにするのが普通だよ。何かあればとりあえず受け止

めて、権力ではなく人として尊重するようにしてる。対して日本は、縦の関係がなくなったら、どのように対応すべきかで戸惑い、混乱する人で溢れるんじゃないかな?どうしよう?誰の指示に従えばいい?ってね。自分の判断で選択できないから、日本で選挙の価値がないのに通じるよね。 たとえ長年住んでいても縦社会文化に無力感を味わうことはしょっちゅうあるよ。日本のその組織化されすぎた社会が、制度改革や平等な扱いを受ける権利を妨げているそう

だ。日本人の中にも、才能があってもこの社会構造の中で抑制されるケースは少なくないはず。もちろん、完璧な社会に住んでいる人なんてどこにもいないってことは知ってるけど、ここは世界で 3 本の指に入る経済大国で、最も安全な国のひとつだよ。しかも政府主導で行なわれてきたことでなく、暗黙の了解で求められる協調ってやつの仕業っていうから驚きだよ。日本の生活は、日常から人間関係にいたるまですべてが、協調という名の抑制で成り立っ

way, what’s a manager to do when his boss

is wrong? This is an eternally hot topic in Ja-

pan, for which a certain answer might never

be found, but a local small business owner

offered me one answer last night. He told me

that when the foreign trade ministry rep-

resentative came to his office, he treated

him like a king, respected his every order,

smiled and nodded while he listened to a long

stream of bad advice—and then proceeded to

do just the opposite, making big profits for

his company. Better to ask for forgiveness

than permission.

criticism. Certainly nobody is perfect in any

country, but it’s easy to forget in this flood of

lamentation that you are living in the third

largest economy in the world and one of the

safest places on Earth. That didn’t happen

through a government order; it required the

cooperation of an entire people.

Every aspect of Japanese life is marked by

this shared belief in program, enlivening and

giving meaning to the basic, everyday rela-

tionships in our lives. It’s woven neatly into the

language, so that honorific or casual attitude

is always specified. The regularity of aisatsu,

greetings, in the office, and set phrases at

the restaurant or convenience store, pro-

vides constant reassurance of the existence

of program. In the 1960s, businessmen con-

sidered a clean suit more important than a

full meal. And the same instinct that creates

this vertical society also creates many of the

special experiences sought after by foreign-

ers who come here.

Nothing demonstrates this better than the

nomikai, a ritual that continues to astound

newcomers, and with good reason. Told he

will be made to attend an office party after

his arrival, a Westerner’s mind might naturally

flicker to horrific memories of similar events in

his home country: standing awkwardly around

groups of unfamiliar coworkers, and being

forced to pal around with your boss as if he

were an average guy. Instead they give him

an assigned seat and a set meal to attend to,

and tell him not to fill his own beer glass. If he

wants beer, he must fill the glasses of those

around him. These simple rules, if followed

by everyone, perform magic. Suddenly the

simple act of filling up a glass becomes an

exchange of thoughtfulness: you scratch my

back, I’ll scratch yours. The new guy gets a

chance to solidify his role at his business by

demonstrating concern for, and interest in,

his coworkers. He leaves the nomikai feeling

fulfilled and better connected. Only the clev-

erest gaijin, though, will realize that life at

the office is supposed to work the same way.

国人なら本国での苦い思い出が脳裏をよぎる。まだ知らない同僚らに囲まれ、居心地悪く前に立たされた上に、上司に対してフレンドリーに振る舞うように薦められる ...。一方、日本では予め用意された席に通され、食事でもてなしをうける。ビールは手酌でなく、お互いが注ぎ合う。簡単な決まりごとだけど、全ての人がこの作法に従い、魔法のように物事がスムーズに進むんだ。ビール一杯のお酌から深い思いやりへ。まるでお互いの背中を掻きあうような感覚さ。新人は職場の人への気遣いを見せることで自分の地位を確固たるものにした、と満ち足りた気持ちで飲み会を後にするけど、本当に賢いヤツは、この「飲み会感覚」がオフィスでは通用しないことを

知っている。縦社会文化は根強いからね。 最後におさらいだ。さて、上司や客が間違ったことを言っている場合、どのようにすればいいだろうか?正解はないが、とある零細企業の社長がヒントをくれた。その社長のオフィスに海外から貿易担当者が尋ねてきた。社長は客をうやうやしくもてなし、客の言うことは、例え間違ったアドバイスでも笑顔で頷いて受け入れてみせた。その後、その社長は客の言うこととは逆のことをして、会社に大きな利益をもたらしたんだと。「許可されることを待つより、とにかくやってしまえ。問題があったら相手の寛容に訴えて許しをもらうほうが、何もやらないよりいい。」ってことかな。これってドーデショ?

In Fukuoka

In his teens, Andrij Sonoda was into wadaiko (Japanese drums) for a few years, but nev-

er imagined he would become a pro! But, that is what happened earlier this year - and

he hasn’t looked back! It has had him travel throughout Japan and in South America al-

ready, and he is looking forward to next year which could include South American and

European tours. His troupe is called Japan Marvelous, and he spent a year with them as a

trainee, before they took him on as one of their five regular members. He is one of only a few

foreign professional wadaiko players in the country, and is happy to be promoting the art to

the world. Now, besides practicing three hours a day, he is the quasi international relations

go-to – translating information into English and Portuguese and arranging overseas tours. He

also teaches others at the associated school ‘Wadaiko Studio Ikkokan’ where he has started

an international class which offers English guidance. Andrij loves that once he mastered the

official techniques of the wadaiko – how to hold the sticks, stand and strike the drum, he has

been able to incorporate his own style -as a musically passionate Brazilian,

he has lots of that! His advice to anyone who wants to try wadaiko or Jap-

anese arts is, “Japan gives us opportunities that we might not have at

home. Obey the rules they give you and you can do it.” For information

Tomyo Concert 2012 in KotokujiThe 750 year old buddhist tem-

ple of Kotokuji is illuminated fan-

tastically for this concert. Ethe-

real sounds of ocarina and piano

drift across the grounds, as Fu-

kuoka musician Naoko Wada per-

forms on a candlelit stage. Near-

by, a large camphor tree will be

illuminated.

Rainbow 2012 ASOThis 5-day camping music festi-

val in Aso is a revival of a legend-

ary Tokyo party. Around 10,000

flock to the Aso outdoor stage

to dance all day and night. 10~25

bands each day, plus 35 DJs and

VJs, organic food and goods stalls

and more. Join the camping com-

munity and feel the love!

Nagasaki KunchiHeld every Autumn, this three-

day festival originated in 1634

when two female performers

dedicated a new dance to the

Suwa Shrine. The dance, called

“Niwasaki-mawari”, is now reg-

◊ Fukuoka Tourist City PassFukuoka City Transportation Bureau, The

Nishi-Nippon Railway, The Kyushu Railway

Company, and the Showa Bus Company have

teamed up to offer the Fukuoka Tourist City

Pass, a one-day pass for overseas tourists to

use on public transportation in Fukuoka City.

• There are two types: (1) ¥800 (Inside the

city, except for Nishitetsu trains), and (2)

¥1,300 (Inside the city and Dazaifu)

• Transportation facilities available:

Nishitetsu buses (Central Fukuoka, free

area), Fukuoka City Loop Bus (Guriin),

Nishitetsu trains (Fukuoka Tenjin Station

– Dazaifu Station), JR Kyushu (Takeshita

◊ Universal Design City – Fukuoka FestivalFukuoka City’s objective is to become a com-

munity open to all and where everyone is con-

siderate of others. Several events based on

this theme will be held from Sep. 29~Oct.14.

On Sunday, Oct. 14, from 11:00~16:30, an event

will be held to raise awareness about the dis-

abled. It will include a walk wearing eye masks,

the chance to experience mobility in a wheel-

chair, different booths, and the sale of items

produced by a workshop for the disabled.

Also, the 4th International Conference

for Universal Design in Fukuoka 2012 will be

held from Oct. 12~14 at the Fukuoka Con-

vention Center, the Fukuoka Kokusai Cen-

ter, and universities in the city. An estimated

12,000 people from 30 countries and territo-

ries will attend. The conference will feature

the exchange of opinions and the interac-

tion of the participants, and discussions

on achieving a society with a high level of

universal design.

• A symposium open to the public will be

held on Friday, Oct. 12, from 12:10. It will

be open to 1,000 people, and admission

is free. Applications are being accepted

on the Web at (www.ud2012.net). Site: Fu-

Keynote addresses will be given by au-

thor Ayako Sono and architect Toyo Ito,

with simultaneous interpretation, sub-

titles, and Japanese sign language.

◊ Let’s mind our mannersFukuoka City passed an ordinance calling for

the creation of a safe, pleasant, and livable

Fukuoka. It is part of the city’s efforts to im-

prove the public behavior of its citizens. Mea-

sures include prohibiting the abandonment

of bicycles, preventing automobile parking

that causes inconvenience, preventing the

littering of cans and other refuse, prohibit-

ing graffiti, enforcing the responsibilities of

smokers, and prohibiting illegal advertising.

There are also plans to pass an ordinance

this year for the safe use of bicycles. At pres-

ent, smoking is prohibited on the street in the

Tenjin, Daimyo, and Hakata Station districts.

Officials are circulating to provide guidance

for obstructive parking, smoking in prohib-

ited areas, and safe driving.
