Regular Meeting Minutes December 1, 2016

The regular meeting of the Ocean City-Wright Board of Fire Commissioners was called to order by Chairman Robert Jankowski at 5:30 P.M. in the training room of the Ocean City-Wright Fire Department.

Acceptance of the October 31, 2016 Financials

MOTION: Commissioner Lambert SECOND: Secretary/Treasurer Johnston DISCUSSION: Chairman Jankowski questioned the large expense in unscheduled overtime so early in the budget year. Chief Lord commented that it was a carryover from the personnel issues from the previous year and next month will settle down significantly. VOTE: Unanimously Approved

Business

Commissioner Mark Baugh Resignation

Chairman Jankowski announced the resignation of Mark Baugh from the board effective December 1st. The board agreed to advertise the vacancy for thirty days and make the appointment at the next regular commissioner meeting. Motion: Vice Chairman Brown made the motion to have all resumes go to the Chief and have the cutoff date be the Friday before the Regular Meeting in January. Second: Commissioner Lambert Discussion: Chairman Jankowski asked that all resumes be sent out electronically as they come in. Vote: Unanimously Approved

Change Order #6 Motion: Vice Chairman Brown Second: Commissioner Lambert Discussion: Chairman Jankowski asked for an overall savings number on the building be presented at the next meeting. Vote: Unanimously Approved

Approval of Grant with DHS

Chief Lord explained the new grant and the sustainment amount of $42,365.00 to be used to maintain the MARC unit and sustainment of other Hazmat equipment. Motion: Vice Chairman Brown Second: Secretary-Treasurer Johnston Vote: Unanimously Approved

Dedication of New Fire House

Chief Lord discussed the letter received and asked Secretary-Treasurer Johnston to further expand on the letter and why the dedication of the new fire house is so richly deserved by Vern and Maxine Bendorf. Mr. Johnston spoke about the history of the department and Mr. and Mrs. Bendorf efforts in getting the department going and actually running the department from their home. He felt through their efforts and sacrifice that they, along with several other people, should be recognized for their dedication. Attorney McInnis suggested that a resolution be drawn up for the dedication of the new station for their recognition. Motion: Vice Chairman Brown made the motion to prepare the resolution in reference to the request Second: Commissioner Lambert Vote: Unanimously Approved

1st Reading of Ordinance 16-01

Attorney McInnis read the ordinance regarding the Pension Trust Fund updating the retirement fund. Motion: Vice Chairman Brown made the motion to approve the first reading Second: Commissioner Lambert Vote: Unanimously Approved

Smoking Policy

Attorney McInnis discussed the changes in the smoking policy to restrict smoking. Motion: Vice Chairman Brown made the motion to adopt the smoking policy Second: Secretary-Treasurer Johnston Vote: Unanimously Approved

Advertise Change in Policy 1.5 Attorney McInnis discussed the change in policy 1.5 to stop the advertisement of certain policies. This could cut the cost to advertisements for the district. He asked for permission to advertise one last time to amend the policy and create a new policy. Motion: Vice Chairman Brown Second: Secretary-Treasurer Johnston Vote: Unanimously Approved

Appoint Jennifer Benedict to Pension Board

Chief Lord asked that Jennifer Benedict be appointed to the retirement board after the resignation of Linda Scott from the board. Motion: Vice Chairman Brown Second: Commissioner Lambert Vote: Unanimously Approved

Discussion

Secretary-Treasurer Johnson gave an update on the new station. He said it would probably be the middle of January or late January for a move in date. Chief Lord commented that the county may be interested in purchasing the current station one. He discussed the appraisals and said the 1st appraisal based their figures on just the land whereas the 2nd appraisal included the building. He said he would do leg work and follow up on our options. Chief Lord gave an update on the large invoice from Allen, Norton and Blue. He had a lengthy discussion on the bill and is working with them on reaching a fair price for the investigation. Chief Lord discussed his meeting with Jason Vail and Attorney McInnis in re-doing the department policies. He commented that Attorney McInnis will do it in a red line form so they can see what is changing. Chairman

Jankowski asked that the board have adequate time to review the changes. This will be a major project where the board will need at least thirty days to review. Chief Lord commented that he would like to get them prepared by March. Chief Lord discussed the different classes that will be offered to the staff. There will be sixteen different leadership classes where all senior staff will attend. Chief Lord spoke of plans of restructuring the department and hiring new employees to fill vacancies. He also discussed the department email system and its reorganization in order to better handle public records request. Chairman Jankowski asked Chief Lord to provide an apparatus spreadsheet for the next meeting.

THE OCEAN CITY WRIGHT FIRE CONTROL DISTRICT

RESOLUTION NO. 2017-01

A RESOLUTION OF THE BOARD OF FIRE COMMISSIONERS OF THE OCEAN CITY –WRIGHT FIRE CONTROL DISTRICT HONORING THE CONTRIBUTIONS AND DEDICATED SERVICE OF LAVERNE “VERN” AND MAXINE BENDORF AS LEADERS IN THE EARLY MOVEMENT TO CREATE AND ORGANIZE THE OCEAN CITY-WRIGHT VOLUNTEER FIRE DEPARTMENT; DEDICATING THE NEW FIRE HOUSE #1 AT 233 RACETRACK ROAD, NE, FORT WALTON BEACH, FLORIDA TO THE MEMORY OF VERN BENDORF AND IN HONOR OF MAXINE BENDORF; AND PROVIDING FOR AN EFFECTIVE DATE.

WHEREAS, in 1961, a group of community minded citizens residing in the Ocean City and Wright area on the north side of Fort Walton Beach realized the need for a fire department to serve their area. At that time, the only fire department in town was located in the City of Fort Walton Beach. After much planning, these citizens were successful in their efforts and the Ocean City-Wright Fire Department was established in July of 1962; and, WHEREAS, Laverne “Vern” and Maxine Bendorf were leaders in the original movement to create and organize the Ocean City-Wright Fire Department and did continue their devoted volunteer services to the cause of fire safety in the Ocean City and Wright communities for over thirty (30) years; and, WHEREAS, the Department’s first apparatus was a pumper/tanker which was constructed from an old converted gas tanker. This pumper/tanker was kept at the Bendorf’s “Eglin Highway Grocery Store” under an oak tree next to their house at the corner of Eglin Parkway and Racetrack Road; and, WHEREAS, until the 1980’s, every local fire department had its own seven-digit number for taking emergency calls. The emergency calls for the Ocean City-Wright Fire Department would be answered in the Bendorf family home located in the rear of their grocery store near the intersection of what is now Eglin Parkway and Racetrack Road. Once the call came in, their family would telephone four other volunteers. Then the wives of those volunteers would call four others until all of the volunteers were contacted. This system worked well for the Department; and, WHEREAS, Mr. Vern was the Department’s original driver/operator of the first tanker apparatus and Ms. Maxine was the Department’s first and long term dispatcher, while at the same time raising five children; and,

WHEREAS, there were many other community minded citizens who worked hard to organize the Department and kept it operational, however these two individuals went beyond the call contributing extra time and effort. They offered their home, grocery store, and gas station for the base of operations to store Department equipment and operating dispatch 24/7. This was the heart of the Department’s operation until the first permanent Firehouse was built and manned in August of 1966; and, WHEREAS, the District is constructing a new Firehouse #1 at 233 Racetrack Road, NE, Fort Walton Beach, Florida and desires to honor the lasting contributions and unselfish service of Laverne “Vern” and Maxine Bendorf. NOW, THEREFORE, be it resolved by the Board of Fire Commissioners of the Ocean City-Wright Fire Control District as follows:

1. For their extraordinary leadership and contributions to the creation and longtime operation of the Ocean City-Wright Fire Department, which is today known as the Ocean City-Wright Fire Control District, the new Firehouse #1 located at 233 Racetrack Road, NE, Fort Walton Beach, Florida is hereby dedicated to the memory of Mr. Laverne “Vern” Bendorf and in honor of Mrs. Maxine Bendorf, whose commitment, dedication and tireless service helped insure that fire safety services were available to the citizens of the Ocean City and Wright communities for over thirty (30) years is deserving of this honor and historic recognition.

2. That the entire Bendorf family is extended the sincere gratitude and appreciation of the Ocean City –Wright Fire Control District and its citizens for its lasting contributions to the growth and success of the Fire District.
