SCOPEOFWORK
Situatedon16acresinHonolulu,theOahuCommunityCorrectionalCenter(OCCC)isthelargestjailfacilityintheStateofHawaii.OCCChousespretrialdetaineesandinadditiontoitsjailfunctions,providesreintegrationprogrammingformalesentencedfelons.TheHawaiiDepartmentofPublicSafety(PSD)alsomanagesandoperatestheLaumakaWorkFurloughCenter(WFC)whichislocatedneartheOCCC.InmatesassignedtotheLaumakaWFCareeitheractivelyseekingemploymentorworkinginthecommunity.
IthasbeendeterminedthattheStateofHawaiihasanimmediateneedforamodernandexpandedOCCC.InresponsetothisneedtheHawaiiDepartmentofAccountingandGeneralServices(DAGS)andHawaiiPSDareproposingtorelocateandexpandthesecureOCCCcampusalongwithrelocatingtheminimumsecurityLaumakaWFCcampus.TheintentofthisprojectisforPSDandDAGS,assistedbyateamofconsultantsledbyArchitectsHawaii,Ltd.(Consultantteam),toundertaketheplanning,engineering,architectural,environmental,andrelatedservicesnecessarytosupporttheproposedrelocationoftheOCCCcampusandtheLaumakaWFCcampus.Thetasksrequiredtosuccessfullyaccomplishthisundertakingaresummarizedbelowanddescribedindetailintheattachments.
A. PlanningforNewOCCCatNewLocation(BasicService)

OCCCReplacementPlanningGoalsandObjectives/ArchitecturalProgramandPlanningConceptDevelopmentTheConsultantteamshallconductafactfindingworkshopwithPSDandDAGSleadershiptoexplore,defineanddocumenttheplanninggoalsandobjectivesandPSDandDAGSvisionforthisengagement.SeeScopeofWorkfortheOCCCReplacementPlanningGoalsandObjectivesinAttachmentA.TheConsultantteam(ledbytheJusticeArchitectandspecialtysubconsultants)shallalsoworkwithPSDandDAGStoprepareanarchitecturalspaceprogramandplanningconceptsforallspacestobeincludedinthenewfacilities.SeeScopeofWorkfortheArchitecturalProgramandPlanningConceptDevelopmentactivitiesinAttachmentA.

SiteSelectionStudyBasedontheresultsoftheOCCCReplacementPlanningGoalsandObjectives/ArchitecturalProgramandPlanningConceptDevelopmenttask,theConsultantteam(ledbytheSiteSelectionPlanner/Specialistandspecialtyrealestatesubconsultant),shallidentifypotentialcandidatesitestorelocateandexpandtheOCCCandreplacetheLaumakaWFC.Alternativesiteswillbereviewedandrankedaccording

totheGovernmentspreference.SeeScopeofWorkfortheSiteSelectionStudyinAttachmentB.

UtilityAnalysisTheproposedrelocatedandexpandedOCCCwillrelyheavilyupontheavailabilityandcapacityofwatersupply,wastewatercollectionandtreatment,electricpower,andnaturalgassystemsandservices.Therefore,theConsultantteam(CivilandElectricalengineers)willanalyze/reviewinformationontheavailabilityandcapacityofutilityservicesinandnearthecandidatesitestodeterminetheimprovementsneededandtheassociatedorderofmagnitudecoststoservearelocatedandexpandedOCCC.TheresultsofthistaskwillbeincorporatedwithintheSiteSelectionStudyandtheEnvironmentalImpactStatement.(TheConsultantwillensurethereisnoduplicationofeffortbetweenandamongthesetasks.)SeeScopeofWorkforconductingtheutilityanalysisinAttachmentD.

EnvironmentalImpactStatementTheConsultantteamshallassistPSDandDAGSwiththepreparationandprocessingofaFinalEnvironmentalAssessmentandEnvironmentalImpactStatementPreparationNotice(FEA/EISPN),DraftEnvironmentalImpactStatement(DEIS),andFinalEIS(FEIS)underHRSChapter343,theHawaiiEnvironmentalPolicyActthatanalyzesanddocumentsthepotentialenvironmentalimpactsofrelocatingandexpandingOCCCandreplacingtheLaumakaWFC.SeeScopeofWorkforpreparingtheEISinAttachmentC.

PublicOutreachandCommunityInvolvementTheConsultantteamshallassistPSDandDAGSwithdevelopmentandimplementationofapublicoutreacheffortcombiningstrategicadviceandguidance,preparinganddistributingpublicinformationmaterials;arrangingandattendingformalandinformalmeetings;respondingtopublicinformationrequests;andcoordinatinginternalprojectteamdiscussions,activitiesandmeetings.Attheonsetofthistask,acleardivisionofroles,responsibilities,activities,anddeliverablesbetweentheConsultantteamandPSD,DAGSandothers,asapplicable,willbeestablished.Doingsowillensureasuccessfuloutcomeandavoidconflictsandduplicationofeffort.SeeScopeofWorkforPublicOutreachandCommunityInvolvementactivitiesinAttachmentE.

LandEntitlementsTheConsultantteamshalldeterminelandentitlementrelatedissuesforcandidatesites,suchaszoningchangeorvariancesthatmayberequired.Alsoconsideredwillbetheimpactsoftheentitlementprocessasitaffectstheoveralldevelopmentschedule.(NotethatzonechangeswouldnotberequirediftheselectedcandidatesitewaslocatedonlandsregulatedbyeithertheCityandCountyofHonoluluorHCDA.)SeeScopeofWorkforLandEntitlementsinAttachmentG.

SpecialPermitsTheConsultantteamshalldeterminetheneedforanyspecialpermits.PlanReviewUse(PRU)andSUPfortheselectedsitewillbeidentifiedifneeded.PRU,HCDAandSUPapplicationsandfeesareincludedandcoordinatedasajointEIS/SpecialPermitsapplication(s)oftheproject.However,utilitypermitsandfeesarenotincludedaspartofthiseffortandaredeferredtobepartofthefuturedesignoftheproject.AdetaileddescriptionisprovidedintheScopeofWorkforPRUandHCSAConditionalUserelatedactivitiesinAttachmentH.

ProjectDevelopmentReportTheConsultantteamshallprepareadraftandfinalProjectDevelopmentReport(PDR)necessaryforlateruse(byothers)indesigningtherelocationandexpansionofOCCC.ThePDRwillincludethefollowingitems:

MasterPlanReportforSelectedSiteConstructionoftherelocatedandexpandedOCCCislikelytobeaccomplishedinphases.TheConsultantteamshallprepareaMasterPlanreportthattakesintoconsiderationthephaseddevelopmentoftheselectedcandidatesite.AComparativeAlternativeProjectFinancingAnalysiswillalsobeperformedfortheselectedsitewhichexaminesallfinancingoptionsavailabletotheStateforfundingandmaintainingthenewcorrectionalfacilities.AlsoprovidedareValueforMoney(VfM)calculationstocompareconstructionfinancingbetweentraditionalandprivatesectorfundingsourcesaswellasacomparisonoflongtermmanagementcostsbetweendeliverymethodologies.SeeScopeofWorkforMasterPlanreportinAttachmentI.

ProjectPlanningScheduleAprojectplanningscheduleisattachedtothisproposalandwillbefurtherdevelopedandperiodicallyupdatedasneededtoreflectestimatedconstructionschedule(viaextracostallowance).Whennecessary(followingidentificationoftheselectedsite)andrequested,theConsultantteamshallpreparetheanalysisandnarrativefortheoveralldevelopmentscheduleandprojectconstructionschedulerelativetothefuturedevelopmentoftheselectedcandidatesite.Anallowancehasbeenprovidedforpreparingsuchscheduleswhichcanbeaddedatthetimeofrequestasadditionalservices.SeeScopeofWorkforschedulepreparationinAttachmentM.

UseoftheDBEDTmodelwillallowtheConsultantteamtoestimatetherippleeffectsofbuildingandoperatingtherelocatedandexpandedOCCContheeconomiesofOahuandtheStateofHawaii.Themodelfirstmeasuresthedirecteffectswhicharethechangesinemployment,income,andoutputassociatedwithbuildingandoperatingthenewOCCCfacility.Directemployment,forexample,wouldincludetheworkershiredtoconstructandoperatethefacility.

Task3:CommunityPartneringToaddresstheuniqueaspectsofdevelopingorexpandinginstatecorrectionalfacilities,theHawaiiStateLegislatureenactedHRS35316.37toprovideforcommunitypartnering.Enactedin1998,thestatuteisintendedtoinvolvepotentialhostcommunitiesearlyintheplanningprocess.ThestatutealsocompelsPSDtodevelopandimplementacommunitypartneringprocessthatincludesacommunityhearingtosolicitinputaswellasacommunitybenefitandenhancementpackage(inconcertwiththepotentialhostcommunity)tomitigatethepotentialnegativeimpactsofdevelopingacorrectionalfacility.AsprovidedinHRS35316.37,thecommunitybenefitandenhancementpackagemayinclude,butisnotlimitedtoinfrastructureimprovements;jobtrainingprogramsorimprovementstoschoolsandhealthcarefacilities;socialprograms;orothergovernmentalfunctions.
