Legislative & PAC Committees Saturday, June 22, 2019 9:15 am—11:15 am Eagle Crest Resort—Room C The Legislative and PAC Committees works year-round, but gains momentum during the legislative session. They are OCAPA’s first defense against anti-industry policy decisions, & OCAPA’s main think-tank when formulating new legislation. When OCAPA decides to propose legislation for government’s consideration, it is drafted first in the Legislative Committee. Then it goes to the Board for approval, then submitted to the appropriate state representative for feedback. Due to this detailed planning process, the legislation that OCAPA brings to the capitol usually turns into law.
Environmental, Health, & Safety Committee Thursday, June 20, 2019 1:00 pm—3:00 pm Eagle Crest Resort—Room C The mission of the Environment, Health and Safety Committee is to effectively identify and address the environmental, regulatory, and health and safety issues that directly affect the aggregate industry.
Promotion Committee Saturday, June 22, 2019 9:15 am—11:15 am Eagle Crest Resort—Room D To tell the ready mixed concrete story effectively, experience has shown the benefit of promotion groups working together, the importance of quality promotion tools, and the usefulness of measurement in quantifying the results of promotion efforts. Other important program elements include providing promotional tools, resources, and training for the industry while facilitating promotion cooperation and coordination with partner associations at every level.
Membership Committee No meeting during OCAPA Annual Meeting The membership Committee is responsible for maintaining current members for OCAPA and bringing in new members as well. The committee members may market to potential members via mail, email, phone or visits in person. The membership committee may also visit sites of new members and ensure new members are welcomed into the association properly.
Excellence in Concrete No meeting during OCAPA Annual Meeting Help plan Oregon’s most prestigious concrete awards program! Plan awards categories, assist with judging panels, discuss budgets, prepare presentation, recruit sponsors and execute details of this important awards dinner.

Sun Country Tours Cost: $95 Per Person (Ages 6 and older) 10:00 am Pick up at Eagle Crest and depart for the McKenzie River.
The McKenzie River is a glimmering jewel set in the majestic Cascade Mountains, and the McKenzie Magic whitewater trip highlights both the bubbling water and the deep forest scenery. A delicious, deli-style lunch is included mid-way through the trip. Because the McKenzie is fed by melting snow from the peaks of the Cascade Mountains, the water is pure, but can also be chilly. Dressing appropriately for the McKenzie Magic half day is crucial. On warm days, shorts and tops made of synthetic, technical fabrics—not cotton– that wick moisture, as well as athletic shoes or river sandals may be enough. A hat can be a good idea. Sun Country Tours provides Splash Suits, which help resist water and wind ,at no addition charge for the McKenzie Magic trip.

PURPOSE: The purpose of the annual Safety Awards Program is to stimulate interest and participation of OCAPA members in accident prevention and safety programs through the identification of companies demonstrating outstanding achievement in this area. ELIGIBILITY: All OCAPA member companies engaged in the manufacture of rock and ready mixed concrete products and having regular, full-time employ-ees are eligible to participate in the Safety Awards Program. DIVISION AWARDS: Member companies with more than one division (i.e. a branch of the plant in a facility on a premise separate from that of the entire company location), may enter in the four categories as outlined above for each division as well as for the entire company location. A division office could win an award even if the entire company does not. DETERMINATION OF WINNERS: Winners will be the company (and/or Division of that company) having the lowest SAIF reportable lost-time incidence rate within each category. For the purpose of the contest, injury severity will not be considered. In the event two or ore companies or divisions in any category have had no lost-time injuries or illnesses during the contest period, both will be recognized.
• Each member company must forward data on the total number of employee-hours worked and lost-time injuries/illnesses for the contest period to OCAPA using the attached report form. The Safety Awards Committee will compute the SAIF reportable lost-time incidence rate for each company from this information to determine the winners for each contest category.
• An award of achievement will be presented to the winning company and/or division in each contest category .
• Each company and/or division that reports zero lost-time injuries/illnesses will receive recognition. Definition of employee-hours, lost-time injuries/illnesses, and incidence rate, for the purpose of this contest are as follows: A. EMPLOYEE-HOURS: Computed by multiplying the average number of employees times the number of work days per year times eight hours. Re-
porting requirements for each company and/or division shall include all operations controlled from one main office. Companies that maintain inde-pendent construction divisions should exclude employee hours for those divisions. Also exclude part-time employees.
B. SAIF REPORTABLE LOST-TIME INJURY/ILLNESS: Injury or illness where the worker cannot return to the next day’s work or regularly-scheduled shift. C. INCIDENCE RATE: The number of SAIF REPORTABLE lost-time injuries/illnesses per 200,000 employee-hours worked.
(i.e. Incidence Rate = Number of lost-time injuries/illnesses X 200,000 employee-hours worked)
