The UCSI NPC was established to create safer communities, deflect crime and promote economic growth through the use of effective ANPR (Automatic Number Plate Recognition) SNIPR CCTV camera surveillance and providing intelligence information to Law Enforcement Agencies. Technology has become a game changer in the way we are now able to fight crime. The UCSI is a registered, Not-for-Profit Company (NPC) whose focus is on the pro-active monitoring of vehicles entering and exiting our uMngeni communities. The UCSI NPC operates independently of any Security Alarm Monitoring and Armed Response Service Providers. The UCSI NPC will primarily work alongside Law Enforcement Agencies, namely Local and Provincial SAPS, Radio Control 10111, SAPS Highway Patrol, Umngeni Protection Services, Road Traffic Inspectorate and other divisions of SAPS and HAWKS. Law Enforcement Response Protocols that have been adopted. The UCSI NPC will also engage with local Security Service Providers and Neighbourhood Watch Groups accordingly. To create safer communities, deter crime, promote and sustain economic growth and well-being. The UCSI NPC will use proprietary ANPR SNIPR CCTV cameras, where SNIPR is the online management platform (software) directly linked to the National Law Enforcement database. The ANPR gantry mounted CCTV cameras are then linked to SNIPR to make it a holistic, real-time number plate monitoring system. In this way, if a number plate has been flagged as having been involved in any criminal activities or is flagged as stolen or hijacked, an immediate alert is sent to our UCSI NPC local area coordinator so that the appropriate local Law Enforcement Agencies can be activated to respond. In this way, our crime prevention strategy is to be pro-active and avert crime before it is committed. The UCSI NPC works in collaboration with SNIPRTM and TrackBox TechnologiesTM. There are over 500 SNIPR erected gantries in KZN and Gauteng which are all networked to the SNIPR TrackBox Technologies Emergency Response and Prevention Centre (ERPC) head-office in Hillcrest, KZN. The UCSI NPC is unique in that it is locally based where local relationships with Law Enforcement Agencies enable effective and efficient responses to “hits” generated by SNIPR.

UCSI NPC PARTNERS

TrackBox is a singular platform that connects South Africans to most branches of emergency services country-wide. Together SA CAN was launched back in 2003 with the goal of uniting all emergency services role players. In 2013 it was established as a non-profit company with the primary function to facilitate and co-ordinate responses to emergencies anywhere in South Africa. TrackBox and SNIPR now work collaboratively to create “safer spaces” for communities to live in. TrackBox is the technology that makes this collaboration bigger, better and faster.

Various neighbourhoods, shopping centres, estates, hospitals, business parks, schools and security service providers in the Gauteng and KZN regions have had SNIPR technology installed and are working with their local Municipalities, SAPS, Law Enforcement Agencies as well as Security Service Providers in their local regions to effectively block criminals from entering their areas, thus creating safe zones to live, work and operate.

How does SNIPR work?

SNIPR uses ANPR (Automatic Number Plate Recognition) technology to recognise number plates. This technology relies on strategically placed cameras in places like access and egress routes to urban and rural neighbourhoods, estates, shopping centres etc…

1

2The ANPR system records number plates passing through this pre-determined area. SNIPR is connected to the Law Enforcement database of suspicious vehicles as well as many other sources. These sources can be existing databases of vehicles, live camera feeds, handheld devices etc…

Once a number plate is received by the SNIPR server, it is compared to the plates on file and on the Law Enforcement database. If it turns out to be a suspicious vehicle, then SAPS, appropriate Law Enforcement Agencies and Security Service Providers can be prompted to take the relevant action.

3

Because the feed is live, the action is immediate. A vehicle with a number plate that raises an alarm can be prevented from entering a neighbourhood, estate, shopping centre or business premises, etc... This technology helps make neighbourhoods safer.
