• Goal of today’s conference is to reinforce some fundamental elements of the transition from current OBH service patterns to the service patterns provided under the La Behavioral Health Partnership.

SERVICE RECIPIENTSSERVICE RECIPIENTS• All OBH service recipients currently receiving services,
either through OBH clinics or Contracts, will continue to receive services after March 1, 2012 either funded by Medicaid or OBH.
• The Office has made a commitment to consumers that services will not be interrupted because of the transition to Louisiana Behavioral Health Partnership.
• Regional Clinics and Contractors are to do all in their power to assure this commitment is fulfilled.

NON-CONTRACTED SERVICESNON-CONTRACTED SERVICES• A Non-Medicaid Manual of services is under development. Until it is
published, providers are to assume the services described in the Medicaid Manual are available for patients who do not qualify for Medicaid.
• Non-contracted services described in the Medicaid Manual, whether funded by Medicaid or State General Funds, must begin to be entered into Clinical Advisor beginning March 1, 2012.

SPECIAL OBH CONTRACTED SERVICESSPECIAL OBH CONTRACTED SERVICES• The following services in OBH contracts are also required to be
entered into Clinical Advisor beginning March 1, 2012: Assertive Community Treatment (ACT), Multi-systemic Therapy (MST), Family Functional Therapy (FFT), Homebuilders and all Addiction services delivered through OBH Contracts (excluding Gambling and Prevention).
• OBH contracted services NOT described in the Medicaid Manual will NOT be entered in Clinical Advisor and will continue to be documented and reimbursed via contract specifications.
• Note: Up to 1yr. to bill Medicaid for services not entered in Clinical Advisor by March 1st.

CURRENT CONTRACTSCURRENT CONTRACTS• OBH will be amending current year contracts in the
next 30-45 days to recognize the 2 sources of funding available after March 1, 2012 through Magellan’s enrolled providers and therefore the OBH state funded contracts will be reduced to recognize the Medicaid funded services.
• OBH will have individual discussions with providers concerning these proposed amendments.
