    Welcome May I on behalf of all the organising team at Cumberland Sporting Car Club (C.S.C.C.) bid you a warm welcome. Last year we tried for the first time a new one day 85 stage mile format. The feedback we received was fantastic: it seemed to come the closest to pleasing all of the people all of the time (with the odd exception of course). So, it will come as no surprise that the 2019 ‘Pirelli’ is almost a carbon copy of the 2018 event. Apart from changing the direction of three of the stages, and changing the odd loop, we are running a very similar event. We make no apology for this as we are working on the tried and tested principle ’if it isn’t broke why fix it’ so we sincerely hope you will all enjoy this year’s event. There are so many people involved in making a rally of this size work, from sponsors to marshals, rescue and recovery crews, championship personnel and many of the businesses we receive help from, there are far too many to list here, but to everyone we say Thank You. Your support is much appreciated. Finally, to all the crews taking part, from the International to any of the Nat A/B sections, have a great rally. For those of you who know Kielder and have done the ‘Pirelli’ before, you will I am sure look forward to its fast and flowing roads.     Supplementary Regulations 1. Introduction

    Name of the event: Pirelli International Rally

    Date of the event: 27th April 2019

    1.1. Preamble

    This rally will be run in compliance with the FIA International Sporting Code and its appendices, the FIA Regional Rally Sporting Regulations including appendices, the Motorsport UK National Sporting Regulations (only when related to national cars), he WADA/NADA Codes and the FIA Anti-Doping Regulations, as amended from time to time. The National Road Traffic Regulations shall apply. Unless provided otherwise by these Supplementary Regulations, the provisions of the above Rules and Regulations shall apply. It will comply with the provisions of The Motor Vehicles (Competitions and Trials) Regulations 1969 as amended. Any modifications, amendments and/or additions to these Supplementary Regulations shall be made in the form of numbered and dated Bulletins. Additional information will be published in the Rally Guide. All FIA regulations can be found at https://www.fia.com/regulations The various regulations will be written in English. In the case of any discrepancy the English text will be binding. Competitors taking part intending to score points in any of the championships referred to in 1.1 above must be fully conversant with, and adhere to, the relevant regulations governing the Championships of which this event forms part.

    The Pirelli International Rally, (Historic Section & Nat A/B) takes place over Special Stages 1 to 4, on Saturday 27th April 2019. It is open to all historic cars complying with the event and Championship classes and technical regulations. It is a round of the FUCHS Lubricants Motorsport UK British Historic Rally Championship, the Rally2 Challenge, the Motoscope Northern Historic Rally Championship, and the S.G. Petch Challenge. This section is also open to all modern two-wheel drive cars, Motorsport UK log booked complying with the event classes and technical regulations. The Pirelli International Rally (International & BRC Section, and Nat A/B) takes place over Special Stages 1 to 8, and is open to historic and modern two wheel and four-wheel drive cars, and is a round of the FIA Celtic Rally Trophy, British Rally Championship, and the S.G. Petch Challenge. The Pirelli International Rally (National B Four), (Nat A/ B) will take place over Special Stages 1 to 4 of The Pirelli International Rally and is open to any cars Motorsport UK log booked, and is a round of the S.G. Petch Challenge. The Pirelli International Rally (National B Three), (Nat A/ B) will take place over Special Stages 6 to 8 of The Pirelli International Rally and is open to any cars Motorsport UK log booked. The Pirelli International Rally Land Rover (Nat B) is open to members of the Armed Forces Rally Team, as well as other Land Rover crews. It will place over Special Stages 1 to 8 of the BRC Section.

    4 Entries 4.1 Closing date for entries

    See Programme in chronological order (SR Art. 3) and FIA RRSR Art. 22. 4.2 Entry procedure Entries must be submitted in accordance with the FIA RRSR Art. 21 – Art. 23. See also FIA ISC Art. 3.8 – Art. 3.14 Only an electronic entry application (Internet) on the organisers’ website: http://www.pirelliinternationalrally.co.uk will be accepted. Anyone unable to access this website should telephone the Entries Secretary on 01768 771219 for further instruction. Submission of an entry, online or otherwise, establishes a contract with Cumberland Sporting Car Club Limited and full payment must be made or paid by a receipt issued by the competitor’s National Sporting Authority. Any competitor failing to make a full payment will be reported to the Motorsport UK and their ASN for breach of contract. Competitors who submit an entry and withdraw it at a later date must still pay the full amount of their entry fee and appropriate refunds will be made as per Article 8.12. If the application is sent by fax, by email or made electronically, the original duly signed entry form must reach the organisers within 5 days following the close of entries.

    An entry application (also made electronically) will be accepted only if accompanied by the total entry fees.     4.3.1.1 The number of competitors shall be limited to 180 and the minimum entry is 80. The minimum for each class is 5. Should the minimum figures not be reached, the Organisers reserve the right to cancel the meeting, amalgamate classes or reduce the awards lists as deemed

    appropriate. They also reserve the right to reduce stage mileage should the minimum number of entries not be reached.

    4.3.1.2 The organisers will accept the first 120 fully paid up entries received and place them on the provisional list of starters. On Saturday 13th April 2019 applications for a place on the seeded entry list will close. On Saturday 20th April 2019 a seeded entry list will be drawn up consisting of the accepted entries and others at the organisers’ discretion. If more than 180 applications for entries are received, the entries that are not on the provisional starters’ list will be placed on the list of reserves in date of receipt order. All entries placed on the provisional starters’ list and any reserves will receive full route and servicing information made available online on Saturday 13th April 2019. The entry list will close finally on Wednesday 17th April 2019. Entries added to the starters’ list at this time may not be seeded on the final starters’ list. Route or servicing information may not be available prior to the event for these entries.

    Entrants are required to indicate on their entry form their eligibility for the various Championships and Awards.

    4.3.1.3 The order of starting will be at the organisers' discretion but, to assist seeding, entrants must

    note their previous results on the Entry Form. Details contained on the entry form along with advice from the relevant championship will be the primary sources of information for seeding. Failure to disclose the competitor’s previous results may lead to incorrect seeding, which may not be rectified. Details of the Competitors’ start numbers will be emailed to Entrants on Saturday 20th April 2019. A list of scheduled starting times will be posted on the Official Notice Board at Rally HQ at 21:00 Friday 26th April 2019.

    4.3.1.4 Competitors are advised that the information they provide will be stored in a computer retrieval

    system and may be used for organisational purposes and retained for subsequent entry information on other events.

    4.3.1.5 Where applicable, the entry fee has been based on the current Forest Enterprise road charges.

    Should there be any variation in these charges it may be necessary to levy a supplementary entry fee, to be collected at Documentation, although it will be advised to Competitors in advance (Motorsport UK GR H30.1.3(e)).

    4.3.1.6 Entrants other than the driver or co-driver must hold an appropriate Entrant’s Licence. A copy

    of this licence must be received by the Entries Secretary no later than Saturday 13th April 2019.

    4.3.1.7 Competitors will have the opportunity to purchase the following additional documents,

    publications and plates using the online entry system:

    4.3.1.8 Subjective Route Notes are not supplied direct by the Organisers and must be purchased

    directly from Patterson Agencies Ltd, telephone 028 9084 4111, fax 028 9084 9321, e- mail [email protected].

    4.3.1.9 Any indemnity and/or declaration as prescribed below which is signed by a person who has not reached their 18th birthday shall be countersigned by that person’s parent or guardian, whose full names and address shall be given. An entry may be made by electronic means of communication must be made by the parent or guardian, whose full names and address must be given (Motorsport UK GR H32 and Motorsport UK GR D12.3.8).

    4.3.1.10 Any person under the age of 18 signing-on as specified in Motorsport UK GR D13.1 (where the Parent is not present) must be accompanied by a Guardian who must produce a written and signed Authorisation from the Parent to act as Guardian (Motorsport UK GR D13.1.1).

    4.3.1.11 The Organisers reserve the right to accept or refuse entries at their discretion. All entries will be acknowledged but will not be accepted until after the closing date for entries.

    4.3.2 Eligible cars in ERT

    Group R5 (VR5) Group R5 cars conforming to the 2019 Appendix J, Art. 261.

    S2000-Rally: 1.6T engine with a 28mm restrictor

    Super 2000-Rally cars (conforming to the 2013 Appendix J, Art. 255A) fitted with a restrictor complying with Art. 255A-5.1.1-b except for the following points: a) the maximum internal diameter of the restrictor is 28 mm, b) The external diameter of the restrictor at its narrowest point must be less than 34 mm. The diameter must be maintained over a distance of 5 mm to each side of the narrowest point. The diameter of the turbo compressor restrictor may be revised by the FIA at any time without notice.

    4.5 Payment The only method of payment is direct bank transfer, referenced with the DRIVER’S FULL NAME. Competitors who are unable to pay in this manner, need to contact the Entries Secretary. Entries received will not appear on the list of unseeded entries until full payment has been received. Submission of an entry, online or otherwise, establishes a contract with Cumberland Sporting Car Club Limited and full payment must be made or paid by a receipt issued by the competitor’s National Sporting Authority. Any competitor failing to make a full payment will be reported to the Motorsport UK and their ASN for breach of contract. Competitors who submit an entry and withdraw it at a later date must still pay the full amount of their entry fee and appropriate refunds will be made as per Article 8.12. Withdrawn entries must be advised in writing either by post or e-mail to the Entries Secretary. The date of withdrawal will be the date of receipt by the organisers

    The Entries Secretary must be advised in writing of any modifications to entries.

    4.6 Entry fee refunds

    The entry fee shall be refunded in full, subject to 4.6.1 and 4.6.2: • if the event does not take place • to teams whose entry application is rejected

    4.6.1 Entry fees may be refunded, less an administrative charge of £50, up to Saturday 13th April 2019.

    After this date refund of entry fees will be at the discretion of the Organisers, except in the circumstances referred to Article 4.6.2. Reserve entries that are not offered a start will receive a full refund subject to Motorsport UK GR H30.1.3(c).

    4.6.2 If the rally is cancelled or postponed, entrants will have their entry fees refunded in full, with the

    exception that, under these circumstances, the organisers may retain up to £100 to cover administrative expenses (Motorsport UK GR H31.1.2(a)).

    5 Insurance Cover

    5.1 Vehicles must have Insurance in place which provides Third Party Liability cover that complies with the Road Traffic Act. This can be either, by extending an existing motor policy to cover the event, or, by purchasing additional cover as an adjunct to an existing motor policy.

    5.2 If a competitor uses an extension to an existing policy, they will be required to sign a declaration that the cover complies with the requirements of the Road Traffic Act. Any responsibility for a fraudulent or misleading declaration about existing cover lies with the competitor.

    5.3 If a competitor wishes to purchase additional cover via the organisers then they can do so prior to the event providing they comply with the following: Age 19 years or over Has held a full licence for a minimum of 6 months Has no more than 6 points on their licence Has no more than 1 fault claim in the last 3 years The vehicle has valid Tax, MOT and is currently insured for road use

    5.4 Anyone aged less than 19 years old will also be accepted at the same price should their co-driver be a more senior member of their family or over 25.

    5.5 Any competitor who falls outside these parameters may be offered cover at equivalent terms or an agreed price, if approval from Reis Motorsport Insurance has been obtained by the event organisers, prior to the event.

    5.6 Additional cover provided by this scheme is only effective whilst the vehicle is actively competing in the event, and remains under the control or direction of the event organiser(s). Cover will cease immediately if you are precluded, excluded or retire from the event.

    5.7 The Event Organiser’s RTA scheme is provided by Reis Motorsport Insurance and underwritten Markerstudy Insurance Services Limited.

    6 Advertising and Identification See Appendix 4 of these SR “Decals and positioning of supplementary advertising”

    6.1 Obligatory organiser’s advertising Competitors must make available to the Organisers of the event specific areas (2019 Motorsport UK GR H29.1.2) on the vehicle as shown on the diagrams in Appendix 4. Rally plates and competition numbers: Pirelli BRC Section as per BRC Regulation 9.2 Historic Section as per BHRC Regulation 6 The organiser will provide each crew with the number identification (67x17 cm), which must be affixed to their car in the stated positions prior to scrutineering. Each panel shall be placed horizontally at the leading edge of each front door, with the number at the front. The top of the plate shall be between 7 cm and 10 cm below the lower limit of the window. It is not allowed to cut the panel.

    6.2 Optional organiser’s advertising Additional organiser’s advertising: Forestry Commission – two small decals

    6.3 The organisers will supply all event decals including door plates, door headers, competition numbers, high visibility numbers, and front and rear plate.

    6.4 High visibility numbers must be placed on both rear side windows.

    6.5 Competitors who do not provide the space required in Article 6.1 or affix decals in positions other than shown in the diagrams may be REFUSED A START or DISQUALIFIED from the final results as appropriate to the case.

    6.6 Competitors are reminded that all numbers and plates must be removed on completion of, or retirement from, the event. (Motorsport UK GR J4.1.7)

    7 Tyres - (International & BRC Section) 7.1 Regulations regarding tyres which may be used during the rally

    7.2 Not used.

    7.3 National laws or special requirements All BRC registered crews must comply with BRC 30.1 through to 30.5. Non-registered crews must also comply, with the exception of 30.1.4, (non BRC registered crews may use tyres whose manufacturers are not on the BRC designated tyre supplier list).

    8 Fuel

    All types of fuel must follow Appendix J, Art. 252.9 (RRSR Art. 59)

    8.1 Ordering procedure Although not mandatory, all non BRC crews are strongly advised to use the facilities provided by Vital Fuel. The ordering procedure can be found at. https://www.vitalequipment.co.uk/pages/brc-fuel-order-form Crews who chose not to use the Vital Fuel must refuel in either the Self Refuel area (Kielder Remote Service Area (Greenside Car Park)) or in commercial fuel stations.

    8.2 Closing date for ordering fuel

    Friday 19th April 2019 – 17:00

    8.3 There will be two main and one self-refuel areas on the event. The first main re-fuel (Vital Fuel) will be at Rally HQ and will be open from 14:00 Friday 26th April. The second main refuel will be located near to the Kielder service area (this will be open when the service area is operational). The self refuel will be located within the service area. Refuel zones are the only areas within the service park where refuelling may take place. The Self Refuel will be accessible for service crew from within the service area. All crews MUST refuel in the Refuel zones. Non-BRC crews may, if they chose, use commercial fuel stations on the route. No refuelling may take place within the service bays.

    9 Reconnaissance of Special Stages and Subjective Route Notes

    9.1 Registration procedure Reconnaissance (RC2, RC3, RC4, RC5, BRC Classes 1-5, BRC National Cup, Cadet BRC and BRC Junior only) Reconnaissance will be governed by BRC Regulations 14 to 14.4.6, plus these supplementary regulations: Competitors must signify on the entry form their intention to take part in the Reconnaissance. They must download and fill in the Reconnaissance Registration form from the competitor section of the event website and e-mail a copy/scan of the completed form to the Entries Secretary, as well as bringing the completed form to Reconnaissance Registration, failure to complete this form may lead to being refused a reconnaissance. Reconnaissance Documentation will take place on Friday 26th April 2019 from 07:30 to 08:00, located at the Kielder Remote Service Area (Greenside Car Park). The route and the timing have been designed to finish as close to the location of the Shakedown as possible, allowing crews who wish to participate in both to do so. A Road Book covering the Reconnaissance road sections and schedule will be available to download along with the main road book from the secure competitor section of the website (no hard copies will be available at Reconnaissance registration). The organisers strongly advise competitors to check with their own insurers that they have valid insurance cover to take part in the Reconnaissance. The organisers will also take details of the Reconnaissance vehicle. The organisers may at their discretion and with the agreement of the Stewards of the Meeting refuse a start to any competitor who is found to have carried out unauthorised practice or reconnaissance over the route of any Special Stage. Those living on a Special Stage, or who may have cause to drive along a Special Stage, for whatever reason, should inform the organisers in advance.

    9.2 Specific regulations 9.2.1 At Reconnaissance Documentation competitors will be issued with Reconnaissance

    Identification Plates, which must be fitted to the side windows of the vehicle. Failure to do so will be deemed to be a breach of Reconnaissance Regulations.

    9.2.2 There is a speed limit of 30 mph (48 km/h) on Special Stages during Reconnaissance. Calibrated Radar speed checking equipment will be used.

    9.2.3 The reconnaissance will be run to a convoy system. Vehicles will proceed through the Special Stages at intervals of approximately 20 seconds. This interval must be maintained throughout each Stage. Competitors numbered 1 to 15 will start in seeded order. All other competitors will start in order of arrival. Competitors disrupting the flow of the convoy in a way which, in the opinion of the organisers, causes or could cause danger to other competitors may be penalised. Drivers may proceed through the Special Stages only when instructed by officials. Unless advised to the contrary, each vehicle and competitor may traverse each stage only twice. Judges of Fact will be observing driving standards. Competitors are reminded that the roads to be used as Special Stages are not closed to other traffic during the Reconnaissance and that Forestry Commission operations will be in progress in certain areas.

    9.3 Not used.

    9.4 Subjective Route Notes Competitors may purchase from Patterson Agencies a choice of subjective route notes. Only the Route Note Documents provided for the 2019 event by Patterson Agencies may be used (Motorsport UK GR R25.9). This does not, however, preclude competitors from making notations thereon to suit their own purposes. In all circumstances, competitors are advised that the organisers accept no liability or responsibility in the use of the subjective route notes. Subjective Route Notes should be purchased direct from Patterson Agencies. Please refer to Article 8.17 for ordering information.

    10 Administrative Checks

    10.1 Documents to be presented To keep the time required for the administrative checks to the necessary minimum, make sure to bring and present the following documents:

    • Competitors’ licence • Driver’s and co-driver’s competition licences • Driver’s and co-driver’s ID cards/passports • Driver’s and co-driver’s valid driving licences • ASN authorisation for foreign competitors (if required) • Completion of all details on the entry form • Car insurance cover certificate • Car registration papers

    10.2 Timetable

    International Sporting Calendar, under the heading “National Competition with Authorised Foreign Participation” (NCAFP), therefore competitors from any one of the European Union (or comparable) countries holding National Competition Licences issued by those countries may enter.

    10.4.1 International events: Drivers and Entrants must hold a valid Driver/Entrant International Rally licence. Co- drivers must hold an International Rally licence.

    10.4.2 National A events: Drivers and Entrants holding a licence issued by the Motorsport UK must hold a valid Driver/Entrant National A or International licence. Co- drivers must hold an International or National licence valid for National A stage rallies.

    10.4.3 National B events: Drivers and Entrants holding a licence issued by the Motorsport UK must hold a licence valid for National B special stage rallies. Co-drivers must hold a licence valid for National B stage rallies. All crew members must be a member of CSCC, BAMA, Roger Albert Clark Rally Motor Club or a club which is a member of one of the following Regional Associations:

    Association of North East & Cumbria Car Clubs Scottish Association of Motor Sports Clubs Association of Northern Car Clubs Association of Northern Ireland Car Clubs

    10.4.4 EU licence holders will be subject to Motorsport UK General Regulations whilst competing (Motorsport UK GR A2.3.1).

    11 Scrutineering, Sealing and Marking

    11.1 Scrutineering, venue and time Cars may be presented at scrutineering by a representative of the team. See programme (SR Art. 3). Scrutineering for all competitors (except National B Three) will take place on Friday 26th April 2019 (14:00 to 19:00) at Rally HQ. Competitors in each section of the event must have completed all of their paperwork and signed on by 19:00. Failure to do so may result in penalties under Motorsport UK GR R32.2 (dd), and a competitor so penalised may be deemed a non-starter and his start number allocated to a reserve. For crews taking part in National B Three, Scrutineering and Documentation will take place on Saturday 27th April 2019, 12:30 to 13:00 at Rally HQ.     For each car of the FIA Priority Drivers, one spare gearbox and one set of spare differentials (front and/or centre and/or rear) may be used in each rally. These spare components and those fitted to the car will be marked/sealed at initial scrutineering. These cars must have their sump guards removed for sealing of gearboxes and differentials and be kept with the car for the purpose of weighing. 11.1.2 Timetable for scrutineering

    All items of clothing including helmets and FHR (Front Head Restraint) intended to be used, e.g. HANS devices, must be presented for scrutineering. They shall be checked for compliance with Appendix L, Chapter III. Drivers’ helmets, overalls and FHR devices must comply with 2019 FIA and Motorsport UK Regulations and will be checked, examined and authorised at pre-event scrutineering. Safety Helmets must conform to current FIA and Motorsport UK regulations (Motorsport UK GR K10.1 – K10.4) and must be worn on special stages (Motorsport UK GR R25.3.1). Drivers and co-drivers shall use seat belts (Motorsport UK GR R25.3.1) in conformity with Motorsport UK GR K2.1.2, K2.1.3 or K2.1.4 and Motorsport UK GR R48.10.4 and FHR devices R25.3.3. All cars shall have fire extinguishing systems as per Motorsport UK requirements (Motorsport UK GR R48.10.5 and Motorsport UK GR K3). Drivers and co-drivers are reminded that they must wear flame-resistant overalls (Motorsport UK GR K9.1 – K9.3) on all Special Stage rallies (Motorsport UK GR R25.3.2). 11.5 Noise level The Organisers will conduct static Sound Tests prior to the start. These will be conducted in accordance with Motorsport UK GR R4.1 & Motorsport UK GR J5.18. All competitors’ vehicles must pass these tests which will allow for a maximum of 100 DB(A) at 4500 rpm using the 0.5 metre test. Competitors entered in FIA homologated vehicles must comply with FIA International Sporting Code Appendix J, Article 252.3.6. Failure to do so may result in disqualification or a refused start.

    11.6 Special national requirements 11.6.1 At scrutineering, cars will be examined for compliance with the 2019 FIA and Motorsport UK

    tyre, technical and safety regulations as well as for class eligibility (attention is drawn to Motorsport UK GR J5, Motorsport UK GR R46 – R49 and Motorsport UK GR Section K). Each entrant and driver will be assumed to have full knowledge of the car and its eligibility for the class entered.

    11.6.2 For competitors entering the International event, only the FIA technical regulations apply to the

    car. For all others the Motorsport UK technical regulations will apply and competitors entering the homologated classes must comply with their FIA homologation papers.

    11.6.3 Competitors are asked to nominate a preferred scrutineering time on the entry form. The Organisers will use their best endeavours to allocate competitors with their required time, but this cannot be guaranteed. Should the entrant fail to indicate a preferred scrutineering time, the organisers will nominate a time. A schedule showing competitors’ actual due times for scrutineering will be published in Competitor Information 1. Competitors failing to comply with the published scrutineering timetable may be penalised by the Clerk of the Course under Motorsport UK GR R32.2 - Chart 32.2 - Penalties (dd).

    11.6.4 Competitors wishing to carry onboard camera(s) during the event must declare this to the Chief Scrutineer on arrival at scrutineering and then complete the necessary documentation (Motorsport UK GR R48.10.10). Cars must be presented at scrutineering with the camera(s) fitted. Cameras that are affixed to the outside of the vehicle by temporary fixing devices including, but not limited to, suction devices, must also be attached to a permanent bracket or non-removable bodywork by means of a restraining strap. Cameras that extend outside the extent of the door mirrors when viewed from the front of the vehicle are prohibited.

    11.6.5 The Organisers may request the removal of video footage from onboard cameras deemed to be offensive or of a sensitive nature should it be posted on the Internet or social media websites. Any competitor who does not comply with this request may be reported to the Motorsport UK for further action.

    11.6.6 Competitors’ attention is drawn to the Motorsport UK requirement, as detailed in Motorsport UK GR R46.1.5 and Motorsport UK GR J5.20.13, that it is now mandatory to carry an environmental spill kit.

    11.6.7 Cars must be presented in the same condition as they intend to compete. Decals must be affixed as detailed in Article 6. Failure to comply will result in scrutineering being refused.

    11.6.8 A valid MOT Test Certificate must be produced at Scrutineering for any car required by UK law to have one. (Motorsport UK GR R46.1.1, Motorsport UK GR Part 3 – Appendix 2(24) and Motorsport UK GR R46.1.2). Failure to produce this document will lead to a REFUSED START.

    11.6.9 A validated Motorsport UK Competition Car Log Book (Motorsport UK GR J2, R25.2, R46.1.3) must be made available at Scrutineering, and on demand throughout the event for each car. If applicable, FIA Homologation Forms valid must also be provided and made available at Scrutineering, and on demand throughout the event. Historic cars competing must also make available at Scrutineering an FIA or Motorsport UK Historic Vehicle Identity Form. Failure to provide the relevant forms will either lead to re-classification (where appropriate) or to a REFUSED START or DISQUALIFICATION.

    11.6.10 At the discretion of the Eligibility Scrutineer and the Clerk of the Course, certain competitors’ vehicles will be selected for post-event scrutineering. Failure to present the vehicle at the nominated place and at the time designated may be considered a breach of Motorsport UK GR C3.2 and may be penalised under Article 18.10.

    11.6.11 No studs, chains or non-skid attachments are permitted (MAS GR R48.5.1). 11.6.12 All Championships - where classes in the various championships differ from those for this

    event, the relevant Co-ordinator /Secretary will be responsible for the allocation of points.

    11.6.13 All competition decals will be available at the Rally Help Desk. The Rally Help Desk will be at Rally HQ, where the Official Notice Board will also be situated. An additional notice board will be situated at TC0 to only display start times for the International, BRC and National B Four section only.

    12 Other Procedures and Regulations

    12.1 Ceremonial Start procedures and order The Ceremonial Start (Historic Section) will be held at Rally HQ on Saturday 27th April 2019 at 07:30. The Ceremonial Start (International and BRC section) will be held at the Pirelli Tyres factory, Dalston Road, Carlisle. The top thirty cars and crews must leave in seeded order from the pre-start holding area at Rally HQ at 09:00, to be at the Ceremonial Start approximately one hour before the due start time of the first car. All remaining cars and crews will be required to be at the Ceremonial Start approximately half an hour before their due start time. Exact timing will be advised in a bulletin. The BRC Ceremonial Start is within the private grounds of the Pirelli factory. This will be a private function with up to 2000 invited guests. Only competing crews will be allowed entry past the security gates, there will be a public viewing area outside the security gates, but each team will be given four passes to allow access inside the factory grounds. Access will only be on foot with vehicles left in the visitors’ car park. Any other access permission can only be granted by contacting [email protected]

    12.2 Finish procedure The Ceremonial Finish/Awards Ceremony for the Historic Section will be at Rally HQ. The Ceremonial Finish/Awards Ceremony for the International and BRC section will take place in Brampton Town Centre, CA8 1RW. NY 530 611 N54° 53’ 33” W2° 53’ 27” (N54.8925 W2.890833) In the event of a delay at the Ceremonial Finish/Awards Ceremony, after TC8A, a revised time may be given at TC8B.

    12.3 Permitted early check-in The organisers authorise crews to check in before time without incurring any penalty at the following Controls: TC 4A (Historic); TC 8D (International and BRC).

    12.4 Not used

    12.5 Special procedures and activities 12.5.1 Availability of participants 12.5.1.1.Participants who park their vehicles in the Parc Fermé upon passing the finish line must remain available by phone (mobile) until the final classification have been posted. 12.5.1.2Crews are reminded that all re-groups and the area between stage arrival and stage start are

    subject to Parc Fermé regulations. 12.5.1.3Failure to comply with Parc Fermé Regulations will entail disqualification from the results

    unless in exceptional circumstances and agreed by the Clerk of the Course. Exceptionally, the Organisers may authorise a competitor to remove his car from Parc Fermé before the declaration of final results provided that he signs a declaration forfeiting his right to defend any protest regarding the eligibility of the car in question. This declaration must be counter-signed by the Clerk of the Course.

    12.5.2 Classification The official final classification will not be distributed after the event. The final classification will be published on the Official Notice Board and on the website on the Digital Notice Board: www.pirelliinternationalrally.co.uk . 12.6.1 Timing – General

    12.6.1.1 For all sections of the event (inc International) timing will be governed by Target Timing

    (Motorsport UK GR R31.1 – R31.2.1) as per Motorsport UK Blue Book NOT FIA Regional Rally Regulations, using digital clocks operated by officials under the control of a Motorsport UK Approved Timekeeper.

    12.6.1.2 All controls will open 15 minutes before the Due Time of the first car and close 15 minutes after the Due Time of the last competitor still running (Motorsport UK GR R30.1), having taken into account any delays.

    12.6.1.3 To be classified as a Finisher a crew must report, with their car, at all controls within their permitted maximum lateness (Article 16.4).

    12.6.1.4 It is the competitor's responsibility to ensure that his times are correctly recorded and that Time Cards are handed in when and where instructed. Should any recorded time not be legible or not appear authentic, the organisers may use any means at their disposal to establish a time.

    12.6.1.5 Controls, Signs and Stage Procedures will conform to Motorsport UK GR R29.

    12.6.1.6 The Pirelli International Rally will use the Red flag system. Competitors are reminded to read and understand the Red Flag procedures as prescribed in FIA Regional rallies regulations Article 40.5 (40.5.1 & 40.5.2). “On passing a Red Flag displayed by a Marshal wearing a Marshals’ tabard, the driver MUST immediately and significantly reduce speed as well as being prepared to stop at any time; at no time must they overtake any safety vehicle they encounter on the special stage route. The driver must then follow the instructions of any Marshals and/or Stage Safety personnel and maintain this reduced speed until leaving the Special Stage. Failure to comply with this rule will incur a penalty at the discretion of the Clerk of the Course.”

    12.6.1.7 Each special stage will have a Bogey Time set at 70 mph for unsealed surfaces which will be indicated on the Time Cards.

    12.6.1.8 Competitors will receive penalties on Special Stages as follows: Under Bogey - Bogey Time Over Bogey -Actual Time Taken

    12.6.2 General – All Competitors

    12.6.2.1 Unauthorised pre-event reconnaissance, practicing or testing over the special stages on this event is forbidden (Motorsport UK GR R5.1.4).

    12.6.2.2 Any Competitor or their agent observed on private land without the relevant permission within the area covered by the maps specified in these Supplementary Regulations after their publication will be REFUSED A START or DISQUALIFIED FROM THE RESULTS as appropriate. The only exception to this regulation will be for persons who live on, or whose employment causes them to travel along, part of the route used on the event (please refer to 9.1).

    12.6.3 Penalties

    12.6.3.1 Competitors will start with zero-time penalties. The results will be established by adding together the times taken during the Special Stages and the time penalties incurred on the road sections together with all other penalties expressed in time. The competitor with the lowest total will be the winner and so on. (Motorsport UK GR R40.1.1).

    12.6.3.2 If there is a tie, the competitor who accomplished the best time for the first Special Stage will be declared the winner. If this is not sufficient to be able to decide between the tied competitors, the times of the second, third, fourth, etc., Special Stages will be taken into consideration. Motorsport UK GR R40.1.2.

    12.6.3.3 To be classified as finishers, Competitors must complete all Special Stages and report to all controls without accumulating over 15 minutes of lateness or incurring a penalty of disqualification.

    12.6.3.4 The penalties in “Motorsport UK GR R32.2 - Chart 32.2 - Penalties” apply unless specifically modified in these SRs.

    12.6.3.5 It is at the discretion of the Organisers whether a car which causes excessive sound is REFUSED A START / REFUSED PERMISSION TO PROCEED or DISQUALIFIED at any time (Motorsport UK GR R4.1).

    12.6.3.6 A Driving Standards Observer's report which results in the imposition of a penalty for excess speed or bringing the sport into disrepute shall also be reported to the Stewards of the Meeting (Motorsport UK GR R32.2 Chart 32.2 Penalties (l))

    12.6.3.7 Competitors are reminded of Motorsport UK GR R24.5 – R24.5.2 for details of computation of penalties in the event that the normal running of a stage is stopped.

    12.6.3.8 Should any Special Stage be cancelled during the event, or deleted from the results after the event, only the stage penalties will be deleted. Unless an official bulletin has been issued to the contrary, the cancelled stage must be traversed within the stage maximum time, and will in every other respect be treated as a road section.

    12.7 Official time used during the rally All clocks will be set to BBC / British Telecom time (Motorsport UK GR R2.7.3).

    12.8 Time card changes during the event: Time cards for the Historic Section will be distributed at TC 0 (Rally HQ start) Time cards for International, BRC, and National B Four Section will be distributed at TC 0 (Pirelli Factory) Time cards for National B Three will be distributed at Documentation (Rally HQ)

    12.9 Damage Declaration 12.9.1 Competitors will be required to complete and sign a declaration that they have not been

    involved in any incident resulting in damage to private property or injury to persons or animals or alternatively giving details of any such incident where damage or injury has occurred (Motorsport UK GR R40.1.4). Information given will not incur a penalty, but failure to disclose details of any such incident, or failure to hand in a duly completed form will be penalised in accordance with Motorsport UK GR R32.2 Chart 32.2 Penalties(p) and may be reported to the Motorsport UK for further disciplinary action.

    12.9.2 Competitors who do not report at the finish of the event are required to forward the declaration to the Rally Secretary at the address below within 72 hours of the finish of the event (Motorsport UK GR R40.1.4). Competitors who fail to comply may be penalised by a fine of up to £100.     12.10 Driving Standards Observers / Judges of Fact

    12.10.1 Named Judges of Fact, appointed by the organisers, will be on duty throughout the rally to observe and report on any competitor considered to be in contravention of Motorsport UK GR R24.7 and Motorsport UK GR R24.11. The names of these officials will be published in an official bulletin which will be posted on the Official Notice Board.

    12.10.2 The Chief Scrutineer appointed by the event and the Event Eligibility Scrutineer are Judges of Fact in respect of vehicle eligibility.

    12.10.3 Judges of Fact at Special Stages are empowered to judge whether or not a competitor has made a false start (Motorsport UK GR R24.7.3). All marshals positioned at a junction or corner which has by artificial means been altered to reduce the speed of the competing car on entry or exit, will be appointed Judges of Fact. Their submission as to whether the competing crew properly attempted to navigate the said tightened corner/ chicane will be final. Failure to comply will carry a penalty of two minutes for each infringement.

    12.10.4 The organisers may appoint Driving Standards Observers in accordance with Motorsport UK GR G11.1 – G11.2 and Motorsport UK GR R24.8.

    12.10.5 Any notified offence by a competitor or by their service crew personnel which involves speeding, reckless driving or failing to observe road signs will automatically be considered as a possible contravention of Motorsport UK GR C1.1.4 (any proceeding or act prejudicial to the interest of the Motor Sports Council or of motorsport generally). The competitor concerned is liable to be penalised in accordance with Motorsport UK GR R32.2 Chart 32.2 Penalties(k) and/or Motorsport UK GR R32.2 Chart 32.2 Penalties(l), Motorsport UK GR R24.10 and Motorsport UK GR R38.3 and may be called before an Motorsport UK Disciplinary Tribunal. It will not be necessary to prove that a traffic offence was committed, as the involvement of the Police may, itself, give rise to contravention of Motorsport UK GR C1.1.4.

    12.10.6 The organisers will appoint Judges of Fact and/or Driving Standards Observers, one of

    whom will be the Motorsport UK Environmental Inspector, to report on sound levels. The penalty for excessive sound may go as far as DISQUALIFICATION.

    12.10.7 Competitors should also pay attention to Motorsport UK GR G10 and Motorsport UK GR G7.8.

    12.10.8 Causing an obstruction on an access road to or from a Special Stage will be penalised by DISQUALIFICATION from the results.

    12.10.9 Failure to drive or attempt to drive around the prescribed route of any junction or corner which has been tightened or altered in any way by artificial means (and is described in the road book) will be penalised by two minutes per infringement. (See Article 12.5.5.3)

    12.10.10 Failure to attend post event Scrutineering within the time limit specified for those competitors selected will result in DISQUALIFICATION from the results.

The complete original FIA homologation form and other necessary certifications must be available for final checks. For national cars the corresponding original ASN documents must be available.

    15.2 Protest deposit

    The protest deposit is: £375 If a protest requires the dismantling and re-assembly of a clearly defined part of the car, any additional deposit will be specified by the Stewards upon a proposal of the Chief Scrutineer.

    15.3 Appeal deposit

    The appeal deposit for a national appeal is: £710 The appeal deposit for an international appeal is: EUR 3.000 All protests and/or appeals must be lodged in accordance with Articles 13 and 15 of the Code and, where applicable, with the FIA Judicial and Disciplinary Rules.

    15.4 Provisional results will be published as soon as possible after the finish of each event in accordance with the programme in Art. 3. 15.5 Competitors shall ensure that they and their cars are available for inspection should a protest be

    submitted in accordance with Motorsport UK GR C5.2.2. If the protested vehicle is not available for inspection the competitor may be penalised in accordance with Motorsport UK GR C3.2.

    Appendix 5 Extracts from FIA Appendix L relating to overalls, helmets andany other safety requirements Flame-Resistant Clothing / Head restraints / Helmets (FIA ISC, Appendix L, Chapter III, articles 1, 2 and 3) FLAME-RESISTANT CLOTHING All drivers and co-drivers must wear overalls as well as gloves (optional for co-drivers), long underwear, a balaclava, socks and shoes homologated to the FIA 8856-2000 standard, (Technical List N°27). Users must ensure that garments are not too tight, as this reduces the level of protection. Embroidery sewn directly onto the overalls shall be stitched onto the outermost layer only, for better heat insulation. Backing material of badges and thread used for affixing them to the overalls must be flameproof (see Appendix 1 of the FIA 8856-2000 Standard for detailed requirements and instructions for use).     Appendix 6 Service Parks and Re-fuel Rally HQ will host the Pre-Rally service area and Refuel only. There are no restrictions on vehicle sizes in this location. All on-event servicing and refuel, however, will be in the Greenside Car Park, Kielder, which is a remote service and will have heavily policed entry restrictions. Please read and distribute to all team members. By using this facility we are able to reduce the overall running time of the rally by three hours. This will not suit everyone as there are strong restrictions on both size and number of vehicles allowed entry, but we would please ask for your co-operation in making this work. The Greenside car park is still quite new; it was only built in early 2017 so we are working with the Forestry Commission (land owners) to increase the facilities available, for 2019 there will be: • On-site toilets. • On-site Results distribution • Hot and Cold food outlet. It is important to note these facts: • There is no mobile phone signal on site. There is a broadband line in results distribution but

    there will not be any Wi-Fi available to crews. • The surface is on gravel. There is also a slight slope, so provision needs to be made for jacking

    boards. • There is no water supply, so please bring your own. • There is no power supply. International and BRC Section There is no provision for this type of service area in the BRC regulations, so these regulations will apply. The surface is gravel and the maximum depth of the service bay is 7 metres deep. Details of the location will be issued in the Road Book/Service Book. As the Remote Service Area will need to be re-configured following the Historic Section Service, no BRC Service /Auxiliary crews will be admitted before 13:00 (30 minutes before first car due time). The area will not cope with all crews arriving at the same time, therefore please adjust your arrival time to 30 minutes before YOUR crew’s due arrival time. Please help us and plan your journey accordingly. The journey time from Rally HQ to the Remote Service Area is one hour 15 minutes (approx.), so please do not leave early as there is very little parking on the approach to the Service Area, and crews parked there will cause the organisers a major PR issue. It has taken many years to establish a suitable Service area in the Kielder valley; please do not spoil it for the future.

    All teams will be allocated a 7m x 8m Service Bay per competing car. If your service area kit does not fit within this area, do not wait until the day of the event to tell us. We make no promises but we will try to work with you to accommodate your (reasonable) needs. • Only service vehicles displaying a properly affixed Service plate will be allowed entry. • In the case of service crews servicing more than one competing crew, both service plates must be

    affixed to the service vehicle. • No trailers will be allowed in the remote service location. There will be no trailer park in the Kielder

    area. • There will be an allocated parking area for Auxiliary vehicle plate holders. • Any crews purchasing a motor home plate will be allocated an extra 3 metres in their service bay. Historic Section On Friday 26th April, there will be an allocated area with plenty of space available at Rally HQ to work on the competing car if required, but no allocated bays. Overnight parking is available for car, service vehicle and trailer if required. On Saturday 27th April, there will be one service area at the Kielder Remote Service Area (Greenside Car Park). There will be one 30 minute service after SS2 only. Each single crew will be allocated one service area (7m X 8m). The service vehicle and rally car MUST fit within this area, and they are only permitted to service in that area, where work may be carried out on the competing car by the service personnel. If there is a requirement for crews to service together this must be notified on the entry form. The service area will only be accessible to competitors and service vehicles/motorhomes bearing an official plate affixed in the correct location. As this area is to be used by the following International and BRC section, service crews are requested to vacate this area as soon as possible after their competing car has left. No trailers will be allowed in the service area. There will be no trailer park in the Kielder area.

    Competitors may work unassisted on their own cars using equipment carried in the car, in 'Non Service Areas' except: i) within 100 metres of any Control ii) between the Special Stage arrival and the Special Stage start control iii) in any Parc Fermé The only work permitted in these areas is the following (unassisted):

    • cleaning lamp glasses, • windscreens, • windows, • identification markings, • vehicle registration numbers.

    Service & Team Personnel are subject to the same regulations as competitors regarding noise, bad driving manners, etc. Officials and Marshals have been instructed to note any infringement of these rules. Competitors are responsible for ensuring that their service and team personnel understand and comply with these regulations and that their service vehicle(s) bear an official plate showing the competitor's rally number. This plate must be FIXED to the front of each service vehicle and be clearly visible at all times (see section 7.5). A competitor receiving assistance contrary to these SRs will be penalised in accordance with Motorsport UK GR R32.2 Chart 32.2 Penalties (n), subject to the following modifications: any competitor whose service vehicle is observed in an Out of Bounds area will be penalised10 minutes for a first offence and by DISQUALIFICATION from the results for a second offence; any competitor receiving assistance from a service vehicle (or vehicle displaying a support plate) in an Out of Bounds area will be DISQUALIFIED on the first offence. Where servicing is prohibited, the use or receipt by the competing crew of any manufactured materials (solid or liquid), spare parts, tools or equipment other than those carried in the competing car is also prohibited. When being worked upon in the Service Area, an oil & fuel resistant ground sheet MUST be placed under the competition vehicle. Failure to comply may be penalised as per Motorsport UK GR R32.2 Chart 32.2 Penalties (aa). As service bays are located on gravel and are on a slight slope, provision should be made for jacking boards. Infringement of service regulations will also be reported to the relevant Championship organisers who may, at their discretion, apply a further Championship penalty.

    Service crews must follow the prescribed route to the service area. All route instructions will be contained within the ‘Service Book’ which will only be available as a download from the event website (no hard copies will be available). No trailers will be allowed into the Kielder service area. Please indicate on the Entry Form the crew member you wish to receive these messages. Also ensure that the relevant mobile number is provided on the Entry Form.     Appendix 10 Maps and Route Cars will start the event at one-minute intervals. The route will be defined by a Tulip Road Book. Full details of the Route and Special Stages will be given in the Road Book issued to Competitors. This document will contain all the necessary information to enable Competitors to comply with Motorsport UK GR R6.2. An outline of the route giving stage mileages, liaison section mileages and a time schedule appears as Appendix 1 to these Regulations. The road book, which will be available for download, will contain black and white copies of 1:50,000 scale maps showing stage routes. Additionally, the Service route will be described in the service road book and will be defined by map references. One colour map book, showing the full rally route, will be supplied to each entrant at no additional charge. Further copies will be available to order on the entry form at additional cost All documentation required will be available on a secure section of the event website; passwords will be issued with entry confirmation. A hard
