You could have put socio-cultural differences in the use of Internet in different countries as a tool between government vs. people. Glaring example would be differences in influence of internet in mobilizing and motivating the crowd in U.S. (e.g. Occupy Wall Street movement, Snowden revealations, Anonymous movement etc.), middle east (Jasmine revolution, ongoing protests in Egypt which eventually overthrew Morsi, Syrian revolution etc.) and south-east asian countries e.g. India, Pakistan and Bangladesh, where rarely do we see such an organized movement with a sustained motivation.
