Earthrace smashes record Earthrace has smashed the world speed record for a powerboat to circumnavigate the globe. Browns Bay skipper Pete Bethune and his crew crossed the finish line in Sagunto, Spain, on June 27, knocking almost 14 days off the previous record. It took 60 days, 23 hours and 49 minutes for the 24-metre, biofuelled boat to complete the 24,000-nautical mile journey. "We’re completely stoked to have achieved something so incredible," Mr Bethune says. He has dedicated the past six years to smashing the record using biodiesel to draw global attention to the potential of alternative fuel. "Earthrace’s success proved that any form of transport, including marine, can be nondamaging to the environment as well as high-performance. It is early days for alternative fuel and there are issues that need to be addressed by those with power to make change happen," he says. It was Earthrace’s second attempt. The route followed by the tri-hull wavepiercer: Sagunto, Spain – Horta, Azores – San Juan, Puerto Rico – Colon, Panama Canal, Panama – Manzanillo, Mexico – San Diego, United States – Maalaea Harbour, Maui, Hawaii – Majuro, Marshall Islands – Koror, Palau – Singapore – Kochi/Cochin, India – Salalah, Oman – Port Said, Suez Canal, Egypt – Sagunto. Sulpicio still using Titanic-type life vests Sulpicio Lines Inc., owner of the sunken ferry MV Princess of the Stars, is still using life vests similar to those worn on Titanic, a member of the panel investigating the tragedy said Friday. This observation came a day after another member of the Board of Marine Inquiry suggested the inter-island vessel could have sunk because it sailed with deficient stabilizers. BMI Vice-chair Rear Admiral Benjamin Mata said the video showing safety and emergency measures during departure of Sulpicio ships showed that of the three types of life vests being used on its ships, one is already obsolete. The life jacket worn over the head and tied once around the waist was the same vest used onboard the RMS Titanic, which went down after it struck an iceberg in the North Atlantic Ocean on April 14, 1912. A total of 1,517 people perished in that tragedy. Mata said the outmoded vest was not designed to keep the head afloat in case the wearer falls unconscious. He said this type of life jackets must immediately be replaced. At the same time, Mata noted that there was no demonstration made as to how the life boats would be deployed. The video should be revised to include the step-by-step procedure on how to use the life boats during emergencies, he said. And all lifeboats should have ample supplies of potable water, Mata said, citing reports that some lifeboats used by survivors did not have supplies of drinking water. These changes, Mata said, would help "improve the image of Sulpico."On Thursday, BMI member Commodore Amado Romillo said that based on the shipping firm’s report, two of the four ballast tanks of the ill-fated ferry were empty when it sailed. He said the empty tanks made the ship “unstable” and could have caused it to capsize when big waves battered it after sailing into the eye of Typhoon Frank (international codename: Fengshen) on June 21. The ship had over 800 passengers and crew when it went down. Only 57 have been found alive. Source : INQUIRER.net

More tuna fishing boats to stay in port due to high fuel costs

Coordinated suspensions of operations by tuna fishing boats due to soaring fuel prices are spreading in Japan, with the nation's largest association of fishermen involved in deep-sea tuna fishing announcing a new suspension plan Friday. The association said that 233 of its pelagic long-line tuna fishing operators will each suspend operations for two to three months some time between Aug. 1 and the end of July 2010.

Of them, about 100 are expected to suspend operations in the 12 months from Aug. 1 as soaring fuel costs are cutting into profits, the organization said. The planned suspension is expected to affect catches of bigeye and yellowfin tuna, possibly resulting in price hikes for the fish in the Japanese market. Ocean-going tuna vessels conduct voyages of a year or two. They usually depart for another voyage after anchoring in a home port for a couple of days. Even when they need repairs, the rest time in port is about four weeks. Under the suspension plan, the vessels will extend port stays to two to three months, the association said.

The new plan follows an earlier announcement by the Japan Fisheries Cooperatives and other major fishery groups that they will halt operations across the country on July 15. In late June, unions from China, South Korea, Taiwan as well as Japan representing pelagic long-line tuna fishing operators under a Tokyo-based umbrella group said they were planning to suspend operations in a cooperative manner. Master In Hiding Claims A sister of Florencio Marimon Sr., captain of the sunken MV Princess of the Stars, believes that her brother is dead. Teresita Marimon-Cabacang said that if her brother were alive “he would have called up his wife, who has been sick and confined in a hospital in Cebu City.” She described Marimon’s relationship with his family as “very close.” (Two of his five children are in college.) On Tuesday, Vice President Noli de Castro said that authorities were looking into reports that the captain of the MV Princess of the Stars was alive and in hiding. Marimon is allegedly being kept by Sulpicio Lines Inc., owner of the sunken ship, together with at least one survivor. Sulpicio lawyer Ma. Victoria Florido denied the reports. The Sulpicio Lines spokesperson denied that the firm was hiding the captain of its star vessel, which capsized off Sibuyan Island in Romblon province at the height of Typhoon “Frank” (international codename: Fengshen) while carrying more than 800 people. “They say we are hiding him. It’s not true,” said Florido, who wished that Marimon were alive. Florido said Sulpicio Lines would be the first to present Marimon to the public so that the true events that led to the capsizing of the ship would be known. “If Capt. Marimon is found, please give us information. We will be the very first ones to present him because we want to get to the bottom of this,” she said. Cabacang’s belief that her brother was dead was bolstered when some belongings of her

nephew, the ship’s navigator, were found by divers near the bridge. The divers recovered Reuel Lariba’s cellular phone and identification card, which were sent to his parents in Loon last week. “The two often stayed together since they were close,” said Cabacang, who teaches at a private high school in Barangay Catagbacan. Cabacang said her brother whom she described as “helpful and compassionate” would not have bailed out of the sinking ship without helping other passengers. She said she had taken a number of times the vessels that her brother had skippered and had seen him personally checking on the situation of the passengers. “He is a very simple man and all his junior shipmates call him ‘Tatay’ (father) as he does not want to be called ‘sir’ by his crew,” she said. Cabacang noted that her brother did not like to stay in the captain’s cabin, preferring to supervise his crew at the ship’s bridge. “He even ate his meals there (at the bridge)” and was “very fatherly to his shipmates,” she said. For more than 30 years, the 55-year-old Marimon had stayed loyal to Sulpicio Lines even with the low pay and the various offers he got from international shipping firms, according to Cabacang. Marimon was one of the most senior and trusted captains of Sulpicio Lines, rising from the ranks since his apprenticeship more than 30 years ago, she said. Reacting to statements that laid the blame on the ship’s fate to Marimon, Cabacang said her brother might have committed that “single mistake” of sailing even amid a storm. “But considering his prayerful nature, he may have trusted everything to the Lord and tried his best to manoeuvre the ship to safety,” she said. Non-German buyers told to back off Hapag-Lloyd

Bid to keep Hapag-Lloyd in German hands has been stepped up.

THE battle to keep Hapag-Lloyd in German hands was stepped up this week as a coalition of local politicians and company staff told foreign buyers to stay away. Hapag-Lloyd must not be allowed to fall into foreign ownership, Hamburg’s state government and company employees signalled to parent company Tui, which is now seeking bids for its container shipping business.

The city’s senate and the Hapag-Lloyd works council signed a declaration effectively warning non-German buyers to back off. Economics senator Axel Gedaschko called the joint statement “a signal to potential candidates that they are not wanted”.

If jobs and management functions of Hapag-Lloyd were to be removed from Hamburg because of a sale to a non-German company, the senate “would esteem that as an unfriendly act, not only against the employees, but also against the city of Hamburg”. The ‘save Hapag-Lloyd’ coalition noted that the line, together with its Grand Alliance partners, protects the German economy’s links to export markets via the port of Hamburg. Transport and logistics are vital services that attract companies to the city, the two sides continued. International shipping expertise was therefore at the heart of Germany’s position as an economic power, with Hapag-Lloyd playing a pivotal role, the declaration said. “It cannot be that in the future it will be decided in Singapore if Hapag-Lloyd container vessels will call at Hamburg or Rotterdam,” said director of Hapag-Lloyd’s works council in Hamburg, Uwe Klein, in a reference to Neptune Orient Lines as a potential buyer. “The company is a cornerstone for Hamburg as a port and logistics location,“ said Mr Gedaschko in reference to Hapag-Lloyd’s 25.1% stake in the Altenwerder container terminal, as well as its global shipping network. He said Hapag-Lloyd was important for companies like Kühne+Nagel and Deutsche Post, both major ocean freight forwarders. The senator would not comment on any possible financial contribution of the state government to the so-called Hamburg solution. Michael Kühne, one of the initiators of this group, had demanded via media that Hamburg invest a considerable sum in the acquisition of the carrier. Dieter Lübkemann of the Hapag-Lloyd works council said preservation of the largest German shipping company “must also be of interest to the German government”. State secretary Dagmar Wöhrl, government co-ordinator for the maritime industries, contributed to the declaration through a statement that was read out. “With regard to shipping and structural policy, the federal government has a strong interest in securing the jobs at Hapag-Lloyd as well as in related sectors, and further to secure the position of Germany as a shipping location. The government would welcome a solution keeping the company in Hamburg. Any investment by government itself in a private company is not planned.” Separately, Tui’s activist shareholder John Fredriksen has renewed his request for a resignation of the group’s chief executive Michael Frenzel. In a letter to Tui’s supervisory board, Mr Fredriksen fiercely criticised a change-of-control clause in Mr Frenzel’s contract, which gives him the opportunity to leave the company while receiving his income for the remaining period of his contract, if the chairman of the supervisory board is displaced or steps down. Mr Fredriksen tried to vote out the board’s chairman Jürgen Krumnow at the last AGM but failed to get majority support. A Tui spokesman defended the arrangement. “There is no connection to Mr Fredriksen’s involvement in Tui,” he said. “The change-of-control clause exists from 2003 and applies to all members of the management board.” He noted that the clause is also disclosed in Tui’s annual report. Tug in trouble The grounding of a brand-new, powerful tug designed to escort LNG carriers in Milford Haven is being investigated. Svitzer’s UK-flag, 7,700-bhp Svitzer Waterston, recently delivered from the Freire shipyard in Spain, ran aground in the port area on Wednesday. The company, part of the Maersk group, has imposed a blanket silence on the incident, with regional offices in the UK told to issue “no comment” responses to press inquiries. But Milford Haven Port Authority (MHPA) has been more forthcoming, issuing a statement which says after the incident the tug was able to make its way to a berth “without assistance”. The authority says it immediately launched an investigation into the incident and is co-operating with the

preliminary examination being carried out by the Marine Accident Investigation Branch (MAIB). Photo: I. Thomas © The grounding, in which there were no reported injuries or pollution, is sensitive as it raises potential safety concerns about the two LNG terminals under construction in the port. The Svitzer Waterston is the first of a fleet of new escort tugs being built under 20-year contracts with the operators of the LNG terminals, Dragon LNG (a consortium of BG, Petronas of Malaysia and Dutch energy company, 4Gas), and South Hook LNG (Qatar Petroleum LNG, Elf Petroleum and ExxonMobil).

The tug, with a bollard pull of 92 tonnes, was built to a new design specifically developed by Canadian naval architects, Robert Allan, for LNG terminal escort duties. Svitzer is already the subject of a full MAIB investigation and a police inquiry into the deaths of three crew members of the 300-gt Flying Phantom (built 1981) when it grounded and capsized in the River Clyde in December last year. In March last year the company’s tugboat Bohus lost power and grounded on rocks off Sweden, with the four-strong crew having to be evacuated by helicopter. Svitzer was also in the headlines this year when the St Vincent-flag, 4,600-bhp Svitzer Korsakov was hijacked off Somalia in February and the crew – a British master, Irish chief engineer and four Russian seamen – held hostage for 47 days before a ransom (reputedly $700,000) was paid.

Salvagers recycle in titanic proportions Titan Salvage’s crew carted away the first slabs of steel sliced off the shipwreck of the New Carissa. The ship chunks sailed off this week on a floating barge, which the crew hauled into Empire. The pieces will be processed and shipped to a recycling center. Titan managing director David Parrot said the trip out with the barge was a little more than he bargained for. The forecast predicted 3-foot seas, but Titan crews met up with something that approached 6-foot seas. “What we had ... was the first time the forecast was wrong in the wrong direction,” Parrot said. The barge — weather allowing — will take three more trips out to pick up more of the New Carissa from the jack up barges, the Karlissa A and Karlissa B, Parrot said.

Wednesday, Titan diver Billy Wehnes took a slice out of a portion of the New Carissa’s crane stuck in the sand near the stern. The crane piece was so mired in the sand that it resisted Titan’s attempts to pull it out. Wehnes and his torch took the plunge, and he cut the piece off 3 feet below the sand line. The ocean was so flat and calm that Wehnes didn’t even need the protection of “Billy’s Box,” the multi-ton container cut off the New Carissa to serve as a barrier against the surf. The piece was about 12 feet long and weighed 6,000 pounds, Parrot said.

Russia has begun dock trials of a nuclear submarine, which will be leased in 2009 to the Indian navy for 10 years, a prominent Indian daily reported. Financed partly by India under a secret deal signed with Russia in January 2004, the 12,000-ton Akula-II class nuclear-powered attack submarine has been built at the Komsomolsk-on-Amur shipyard in Russia, and will be commissioned with the Indian navy as INS Chakra.

"The submarine's sea-based trials will follow after that," Times of India quoted an anonymous Indian defense source as saying. "We expect the submarine to join the Indian navy in the second half of 2009." Akula II class vessels are considered the quietest and deadliest among Russian nuclear-powered attack submarines. According to various reports, India is currently building three domestically-designed nuclear submarines under a top-secret Advanced Technology Vessel (ATV) program but needs to give its navy first-hand experience in nuclear submarine operations, deployment and maintenance prior to the deployment of domestic submarines. "Our sailors... have been undergoing training in Russia to operate INS Chakra for the last two-three years. Once we get it, it will be the ideal platform to train future crews for the ATVs," the Indian source said. The nuclear submarine leased by Russia will not be equipped with long-range cruise missiles due to international restrictions on missile technology proliferation, but India may later opt to fit it with domestically designed long-range nuclear-capable missiles. At present, India operates 16 conventional diesel submarines and awaits six French-Spanish Scorpene class diesel attack submarines, to be delivered between 2012 and 2017, but plans to deploy at least three nuclear submarines armed with long-range strategic missiles by 2015. The first of the three domestic nuclear submarines is expected to begin sea trials by mid-2009. India previously leased a Charlie-I class nuclear submarine from the Soviet Union from 1988 to 1991. Ottawa awards contentious submarine contract to West Coast firm

The Conservative government has signed a hefty contract with a West Coast firm to refit Canada's four Victoria Class submarines. Public Works Minister Christian Paradis announced that the five-year contract worth $370 million has gone to Canadian Submarine Management Group. The deal could be extended for another 10 years, making it potentially worth $1.5 billion. Critics say that means the four subs, now based in Halifax, will have to make the long return journey through the Panama Canal to be refitted in Victoria. Independent MP Bill Casey of Nova Scotia says it's a waste of tax dollars that will cost $1 million for each return trip. The East Coast company Irving Shipbuilding is challenging the deal in court. Irving has accused one of the partners in the winning B.C. firm of conflict of interest, and says the contract process was unfair. Source : Canadian Press

SHIPYARD NEWS Companies win £91m ship contracts

Aircraft carriers are a vital part of the Royal Navy's fleet

Seven UK firms have won contracts totalling £91.5m to build parts for the Navy's two new aircraft carriers. Corus, based in Scunthorpe, will get £65m to provide steel for HMS Queen Elizabeth and HMS Prince of Wales.

Five other English firms, in Dorset, Greater Manchester, Surrey, Suffolk and Lancashire, will build products ranging from control towers to landing aids. Scottish firm MacTaggart Scott & Co, in Mid Lothian, will get £13m to build aircraft lifts for the £3.2bn ships. On Thursday the Ministry of Defence (MoD) signed contracts to build the 280m long carriers, the biggest in the UK's history. Each will be capable of carrying up to 40 planes and will eventually carry the new Joint Strike Fighter aircraft. Peter Symonds, air operations manager for the Aircraft Carrier Alliance, said construction of the carriers would provide a major economic boost for firms up and down the country. The Alliance is a partnership of the main companies building the ships, including BAE Systems.

Aeronautical & General Instruments £7.5m "The majority of the contracts have been placed or are in the process of being placed at the moment," he said. "Most of them are going to UK companies. A lot of the firms will have been employed in the maritime industry anyway. "But any new contracts with us opens up their chances of winning further contracts in the future." Keith Hazlewood, national secretary of the GMB Union, said: "It's only good news for UK manufacturing, creating further jobs outside the building of the aircraft carriers, for various parts of the country. "It's much needed work for many communities and once again demonstrates that UK manufacturing is not dying." Aeronautical & General Instruments, from Poole, Dorset, has been awarded a £7.5m contract to design and build visual landing aids. Salt Separation Services, of Rochdale, Greater Manchester, gets £1m to equip the ships with water production systems. Northrop Grumman Sperry Marine BV, from New Malden, Surrey, will provide an Integrated Navigation and Bridge System (INBS) for £1m. Hudong-Zhonghua getting back on track after crane disaster

Shanghai's Hudong-Zhonghua Shipbuilding has placed an order for a goliath crane with a lifting capacity of 600 tons with Guangzhou Shipyard International, a subsidiary of China State Shipbuilding Corp. (CSSC) Group. The crane is to replace the one that collapsed in May. CSSC, the parent of most southern Chinese yards, is looking at the possibility of transferring construction of some ships from Hudong-Zhonghua to Jiangnan Changxing Shipbuilding Base to avoid delays arising from thecrane collapse. Hudong-Zhonghua could be back to full operations by the end of the year, insiders suggest.

ThyssenKrupp may challenge EU over Greek shipyard aid

ThyssenKrupp Marine Systems, the owner of Hellenic Shipyards (HSY), said on Thursday it may seek legal recourse if it incurs losses from a European Commission decision asking Greece to recover illegal state aid to HSY. On Wednesday, the EU executive said Greece must recover more than 230 million euros ($363 million) in state aid it illegally gave to Hellenic Shipyards. The money was transferred between 1996 and 2002 when Greece implemented 16 aid measures to the shipyard, which has built frigates, gunboats, fast patrol missile boats and submarines. Hellenic, which competes with Neorion Shipyards, has been wholly owned by Germany's ThyssenKrupp Marine Systems since 2005. "ThyssenKrupp Marine Systems, the holding company of the shipyard business, supported the investigations of the EU Commission and contributed to clarifying matters," ThyssenKrupp said in a statement. It said the EU Commission's findings related to state aid granted by the Greek government to Hellenic Shipyards Skaramangas before and during the privatisation in 1997-2002. "ThyssenKrupp has rights of recourse should the national implementation of the decision result in financial losses. Once the full decision is known, ThyssenKrupp will analyze it in detail and consider further legal steps." Brussels authorised 160 million euros in aid in 1997 in return for restructuring the yard's civil commercial activities."Unfortunately, some crucial conditions attached to the approval have not been complied with," EU Competition Commissioner Neelie Kroes said. "In addition, Greece has repeatedly provided unlawful and incompatible financing to the loss-making civil activities of the yard until 2002. The illegal aid must now be recovered," Kroes said. On Wednesday Greece responded by saying the EU Commission had looked into alleged state aid to Hellenic Shipyards over the 1996-2002 period that exceeded 1.0 billion euros. But after long and tough negotiations it convinced the EU Commission that 75 percent of the handouts had to do with military projects, meaning the aid did not fall under pertinent regulations. "As a result, the decision of the European Commission regarding the recovery of 230 million euros refers only to commercial activities at Hellenic Shipyards," Greece's finance ministry said in a statement. million. In the period the deficit on the company’s best service from Copenhagen to Oslo was around DKK 40.6 million. On the Amsterdam-Newcastle run the deficit in the first four months landed on DKK 65 million. The service between Bergen and Newcastle will stop at the end of August after a deficit of DKK 37 million in the first four months. The passenger division does not earn enough on the present service, says company spokesman Gert Jakobsen in a statement. A combination of low-fare airlines and rising bunker costs has worsened DFDS Seaways problems.

Special Gulf Ships entering the territorial waters of GCC states will have to strictly comply with international pollution standards from next month. The new rule comes in the wake of the International Maritime Organisation's (IMO) decision to list Qatar, Bahrain, Iran, Kuwait, Oman, Saudi Arabia and the United Arab Emirates (UAE) in the "special area" of IMO. The IMO's decision to list the Gulf area in the special category is in line with the MARPOL Convention (International convention covering prevention of pollution from ships 1973\78) that envisaged combating marine pollution in coastal waters. A meeting of GCC environment ministers held here yesterday called on all member countries to ensure that they strictly adhere to the international and regional guidelines to keep their territorial waters pollution-free. The GCC ministers' meeting ratified the more than 40 Green Initiatives identified at the Doha meeting in 2007. Delivering the opening address, Qatar's Minister of Environment, H E Abdullah bin Mubarak bin Aaboud Al Midhadhi, said the emerging ecological challenges could not be combated by individual countries in the region. He stressed the need for the member countries to strictly follow national and international guidelines for protecting the environment. GCC Secretary General H E Abdulrahman bin Hamad Al Attiyah, said each member in the GCC was a signatory to the MARPOL convention and some of them had already honoured their commitments regarding the Convention. He urged the members to honour other regulations related to a series of joint environmental action programmes, including those on radiation and nuclear risks.

The ministers also discussed a series of regional and international conventions on the environment, including the United Nations Framework Convention on Climate Change, the Convention on preservation of wildlife and natural habitats in the region, Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol. Regarding the GCC Green Initiatives, the meeting decided to implement the nine 'high priority' projects in a year. The next set of 12 projects will be implemented the following year. The GCC environment ministers will hold their next meeting in Oman. Source : ShipTalk

Smooth sailing for the Explorer of the Seas The 138,000-ton Royal Caribbean cruise ship EXPLORER OF THE SEAS arrived in New London harbour just a few minutes before its scheduled time, 7 a.m. The ship needed to perform a three-point turn and then back into the harbor to dock at State Pier until its departure at 7 tonight. Although it was raining in some nearby cities and towns, passengers weren't welcomed by rain when they got off the ship. Instead, the tugboat Patricia was in the Thames River to issue a water-cannon salute at the pier, and the Nutmeg Fife & Drum Corps of Groton played patriotic tunes as passengers disembarked. By 8:30 a.m., there was already a line formed of people exiting the ship to take buses and go into New London and to other excursions in Mystic and Groton. There is a full load of 3,114 passengers and 1,800 crew aboard the cruise ship. Penny Parsekian, executive officer of the New London Main Street said she expects the visit to bring about 2,000 people into New London today. Despite the holiday, Parsekian said about 70 percent of the businesses in New London are open. Source : Theday

Versteviging van inzetbaarheid KNRM op Grevelingen en Noordzee

Met de doop op zaterdag 5 juli 2008 door drs. E.M.A.

Source : Flakkee Nieuws

Bid deadline extended for new Panama Canal locks

In a move that it says will result in better bids for the “design-build” contract for the new locks under the Panama Canal’s Expansion Program, the Panama Canal Authority (ACP) has deferred the locks proposal due date. The four

global consortia in the running for the contract will now have until December 10 to submit their bids for what will be the largest and most important project under the $5.25 billion expansion. A teaming of Asian and US companies is one of four contenders. Led by Bechtel of the US, the so-called Bechtel Taisei Mitsubishi (BTM) teaming also comprises Japanese corporations Taisei and Mitsubishi, as well as subcontractor Wuchang Shipyard of China to manufacture the lock gates. Rival bidders include he CANAL consortium, led by ACS Serviciosof Spain; the Atlantic-Pacific Consortium of Panama, led by Bouygues Construction of France; and the United Group for the Canal, led by Sacyr Vallehermoso of Spain. The ACP say it received requests from the consortia to extend the proposal due date and has listened to their needs. Additional time given to the consortia will result in more fully developed bids on both the technical and price proposals, ultimately benefitting the expansion project. “The extension falls within our Expansion Program execution timeline, which has a projected completion date of 2014,” said ACP Executive Vice President of Engineering and Program Management Jorge L. Quijano. Source : Seatrade Asia

Tel. +32(0)575.510522, Fax +31(0)575.542289.
