    DESIGN BASIS & PHILOSOPHY

    1.1 Electrical system

    The power generated will be evacuated to the sugar mill at the given terminalpoints. All the cogeneration power plant auxiliaries will operate on the powersupplied from the cogeneration power plant. Balance of power generated aftermeeting the sugar and auxiliary load will be exported to the grid after stepping

    up to 110 kV. DG set will be provided for emergency power & start up powerduring grid failure. All other power sources including DC power, UPS, controlpower, lighting, etc. will be derived from the cogeneration panels. Requiredearthing will be provided to ensure safety.

    Proposed synchronous alternator shall be of 35 MW rating with generation at 11kV. Surplus power, after meeting the cogeneration plant auxiliary requirementand power requirement of the sugar plant, shall be exported to the grid

    through 34/42.5MVA, 11/110 kV, ONAN/ONAF, OLTC, Bi-Directional Powertransformer. The Power transformer shall be suitable for exporting themaximum power at 110 kV, without any limitation in the plant operation andpower export as well as power import.

    All equipment shall be designed to withstand the maximum fault levels

    level of voltage, motor starting analysis and stability study of the plant withKPTCL grid.

    Power system shall be designed so as to export the entire power from

    cogeneration plant (total generation less auxiliary power consumption), whenthe sugar plant is not in operation.

    Plant lighting shall be in accordance with llumination System mentionedelsewhere in specification.

    Earthing arrangement in 110 KV switchyard shall be strictly as per the statutoryregulations. The earthing shall include:

    a. Provision of earth electrodes for LAs, switchyard equipments bodyearthing, T.G. set Alternator & D.G. set Alternator Neutral and Bodyearthing, Transformer neutral & Body earthing, earthing of Boiler, ESP,

    Switchyard , TG Building, Conveyor , Cooling tower and other Buildingstructures etc.

    b. Provision of earth mat as per IEEE 80.

    c. Provision of lightning conductor over 110 KV switchyard.

    d. Provision of earthing grid conductor as per fault level considered.

    e. Lightning protection of chimney, cooling tower, TG building, Boiler,Conveyor, Switchyard and other buildings.

    1.2 DC System :DC system consists of

    a. Valve Regulated Lead-Acid (VRLA) rechargeable battery, Heavy-dutyb. Battery charger system consisting two nos.(2) of float cum boostchargers

    1.5 Power generation and distribution

    Power generation at 11KV, 3Ph, 50Hz. Further thro Power will bestepped up to 110KV by the 34/42.5 MVA, Bi-directional, OLTCevacuation transformer to the GRID. The 110 KV switch yard shall beconnected with KPTCL Line.

    11 KV from 11KV switch board will be in TG building. 11 KV Power shallbe distributed to Co-Generation plant Transformers(2 nos), Sugar plantTransformers(4 nos) & to 11KV Fibrizor Panel in sugar plant.

    TECHNICAL SPECIFICATION

    SCOPE OF ELECTRICAL SYSTEM:

    The scope of supply and services shall include basic design - and detail-engineering, manufacturing, painting, workshop testing, shipment/transport tosite, unloading, erection, testing and commissioning, training of staff,labelling, field test operation, pre-documentation and documentation "as built"of the electric equipment for the Power Plant and their auxiliary equipment. Itshall be complete in every respect and suitable for safe and proper

    operation under all site conditions, even if not mentioned in thisspecification.

    6.1 SWITCHYARD:

    a) General

    The power evacuation arrangements from the cogeneration project is proposed

    to be done at 110KV Sub Station which is proposed within sugar mills campus ata distance of 100 meters from TG set building.

    The key single line diagram (JS0012-75650000-SLD-005 / Rev. 0) is enclosedwith this document which shall be referred for the Quantity and ratings ofequipments.

    WiringAll wiring shall be done with PVC insulated, 650/1100 V grade, single-coremulti strands (minimum 3 strands) annealed copper conductors suitable fortemperature and humidity specified.

    The cross sectional of the wires for voltage, current and control circuits shallbe 2.5 Sq.mm. and that for the alarm circuits shall be 1.5 Sq.mm., the wiresshall be vermin proof and shall be laid in plastic gutters.

    Each wire shall be identified at both ends with wire numbers by means of PVCferrules. Colour coding for the wires shall be as per IS:375.The terminal boards shall be set at 45 Deg. to the side panels for easy access.Minimum 20 % spare terminals shall be provided on the panels.The bolted type terminals shall be suitable to receive crimped wires to give

    positive connection. All terminals shall be properly shrouded against accidentalcontact.

    Sufficient terminals shall be provided so that not more than two wires areconnected to each terminal. The terminal blocks shall be 600 V grads 10 ampsrated, one piece moulded complete with insulated barriers, stud typeterminals, washers, nuts and lock nuts and identification strips. Clip onterminals shall not be used in this panel.

    Test Terminal blocks for the CT and PT secondary leads shall be provided withtest links and isolation facilities. Also CT secondary leads shall be provided withshort circuiting and earthing links.

    The surface shall be prepared by applying a coat of phosphate paint and a coator yellow zinc chromate primer. The under surface shall be made free from allimperfections before undertaking finishing coat.

    - After preparation of the under surface, the relay and control panel/desk shallbe spray painted with two coats of final paint. Colour shade of final paint shallbe RAL 7032 and shall be duly approved by the Owner before final painting isdone. The finished panel/desks shall be tried in stove oven in dust freeatmosphere.

    Panel finish shall be free from imperfections like holes, orange peels, run offpaint etc. The Tenderer shall furnish painting procedure details along with the

    bids.

    Panel illumination

    - Compact Fluorescent Lamps working on 240 V AC, operated by door switchesshall be provided for internal panel illumination.- A 240 V, 1-Phase, 5Amp, 3 Pin Socket shall be provided in the panel corridoror interior of each cubicle with on-off switch for connection of hand lamps.

    This socket shall be metal clad type with a spring loaded flap.

    Earthing

    - A continuous 25mm x 3mm copper (tinned) shall be provided running alongthe full lengths of the panels. Suitable arrangement shall be provided at thetwo ends at rear side for connection to the plant earthing system.

    Space Heaters

    - Panel space heaters shall operate off 240 V AC and shall be supplied completewith on-off switch, fuse and thermostat.- A common thermostat shall be provided for the entire panel. The thermostat

    shall maintain the internal temperature above the ambient temperature toprevent moisture condensation.

    Mimic

    - Mimic diagram shall be provided on panels. Mimic diagram shall be screwedon to the panels / desks and shall be made of anodised aluminium or plastic ofapproved fast colour. The mimic shall be 10 mm wide for horizontal run and 5

    mm wide for vertical run.- Semaphore indicators used for isolator positions, they shall be so mounted inthe mimic that isolator (or breaker) closed position shall complete thecontinuity of the mimic. The mimic diagram shall incorporate red and greenlamps for isolator position indication and controlling switches with indicatinglamps for breakers.- The lamps will remain steady where the hand operated semaphore positions

    correspond with the breaker position. The lamps shall flicker with a timedelayed alarm if the semaphore position does not correspond with the breakerposition.

    Frequency Meters

    The Frequency Meters shall be long range, calibrated for 45-50-55c/s. Theseshall be digital type and shall operate off 110 V AC.

    Indicating Lamps

    - These shall be multiple LED type of low power consumption, lamps shall besupplied complete.

    Lamps shall be provided with screwed translucent covers to diffuse light. Thelamp covers shall preferably be unbreakable, moulded, heat resistant material

    removal of any radiator unit without emptying the tank. Radiators shall besecurely braced to prevent undue vibration. All fasteners and bolts etc. shall be galvanized or zinc passivated. All surfacesto be painted shall be thoroughly cleaned, descaled, made free from rust andgiven a priming coat of rust resisting paint followed by two finishing coats of

    approved shade. Paint shall be suitable to withstand specified atmosphericconditions.

    b) Terminals and marshalling box

    Windings shall be brought out and terminated on terminal bushings and cablebox.

    Cable end box shall be supplied with cable lugs & glands. The lugs shall be non-soldering, long barrel, crimping type

    Terminal chamber for cable box shall have gasketed cover plate bolted to it.

    Marshaling box shall be weatherproof, waterproof with IP 55 enclosure. Allprotective devices and neutral CTS shall be wired by means of PVC insulated

    armored cables up to the marshaling box. Terminals shall be bolted type only.Removable gland plate with compression type glands of non-magnetic materialshall be provided.

    c) Cooling

    The cooling of the transformer shall be ONAN / ONAF. The operation of forcedair circulation fans shall be controlled automatically by temperature in oil

    tank.

    d) Oil

    The Transformer shall be supplied with first filling of oil. Additional 10%

    e) Accessories

    Following minimum accessories shall be necessarily included in the scope ofsupply in addition to the accessories required as per CBIP guidelines.

    Oil conservator complete with oil filling plug & cap. Oil drain valve &magnetic oil level gauge. Silica Gel Breather It shall be mounted such that the silica gel shall bevisible from the ground level and the breather is removable from the ground. Shut off valve between conservator & main tank. Explosion relief vent mounted on the tank with double diaphragm & equalizerpipe. The explosion vent shall be rotatable in all directions.

    Air release plugs. 150 mm dia. magnetic oil gauge with low level alarm and trip contact. 150 mm dia. oil temperature indicator with maximum reading pointer and aset of contacts for alarm and trip.- 150 mm dia. winding temperature indicator with maximum reading pointerand set of contacts for alarm & trip. WTI to be provided for each pahse.- Thermometer pocket with mercury in glass thermometer (0-120 C)- Bottom drain valve- with pipe nipple. It shall be possible to drain off 90% ofthe oil within 10 minutes. Sampling valves with plug. Filter valves with threaded adapter top & bottom. Inspection cover on top plate.     f) Core and winding

    - Transformer shall be double wound, core type with cold rolled grain orientedlamination perfectly insulated and clamped to minimize vibrations and noise.

    Care shall be taken to insulate core fastening bolts to reduce losses and avoidhot spot. All parts of the magnetic circuit shall be bonded to earth.- Windings shall be of copper and shall be designed to withstand the specifiedthermal and dynamic short circuit stresses.

    g) Tapping

    - On Load Tap Changing arrangement shall be provided on High Voltage side of

    the transformer. On load Tap changer shall be Bi-directional suitable for42.5MVA capacity- Following protections shall be provided for Tap Changer systemOil surge relay, over load relay for Drive motor, Reverse phase sequenceprotection relay.- Tap changer system shall be provided with Annunciator in RTCC panel for thefollowing

    - Tests shall be carried out at works at his expenses in presence of the Onwersrepresentative. All routine tests as specified in IS 2026 shall be conducted.- Heat run test and type tests as per IS 2026 shall be conducted on thetransformer at manufacturers works.- Type test certificates for Identical rating not exceeding five years to be

    furnished.

    h) Packing and transport

    - The main tank shall be oil filled during transportation. All accessories shall bepacked separately during transportation. Care shall be taken to pack theradiators such that radiator fins are not damaged during transportation.Packing dimension shall be furnished much in advance of transportation.

    - All accessories shall be wrapped with polythene sheets before packing.- All valve flanges including those for the radiators shall be closed by blankflanges.

    6.2 .2 Distribution & Converter Transformer:

    The Distribution & converter transformer proposed for power supply feeding to415V LTPCC. The OCTC design in transformer shall be modified to thisrequirement. Transformers shall be of Bi-directional type.

    6.3 11 KV SWITCH BOARD TECHNICAL SPECIFICATIONS

    6.3.1 Introduction

    This specification covers the design, manufacture and supply of 11 KVswitchboard incorporating draw-out vacuum circuit breakers. The 11 kV switchboard shall be capable of continuous and reliableoperation at the full load rating specified where continuity of operationis of prime importance. Workmanship shall be the highest grade and theentire construction in accordance with the best modern practice.

    The HT switchboard shall be capable of withstanding the severeststresses likely to occur in actual service and of resisting rough handlingduring transport. Circuit breaker shall be suitable to withstand inrush magnetisingcurrents of transformers and capacitor bank ON and OFF.

    6.3.4 Specific Requirements

    Construction

    The switchgear shall be metal clad, free floor standing, totallyenclosed, dust and vermin proof with draw-out type circuit breakers.Vertical units shall be assembled to form a continuous line up of uniformheight and depth.

    The panel structure shall house the components contributing to themajor weight of the equipment such as circuit breaker, main horizontalbus bars and other of the components is adequately supported withoutdeformation or loss of alignment during transit or during operation.

    Each unit of the switchgear shall have necessary internal sheet metalbarrier to form separate compartments for buses, instruments, relays,cable connections etc.

    Adequate barriers shall permit personnel work safely within an emptycompartment with the busbars energised. Checking and removal ofcomponents shall be possible without disturbing the feeder. All auxiliaryequipment shall be easily accessible to facilitate their operation andmaintenance. It shall be possible to set all relays and measuringinstruments without de-energising the switchgear.
