whenanagencywantstokeeptrackoftheconditionofthetrackstructurepriorto,during,andafterthetermofacontracthasendedorisendinginthenearfuture.Thisallowstheagencytomakeadeterminationastotheconditionofthetrackbefore,andafterthetermofthecontract.NRMcanalsomakerecommendationsaftertheinspectioninordertohelpmakedecisionstoextendthelifeofthephysicalplant.Ratingsaretypicallybetween1and5,andcolorcoded.Abaselineinspectionshouldbeperformed,andperiodicinspectionstoassessiftheconditionhasimproved,ordegraded.
