Imports of cold-rolled steel products, particularly from China, are hurting South African producers, initial findings from the International Trade Administration Commission (Itac) showed on Monday.

This could pave the way for import duties. At the request of steel maker ArcelorMittal SA, Itac in July launched an investigation into whether to impose safeguard duties on imports of cold-rolled steel from a number of countries including China.

The Scaw Metals Group, in partnership with the SAPS, destroyed over 30 tons of illegal firearms at Scaw Metals Group’s Union Junction facilities, in Germiston, recently.

The destruction was in line with crime prevention being among the top priorities for the SAPS. Scaw’s CEO, Markus Hannemann, said they were honoured to host the event.

“We are proud of being able to make a difference towards building a safer South Africa. This is a great initiative the SAPS are undertaking” he said.

The Elsburg Eagles Cricket Club continued their Easterns Cricket League campaign this weekend, competing in both the Promotion and Presidents Leagues. The Elsburg Eagles Cricket Club shrugged off their previous losses in the Easterns Cricket League and won both their Promotion and Presidents League matches.

The Eagles faced the Etwatwa Cricket Club in Sunday’s Promotion League match, played at the Scaw Main Oval, in Dinwiddie.

The visitors batted first and set a score of 163 runs, all out, in their 50 overs.

The Eaglesx top bowlers for the day were Trent Murray, who took three wickets for 40 runs, in 10 overs, Garreth Hann who also took three wickets, for only 22 runs, in nine overs, and Chase Nieuwenhuizen who claimed three wickets for 35 runs, in 10 overs.

It was then the home team’s turn to bat, and they did not disappoint, making 165 runs in only 30 overs, with eight wickets in hand.

Top batsmen of the day were Billy Millar, who was also named man of the match, with 76 runs (not out), and Kobus Black, with 36 runs.

The club also played in the Presidents’ League on Sunday, with the match against Actonville Cricket Club taking place at the Elsburg Sports Grounds, in Elspark.

The home team took to the field first and were able to hold Actonville to a score of 175, all out.

The Eagles’ top bowlers for the match were Paul Tandy, who took four wickets for only 15 runs, in four overs, and Hanlo Stydom, who took two wickets for 26 runs, in five overs.

The Eagles were able to beat the visitors’ score by five runs in just 21 overs, with eight wickets in hand, giving the home side their second eight-wicket win of the day.

Grant Wilcox, Dewald Coetzer and Darren van Tonder were the day’s top batsmen, scoring 60, 54 and 46 runs respectively.

Tandy was named man of the match for his bowling performance.

“We are proud of all the players who played this weekend.

“Their performances show that with hard work and practise we can achieve the results we want to,” said Martiens Grobler, on behalf of the Eagles.

“A big thank you to Kobus Black, who helped the players prepare over the past week.”

The next matches on the club’s schedule are their Second League match against Bakerton YS Cricket Club, which will be played on Saturday, at the Scaw Main Oval in Dinwiddie, then they play the KwaThema Cricket Club, in their Promotion League match, on Sunday, at the Scaw Main Oval in Dinwiddie and the Thokoza Cricket Club in the Presidents League at the Elsburg Sports Grounds, on Sunday.

The Elsburg Eagles Cricket Club faced the Kwa-Thema Cricket Club in their Promotion League match held at the Scaw Main Oval, in Dinwiddie, on Sunday.

The Eagles lost the toss and were sent in to bat.

They set a score of 184 runs for 10 wickets in their 50 overs, with the top batsman Billy Millar scoring 43 runs.

Kwa-Thema came in to bat and made the score, with only five wickets down, reaching 188 for five wickets.

Top bowler for the day was given to Jacques Jansen van Vuuren, after bowling seven overs and getting two wickets for 14 runs.

The Elsburg Eagles’ other team was simultaneously playing against the Thokoza Super Kings Cricket Club in their Presidents League match, held at the Elspark Cricket Club.

Thokoza batted first and set a score of 272 runs for 10 wickets in their 40 overs.

The Eagles’ Frans Louw bowled six overs for 44 runs and three wickets, while Darren van Tonder bowled seven overs for 48 runs for two wickets and Gerhard Herbst bowled six overs for 27 runs and two wickets.

The Eagles came in to bat and made the score in 35 overs, reaching 275 runs for the loss of eight wickets.

Top batting was witnessed from Frans Louw who scored 84 runs and Cristopher Coetzer with 79 runs.

Louw was the man of the match.

Eagles won with two wickets and went to the top of the log.

The Elsburg Eagles Cricket Club travelled to Willowmoore Park, on Sunday, to face the Tembisa Cricket Club in their Promotion League match.

The visitors lost the toss and were asked to bat first, posting an impressive score of 181, all out, in their 50 overs.

Kobus Black was the day’s top- scorer, making 63 runs before going out.

It was then Tembisa’s turn to bat, and the home side was able to beat the target in just 42 overs, therefore, winning the match by two runs, with five wickets in hand.

The Eagles’ top bowler was Billy Millar, who claimed three wickets in his 10 overs for 45 runs.

“The unexplainable happened this weekend, as we were sure we had Tembisa on the ropes.

“However, they managed to turn it around,” said Martiens Grobler, on behalf of the Eagles.

The Eagles will have to shake off this weekend’s loss as they dive into a weekend packed with matches.

The team will first face Boksburg Cricket Club, in the Second League, in an away match on Saturday.

On Sunday, at 9am, the club will play in the Promotion League, at the Scaw Main Oval in Dinwiddie, against the Avion Cricket Club, and then, at noon, in the Presidents League, at the Elspark Sports Complex, against the Bakerton YS Cricket Club.

Amid paroxysms in the South African steel industry, Afrox said last week that it had reached agreement with ArcelorMittal SA regarding the early termination of a gas supply contract dispute. This had resulted in a full and final settlement of all legal proceedings between the parties.

But that is about as much as either party will acknowledge, apart from bland statements on Sens last week. Under the agreement, SA’s largest steel producer settled a claim of R165m by Afrox in a

number of tranches, excluding value-added tax. The dispute goes back as far as 1996, for the reported provision of oxygen and nitrogen to the end of 2012, and argon until end 2019.

It has not been the only big gas supply dispute in town. Shuttered Evraz Highveld Steel and Vanadium and French gas giant Air Liquide are still at loggerheads over a 20-year contract. But like Afrox and ArcelorMittal SA, parties to the dispute are tight-lipped over what Air Liquide claims are damages of at least R1.4bn.

Evraz Highveld joint business rescue practitioner Piers Marsden says only that the French group has not yet responded to an application to cancel the contract after the Russian-backed steel maker closed down in mid-2015.

"Our view is that it is a ridiculous number," he says, adding that damages are limited in terms of the agreement between Afrox and ArcelorMittal SA.

It has been a rough old time for the country’s metals industries as global commodities markets have experienced a second rout after falling off a cliff from October 2008.

Many ferrochrome smelters remain shut in SA for lack of demand and horrific Eskom energy tariffs. Tata Steel KZN (KwaZulu-Natal), which was built in Richards Bay from 2006 to provide high-quality ferrochrome for stainless steel production in Asia, Europe and the US, has also long been shut.

Mumbai-based Tata has been stumbling in international metals markets for many years now. It is difficult for SA’s government, in light of all these failures, to blame market capitalism only. Its own interventions, such as buying steel maker Scaw Metals in Germiston through the Industrial Development Corporation, have not fared much better.

Promises of major infrastructure build and huge spending on train sets and railway infrastructure by the Passenger Rail Agency of SA and Transnet have not seen Scaw sail out of the doldrums.

While it appears that global steel markets are starting to look up, there is no guarantee of a sustainable upturn. The recent bankruptcy of South Korea’s Hanjin Shipping company, one of the world’s largest fleets, speaks of massive overcapacity in international ship building and minerals commodities trading, both of which affect steel.

SA’s Competition Tribunal has approved without conditions a merger between Richards Bay Alloys and Tata Steel KZN, which is still in liquidation. The deal will exclude the name and the environmental liabilities of the Richards Bay facility. Representatives of Richards Bay Alloys told the tribunal at a hearing on November 9 that they wanted to restart operations at Tata Steel KZN as soon as possible. No transaction value has been given.

The tribunal says the acquiring group is a global asset manager that provides financial solutions for the ferroalloy, mining and energy industries.

While there is little excuse for JSE-listed ArcelorMittal SA and Afrox to play hide and seek over their R165m settlement, the Richards Bay Alloys deal is even more opaque.

Like the attempted — and failed — sale by business rescue practitioners of Evraz Highveld to little-known Hong Kong-based International Resources, the saga of the Tata Steel KZN plant is filled with intrigue.

Among various potential bidders, Richards Bay Alloys is controlled by a string of firms stretching from Luxembourg to the Cayman Islands and ultimately to publicly traded US group Carlyle.

But the paucity of information about all such deals points only in one direction — that of the Panama Papers, which saw 11.5-million documents leaked from law firm Mossack Fonseca, detailing financial and attorney-client information of more than 214,000 offshore entities.

Two of Avion Park Cricket Club’s senior teams won their matches during the past week.

The chairman’s team beat Tsakane by 156 runs at Rhodesfield Technical High School.

Avion batted first and scored 285/9 in 40 overs. Tsakane were all out for 129 in 20.4 overs.

Rian Swanepoel scored 110 and Eugene de Vasconellos took 5/22.

The promotion side beat Scaw Metals at the Scaw Main Oval in Germiston, by seven wickets.

Avion bowled out Scaw for 85. Leo Jacobs took five wickets and Johan Ferreira scored 38*.

The Avion Colts, playing Kempton Park at Hoërskool Jeugland, lost by 18 runs.

Kempton batted first and scored 140 all out, after which Avion replied with 122 all out. Michael Kruger took 4/16, Zander Cronje 3/22 and Kevin van Zyl hit 56.

“It was a one-wicket win for Elsburg Eagles, and a great way to end the year on top of the Presidents League,” said Martiens Grobler, on behalf of the Eagles.
