year to year.

I am proud of the current fi nancial state of the Association. Since my ar-rival to Brambleton as General Man-ager in January 2007 the BCA budget has grown from $3,700,000 to more than $10,000,000. The average annu-al CPI-U over the last 8 years is 2.08% while the average annual increase of our assessments has only been 1.38%. The Association’s Repair & Replacement Reserve accounts have grown from $605,000 to $2,240,000. The Capital Improvements fund was established and has grown from $0 to $615,000; with additional Retained Earnings in the amount of $400,000 that can be used toward capital im-provements or reserves. Total own-ers delinquency is at 2.42% while auditors consider a range between 3-5% as acceptable. These fi gures are a positive indication that Bramble-ton Community Association is in a healthy fi nancial position which will ensure success of the community for years to come.

BCA's 2015 Budget and Positive Financial Position

A MESSAGE FROM THE GENERAL MANAGER

In order to eff ectively move forward to grow the Association and to keep up with growth of our community, staff is constantly looking in the rearview mirror to review what they have accomplished and assess how they can improve its operations and services to residents. Staff recently completed the draft 2015 Operating Budget and presented it to the BCA Board. Drafting the budget requires a great deal of review, forward think-ing and vision of where we want to be next year and the years to follow.

The Association’s Governing Docu-ments, it’s Vision and Mission State-ment, desired services & standards, industry standards & best practices, County, State & Federal requirements, historical trends and other factors are all considered by staff when drafting the budget for the next fi scal year. We also project and incorporate the expenses and timing related to new home settlements, facility & amenity turnover, and common area accep-tance that all comes from the Devel-oper's offi ce. In addition, increases to existing contracts and fees for utilities & services also need to be considered. Last but not least, the BCA Board and staff need to consider what actions can be taken to eff ectively and effi -

ciently grow the Association, its ser-vices and its amenities that are in the best interest of the entire community.

Calculation of the annual assess-ments is based on the projected and anticipated expenses for that year. Considering all the above fac-tors, the expenses for 2015 are pro-jected. Those projected expenses are then divided by the total number of housing units that benefi t from that expense based on the calculations or percentages set by our Governing Documents. This will determine the annual assessments for the upcom-ing year.

In addition to the operating budget, BCA maintains replacement reserve accounts and capital improvement accounts. The reserve accounts are in place as required by Virginia statute and are for the repair or replacement of major capital equipment or com-ponents. These funds are not there for routine maintenance or upkeep. The Capital Improvement Accounts have been established to provide funding for new capital items, fa-cilities or amenities that may be re-quired or desired by the Association as the community grows. The reserve and capital accounts provide fi nan-cial stability for the Association from

there are no leaks in your roof. With lots of leaves falling, make sure you clean out your gutters and down-spouts so that water can fl ow freely away from your home. Clean gutters can prevent ice damming. Make sure all exterior vents, fi lters and dampers are clean and in working order.

Smoke and Carbon Monoxide Detectors

With the fi replace, furnace and boiler all working overtime, it is important to have smoke detectors and carbon monoxide detectors installed in your home to keep your family and you safe. Make sure your smoke detectors have working batteries.

Ceiling Fans

Most people think of fans only when they want to be cool, but many ceiling units come with a handy switch that reverses the direction of the blades. Counterclockwise rotation produces cooling breezes while switching to clockwise makes it warmer: air pooled near the ceiling is circulated back into the living space - cutting your heat-ing costs as much as 10%!

Equipment

Clean and store all of your yard main-tenance equipment out of view. Make sure all your winter equipment, such as shovels and snow blowers, are in working order. In addition, make sure you have extra gas available for your snow blower in case there is a large snow storm. Don’t wait for the fi rst winter storm to restock cold-weather essentials, such as salt or ice melt.

Pipes

When the temperatures drop below freezing, pipes may freeze. Turn off exterior faucets for the winter. Exte-rior faucets known as hose bibbs or sill-cocks, need to have its water sup-ply turned off inside the house, and you also need to drain water from it by opening up the exterior faucet. You may also want to consider an in-sulated cover for the hose bibb. And remember to disconnect your garden hoses from the sill cocks or outside faucets and drain them if you store them outside. If you go on vacation, keep the thermostat set at 55 degrees so pipes don’t freeze. Finally, in case there is an emergency, make sure you know the location of the main water shut-off to prevent catastrophic water damage. With this in mind if you have an irrigation system you may want to drain it and run some air through the lines to make sure no water is left that can freeze.

Furnace

To keep your furnace running well, remove all fl ammable material from around your furnace and change your fi lters monthly. It's easy to forget, but it's important to replace or clean fur-nace fi lters once a month during the heating season. Dirty fi lters restrict airfl ow and increase energy demand. Here's a worry-saving tip: mark a monthly check on your calendar.

Roof, Gutter s & Vents

Inspect the roof. If climbing on a lad-der is not feasible, use binoculars to check for missing shingles. Replace

The fall Equinox is a good time of year to start thinking about prepar-ing your home for winter, because as temperatures begin to dip, your home will require maintenance to keep it in tip-top shape through the winter. This is known as winterizing your home.

Autumn is invariably a prelude to fall-ing winter temperatures, regardless of where you live. This is a good time of year for homeowners to do their own “comprehensive Inspections” like the ones conducted by the Asso-ciation.

Doors & Windows

During the winter, doors and win-dows have the potential for letting lots of cold air inside your home. Not only does this make your home less comfortable, but it forces your heat-ing system to work even harder to heat your home (resulting in high heating bills). Make sure your doors and windows are caulked and insu-lated, keeping the warm air inside. If the gap is bigger than the width of a nickel, you need to reapply exterior caulk. Check window glazing putty, too (which seals glass into the win-dow frame). Add weather-stripping as needed around doors, making sure you cannot see any daylight from in-side your home. Remove and replace any cracked caulking around win-dows, vents, pipes and doors.

Fireplace

With the cold weather coming, you may be using your fi replace frequent-ly. Make sure your chimney is clean and that the fl ue opens and closes

At their October 7, 2014 meeting, the BCA Board took the following actions in the best interest of the entire Associa-tion:

• Adopted the minutes from their August 12, 2014 meeting

• Worked with the developer to establish a process for weekly updates on major development projects and tasks that impact residents in established neighborhoods so that alerts can be communicated to those residents

• Set the annual meeting date for November 18, 2014

• Set the next board meeting for December 2, 2015 at 8:15 AM

• Accepted the 2013 Audit as presented by Johnson, Bremer & Ignacio

• Engaged Johnson, Bremer & Ignacio for the 2014 audit as proposed

• Discussed and approved the 2015 Budget and Assessments as presented by staff

• Approved the selling of the Ford Focus and ultimately the purchase of a 2015 Ford F350 with landscape dump body

• Made several appointments to the Brambleton Kids Care Committee

• Review a request for contribution towards roads from Summerfi eld at Brambleton Condos. Took no specifi c ac-tion on the proposal but discussed the possibility of creating a joint committee with the sub-association for the purpose of establishing a community grant fund

• Director Buffi ngton disclosed his candidacy for the Loudoun County Board of Supervisors representing the Blue Ridge District

• Directed staff to develop a social media policy that sets clear expectations of how and when staff should re-spond to postings on both BCA and non-BCA social media site during and after business hours

Despite a cold and rainy morning, the 10th Annual Fall Festival took place on Saturday, October 11th at Legacy Park/Olympia Drive. Residents enjoyed carnival rides, live music, various food vendors, craft beer and a marketplace. In addition, several businesses con-ducted demos and some residents participated in the Cornhole Challenge and Chili Cook Off .

Preventative measures such as hav-ing shipments sent to a workplace, asking a trusted neighbor to accept deliveries, or requesting a specifi c delivery time may help to reduce the opportunity for theft. Residents are encouraged to report suspicious ac-tivities directly to the Loudoun Coun-ty Sheriff ’s Offi ce immediately.

Brambleton is located within the Dulles South Station service area of the Loudoun County Sheriff ’s Offi ce. The Station hosts quarterly public safety meetings which are open to residents and community represen-tatives. These meetings are designed to provide information about local crime trends, updates on ongoing matters and helpful resources.

At the most recent meeting, held on the evening of October 27th, Assis-tant Station Commander, Lt. Russ Wall reviewed the station’s activities from the previous quarter and shared the most up to date statistics for our area, noting that overall crime trends are down. He explained that the Sheriff ’s Offi ce continues their ongoing eff orts to investigate the recent incidents of graffi ti within the community. Community Polic-ing Offi cer, Deputy Roy Ortutay, spoke briefl y and asked that anyone with information that may lead to the ar-rest and conviction of the individual(s) responsible to take action and contact the Sheriff ’s Offi ce through the non-emergency number of 703-777-1021 or for callers wishing to remain anonymous, may contact Loud-oun County Crime Solvers at 703-777-1919.

The site of-fers county residents the option of submitting an online crime report for matters which have occurred in Lou-doun County and are not emergency situations or related to a motor ve-hicle crash. Additionally, Traffi c Com-plaints and general agency questions or concerns may be submitted online as well.

Deputy Nathan Payne off ered sea-sonal crime prevention information noting that crimes of opportunity are most prevalent in our area, especially at this time of year. Although many communities report experiences with package and parcel thefts, the station’s records do not refl ect a his-tory of reports of these thefts. It is

ty meetings hosted by the Loudoun County Sheriff ’s Offi ce keeps the As-sociation informed of local trends and resources available. BCA staff has conducted outreach and has hosted meetings with representatives of the new Fire Station and seeks to partner further with other agencies serving Brambleton.

Participating in the Loudoun County Community Managers meetings has allowed BCA staff to further develop relationships with the community managers of neighboring large scale communities. This provides for the sharing of best practices and resourc-es to improve effi ciencies.

The Association is dedicated to con-tinuing this level of involvement to ensure that BCA is well represented in all matters that may impact the As-sociation and its residents.

During the Strategic Planning pro-cess, BCA’s Board and staff made de-veloping positive relationships with government, county agencies, neigh-boring associations and other com-munity organizations a priority. To meet this objective, representatives from Brambleton are committed to attending or hosting a minimum of 50 meetings with these various enti-ties throughout the year. In addition to staying informed about matters that may impact Brambleton and its residents, and representing Bram-bleton as a good neighbor in the greater community, attendance at these meetings allows Brambleton to maintain existing relationships and to develop new ones. In 2014, the BCA team has already surpassed this goal through attending and hosting meetings on a wide range of topics. The following examples are represen-tative of the focus and results of these

eff orts.

Representatives from Brambleton participated in a series of meetings in support of Alternative 3C for place-ment of the Dulles Air Cargo, Metro and Passenger Access Highway. Through this advocacy, the Asso-ciation was able to establish positive working relationships with many of the local offi cials serving Brambleton.

BCA’s General Manager, Rick Stone, serves on the Parks, Recreation and Open Space Board which is an ad-visory committee to the Loudoun County Board of Supervisors. BCA’s Community Lifestyles Manager, Beth Huck is the current chair of the Advi-sory Commission on Youth. Both are honored to have the opportunity to serve the greater Loudoun Commu-nity.

Brambleton's Future All StarsCOMMUNITY

District crown!

A special shout-out goes to Bramble-ton brothers Sean Kelsey and Connor Kelsey, as the only two Brambleton brothers to each play on separate all-star teams that made it to the state tournament! Coach Kelsey noted, “it is rare for one little league to have on team to win a District title from one age group, let alone have two ad-vance to the state tournament. What an adventure for me to watch both of my boys play in statewide tourna-ments this year.”

As Brambleton continues to grow, more and more of our youngest resi-dents are stepping up to the plate and dominating in local sports. Con-gratulations to all those little athletes in the Brambleton community and all those parents who keep wonder-ful programs like the Loudoun South Little League running – keep up the good work!

The Loudoun South Little League is one of the largest little leagues in Vir-ginia, and Brambleton residents both large and small have certainly made their mark within this competitive lineup.

In the Spring of 2014, 248 players, over 25% of the little league ball-players hailed from Brambleton! Way to step up to the plate mini-Bramble-tonians!

The 8-9 year old team surrendered only three runs over six games to cap-ture victory in the SYA Special Games Invitational – an astounding feat for any age but especially impressive for this young team!

The 9-10 year old team went on to the semi-fi nals of the state tournament after winning their district in smash-ing Brambleton style. A successful and formidable team, much of their success may be attributed to the fact that many have played together since

they were only 5 years old! That team includes Josh Hand, Geff en Franus, Connor Kelsey, Matt Ihle, and Owen Donahue -- all from Brambleton! As-sistant Coach Any Ihle also hails from Brambleton and helped guide this impressive team through exciting victories throughout the district and state tournament. Coach Ihle has served as the head coach of these Brambleton players on their travel tteam since they were 8 years-old.

The 11-12 year old team has two star Brambleton residents, Carson Trent and Sean Kelsey. Sean’s dad Rich Kelsey served as the Assistant Coach. This unstoppable duo helped guide their team to the district champion-ship and on to the state tournament as well!

The Junior team (ages 13-14) scored a top-six in Virginia rating in their trip to the state tournament, after giving up only three runs while securing the

New Brambleton resident and For-mer FOX News Anchor, Loriana Her-nandez-Aldama has been given the gift of life from her sister after bat-tling Leukemia for nearly a year. On Wednesday October 29th, Loriana received her sister’s bone marrow at Johns Hopkins in Baltimore.

Loriana, her husband Cesar, and 2 1/2 year old son want to thank the community for the out-pouring sup-port since they arrived. They say they could not have chosen a better place to live where community really means community.

Loriana was diagnosed in the mid-dle of their move from Austin, TX to Brambleton after their fertility doctor did a blood test before a scheduled IVF procedure so they could have another baby. Instead of a baby, she ended up with cancer. The movers barely had time to unload the boxes in the front door in Brambleton when her husband got the call that Loriana was fl ying directly to Johns Hopkins, and he needed to drop what he was doing and get there right away.

Since that January day, Loriana has been in and out of Hopkins for 40 day stays, and their son Gabriel is sent to Atlanta to live with her Mother. Now the longest time they could ever imagine from Gabriel is right now as Loriana undergoes the transplant process… 70-90 days apart.

Gabriel has been sent once again to live in Atlanta until at least Decem-ber 30th. They will miss Thanksgiv-ing and Christmas with their son, but Loriana promises that Christmas may be delayed but not denied. Once she is healthy and has an immune system again her family plans to celebrate

Christmas when she gets home re-gardless of the calendar.

Loriana & Cesar have been in awe of the kindness of strangers from this community. Strangers they now call friends. Brambleton residents helped unpack their homes, sent meals and off ered to cook meals so they could get back to a normal life between hospital stays. They may need help again once Loriana has enough of an immune system to be home. The fi rst 100 days are critical. The fi rst year back in very challenging.

Last year, Levy started the Loudoun Lions, part of The Virginia Ameri-can Youth Football Alliance. He is the acting commissioner and one of two coaches for the Jr. Pee Wee team. Former Redskins Chris Cooley presented Levy with a $1,000 grant to be used for new equipment. Levy also is the co-founder of Common-health Chiropractic, which has offi ces in McLean and Brambleton.

County Floats Names for Ashburn

Metro Stops

Loudoun's Board of Supervisors signed off Wednesday night on name suggestions for the county's two forthcoming Metro stations in Ash-burn, slated for a 2018 opening.

According to the county's public information offi ce, the names for the eastern station in Ashburn, near Route 606, are: Broad Run; Dulles Gateway; Dulles North; Loudoun Dulles North; Loudoun East; Loud-oun Gateway. For the second station, at Route 772, the suggestions are: Ashburn; Loudoun Gateway; West Loudoun.

These tags are being released to the public for feedback. Loudoun County will hold two dates-to-be-deter-mined community input meetings on the station names, and then sub-mit a fi nal county recommendation to Metro's board of directors, which has a fi nal decision-making authority. The new station at the Dulles airport in Loudoun will be called the Wash-ington Dulles International Airport Station.

The Brambleton Kids Care Commit-tee (BKC) is off to a busy start. Our fi rst interest meeting was held dur-ing the summer, followed by a plan-ning meeting in September. During the 10th Annual Fall Festival held last month, BKC set up a table to receive much needed donations for Mobile Hope of Loudoun. We are partner-ing with The Brambleton Group and continuing our eff orts to collect win-ter coats (as well as scarves, mittens, hats) for Mobile Hope from Novem-ber 1 - December 7. Please feel free to drop donations off at the Welcome Center between the hours of 11:00 - 6:00 PM daily.

With several projects in the works to take place over the next several months, it's the perfect time to reach out to the community and encourage others to become involved.

The primary responsibility of the Brambleton Kids Care Committee is to empower the next generation of Brambleton’s residents and facili-tate their development and growth towards becoming compassionate,

service-minded citizens. Through various community service projects, the Committee will provide oppor-tunities for Brambleton’s youth to help those in need, both locally and globally. Participating will give kids the power to make a positive impact, gain valuable life experience and skills.

If you are a Brambleton resident, at least 7 years of age, consider being a part of BKC. As a member, you will be able to participate in upcoming ser-vice projects and events. You can also sign up to serve on a committee.

Here are just few upcoming projects:

The band wraps up the season with the US Bands Championship in An-napolis, MD on November 1.

The Briar Woods Bands continue to prepare to perform in the halftime of The Russell Athletic Bowl in Orlando, FL, televised on ESPN in December. They will also perform at Universal Studios.

The BWHS Band Booster’s Association off ers a variety of easy and fun ways to help support this exciting trip and all music related activities for the stu-dents throughout the year.
