IMU Swabi Working Mechanism 774 Male Schools are divided into 13 clusters whereas 548 Female Schools are divided into 09 clusters. Each month the clusters are changed for DCMAs so that they may not re-visit the same cluster for, at least, 3-4 months. 147 Male Schools and 109 Female Schools in the four hilly UCs of Gadoon are separately divided into13 and 09 clusters respectively for male and female DCMAs.District Monitoring Officer also carries out surprise visits; a minimum of 20 visits per month.IMU Swabi started data collection from 03rd February, 2014. In February and March data was collected on manual proformas. From April, 2014 a shift was made to collecting data on smart phones through installed ODK Forms.It has not only made data collection easier but has also ensured collection of credible and transparent data. Impact of IMU Data Collection and MonitoringIMU collects data against a given list of indicators. The same data goes to main server in the head office on daily basis. And at the district level a monthly DSC meeting is convened under the chairmanship of Deputy Commissioner Swabi. In the said meeting District Education Officer (male), District Education Officer (female) are also present. District Monitoring Officer presents monthly data on multimedia and Deputy Commissioner issues directions for corrective and punitive actions. District Education Officer (male) and District Education Officer (female) are to take actions and inform District Monitoring Officer before next DSC so that the actions taken could be included in the next DSC.Here is a comparative list of various indicators.

Administrative VisitsAdministrative visits is one indicator against which IMU collects data i.e. to count the number of visits undertaken by the field officers of Education Department in a calendar month. Permanently closed / Non-Functional Schools19 Schools were reported non-functional in May. But the number decreased to 08 in September and 05 in October. Again it shows the positive impact of IMU data collection and monitoring.

Authorized Absenteeism / LeaveData collected by IMU shows that the trend of availing French leave was too frequent in the initial months. However, the trend has decreased and now officials do fulfill the laid down criterion for availing the leave. The following figures justify it.

Continue.Even though the laid down procedure of availing a leave is fulfilled but even then teaching staff absence, whether authorized or un-authorized, has the same negative impact on the teaching learning process. Un-authorized AbsenteeismData collected by IMU about this negative indicator is a under. 319 teaching staff reported un-authorized absent in May, 244 in September and 307 in October. However, the figure has come down considerably to 163 in November. It shows positive impact of IMU. But still a lot to be desired to further improve the situation. Strict punitive actions against the delinquent officials by the concerned DEOs can help in improving the situation.

ISSUES IN PTCOn the basis of data collected by IMU DCMAs and personal checking of PTC record by District Monitoring Officer it is regretfully stated that in most Schools PTC funds are not utilized as per prescribed standard procedure. An amount of Rs.7000/room is annually given to each School making it approximately Rs.30 to Rs.40 million for the whole district.Executive bodies of the PTC are seldom found functional. PTC meetings are seldom carried out. If meetings are held at all, they are mostly in papers.Updated PTC bank statements are never maintained.Stock and purchase registers are never maintained properly.It has also been observed that compared to female Schools male Schools have relatively better record of PTC. Similarly, compared to primary Schools High and Higher Secondary Schools have a better PTC record. One reason could be the immediate check of Head Master / Principal in High and Higher Secondary Schools. Basic FacilitiesThe trend is that IMU data has little impact on availability / functionality of basic facilities. One reason could be limitation of funds and second reason could be the improper utilization of available funds(DFID, PTC).One suggestion to ensure proper utilization of the available funds is to make the dormant bodies of PTC vibrant. Either a third party evaluation should be introduced or DCMAs of IMU be made part of PTC in the capacity of a neutral observer. StipendA monthly stipend is granted to those female students(from class 06th to class 10th)who have made minimum of 80% attendance for the month. Parents are very particular about stipend of their daughters. So there is little chance of embezzlement in these funds. But, however, each month many students are reported without stipend. And so far no convincing reason has been put forward in the DSC meeting for non provision of stipend to the students. It is suggested that record of the funds received in the head of stipend and record of the funds given to students in the head of stipend may be shared with District Monitoring Officer, if, not on monthly basis, at least, on quarterly basis. District steering Meeting Decision Taken on October, 2014 DSCIllegal Occupation22 Schools have been reported illegally occupied in the month of October. One of these 22 is whole occupied whereas 21 are partially occupied.The chair directed that all illegal occupied schools must be retrieved within 10 days.And, if need be, help of the local administration should be sought in retrieving the schools. Report to this effect must be submitted within 10 days.

Closed and non-functional Schools71 Schools have been reported closed in October, 2014. Whereas 05 have been reported non-functional. All the 05 non-functional Schools are female Schools.The chair directed DEO (M) and DEO (F) to proceed under the E&D rules against the officials of closed and non-functional schools. And all the non-functional Schools must be made functional or if there is no catchment population the same Schools may be officially closed and the official staff should be adjusted in other Schools where need be. District Education Officer (male) and District Education Officer (female) to submit a report before next DSC.

Absent Teaching and Non-teaching staff285 teaching staff have been reported un-authorized absent in the month of October, 2014. Out of 285, 105 were male and 180 were female. In addition to that 39 male teachers and 24 female teachers were those who were found un-authorized absent in September as well as in October, 2014.Similarly, 83 non-teaching staff in the boys School and 54 non-teaching staff in the girls Schools were found un-authorized absent in October, 2014. In addition to it 46 non-teaching staff in boys Schools and 16 in girls Schools were found un-authorized absent in September as well as in October, 2014.The chair strictly directed DEO (M) and DEO (F) to proceed against un-authorized teaching and non-teaching staff.Directions were also issued to proceed against the officials found absent in September as well as in October. The chair also directed that concrete action must be taken against the delinquent officials under intimation to the chair.

ContinueAdministrative Visits A total of 687 administrative visits have been reported in the month of October, 2014. 541(88% of their mandatory) have been carried out by male administrative officers. Whereas 146(31% of their mandatory visits) have been carried out by female administrative officers. Neither Male administrative officers nor Female administrative officers have carried out their mandatory visits. The chair also directed that the practice of fake visits (siting in one schools and checking the records of other schools) must be curbed.

PTC610 PTCs have been reported non-functional. And many a loop holes have also been pointed out in the use of PTC But despite directives issued in the previous DSC the same have not been passed on to the field. And the trend of non-functional PTCs, patchy record of PTCs and irregularities in the use of PTC are still very much in vogue.The chair again directed that a prior approval from concerned SDEO and DEO must be sought. ContinueEnrollment Attendance Gap21% gap was reported on the male side and 26% on the female side.The chair directed DEO (M) and DEO (F) to ensure that the ratio of absent students is brought to a minimum level.Stipend897 students have been reported without stipend. It is 3% of the total eligible students. The chair directed DEO (F) to ensure distribution of stipend to all the eligible studentsHowever, so far, we have not received any information from District Education Officer (male) and District Education Officer (female) regarding any action taken on any of the decision of October DSC meeting. If they have taken any action the same may be mentioned at this forum.

Issues / RecommendationsSome teachers are working with DEO, SDEO or ASDEOs. If there is any legal provision for it the same may be shared at this forum and list of the concerned officials may be shared with District Monitoring Officer.GGPS Pirtab Banda and GGPS Kunda Mangal Chai have proxy teachers. The same has been reported time and again but no action has been taken so far. Issue of the detailed order still exists. It is again requested that list of teaching staff and non teaching staff along with their place of posting must be shared with District Monitoring Officer to avoid any confusion.Updated PTC bank statement must be maintained by all Schools.Our DCMAs report teaching and non-teaching staff absent and the same teaching and non-teaching staff threaten them with dire consequences when they re-visit the same schools. The issue of head masters / principals attendance or maintaining order book and providing the same to our DCMAs has still not been resolved.The issue of detailed posting / adjustment is still very much there. Even though report from District Education Officer (male) and District Education Officer (female) is that the same have been cancelled but in many a schools many a teachers are still working on detail / adjustment basis. ContinueSome of the Naib Qasids are on dictating terms to the teaching staff specially in female Schools. One such example is Muhammad Kamal Naib Qasid in GGHS Matra Dagai. He even uses abusive language with the teaching staff. There are 05 non-teaching staff in the same School and all of them are from one family. Head mistress seems at the mercy of the 05 non-teaching staff.Two SSTs in GGHS Utla (Nowsheen Wahab and Faiza Sayyed) who have been recruited in May are on earned leave. Reportedly they have been recruited as teaching assistant in girls degree college Zaida and are doing the duties there. First, whether they have earned leave in their accounts, if yes, how many? Second, whether one person can be recruited in two places at the same time?Miss Sadaf Iqbal(Qari) recruited in May in GGHS Kabgani. As per Government policy it is recruited against the selected School and the post is non-transferable but surprisingly she got an illegal adjustment order to GGHS Jalsai and is now posted in GGMS Haryan?There is no uniform policy for the distribution of PTC.
