Election Day November 8!

City of Houston General Election Tues-day, November 8, 2011. (The election date was incorrect in last month's news-letter.) In this election we will select our Mayor, City Council, & HISD Trustee. There are also 10 State Constitutional Amendments placed on the ballot by our State Legislators from the last legislative session.

Last day for early voting is November 4th. Our closest early voting locations are the HCC Southeast Learning Hub, 6815 Rustic and Palm Center, 5300 Griggs Road.�

There are probably a lot of folks who don’t always understand the purposes and benefits of having an active civic club. The Civic Club is a community based resource to help maintain the quality of life and property values of the neighbor-hood. Sometimes meeting this important goal means civic club volunteers have to address different challenges or issues that if not properly handled, could destabilize

the community& hurt home values. One very important example is fighting commercial encroachment. This involves businesses starting to open up in houses in the neighbor-hood. Left unchecked, this is usu-ally the first step that starts a seri-ous cycle of decline in a neighbor-hood. In most neighborhoods it usually starts with houses on busy streets or at the edge of the neighborhood. Once the “door is open” to allow houses to be used for something other than a regular single-family home, more houses throughout the neighborhood start turning into businesses, clinics, half-way houses, etc., and the neighborhood goes downhill. Commercial encroachment tried to take hold in Glenbrook Valley the same way. A couple of different businesses tried to open up in resi-dential houses along Bellfort, pav-ing or planning on paving over front yards in the process. The civic club was successful in fight-ing not one, but two instances of this type of negative influence in our neighborhood. Other examples this past year in-clude set-back and architectural is-sues. These are things completely separate and are not related to the historic designation. Set-backs are basically what keeps people from building too close to their neighbors or too close to the street. They are important to the neighborhood ap-pearance and the “breathing room” between houses that we are accus-tomed to having in our neighbor-hood. The civic club was success-ful in addressing a number of set back issues, thereby preserving the integrity of the neighborhood. In addition, the civic club was suc-cessful in resolving an architectural issue with a home on Glen Valley that had an ugly mismatched brick applied to the front. This was re-

placed with matching brick, bring-ing the home back in line with the appearance of the neighborhood. There are many other activities that the civic club takes part in for the benefit of the neighborhood, help-ing to keep Glenbrook Valley as attractive as possible. Sometimes these efforts take volunteers, some-times they take money, both of which are in short supply. We hope you will remember to pay your civic club dues this year to help maintain the quality of Glenbrook Valley. We also encourage every-one to be involved, this is YOUR civic club! Please try to attend meetings and volunteer as you are able. The more people we have the more we can get done to help main-tain Glenbrook Valley. �

El retroceso es básicamente lo que prohíbe a la gente de construir de-masiado cerca de sus vecinos o de-masiado cerca de la calle. Es im-portante a la apariencia de la vecin-dad y "el espacio para respirar" en-tre casas a que nos acostumbramos tener en nuestra vecindad. El club cívico tenia éxito en tratar varios asuntos de retroceso, así preservan-do la integridad de la vecindad. Adicionalmente, el club cívico tenía éxito en resolver un asunto arqui-tectónico con una casa en Glen Va-lley que tenia ladrillos feos no coin-

cidentes al frente. Esto se reempla-zó con ladrillos coincidentes, vol-viendo la apariencia de la casa al acuerdo con la vecindad. Hay muchas otras actividades en que el club cívico participa para el beneficio de la vecindad, ayudando a mantener Glenbrook Valley lo más atractivo posible. A veces es-tos esfuerzos requieren voluntarios, a veces requieren dinero, y hay po-co de cualquier de los dos. lights on every house in Glenbrook Valley would transform our neighbor-hood into a bright star for a night time satellite view of Houston. Please make your contribution to the spirit of the season.

Glenbrook Valley is divided into five sectors for the selection of award win-ning yards, Northwest, Northeast, Southeast, Southwest I, and Southwest II. Bellfort is the north-south dividing line and Broadway is the east-west di-viding line. The Southwest section has the largest number of homes so it is divided into subsections. Southwest I includes Section 7 and Section 7 Ex-tended. Southwest II is section 9. The judges are volunteers. They gra-ciously give their time, and gasoline, in selecting the winning residences. Their decision is final. The judges are look-ing for creativity and effort. A theme is good. The award winning categories are “Most Beautiful,” “Most Original,” and “Honorable Mention.” The Glenbrook Valley Civic Club hon-ors those homes that have been con-tinuous award winners by declaring them to be in the “Hall of Fame.” To become a member of this elite category requires five consecutive years of win-ning in any of the categories. The “Hall of Fame” sign is placed in the desig-nee’s yard each year the yard continues to be decorated. The judges will be making their deci-sions on Tuesday evening, December 13. Please have your lights turned on as close to 5 p.m. as possible. Winning requires membership in the Glenbrook Valley Civic Club. �

Man-tenga la tradición viva; ¡¡decore su ca-sa para los días festivos!! Un cordón de luces en cada casa en Glenbrook Valley trasformaría nuestra vecindad a una estrella brillante para una vista satélite de Houston. Glenbrook Valley se divide en cinco sectores para la selección de los jardi-nes que ganan premios, noroeste, no-reste, sudeste, sudoeste I, y sudoeste II. Los jueces harán sus decisiones el jue-ves por la noche, el 13 de diciembre. Favor de tener sus luces encendidas tan cerca de las 5 p.m. como le sea posible. Para ganar se exige membresía en el Club Cívico Glenbrook Valley. �

Deed Restrictions and Signs

Glenbrook Valley's deed restric-tions do not allow signs in our yards. The exception is a "For Sale, Rent, or Lease" sign.

A state regulation supersedes a lo-cal edict. The Texas Property Code Section 202.009 allows signs which advertise a political candidate or ballot item. In such instances, the right to present a sign starts 90 days prior to an election and must be re-moved within 10 days of the elec-tion. In the event of a run-off at any position, the signs will need to be removed within 10 days after the run-off election date.

Only signs representing candidates on the 2011 ballot are legal at this time, and they must be removed from yards by November 18, 2011. If not, it is a deed restriction viola-

tion. �

No Parking on the Yard

Glenbrook Valley is a participant in the City Ordinance prohibiting parking on the yard. There have been some bumps in the road, so to speak, working out effective en-forcement. The simplest, not to mention easiest way to report viola-tions is through the Southeast Com-m a n d ' s w e b s i t e . G o t o www.hpdse.com; in the right hand column scroll to "Helpful Forms;" select "Neighborhood Complaint Form;" after inputting the address in the first field, in the second field select "yard parking." In the "additional information" field it's helpful to put the type of vehicle, license number, the date and time the vehicle was in the yard.

HPD officers will go to the resi-dence in violation, speak to the resi-dents and issue warnings or cita-tions.

Our neighborhood is a place of beauty, not a parking lot! �
