Proceedings of the 84th Annual General Body Meeting of the Indian Society of Soil Science (ISSS) held on16 November, 2019 at the Banaras Hindu University, VaranasiDr. A.K. Patra, President ISSS, chaired the meeting attended by 109 members of the Society. Dr. Patra extendeda formal welcome to the Members. He informed the house that Dr. J.S. Kanwar, Dr. D.R. Bhumbla and Dr. M.C.Sarkar had left for their heavenly abode after the last general body meeting of the Society held on 28 November2018. After obituary references, one minute silence was observed as a mark of respect to the departed souls.

Subsequently the agenda items as circulated earlier were taken up for consideration.

1. Confirmation of the proceedings of the 83rd Annual General Body Meeting held on 28 November 2018at Anand.The Secretary, ISSS briefly highlighted the salient features of the proceedings of the 83rd Annual GeneralBody Meeting already circulated among the members and the actions taken thereon. Dr. B.P. Singh suggestedthat the address of members printed in the Voter list may be updated. In the recent meeting of the Council ithas been decided to stop printing of the Voter list, however it was not agreed upon and it should be printed.The opinion of the members may be taken whether they need hard copy or soft copy of the JISSS. Dr. S.K.Chaudhari also suggested that the opinion of the members regarding requirement of hard copy may betaken. If the hard copy is not printed then the expenditure can be reduced. Dr. B.K. Aggarwal proposed thatthe pdf of the journal should be password protected. Dr. P.S. Sinsinwar informed that the Kota Chapter didnot receive any journal for the last 10 years which was not correct. Dr. R.J. Tiwari proposed that the Councillorsof ISSS should be life members of the Society. After a brief discussion, it has been decided that a letter maybe sent to all the members for their willingness regarding hard/soft copy of the JISSS and for updating theiraddresses. Chapters of ISSS may also be requested to update the address of their members including emailand mobile number. The issue raised by Dr. Sinsinwar has to be verified with ISSS office. The point raised byDr. R.J. Tiwari which has not been recorded in the proceedings will be included in any other matter. Theproceedings were confirmed with this modification.

2. Presentation and adoption of the Annual Report of the Society for 2018-2019.The Annual Report of the Society for the year 2018-2019, as approved by the Council in its meeting held on19 October 2019 and circulated among the members, was presented by the Secretary of the ISSS. Dr. A.K.Patra, President asked for suggestions from the members. Dr. B.N. Swami suggested to include the namesof Chairman, Co-chairman and Rapporteur of this year convention in the Annual report. Dr. D.S. Gurjarproposed to start best oral presentation award which was not accepted by the house. After brief discussion,it has been decided to include the names of Chairman, Co-chairman and Rapporteur of the Sessions in theBook of Abstracts; and the Annual Report as presented by the Secretary was adopted without anymodifications.

3. Presentation and adoption of the audited statement of accounts for the year ended 31st March, 2019.The audited statement of accounts of the Society for the year ended 31st March 2019 was presented by Dr.M.C. Meena, Treasurer ISSS. Dr. B.N. Swami suggested that the Chartered Accountant should write “I havechecked the statement of account provided by the Society and found correct”. After a brief discussion theaudited statement was adopted.

4. Presentation and adoption of the budget estimates for 2020-2021.Dr. M.C. Meena presented the budget estimates for 2020-2021 which had been drawn and approved earlierby the Council. With this brief discussion, the budget estimates were adopted by the house without anymodifications.

5. To consider and adopt, if approved with or without modification, the following amendments of theRules and Regulations of ISSS in renaming the Twelfth International Congress Commemoration Award.

After brief discussion the house accorded to rename “The Twelfth International Congress CommemorationAward” as “Dr. J.S. Kanwar Twelfth International Congress Commemoration Award”

6. Election of Office Bearers and Councillors in the Council of the Society to the offices falling vacantduring 2020 and 2021.The Secretary informed the house that following the procedure enshrined in the Rules and Regulations,Council in its meeting held on 19 October 2019 had elected the following Office-bearers and recommendedthe same to the Annual General Body Meeting:Vice-President : Dr. Pradip DeyAssistant Secretary : Dr. K.K. BandyopadhyayTreasurer : Dr. M.C. MeenaThe Secretary informed that postal ballots for electing 10 Councillors received at Varanasi were counted bya team led by Dr. Madhumita Das as chairperson and Dr. B.R. Maurya as the observer. The ten Councillorselected for the years 2019 and 2020 were: Dr. Bapusaheb Dashrath Bhakare, Dr. Dharm Pal Singh Dudi, Dr.Ranjeet Singh Chaudhary, Dr. (Mrs.) Jaya Niranjane Surya, Dr. Siba Prasad Datta, Dr. S.S. Dhaliwal, Dr.Ashish Marotrao Latare, Dr. P.P. Mahendran, Dr. Ashish Kumar Dash and Dr. K.K. Math.Dr. V.P. Ramani, Anand informed the house that in the election of office bearer of 2019, the Secretary ISSShad issued two ballot paper to the same voter, though the issue of duplicate ballot paper was denied in 2018election. This is against the rule of fair elections. Secretary informed that because of severe illness of thesaid voter, two ballot papers has been issued. However, only one ballot paper has been casted and returnedto the ISSS office. After in-depth discussion, it has been decided that only one ballot paper may be issued tothe voters in any case in future. Options may be explored for online voting.The house approved the results and congratulated all the members elected to the Council.

7. Any other matter with the permission of the Chair (Members of ISSS desirous of raising any pointunder this item are required to send the same in writing to the Secretary on or before 8 November2019).• Dr. D.S. Gurjar, New Delhi submitted that the Society office did not provide him the contact details of the

members of the Council during the contest of election of Assistant Secretary of the Society. Dr. A.K.Patra, President ISSS told that all addresses of the members containing voting right are given in theVoterlist, anyone can take the addresses of the voters from the same.

• Dr. R.J. Tiwari submitted for partial amendment in bye-laws in context of fellowship and honorarymembership. House decided that the award issues may be passed on to the standing committee onpolicy and by-laws. Dr. Tiwari also requested to pass a resolution that hosting chapter may be exemptedthe registration fee of retired members in the annual convention. After deliberation, the house decidedthat since it comes in the purview of organizing chapter, therefore, it depends on the organizing chapterin this regards.

8. Presidential AddressIn his presidential lecture 'Soil Solution to Feed 1.7 Billion', Dr. A.K. Patra presented the current problems ofsoil health in the country, and he highlighted the technology landscape for addressing the solution of theseproblems for sustainable soil management and achieving the food and nutrition security of the country by2050.

9. Vote of thanksThe meeting came to a close with a vote of thanks by Dr. K.K. Bandyopadhyay, Assistant Secretary, ISSS.

84th ANNUAL CONVENTIONThe 83rd Annual Convention of the Indian Society of Soil Science (ISSS) was held at Banaras Hindu University,Varanasi during November 15-18, 2019. A brief report on the Convention is presented hereunder.

Inaugural SessionThe inaugural session was held on 15th November 2019 at the Shatabdi Krishi Prekshagrih of Institute of AgriculturalSciences, Banaras Hindu University, Varanasi. On behalf of the Varanasi Chapter of the ISSS, Dr. RameshChand, Director, Institute of Agricultural Sciences, BHU, welcomed the delegates and expressed this event as aunique platform for interaction in their domain of contemporary research. Dr. A.K. Patra, President, ISSS, extendeda warm welcome to the Chief Guest, Dr. Mangala Rai, Ex- Secretary DARE and DG, ICAR and Ex-Vice-Chancellor,GBPUAT, Pantnagar; the Guest of Honour, Dr. J.C. Katyal, Ex-Vice-Chancellor, CCS HAU, Hisar and DDG(NRM), ICAR; Hon’ble Past Presidents, ISSS present in the inaugural ceremony, members of the Council ofISSS, University Officials, Delegates from all parts of the country; and other distinguished guests.Chief Guest, Dr. Mangala Rai presented the Honorary Memberships, Fellowships and various Awards of theISSS for 2019. Dr. D.R. Biswas, Secretary read the citations. A set of publications brought out on the occasion ofthe Convention were released during the inaugural ceremony. Dr. J.C. Katyal, Guest of Honor addressed thegathering. Dr. Mangala Rai, Chief Guest delivered the inaugural address. He spoke on soil health card; conjunctiveuse of water; crop residue management; intensification of agriculture, etc. Inaugural function formally came to aclose with a vote of thanks by Dr. Anand P. Singh, Dean (Agriculture), BHU.During the Convention three special lectures were organized. The 37th Prof. J.N. Mukherjee - ISSS FoundationLecture was delivered by Dr. K.P. Patel, Anand on 15th November 2019. Dr. J.S. Samra, Former President ISSS,Chandigarh chaired the session. Special Lecture was delivered by Dr. J.S. Samra, Former CEO, NRAA, Govt.of India on 15th November 2019. Dr. J.C. Katyal, Former President ISSS, Gurgaon chaired this session. The 46th

Dr. R.V. Tamhane Memorial Lecture was delivered on 16th November 2019 by Dr. D.K. Das, Former Professorand Head, BCKV, Kalyani. Dr. Anil Kumar Singh, Former President ISSS, New Delhi, chaired the session. Half-a-day Special Symposium on “Digital Soil Science for Empowering Small and Marginal Farmers” was held on16th November 2019 with Dr. S.K. Chaudhari, Assistant Director General (SWM), ICAR, New Delhi as theChairperson. Speakers in the session included Drs. S.K. Chaudhari, Keith Shepherd, Rabi N. Sahoo, Tapas K.Biswas and Prashant Puri.National Seminar

A National Seminar on ‘Developments in Soil Science - 2019’ was organized, in which a total of 116papers in oral and 141 papers in poster sessions were presented on 15th afternoon, 16th afternoon and17th November 2019 forenoon. Out of the poster presentations spread over three sessions, following threewere selected for the Best Poster Presentation Award:

Chapter ActivitiesFollowing an encouraging response during the previous years, Chapters of ISSS were invited to

display in the form of posters their activities of the preceding one year. These posters remained on displayon 15-17 November 2019 with one of the Chapter representatives available for discussion for a limitedtime fixed each day. The Chapters participating in this programme were: Delhi, Gwalior, Ludhiana, Ranchiand Varanasi. Poster presentations were informative, interesting and well laid-out. Visitors appreciated theefforts of the Chapters.Cultural Programme

Cultural programme, performed by students of the different colleges of Banaras Hindu University,Varanasi, were very marvelous in this technically-rich convention on the evening of 15th November 2019.All the delegates enjoyed and appreciated this programme.Concluding Session

The concluding session was held on 17th November 2019 with Dr. A.K. Patra, President of the ISSS inthe chair. In-depth review of all the special and technical sessions including Special symposium on“Digital Soil Science for Empowering Small and Marginal Farmers” was made. Members were requestedto offer their comments on the several activities carried out during the preceding three days. Membersmade many useful suggestions. Dr. Sabyasachi Majumdar was awarded the ISSS Best Doctoral ResearchPresentation Award for the year 2019, while the other contestants, namely, Dr. Jeevanjot Dhaliwal, Dr.Irene Elizabeth John, Dr. Sourav Kumar Khan, Dr. Surajit Mondal, Dr. Swati Sopanrao Mundhe, Dr.Lokesh Kumar Saini were given Commendation Certificates. Debomita Dey, Rajalben P. Patel, AnshumanDas and Geethu Jacob were awarded the Zonal Award from East Zone, West Zone, North Zone and SouthZone, respectively. Dr. A.K. Patra presented ISSS Best Doctoral Research Presentation Award and theCommendation Certificates and Zonal award. Efforts made by the Members of the Varanasi Chapter inmaking the Convention a memorable and grand success were highly commended; the delegates gave thestanding ovation to the organizers. At the end of the concluding session, the annual convention wasdeclared formally closed by Dr. A.K. Patra, President of the ISSS.

BUSINESS MEETINGS84th Annual General Body Meeting

The 84th Annual General Body Meeting of ISSS was held on 16 November 2019. Dr. A.K. Patra,President of the ISSS, chaired the meeting attended by 109 members of the Society. The business of themeeting as per the listed agenda, was transacted. The proceedings of the 83rd Annual General BodyMeeting held on 28 November, 2018 at Anand, were considered and confirmed by the house. Dr. D.R.Biswas, Secretary presented the Annual Report of the Society for the period November 2018 – October2019; it was adopted by the house. The audited statement of the accounts for the year ended 31 March2019 and budget estimates for 2020-2021 were presented by Dr. M.C. Meena, Treasurer; these wereadopted by the house after some discussion and clarifications. The results of election for filling the officesfalling vacant for 2020 and 2021 were announced; Dr. Pradip Dey, ICAR-Indian Institute of Soil Science,Bhopal was elected as the Vice President; Dr. K.K. Bandyopadhyay, Division of Agricultural Physics,ICAR-IARI, New Delhi and Dr. M.C. Meena, Division of Soil Science and Agricultural Chemistry, ICAR-IARI, New Delhi were elected as the Assistant Secretary and Treasuer, respectively. The 10 Councillors,declared elected were Dr. Bapusaheb Dashrath Bhakare, Dr. Dharm Pal Singh Dudi, Dr. Ranjeet SinghChaudhary, Dr. (Mrs.) Jaya Niranjane Surya, Dr. Siba Prasad Datta, Dr. S.S. Dhaliwal, Dr. Ashish MarotraoLatare, Dr. P.P. Mahendran, Dr. Ashish Kumar Dash aned Dr. K.K. Math. The members elected werefelicitated in the Annual General Body meeting. Dr. A.K. Patra delivered the Presidential address. Themeeting came to a close with a vote of thanks by Dr. K.K. Bandyopadhyay, Assistant Secretary, ISSS.

Council MeetingsThe Council met one time in 2020, on 6th March; and two times in 2021, 13th March, and 19th June to transact thebusiness of the Society. All the meetings were chaired by Dr. A.K. Patra, President. Members of the Councilattended these meetings in large numbers and contributed substantially to the proceedings of these meetings.

FINANCEThe financial position of the Society continues to be satisfactory. The Society was sanctioned Rs. 2,00,000/- asgrant-in-aid by ICAR during 2019-2020 and 2020-2021 for the publication of the Journal of the Society and Rs.5,00,000/- for organizing the Convention in Varanasi. The audited statement of accounts for the year ended 31st

March, 2020 and 2021; and the budget estimates for the year 2022-2023 drawn by the Council are being placedfor approval at the 85th Annual General Body Meeting.

PUBLICATIONSJournal: The fourth issue (December 2019) of the Journal of the Indian Society of Soil Science, Vol. 67 wasbrought out. Volume 67 for the year 2019 covered 480 pages. Volume 68 for the year 2020 covered 472 pages.The supplementary issue of 2019 containing the memorial lectures delivered in 2019 is published. So far June2021 issue of the Journal (Vol. 69 for 2021) has been brought out and it run into 224 pages.

EDITORIAL BOARD REPORTEditorial Board continued a comprehensive analysis of publications in the JISSS vis-a-vis leading journals in theworld. For improving the visibility of its Journal and enhancing the quality of the papers published in the JISSS,it was decided that the editor may scrutinize the manuscript carefully before assigning to a reviewer. Editors maygive complete comments at one time only, no fresh comments at second time. Members of ISSS are requestedto cite the references of JISSS in their paper.

LINKS WITH THE INTERNATIONAL UNION OF SOIL SCIENCESThe Indian Society of Soil Science is Full Member in the Category of Nations in Development. Society’s subscriptionto the IUSS has been sent for the current year.

CHAPTER ACTIVITIESMost of the Chapters of the Society located at Annamalainagar, Akola, Allahabad, Anand, Bangalore, Bapatla,Bhopal, Bichpuri (Agra), Bhubaneswar, Coimbatore, Cuttack, Dantiwada, Dapoli, Delhi, Dharwad, Faizabad,Gwalior, Hisar, Hyderabad, Indore, Imphal, Jabalpur, Jammu, Jobner, Jodhpur, Jorhat, Kalyani, Kanpur, Karnal,Killikulum, Kolkata, Kota, Lucknow, Ludhiana, Modipuram, Nagpur, Navasari, Palampur, Pantnagar, Parbhani,Pusa (Bihar), Rahuri, Raipur, Ranchi, Sabour, Shillong, Shimoga, Sopore, Sriniketan, Thrissur, Tirupati, Udaipurand Varanasi remained active in promoting the aims and objectives of the Society by organizing conferences,meetings, seminars, group discussions, special lectures, etc. A number of Chapters are bringing out Newslettersperiodically and also the Annual Reports. ISSS Best Doctoral Research Presentation Award: During 2021 the first round of this contest was organizedin South Zone by Coimbatore Chapter on 6 October 2021, East Zone by Bhubaneswar Chapter on 4 October,2021; West Zone by Jabalpur Chapter on 28 September 2021 and North Zone by Karnal Chapter on 5 October,2021.

Zonal Award Contests: The ISSS Zonal Award Contests were organized for the East, West, North and SouthZones at Bhubaneswar, Jabalpur, Karnal and Coimbatore, respectively.
