James Morketter will be our new President, Adam Haynes Vice President, Seth Rauscher Secretary and Jim Bauer Treasurer. Congratulations also to Adam Haynes for the well deserved win of the 2017 B. K. Taylor Award and IPSSA Terry Cowles Award nomination, and to Kristal Cavender with Freedom Solar for the winning the 2017 David Courey Chapter Supporter Award. Thanks to everyone who donated to the City Heights Swim Center. With the generous giving from our members and the matching that comes from the Chapter, and Table Top, we will be able to present a check for over $5000.00 that will go to providing swim lessons for those not able to afford them! I want to encourage you all to come to the November general meeting this Wednesday, the 15th. ARTICLE III NEW MEMBERSHIP APPLICANTS Section 1 MEMBERSHIP FEE AND DEPOSIT
1.1 Must Pay Fees With Application The new membership fee must accompany all new applications for membership. Applications without the fee will not be processed. $50 of this fee is non-refundable if an applicant decides not to join. 1.2 Composition of Membership Fee The new member application fee, to be determined by the Board, includes the Initiation Fee, CPSA Donation and Study Materials 1.3 IPSSA Dues Another fee covering 2 months IPSSA dues will be collected with each new application. This check will be held until the applicant is voted in and will be sent to the Financial Office at that time.
Section 2 APPLICATION FOR MEMBERSHIP 2.1 Documents Required With Application New applicants must present the following information and materials in order to be considered for membership:
1. Completed Application Form. IPSSA San Diego Chapter – Standing Rules – Revised October, 2014 www.ipssasandiego.com 8 2. Copy of a valid Business License.
3. Some proof of 1 year work history in pool industry (1099 or W2). 4. A Fully and Legibly Completed Blue Card. 5. Completed Life Insurance Beneficiary form. 6. Checks for New Member Fees payable to San Diego IPSSA. 7. Check to IPSSA Management Company for two months Dues and Insurance and New Member Packet.
2.2 Prospective Member Attendance Requirements The applicant must attend three of the next four consecutive meetings BEFORE being acted upon by the Board. 2.32Prospective Member Packet A prospective member packet will be given to applicants upon receipt of fees.
Section 3 ENTRANCE EXAM AND INTERVIEW 3.1 Required 2.2 Water Chemistry Test
All new applicants and transferees are required to take and pass the IPSSA Water Chemistry test, the supplemental Chapter test and formal interview. Approximately 70% (20 of 30) of the questions on the Chapter test must be correctly answered to pass. Should the applicant fail the test, a 30 day period (or less if agreeable by the Board) must lapse prior to reexamination. within six (6) months of membership. 2.3 Mentoring
A mentor (member within the chapter) may be assigned to the new applicant based on experience and if agreed by the new applicant.
Section 43 NEW MEMBER CHAIRMAN The Vice President is responsible for the processing of new members. However, the President he may delegate this responsibility to a New Member Chairman, who would be appointed to serve as the coordinator for processing all prospective new members.

CPSA Scores Another Win Against Water Restrictions
As indicated in a CPSA Alert published on October 17th, the California Pool and Spa Association
is far from done responding to potential drought restrictions on filling new and existing
swimming pools and spas during certain water emergencies. Even though the drought in
California is over, cities must periodically file update their Urban Water Management Plans and
Water Shortage Contingency Plan as part thereof.
The City of Lathrop, just South of Stockton in Northern California, was in the process of doing
just that when the CPSA received notice that the proposed Ordinance contained a prohibition on
filling swimming pools and spas in Stage III, 30% Water Use Reduction. This prohibition applied
to both new and existing swimming pools and spas.
CPSA’s Executive Director John Norwood attended the City Council meeting on Monday,
October 16th to object to the proposed fill prohibition. Additionally, the association contacted
City staff that afternoon to discuss its concern. The Ordinance had actually been through its first
reading at the City’s meeting two weeks earlier and was scheduled for the consent calendar. After
Mr. Norwood’s presentation, City Council Member Martha Salcedo moved to vote on the
consent calendar, absent the proposed water emergency ordinance. She asked that the water
emergency ordinance be put over so discussions could occur with staff and CPSA until the next
City Council meeting on Monday, November 6th.
Discussions with city staff did occur and CPSA was notified this week by the City’s Director of
Public Works that the Ordinance was being revised and the prohibitions on filling new and
existing pools were being removed. The only provisions that remain in the Ordinance are in
Stage II, 20% Water Reduction, requiring swimming pools and spas be covered when not in use.
The City of Lathrop is just the most recent example of why CPSA and the industry must remain
steadfast in its response and opposition to proposed laws and ordinances that would potentially
shut down the swimming pool and spa industry in certain drought or emergency water situations.
Swimming pools and spas are not water wasters, a fact confirmed by numerous local water
districts, the state Department of Water Resources, and the California Water Quality Control
Board. However, nobody is going to make this point for the industry. Unless the industry
continues to speak up and fight against such restrictions, the construction as well as the servicing
of swimming pools will be adversely affected by such proposals.
CPSA, the California Pool and Spa Association, serves as the statewide public policy representative for the pool, spa, and hot tub industry. We advocate on behalf of industry interests before the California Legislature and state and local regulatory agencies, and for individual members dealing with enforcement issues. CPSA promotes the highest standards of professional conduct in pool construction, service, and repair, and seeks to educate the public on the proper maintenance and safe use of swimming pools, spas, and hot tubs.
