EMBM Background
• The Electromagnetic Battle Management tool is the material solution for joint
electromagnetic spectrum operations cells (JEMSOCs) to provide user-defined
operational pictures, relevant data, and supporting command-and-control
capabilities.
• EMBM tools are specifically for combatant command and joint task force JEMSOCs.
• Initially, Central Command, European Command, Africa Command and Indo-Pacific
Command are implementing JEMSOCs in fiscal years 2020-2021.
• EMBM is envisioned as the solution set for the electromagnetic spectrum (EMS)
domain in Joint All-Domain Command and Control (JADC2).

What EMBM Is
EMBM is a key enabler of the Electromagnetic Spectrum Superiority Strategy.
• A solution that provides electromagnetic operational environment situational awareness, decision support, command and control (C2), and training capabilities to Combatant Command (CCMD) and joint task force joint electromagnetic spectrum operations cells.
• The software solution that enables the operational processes defined in the JEMSOC Operational Employment Guide.
• EMBM will do the following: Aggregate and fuse EMS information needed for electromagnetic operational environment (EMOE) situational
awareness and produce EMOE estimates.
Integrate and create the toolsets needed to conduct situational analysis of the EMOE to determine the EMS dependencies and EMOE impacts for planned and ongoing operations.
Generate relevant products for consumption by operators and senior leadership to gain a situational understanding of the EMOE and support decision-making.
Be interoperable with component, service and combat support agency tools to exchange data and provide C2 through guidance, orders and policy.
Provide force-wide management and deconfliction of EMS maneuver and sharing.
Provide dedicated training capability that can ingest exercise data feeds.
• The Joint EMBM capability will interface with adjacent and lower echelon EMBM capabilities to enable coordination and synchronization of JEMSO/EMSO activities between joint and service echelons.
• Eventually, EMBM will interface with joint, all-domain situational awareness capabilities.

• ValidaTek provides network infrastructure and engineering IT support to JSP customers, including a high-availability, workstation-based computer network, which includes a variety of IT, engineering, application development, capacity, and architecture. ValidaTek operates within the JSP unified framework to deliver consistently high-quality systems through repeatable processes, to provide seamless transition to operations and maintenance for systems.

• SXXI is a mission critical National Security System (NSS) used by the Department of Defense (DOD), National Telecommunications and Information Administration (NTIA), other U.S. Federal Agencies, North Atlantic Treaty Organization (NATO) and foreign allies for strategic and tactical operations.
• ValidaTek is responsible for modernizing the SXXI system, transition to the modernized system (i.e., MSXXI), and then MSXXI operations and sustainment support for the DOD, NTIA, international and coalition partners, and FMS support.
• TARDyS3 – Selected for OTA Award• ValidaTek was selected to develop a spectrum scheduling system and interference prevention, detection, resolution capability for the DOD
• ValidaTek will develop these capabilities by implementing robust agile software development and DevSecOps techniques. These are new operational capabilities for the DOD, and they will improve systems used by the Armed Forces for spectrum scheduling and deconfliction

NETCCN–EN delivers remote critical care and medical support systems for the multi-phased DoD-HHS National Emergency Critical Care Network to demonstrate a distributed ICU virtual care solution for the current pandemic and future emergency response. The system went live in Puerto Rico as the first site with services for hospitals with critical patients. This work demonstrates the full PM setof clinical and operational capabilities with the development of the governance, policy, processes, and procedures in a comprehensive conceptofoperations. The service includes software development, data analytics, solution deployment, and staffing by Expression physicians and nurse teams, in coordination with on-site hospital staff. Services also include language translation for all encounters, and ongoing operation of the service for underserved, austere locations supporting both DoD and HHS disaster missions. The PM also servedasthe DMLSS Trainer for the program. MTEC OTA (ongoing).
EMS SA–EN provides Electro-magnetic Spectrum Situational Awareness (EMS SA). EN also provides the authoritative data source Joint Spectrum Data Repository (JSDR) as a service for real-time enterprise utilization and management data across the Department of Defense. EN provides predictive analysis, situational awareness, and command and control functions to streamline and automatejoint electromagnetic spectrum operations activities for the Combatant Commands, the Joint Task Forces, and the electronic warfare communities. The mission requires near real-time data ingest, data fusion, visualization, analysis, reporting, and user-defined operating pictures for the electromagnetic operating environment, to include friendly-force, adversary, and neutral actor spectrum-dependent systems. EN’s DISA work demonstrates our ability to provide the lifecycle of data as a service (DaaS) to the mission.
MEDLOG Research –EN evaluated the medical logistics (MEDLOG) product recall process, and legacy systems DMLSS and JMAR capabilities, as well as existing workflows, and constraints. EN recommended process improvements to streamline design. EN then developed a leading-edge automated workflow process incorporating AI/machine learning to match product catalog items, identify hospitals affected by the recall, and institute tracking with completion status and alerts for recalls down to the departmentlevel of a hospital.
