the minimum rates .of wages for adult unskilled workers and the juvenile workers employed in all
industrial undertakings in the Punjab;
And the Board having considered the objections and suggestions received in
pursuance of its Notification No. MWB/S8 (VI)/20 1O(Unskilled) dated 16.6.2010 has submitted
its recommendations (reproduced in Schedule) for fixing the m'inimum rates 'of wages of adult
unskilled workers and the juvenile workers employed in all industrial undertakings in the Punjab;
Now, therefore, in exercise of the powers conferred by sub-section (1) of Section 6
of the said Ordinance and in supersession of previous Notification No. Lab-Dev-I/12-8/97 (B)

II(a) The employers in their respeetive industries shalll?ay wages to workers engaged
in oecupations classified in the schedule appended hereunder at rates not less. than those
mentioned against each group for each type of industry for work of 8 hours a day and subject to
the provisions of the West Pakistan Shops and Commercial Establishments Ordinance, 1969, the
Factories Act, 1934 and other relevant Labour Laws, as the case may be.
(b) The wages shall mean wages as defined in Section 2 (8) of the Minimum Wages
Ordinance, 1961.
mea) All occupations in these fifty-one industries have been classified as far as
possible, in the schedule.
(b) If any employer of any of the 51 industries has any occupation in his
establishment which is not included in the schedule applicable to him, 'Ouch crnployer or the
manager as the case may be, shall be responsible to place all such occupations at an appropriate
place in the schedule and pay to the workers the minimum wages now fixed by the Government
accordingly. Simultaneously the classification made by the manager or the employer shall be
reported to the Chairman of the Board who may take such_action as deemed neeessary.
IV These rates shall be applica,ble to time-rated whole time workers including
probationary, temporary and piece-rated workers.

v The employers shall revise, where necessary the rates of remuneration for picce-
rated \\'orkers so as to ensure that such w?rkers, by working 8 hours per day and 26 days in ea~h
month. are enabled to earn not less than the corresponding minimum rates of montlily or daily
wages, as the case may be fixed by the Govt. for time-rated workers._
\11. The existing wages wllerehigher than the minimum wages now fixed shall not be

reduced: The employers shall, however, be free to pay higher wages either unilaterally on their,
initiative 0r by collective agreement in view of any -special cOilsiderations including higher grade
or s.kill or cxpericncc or hjgl~er cost of living in a particular locality or other reasons.
VII, The question of maintenance of rate differential among workers of different
oceupations shall be left with the employers for settlement by their own action and / or by the
collective agreement subject to tl)e condition that the existing rates of wages of any worker shall,
in no ease, be reduced (vide Section-9 of the Minimum Wages Ordinance, 1961),
VIII. An adult female worker shall get the sam~ minimum wages as a male worke~ for
work of equal v&lue (vide Rule 15 of the West Pakistan Minimum Wages Rules, 1962).
IX, The daily/weekly working hours, condition of overtime work, work on weekly
days of rest and paid holiday,:), etc, shall be regulated by the Factories Act, 1934 (Act XXVI of
1934), Payment of Wages Act, 1936 (No. IV of 1936) and other relevant LabourLaws.
x, The wages of apprentice shall be regulated in accordance with the provisions of
the West Pakistan Apprenticeship Ordinance, 1962 (No-LVI of 1962).
Xl. The following deductions shall be allowed from the wages of workers', on
providing hou~ing accomm,odation and transportsubje~t to the formal agreement between the
employers and workers:-

For providing housing accommodation : Rs.70/- per monthFor providing transport : Rs.19/- per month
This Notification shall come into force on th~ 15t Day of July, 2010.
